1 INTRODUCTION
GNPower Dinginin Ltd. Co. (“GNPD” or the “Company”) is sourcing a Maintenance
Contractor (“Contractor”) capable performing Gas Insulated Substation Maintenance
Services in the GNPD’s Power Generation Plant. The service shall be available 24 hours
per day, 7 days a week.

2 SCOPE
2.1 Purpose

The purpose of this User Requirement Specifications (URS) encompasses all efforts
necessary to accomplish the Gas Insulated Switchyard Substation Maintenance Services
at GNPD’s plant site located in Mariveles, Bataan. Execution of work shall be in
accordance with all the provisions, requirements, appendices and other references as
specified in this URS.

2.2 Application

This document applies to Contractor, as well as to GNPD’s personnel, who will conduct
safe and efficient implementation of Gas Insulated Switchyard Substation Maintenance
Services at GNPD’s equipment and facilities.

4 DEFINITIONS/ABBREVIATIONS
4.1 Definitions

Gas Insulated A gas insulated substation (GIS) is a high voltage substation in which
Substation the major structures are contained in a sealed environment with sulfur
hexafluoride gas as the insulating medium. A gas-insulated substation
(GIS) uses a superior dielectric gas, SF6, at moderate pressure for
phase-to-phase and phase-to-ground insulation. The high voltage
conductors, circuit breaker interrupters, switches, current
transformers, and voltage transformers are in SF6 gas inside
grounded metal enclosures.

5 RESPONSIBILITIES

5.1 Maintenance Manager / Electrical Maintenance Superintendent

Establish, monitor, maintain and evaluate all the necessary works of the Contractor.

5.2 Electrical Supervisor

Ensure that procedure will be executed by GNPD’s Electrical Technician and Contractor
as per this URS and approved work procedures.

5.3 Electrical Technician

Assist and oversee the Contractor during the work execution.

5.4 Contractor

The Contractor ensures the safe and quality implementation of Gas Insulated Substation
Maintenance Services as per this URS.

6 GENERAL PROVISION
6.1 Mandatory Requirements

For conflict on dimensions and routing between drawing and field conditions, the latter
shall prevail.

All deviations/revisions from the technical specification and engineering drawing shall be
presented in writing for approval by GNPD before start of work related to that proposed
deviations/revisions. All approval of GNPD shall be in writing.

6.2 Conflicting Requirements

In case of conflict between this specification/drawings and the contract, unless specially
covered by the contract as an exception, the Contractor shall obtain a written ruling from
GNPD before proceeding with the work affected.

6.3 Project Implementation Schedule

The Contractor shall submit together with his bid a detailed work schedule that shows the

time required to mechanically complete the project. Contractor shall employ a logic
network diagramming technique (PERT/CPM) or bar graph to identify the critical and sub-
critical paths. In addition, this schedule shall show the time required to complete the major
portions of the project for which phase completion is planned or for which earlier
completion is specified. Contractor shall, during the progress of work, submit updated
schedules as required by GNPD.

In the schedule to be submitted it should clearly show the time required for the standard
inspection works required by GNPD. This shall include also the preparation to facilitate
the required inspection works.

6.4 Contractor’s Field Office and Work Areas

GNPD shall assign the location and extent of the Contractor’s work area. Contractor,
however, will not be given exclusive occupancy of the designated work area. GNPD and
its employees, for any purpose, and other contractors of GNPD, for any purpose required
by their respective contracts, may enter upon portions of it, as directed or permitted by
GNPD.

Security requirements for the Contractor’s equipment, materials, tools, etc. shall be
Contractor’s responsibility. The Contractor shall as well comply with all GNPD security
and safety regulations and shall use only designated access ways to the work site.

6.5 Approval of Materials

GNPD has the right to have GNPD Inspectors or designated representative inspect
materials and tools for conformity with specifications, and to reject any or all materials and
tools which do not conform to specifications.

6.6 Protection of Materials, Structures and Work

The Contractor shall at all times protect and preserve all materials, supplies and
equipment of every description (including but not limited to property which may be GNPD
furnished or owned, existing structures, and all works performed). All reasonable requests
of GNPD to specially protect such property shall be complied by the Contractor.

6.7 Contractor Personnel, Tools, Equipment and Material Control

The Contractor shall submit a master list of all personnel and equipment to be brought in
for approval by GNPD.

6.8 Fabrication and Field Construction Work

 Contractor must obtain all licenses and/or permits necessary to perform the work and
to meet local code and inspection requirements.
 In engaging work at construction site, Contractor shall faithfully conform to all GNPD’s
safety and health regulations.

 Prior to construction/fabrication work in field, Contractor shall submit the following


documents prepared based on the items mentioned in this specification and obtain
GNPD’s approval:
o Field construction procedure
o Construction schedule
o Safety control organization chart
o Risk assessment / job safety analysis
o Other documents pertaining to work and required per URS or which may be
required by GNPD
 Contractor shall perform the work in accordance with the required schedule. When it
becomes necessary to change the schedule, Contractor shall inform GNPD of the
desired changes without delay for approval.

6.9 Quality of Work

Qualified, careful and efficient workmen shall execute the work in the best and
workmanlike manner. Unless otherwise specified, all materials to be incorporated in the
work shall be new, unused and of recent manufacture.

6.10 Inspection and Test

 Inspection and test shall be in accordance with the applicable GNPD Technical
Specifications and Standards (to be provided later).
 Contractor shall prepare inspection procedure based on the applicable Technical
Specifications and Standards (to be provided later), and submit the same for GNPD’s
review.
 GNPD reserves the right to have GNPD Inspectors or designated representative
inspect work at the fabrication shop prior to delivery at GNPD Plant site.
 During the work, GNPD personnel shall have free access at any time to any portion
of Contractor’s field shop and/or erection site to check the progress of work,
workmanship, etc. GNPD reserves the right to change or stop the work if Contractor’s
working procedures or the results of work do not conform to good construction
practice.

6.11 Government Permits, Regulations and Fees

Conformance with government (municipal or national) regulations, securing of necessary


permits, i.e., Building Permit, Mayor’s Permit, ECC/BI etc., and payment of the required
fees, including Contractor’s taxes, shall be the responsibility of Contractor.

6.12 Acceptance of Work

Work shall be accepted as completed only after the approval of the three (3) department
representatives, namely: Operations, Engineering and Maintenance.

7 DESCRIPTION OF WORK
7.1 General

The scope of work on this URS encompasses all efforts necessary to complete the Gas
Insulated Switchyard Substation maintenance services. The Contractor shall provide all
materials and equipment (except those to be supplied by GNPD), consumables, labor,
tools, supervision, testing and other services required to perform all the work necessary.

7.2 Scope of Work

The Contractor shall supply all material, labor, equipment, supervision, and technical
expertise to perform a complete GIS maintenance works. This will include project
management, field labor and supervision, disassembly, cleaning, non-destructive
examