New Delhi: More than a thousand Jet Air-
ways pilots will strike work from 10 am on
Monday to protest unpaid salaries and un-
certainty about their jobs. The carrier, sad-
dled with more than $1.2 billion of debt,
has had to ground more than 80 per cent
of its fleet over unpaid dues to leasing com-
panies, pushing it to the brink of shutdown
and jeopardising hopes of attracting a new
investor. "As on today, we have not been
paid for nearly three-and-a-half months
and we don't know when we will be paid.
So, we have decided to go ahead with our

gional parties in the country,
while indicating that the
latter may not cam-
paign for these par-
ties directly.
In an informal in-
teraction with the
media, KT Rama Rao
said that some cam-
paigns need to be
done indirectly,
when he was asked
whether KCR would be campaigning in
other states in North India as part of his
Federal Front of non-BJP, non-Con-
gress parties. “Why do you think KCR is
not speaking? The campaigns are of
many types. There will be direct and in-
direct campaigns,” said KTR. He reiter-
ated that the TRS was going to win 16
seats from Telangana and his party
would play a decisive role in Delhi.
KTR predicted that the Congress
and BJP would lose deposits in many
Lok Sabha seats in the state. The Con-
gress would be in third place in four to
five seats and lose deposits in three to
four seats. In some constituencies, in-
cluding Nizamabad and Mahbubnagar,
the Congress leaders appealed to the
voters to vote for the BJP, he said.
The TRS leader said the state gov-
ernment had requested the Election
Commission to conduct ZPTC and
MPTC elections before May 23 so that
the government can focus on develop-
ment for the next 4 years. He said the
Chief Minister KCR was contemplat-
ing to bring in a strong Municipal Act
to curb corruption in the state.

government's action plan to en-
courage horticulture crops would
further give a boost to the date cul-
tivation in the three districts. In

ket for the crop is not a seasonal
one like mangoes and other fruits.

ery. He said so far, the Centre
has approved only 17 out of 33
districts. Therefore, there are
literally two administrative
maps of Telangana. While the
Centre's map shows only 17
districts, State map has 33 dis-
tricts. This confrontation is
not good in a federal form of
government, he said.
He said as per the data fur-

ment in March 2018, the Rev-
enue Department had 4,244
vacancies and none of them
have been filled so far.

We, the citizens of India, must come to

our energies can be channeled in securing
economic welfare. So far, we have followed

— maybe even opposed to each other. The
premise is that the One God has given dif-
ferent messages to di�erent religions. That
raises the question “Which is the true mes-
sage?” A contest takes place between “my
message” and “your message.” This causes
emotional rift. The fact that all the three
major religions in our country — Hindu,
Islam and Christianity — proclaim that
there is only One God is pushed to the
background.
The Isavasya Upanishad states that all
that exists is Brahman. There is nothing
other than Brahman. The Bible states at
Isaiah 44.6: “I am the first and I am the last
and there is no God other than Me.” The
Quran says at Sura 6: “There is only One
Allah. There is none equal to Him.” We are
fighting amongst ourselves despite believ-
ing in the same One God.
The true nature of God has not been re-
solved satisfactorily yet. However, there
appears to exist an agreement that God is
not a person like us with a physical body, a
mouth and a voice. So how does God con-
vey His message? It appears that great per-
sons like Krishna, Moses and Mohammed
were able to establish contact with God.
God gave them certain inspirations or di-
rections which they expressed in words as
per their understanding. Then these words
were transmitted orally for long periods
before they were written down. The mes-
sage went through a long journey in reach-
ing to us. First, the divine inspiration given
by God was expressed in words. For exam-
ple, God may inspire a Holy Person (such
as Moses, Krishna or Mohammed) to wage
war. Now whether the ‘war’ means spiritual
war, intellectual war or physical war would

Then there is a long gap of time between
the words spoken by the Holy Person and
that the words that are available to us. For
example, the life and sayings of Rama took
place at approximately 2100 BC but the
writing of the Valmiki Ramayana that took
place at approximately 300 BC. For 1,800
years the story of Rama was transmitted
orally. Likewise, Moses was given the com-
mandments by God around 1500 BC. The
Jews invaded and lived in Palestine there-
after. Later they were enslaved and taken
to Babylon. Saint Ezra brought the sayings
of Moses from Babylon to Palestine around
600 BC. This was followed by a long period
of oral and written transmission. The ear-
liest written text of the Bible available to
us is the Aleppo Codex dating to about 900
AD. So, about 2,400 years passed between
the giving of the commandments by God
to Moses and they being written as avail-
able to us. The situation of the Quran is
better but su�ers from the same problems,
nevertheless. The Quran was revealed by
Prophet Mohammed when he went into a
trance. The words uttered by him in trance
were confirmed by the Prophet later. How-
ever, about a hundred years later, there
arose questions about what exactly was
truly revealed. At this time Caliph Uthman
took upon himself the responsibility of
compiling the true Quran. He ordered all
other copies of Quran to be burnt. That
means that there existed other dissenting
versions. The Quran available to us is the
one that was organised by the Caliph as per
his understanding. Then, the words were
chosen by the Holy Person to express the
inspiration in words. For example, it could
be expressed by tribal leaders as ‘Take bow
and arrow and attack.’ The same inspira-
tion could be expressed by a modern army

the human brain must be special, as
superior to the brains of other mammals
as our minds are. This specialness was
never seriously questioned, and even ba-
sic facts, like asserting that the human
brain contains 100 billion neurons, were
arrived at with surprising casualness.
In an interesting 2013 TED talk, the ar-
ticulate Brazilian neuroscientist Suzana
Herculano-Houzel o�ers clarity for the
first time on several of the basic issues.
After devising a way to dissolve brain cell
membranes so that only the nuclei re-
mained, and isolating them to be counted,
she determined that the human brain
contains 86 billion neurons, the most of
any primate. Even though the human
brain is a small fraction of our total
weight, it uses 25% of a person’s daily
calorie consumption. That may seem like
an incidental fact, but Herculano-Houzel
makes it the cornerstone of her argu-
ment, which declares that the human
brain isn’t special.
We have primate brains, she says, that
are in proportion to our primate relatives
like chimpanzees and gorillas. But in an
odd evolutionary twist, chimps and go-
rillas cannot sustain the calorie load of
an immense brain by eating raw food.
Typically, a great ape feeds for eight hours
a day to sustain its large body, and over
time a choice was made to prefer a very
large body with a smaller number of neu-
rons. In homo sapiens, the reverse oc-
curred. We chose a small body and a huge
brain, particularly the higher brain re-
sponsible for our superior mind. Accord-
ing to Herculano-Houzel’s explanation,
this choice was made possible by the in-
vention of cooking. Cooking raw food is
like pre-digesting it outside the body;
cooked food is easier to digest, contains
more nutrients by weight than raw food,
and takes many fewer hours to eat. You
can get an entire day’s calorie load with a
15-minute visit to a fast-food chain.
Since science is about clearing up mys-
teries, the inability to decide how brain
relates to mind has been too frustrating.
As a short cut, why not say that the brain
created the mind? It cut through all the
philosophical red tape. Yet for all the con-
venience that it brings to brain research,
there is zero proof that the brain creates
the mind. At no point can anyone show
how cells that are constituted from the
same DNA as heart, liver, and lung cells
somehow learnt to think. The very notion
that the brain thinks is empty; it is like
saying that a piano understands Mozart.
We will never get the brain right until
we follow the second path and delve into
the mystery of how the mind and brain
relate to each other. It is false to assume
that brain experts are also mind experts;
they aren’t. By adopting the false assump-
tion that the brain is the mind, for all
practical purposes, neuroscience has left
out the true nature of intelligence, cre-
ativity, love, art, compassion, spiritual ex-
periences, and higher evolution. Those
things belong to the evolution of the hu-
man mind and remain completely ba�ing
if you only stare at neurons through a mi-
croscope.

stock is a common phe-
nomenon. This fluctuation
can be in an uptrend or down-
trend. Whenever there is a
change in price it is not a
change in trend or cycle, but
it is a correction. Change in
trend of a cycle is often con-
fused with correction. The
price movement could be in
an upward trend but still there
would be a fall in price which
is aptly termed as correction.
Correction is a part of the
price movement.
Before buying a stock, we
need to know whether it is in
uptrend or downtrend. A trad-
er needs to identify whether
the change in price is a cor-
rection or a change in cycle.
Trending stock has cyclical
changes. Every fall in price is
not indicative of trend rever-
sal. It is very important for a
trader to understand trending
in short term. In a cyclical
change the speed and inten-
sity of price movement would
be very di�erent.
If a trader is willing to know
whether the price is moving
upwards or downwards what
he needs to see is the change
in cycle of a price rather than
the movement of the price.
To understand this concept
more aptly let us consider an
example. If we consider
weather conditions, we have
seasons like summer, rainy
season and winter. There may
be unseasonal rains in sum-
mer but that does not imply
the onset of monsoon. The
unseasonal rain may be con-
sidered as a correction and
the change in season is a cycle.
Similarly, every stock goes
through ups and downs and
there is a change in the cycle
for various other reasons.

L ast week, Indian stock
markets traded in a nar-
row range. The BSE Sensex
declined by 402 points and
the Nifty fell by 21.75 points
in last five trading sessions.
The other major index, Bank
Nifty, declined by 146 points.
The broader indices, Nifty
Midcap-100 index, fell 0.45
per cent, but Nifty Smallcap
index rose by 54 points. Once
again, a crisis of fixed maturity
plans redemption postpone-

sentiment. The first phase of
parliamentary elections was
over and the next phase of
election is due next week.
Technically, Nifty’s long-
legged doji in last week got
confirmation as it ended be-
low the doji close. It actually
formed a lower low and lower
high on a weekly chart, which
reveals that the sign of the
upward momentum is clearly
waning and the bulls are tired.
As we discussed last week,
the critical level 11,560 for
the week was broken for a
very short period during the
week. Even for the next week
also, it acts as a point of con-
trol for the bulls. As long as
Nifty trades above this level,
traders will not get a good
shorting opportunity. At the
same time, 11710 will act as a
critical resistance for next
week. Between these two lev-
els, the market tries to con-
solidate and trading oppor-
tunities elude in the index.
The volumes have decreased
last week with negative ad-
vance-decline ratio most of
the days. On a daily chart, the
breakout of the upward chan-
nel did not sustain for many
days and closed within the
channel for two days. On Fri-
day once again, it closed above
the channel resistance. This
price action gives scepticism
on future up move. Even the
derivative segment is suggest-
ing that 11,700-11,500 range
will continue for some more
days. Either side of the break-
out will lead the sharper
move. The negative diver-
gence in indicators continues.
Friday’s move has not helped
the indicators to turn positive.
The RSI is still below 63,
which is prior swing low and
confirmation point for the
negative divergence. The
MACD histogram is increas-
up on Friday.
Stochastic oscil-
lator came down to 65 range.
With these signs, there are
indications that the market
is weakening. But there is no
confirmation for bearishness.
As the market is consolidating
within range for the last week,
let us wait for the range to
break. As long as markets re-
main within the range, there
will not be clear trading op-
portunities. But once it breaks
the range, the sharper move
can be seen either side of the
direction. Fundamentally,

companies will announce re-

short positions and Put writers
were actively selling puts. Deriva-
tive data has again turned positive.
We are seeing maximum Put open

strong support zone. Nifty is most
likely to trade in the range of
11,550 to 11,750 with positive bias.

al Securities Ltd.
The marginal surge in VIX,
which was up by 0.18 per cent to
20.99 per cent mark, indicates lim-
ited upward movement in a volatile
swing. The 1.18 Put-Call ratio OI
is indicating Put writing of late.
“Implied Volatility (IV) of calls
was down and closed at 12.71 per
cent, while that for Put options
closed at 12.55 per cent. The Nifty
VIX for the week closed at 20.96
per cent and is expected to remain
sideways. The PCR OI for the week
closed at 1.18 indicating Put writing
in recent rally,” forecasts Bisht.

mar's Pansukha Milak village has

using up energy, its body is
able to survive off of the fat
that it stored up by eating a lot
in the fall.

other animals to find.
Some animals that hiber-
nate are reptiles and amphib-
ians like frogs and snakes, in-

mammals like

Some animals
sleep for long lengths of time
in the winter, but they do not
go into true hibernation. Their
heart and breathing slows
down, but most of the time
their body temperature does
not drop as much. They will
wake up a few times during the
winter to move around a little
bit or to eat food they have
stored in their den. It doesn’t
take them as long to wake up
as true hibernators, but they
will be sluggish for awhile. An-
imals that go into this type of
hibernation (sometimes called
torpor ) include bears, chip-
munks, and raccoons. Even
though they don’t sleep all
winter long, they still save lots
of energy because their bodies
slow down and make food last

P rimitive ponds may have provided a
suitable environment for brewing up
Earth's first life forms, rather than large
oceans, an MIT study has found.
Researchers report that shallow bod-
ies of water, on the order of 10 centime-
ters deep, could have held high concen-
trations of nitrogen, which many
scientists believe to be a key ingredient
for jump-starting life on Earth.
In shallow ponds, nitrogen, in the
form of nitrogenous oxides, would have
had a good chance of accumulating
enough to react with other compounds
and give rise to the first living organisms.
In much deeper oceans, nitrogen would
have had a harder time establishing a sig-
nificant, life-catalysing presence, the re-
searchers say.
"Our overall message is, if you think
the origin of life required fixed nitrogen,
as many people do, then it's tough to have
the origin of life happen in the ocean,"
said Sukrit Ranjan, from Massachusetts
Institute of Technology (MIT) in the US.
"It's much easier to have that happen in
a pond," Ranjan said in a statement. Ni-
trogenous oxides were likely deposited
in bodies of water, including oceans and
ponds, as remnants of the breakdown of
nitrogen in Earth's atmosphere. Atmos-
pheric nitrogen consists of two nitrogen
molecules, linked via a strong triple bond,
that can only be broken by an extremely
energetic event -- namely, lightning.
"Lightning is like a really intense
bomb going o�," Ranjan said. "It pro-
duces enough energy that it breaks that
triple bond in our atmospheric nitrogen
gas, to produce nitrogenous oxides that
can then rain down into water bodies,"
he said. Scientists believe that there
could have been enough lightning crack-
ling through the early atmosphere to pro-
duce an abundance of nitrogenous oxides
to fuel the origin of life in the ocean. Ran-
jan said scientists have assumed that this
supply of lightning-generated nitroge-
nous oxides was relatively stable once
the compounds entered the oceans.
However, he identified two significant
"sinks," or e�ects that could have de-
stroyed a significant portion of nitroge-
nous oxides, particularly in the oceans.
The team looked through the scientific
literature and found that nitrogenous ox-
ides in water can be broken down via in-
teractions with the Sun's ultraviolet
light, and also with dissolved iron
sloughed o� from primitive oceanic
rocks. Both ultraviolet light and dissolved
iron could have destroyed a significant
portion of nitrogenous oxides in the
ocean, sending the compounds back into
the atmosphere as gaseous nitrogen.
"We showed that if you include these
two new sinks that people hadn't thought
about before, that suppresses the con-
centrations of nitrogenous oxides in the
ocean by a factor of 1,000, relative to what
people calculated before," Ranjan said.
In the ocean, ultraviolet light and dis-
solved iron would have made nitroge-
nous oxides far less available for synthe-
sizing living organisms. In shallow ponds,
however, life would have had a better
chance to take hold.

India World Cup squad selection dilemma

New Delhi (PTI): The debate will centre around the
second wicketkeeper, number four slot and the need
for an additional pacer when the selectors meet to
pick one of India’s most predictable World Cup
squads ever in Mumbai on Monday.
At the end of the home series against Australia,
skipper Virat Kohli had indicated that only one slot
was up for grabs, as the core had been set for the past
one year.
With 14 members all but decided for the marquee
event in England starting May 30, the discussion on
combination is likely to take precedence over any
out-of-the-box name or a left-field selection.
Young Rishabh Pant’s competition for the second
keeper’s slot with veteran Dinesh Karthik will be the
highlight of the discussion.
Pant, who has so far scored 222 runs in the IPL
compared to a mere 93 by Karthik, looks favourite
on paper as his inclusion comes with certain advan-
tages. He can bat at any slot between Nos 1 and 7, is a
left-hander, who can be a designated finisher plus the
second keeper.
Pant’s keeping skills against spinners has room for
improvement but even Karthik hasn’t done anything
in the last 12 months to make a strong case for himself.
Their franchise coaches Ricky Ponting (Delhi Cap-
itals) and Jacques Kallis (Kolkata Knight Riders),
though, have thrown their weight behind their re-
spective stars.
However, with K L Rahul (335 runs in the ongoing
IPL) back in the mix as the third opener and regularly
keeping for Kings XI Punjab, the selectors might be
tempted to use him as the second keeper, apart from
third opener.

Why not Priyanka Vs Modi in Varanasi? PAST & PRESENT

such an exercise leads to a positive result
is again a matter of speculation.
Having said that, I must admit that I am not
sure whether AP Chief Minister N Chandrababu
Naidu has suggested to the AICC president
Rahul Gandhi (at the time of filing this report)
that his sister Priyanka Vadra must be fielded
from Varanasi. This speculation also got tagged
to NCP's Sharad Pawar.
Naidu himself did not say so during his inter-
action with the media, both vernacular and na-
tional, after his meeting with the Election Com-
mission of India, which he visited to complain
against the alleged shabby manner in which the
elections were held in AP, to both to the Lok
Sabha and the State Assembly.
If he had suggested so, Naidu may sooner or
later confirm the same.
But, the idea of Priyanka taking on Narendra
Modi at Varanasi does not sound preposterous.
In fact, it is quite interesting. Yes. Why not
Priyanka? And this could also make her a com-
mon candidate of the entire anti-Modi Opposi-
tion. That is, if it is interested in really giving
Modi a fight is the million-dollar question.
Modi secured 56 per cent vote in Varanasi the
last time. Since then, he has relentlessly worked
to do wonders to Varanasi. The holiest of the In-
dian towns which attracts international atten-
tion too with its spiritual status has improved a
lot. But it is not glitz and glam yet. It is work in
progress in large parts.
Babatpur-Varanasi Highway is a symbol of
transformation nowadays for the believers. This
road is touted as the gateway to Varanasi, as it
connects Varanasi to the Lal Bahadur Shastri
International Airport, Babatpur. It showcases

proved but not the hygiene. Should a Prime Min-
ister belong to only his constituency while the
whole country is rotting, she might say. And of
course, she could also ask Modi whether he could
not get the black money hoarded in Swiss banks
as promised to transform the entire nation in
the last five years.

Politically, will Sonia Gandhi be comfortable
with Priyanka hogging all the limelight as her

Remembering Raj, our lovely pet

I t was exactly 40 years ago the sad death of our
pet, Raj shocked us. He came to our house
when I was a toddler. He was a medium –sized
dog with thick hair all over his body and we looked
after him like a member of our family. More than
11 years he had been with us. As he became very
old, life became hard for him. Still, one thing he
never failed to do was frequenting my elder
brother’s house which was a little more
than one furlong away from ours.
There was a small canal near our
house, which was to be crossed to
reach my brother’s house though
there was a wide and round-
about way to reach his house.
The long veranda in the front
of the house was his favorite
place to sleep on. We never tied
him or put a belt on his neck with
the intention of controlling him.
He was free to go out and come in
whenever he liked. He was more like a
human being when scolded or chided at his
trespassing into the inner rooms of our house
and he swiftly went out of the room with his head
hung in shame. He knew he was banned from en-
tering the inner rooms as we thought it might af-
fect our health. Whenever hunger struck him
hard, he would have a tendency to trespass. But
even on our chiding, he would su�er his hunger
and would lie outside waiting inordinately for
our call for his share of food.
Raj used to have his supper invariably from my
elder brother’s house. Sometimes the canal would
be flooded on high tide but Raj braving himself
would venture in to the overflowing canal to reach
on time for his meal at my brother’s house. He
was never like other dogs cringing for their food.
If he was to starve, he would starve.
And now well stricken by age, he would walk
wearily and unsteadily. My mother then used to
intently look at him, “Raj, there is nobody here
to bury you if you breathe out. Go away some-
where and get lost before you die here.” Taking
pity on him, I used to quip, “Don’t say like that
mother; he is very weak because of old age. If he
dies, we will somehow bury him.”
Hearing this as if understood some-
thing, Raj became so solemn and se-
rious and went back to the veranda
to lie. That night Raj was seen try-
ing to get down the veranda steps
to go out. Then I helped him
come down and as he trudged
wearily along, I warned him not
to go out. Then, I went to the din-
ing room to have my supper.
Next morning when my mother
got up to sweep the veranda, she could
not see Raj. She searched everywhere and
told me about the missing of Raj. Suddenly, I
got up and went out to see him. No trace of Raj.
Even now it is a mystery of how he might have
met his end. Later, I met my elder brother and
when enquired about Raj, brother told me he
had not seen Raj the previous day.
So, we inferred that he had met his watery
death while crossing the flooded canal during
the high tide and the carcass might have gone
floating to the big river during the ebb tide.
When I think about him now, tears well up in
my eyes. How great was he? Even in his death,
he never disturbed us by leaving his carcass be-
hind.

blind eye towards Dalits, Adivasis and other
backward castes as if there is no issue to address

This is most shocking and astonishing that in
a country like India, there are many key issues
that has to be addressed and there is utter silence
towards such issues in the BJP's manifesto. The
BJP failed to understand that along with the
party's promise to make India as the world's 3rd
largest economy, the country's strength lies in
protecting social justice and self-respect of every
community which keeps the country in har-
pressed classes and promised to safeguard the
interests of Scheduled Castes, Scheduled Tribes
and Backward Classes by appropriate legal, ex-
ecutive and societal e�orts and by large scale ed-
ucation and empowerment which they failed to
deliver and showered step-motherly treatment
towards Dalits and Adivasis. In 2004, 2009 and
2014 also the party's manifesto at least had a
clause regarding the fair treatment and empow-
erment of Dalits, Adivasis and Backward Classes
which was again a false promisethat was not ex-
ecuted. But in 2019, the BJP and Narendra
Modi's manifesto does not have even a single
sentence that is mentioned regarding social jus-
tice and protecting Dalits and Adivasi rights
while there is a sharp rise in atrocities towards
Dalits and Adivasis in the country. The only thing
that the party promises is to empower the eco-
nomically weaker classes in "ensuring justice to
all" in page 33 of the manifesto which clearly
shuns the interests of Dalits, Adivasis and Back-
ward Classes providing more scope to the de-
veloped classes in the country which is a regres-
last five years. According to NCRB data, five BJP-
ruled States have recorded the highest crime
rates against Dalits. In Madhya Pradesh alone,
3,249 incidents of crime against Scheduled
Castes were registered in 2014, 3,546 in 2015
and 4,922 in the year 2016 and with 10,426 inci-
dents, Uttar Pradesh reported the highest num-
ber of incidents of crime against Scheduled
Castes.
While all such incidents tend to happen even
while you are reading this, the BJP has nothing
to say about protecting the oppressed and clearly
confessing that the party is not concerned in ad-
dressing the Dalit issues and caste oppression.
If this continues to happen, the citizens of India
belonging to Dalits and Adivasis will ultimately
lose faith in the Constitution and may feel alien-
ated in their own country where their rights are
not protected and self-respect ruined which will
probably bring the country into a state of tur-
bulence and the BJP will have to pay a very huge
price for failing to establish democracy and its
paralysed thinking.

As the judges themselves noted, however, this
does very little to prevent circuitous payments
that escape regulatory scrutiny. More than that,
however, black money fails to explain far too

also said that if you want to control
people, the masses, the electorate
- then you've to keep a whip in your
hand like the ringmaster in a circus.
Only a strong leader can control
the mobocracy.
The great Indian political circus
has also had several Prime Minis-
ters. From Jawaharlal Nehru to
Narendra Modi. Each Prime Min-
ister is unique, but the modus
operandi is di�erent. In 2014 when
Modi entered Lutyen's Delhi, the
popular perception was that a
strongman has arrived. Likethe ar-
rival of James Bond, after the
World War II to dispel the darkness
of the depressed British masses.
Plato had preached that for a
philosopher king who would also
be the representative of God - that
he will bring justice to mankind.
Today in a democracy, we chose
our leader through the process of
election. There is no monarch. Nor
do we have a philosopher leader
like S Radhakrishnan. We have
Modi and the popular perception
persists that he is a 'strong leader'.
At the eve of another election, the
discourse on strong leadershiphas
started again. But we need to un-
derstand that strong leader doesn't
mean an undemocratic leader. I
think that even in a coalition gov-
ernment one needs a strong lead-
ership to run the coalition. A strong
leader does not mean that he will
be blunt to the ideas of others - that
he or she will not listen to the voice
of the people. Rather, if you want
other people.
After getting 282 seats, was Modi
reluctant to listen any other opin-
ion?
I think this belief is absolutely
wrong. I know his style of function-
ing and I can say, bluntly, that each
and every day he spoke to several
people on di�erent subjects. In Lu-
tyen's Delhi, there is a wrong per-
ception that he takes his own deci-
sion - this isn't correct. In Delhi, he
begins his daily routine with brief-
ing meetings. Principal Secretary
Nripendra Mishra meets him first.
Then P K Mishra and other PMO
o�cials. He talks to his PS and
APSs daily. Then, the PM conducts
video conferences with his depart-
ment secretaries. He would also
hold such conferences with state
government o�cials.
He also has his own unique way
of taking inputs from the feedback
from the ground; a team, a set-up
that isn't just restricted to social
media like Twitter or Facebook. He
seeks opinion from the chaupals of
di�erent villages. Before the dec-
laration of the election, he con-
ducted a review meeting. The PMO
wanted to know the status of im-
plementation of di�erent govern-
ment of India schemes in the coun-
try's 29 States and 7 union
territories.
It is true that Modi didn't en-
courage the Dalal Raj of the politi-
cal system. In Maharashtra, what
is the reason for the deteriorating
relationship between Uddhav and
Modi took in the past 5 years? Was
it ideological? Was it the just the
BJP's single party mindset? An ar-
rogance of big brotherhood? The
informed political circle know that
Delhi's power. It started with the
Mumbai corporation and ended in
a cabinet birth for Shiv Sena.
When Atal Bihari Vajpayee was
the Prime Minister, Balasaheb
quarrelled on several issues. But
the supply line for Shiv Sena was
never disturbed. Vajpayee was the
first NDA PM in 1998. The Vaj-
payee era could easily be said as the
beginning of the 'swarna yug' of In-
dian economy. It was under his
leadership that India went for
Pokhran 2, but was he a strong
leader? The Indian mythology of
strong leadership would dictate
that he wasn't.
Vajpayee was, after all, a man of
political consensus. How can such
a leader be characterised as strong?
Here lies the fallacy. Once the late
Pramod Mahajan of the BJP told
me: “Do you know what is our ma-
jor problem in this party and gov-
ernment? And what is the advan-
tage the Gandhi family of the
Congress have?" He explained: "In
our party it is a tyranny of democ-
racy. Vajpayee may be the leader
but there is an oligarchy. Advani,
MM Joshi, Jaswant Singh, Yash-
want Sinha. And beyond these
leaders there is Nagpur. Humhara
yaha fayasla lenese jada chintan
manthan hota haye!"
In the Congress, there is a work-
ing committee but only one Gandhi
will take the final call. Nobody can
object. Sharad Pawar and Purno
Sangma raised issues and they had
to leave the party. Only once Vaj-
payee did not disclose the decision
to Advani also - and that was the
Pokhran blast and that event made
Indian leadership strong! See, Ad-
vani pressurised Vajpayee to hold
election.
Can anybody dictate Modi like
this today?
In the party national executive
meeting held at Palampur (Hi-
machal Pradesh), the BJP leader-
ship led by Advani took the reso-
lution in 1989 to start
Ramjanmabhomi movement. Vaj-
payee objected but he was a loner
and a minority voice. Now this
model of Vajpayee leadership is de-
sirable? When a General cannot is-
sue order to his soldiers forcefully?
Second, when you are a victim of
political blackmail. PV Narasimha
Rao had to manage JMM MPs to
win the no confidence motion in
the Lok Sabha. How can he be the
strongman? Manmohan Singh did
not like it, but charge-sheeted Lalu
Prasad who was in his Cabinet. I
recall that once, while accompany-
ing him during a trip, he said on
record that keeping Lalu in the
Cabinet was coalition compulsion.
Manmohan Singh wanted to go to
Pakistan to talk. The party said no.
How can he be a strong leader?
Today we need a strong leader
and strong nation. But this doesn't
mean that it has to be against the
culture of political pluralism. Such
a leader need not be against feder-
alism, need not run a unitary gov-
ernment. Our Constitution sug-
gests a quasi-federal structure, and
such a leader can be a symbol of
that political entropy. But creating
a hate campaign against Modi, pro-
jecting him as an autocrat - is that
democracy? Actually, till today, I
have not seen one Devkant Baruah
statement in the BJP saying ‘Modi
is India’.

TDP DEFENDS ITS CHOICE OF ‘Manager of the Year’ award

Commission (EC) along with
Andhra Pradesh Chief Minister
N Chandrababu Naidu to discuss
the issue related to the Electronic
Voting Machines (EVMs), saying
he was invited by the poll body in
the past despite alleged involve-
ment in a case of EVM theft.
In its reply to the EC, the TDP
alleged that instead of focusing
on the issue, the poll panel was
trying to avoid it.

the EC after it issued a notice on
Saturday to the ruling party
questioning how Naidu allowed
a person accused of stealing
EVM to be part of the delegation
that knocked on its doors.
Maintaining that “such an-
tecedents do not inspire
confidence”, the EC in-
vited the TDP to
send another ex-
pert “who does
not have similar
antecedents” to
interact with the
poll panel on
Monday over the
EVM issue. The no-
tice to the legal cell of
the TDP came after a dele-
gation led by Naidu met the EC
on April 13 to discuss poll-related
issues, including those related to
functioning of EVMs.
The TDP expressed strong
reservation about EC’s approach
towards its technology advisor on
the ground that he was involved
in alleged theft. An FIR in this
case was filed at M R A.
Marg police station in
Mumbai in 2010.
“To my knowl-
edge no charge
sheet has been
filed in the above
crime even after
nine years,” the MP
wrote. The TDP also
pointed out that Hari
Prasad is first Indian to
be honoured with EFF Pio-
neer Award 2010 by the Elec-
tronic Frontier Foundation (US).
“As a security researcher in In-
dia, he had revealed security flaws
in India’s paperless electronic
voting machines. In recognition
of his pioneering contributions,
Hari Prasad was conferred with
such distinction. He published a
research paper on vulnerability
of Indian EVMs along with some
internationally reputed co-au-
thors from the US and the
Netherlands,” the TDP letter said.
The party claimed that Hari
Prasad’s e�orts were recognised
and his suggestions were re-
ceived positively by erstwhile
chief election commissioners S Y
Qureshi and V S Sampath and
this led to design of VVPAT. The
EC invited him to participate in
the first field trial of VVPAT in
2011. The TDP said it was not the
only instance when the EC in-
vited and noted the suggestions
given by him after so-called case
against the whistleblower.

Supreme Court on the question
of jurisdiction to file a complaint under
Section 498A of the Indian Penal Code
(IPC) notwithstanding its good inten-
tions is sure to cause abundant harass-
ment to the husband and his relatives
at the hands of an estranged wife.
The apex court held while answering
a reference that the courts at the place
where the wife takes shelter after leav-
ing or driven away from the matrimo-
nial home on account of acts of cruelty
committed by the husband or his rela-
tives, more would depend on the fac-
tual situation and also have jurisdic-
tion to entertain a complaint filed
under Section 498A of IPC.
Considering the reference pending
for about seven years, the three Judge
bench comprising Chief Justice of In-
dia Ranjan Gogoi, Justice L Nageswara
Rao and Justice Sanjay Kishan Kaul
observed: “Whether in a case where
cruelty had been committed in a mat-
rimonial home by the husband or the
relatives of the husband and the wife
leaves the matrimonial home and
takes shelter in the parental home lo-
cated at a di�erent place or a place sit-
uated at any other place than the
parental home of the wife have juris-
diction to entertain the complaint un-
der Section 498A, in a situation where
no overt act of cruelty or harassment
is alleged to have been committed by
the husband at the parental home
where the wife had taken shelter.”
The apex court’s intentions are good
as this crucial decision would remove
the hurdle in filing the complaint un-
der Section 498A IPC by a harassed
woman against her husband and the
relatives of the husband from any place
where she has chosen to reside after
leaving or being driven out from the
matrimonial home. As it is of the com-
mon knowledge that when parties to a
matrimonial dispute like dowry ha-
rassment are at war, generally bound-
aries of decency and morality are
crossed, and wild allegations and
counter allegations are made against
each other.
In such a situation, the estranged
wife may be prompted to take advan-
tage of this verdict of the Supreme
Court and cause maximum harass-
ment to her husband and his relatives.
The Supreme Court verdict is obvi-
ously silent over this possibility.
The wife in order to teach a fitting
lesson to her husband and the relatives
of husband may show distant place as
her residence after the incident of
dowry harassment. For example, a wife
who is bent upon taking revenge on
her husband and other in-laws may
fabricate the proof of residing at a far-
away place and get complaint regis-
tered there. Section 498 A of IPC be-
ing the being a criminal o�ence, the
accused persons will have to face the
ordeal of attending the court fre-
quently, while the wife being the com-
plainant will get a sympathetic treat-
ment from the court there by
exempting her from personal appear-
ance.
In fact, since the enactment of Sec-
tion 498A in the IPC in early eighties
it has been applied by the vested in-
terests indiscriminately. In modern
times when marriages between the
people belonging to heterogeneous
nial di�erences are bound to happen.
The statistics show that in most of the
cases filed under Section 498A, there
has been gross abuse of this harsh pro-
vision by the police.
Unfortunately. in such a ticklish sit-
uation instead of providing a mecha-
nism for the amicable resolution of the
marital disputes, the lawmakers have
thought it fit to leave its enforcement
to the ill-equipped and mentally reluc-
tant police force. It has done more
harm than good to the society. The in-
discreet use of this section has broken
more families than united them. In-
deed, Section 498A IPC has outlived
its utility and it is high time that it was
completely scrapped in the interest of
the family peace and harmonious mar-
ital life of the people.
Review in Rafale ma�er
The much discussed and debated
case of Rafale deal has once again sur-
faced in the Supreme Court. The top
court has brushed aside the Central
government’s argument that Section
123 of the Evidence Act read with Sec-
tion 124 and 162 provides for the statu-
tory basis for a claim of public interest
privilege and above all, there is the
Constitutional embargo contained in
Article 74 (2) of the Constitution. The
Court also did not agree with the Gov-
ernment’s argument that under the
provisions of O�cial Secrets Act, the
access to information where the public
interest in disclosure overshadows,
and the harm to the protected interest
cannot be tolerated.
Thus, the Rafale case with political
apex court’s stand in the light of new
documents produced by the petition-
ers before it while the government
claims that they were stolen from the
records.
Incidentally, while the questions of
admissibility of stolen documents and
privacy privileges are being debated in
the country’s top court, at about the
same time, the Ecuador Embassy has
handed over Julius Assange, the
founder of Wiki leaks to the USA for
prosecution under various laws in-
cluding the theft of secret documents!
Onus of financial capacity on com-
plainant
In a significant judgement delivered
in Basalingappa vs Muddibasappa, the
Supreme Court has observed that the
complainant in a cheque bounce case
is bound to explain his financial capac-
ity when the same is questioned by the
accused by leading evidence to that ef-
fect.

Joseph observed: “Court cannot insist
on a person to lead negative evi-
dence...High Court without discarding
the evidence which was led by the de-

needy borrower. Under these circum-
stances this judgment will provide re-
lief to many a gullible person who get
trapped in the dirty designs of illegal
money lenders and financiers.

Mysterious black box pops out of Modi’s copter, Cong demands probe
New Delhi (IANS):The Congress on Sunday de-
manded an immediate investigation by the Election
Commission (EC) into a mysterious box, which was
allegedly unloaded from Prime Minister Narendra
Modi's chopper after it landed in Chitradurga in
Karnataka earlier this week.
The Karnataka Congress on Saturday tweeted a
14-second video clip, claiming that it was filmed
soon after Modi landed in Chitradurga on Tuesday
to address an election rally. The video shows two
men carrying a black box to a private Innova parked
at a helipad, allegedly immediately after Modi's
chopper had landed there.
Former Union Minister and senior Congress
leader Anand Sharma said: "In Chitradurga, we got
to see something very unusual, something not seen
before. The Prime Minister was in an Air Force hel-
icopter, and a big, black box was unloaded from his
helicopter. "We received this information today
and will also show you the video. The box was loaded
onto a private vehicle which was not a part of the
SPG (Special Protection Group) carcade and it sped
away." Sharma pointed out that whenever the
Prime Minister or other Cabinet Ministers travel
to various locations for election campaign, EC o�-
cials check their vehicles.
"This rule is applicable on the Prime Minister
too. There should an investigation, as nothing is out
of the purview of the SPG, which accompanies the
Prime Minister everywhere. But an exception was
made in the case of this box. Where was the box
transported," Sharma asked.
The Congress demanded that the poll panel
should investigate the contents of the box. Sharma
said: "It is not just in favour of the people of India,
but also the Prime Minister in order to uphold the
dignity of the post."
He said that Karnataka Pradesh Congress Com-
mittee (KPCC) leaders have registered a complaint
with the EC in this matter.

will not be allowed to carry smart-phones
or mobile phones inside the polling booth
while going to vote to prevent them from
taking selfies or recording videos, an offi-
cial said on Sunday.
"The Model Code of Conduct (MCC) pre-
vents voters from carrying mobile phones
or smart-phones and cameras inside the
polling booth. In fact, no voter will be al-
lowed to take his/her cellphone within 100
metres radius of the booth.
"They will have to leave it at home or de-
posit it with the police personnel before en-
tering the booth," Karnataka Chief Electoral
Officer Sanjiv Kumar told IANS.
Another poll official admitted that though
the MCC has had the ban provision since
2008, it was not enforced strictly during the
previous elections for reasons such as man-
power shortage and absence of internet-
connected smart-phones with a camera.
"The provision to not allow mobile
phones or smart-phones inside the booth
was observed more in breach in the past, as
not many voters had them a decade or five
years ago or carried them while going to
vote," recalled senior poll official Surya
Sen.
With most urban voters now using cam-
era-wielding smart-phones, during the May
2018 Assembly elections many were caught
taking selfies while casting their vote or
making videos inside the booth as a proof
of exercising their franchise.
"This year, the security personnel have
been instructed to prevent voters from car-
rying a mobile or a smartphone inside the
booth," said Kumar.

747 engines - has made its first test flight in California.

tries are substandard and lack staff who are properly
trained in administering antibiotics.
In India, there is one government doctor for every
10,189 people (the World Health Organisation (WHO) rec-
ommends a ratio of 1:1,000), or a deficit of 600,000 doc-
tors, and the nurse:patient ratio is 1:483, implying a short-
age of two million nurses.
"Lack of access to antibiotics kills more people cur-
rently than does antibiotic resistance, but we have not
had a good handle on why these barriers are created,"
said Ramanan Laxminarayan, director at CDDEP.
The findings of the report show that even after the dis-
covery of a new antibiotic, regulatory hurdles and sub-
standard health facilities delay or altogether prevent
widespread market entry and drug availability," Laxmi-
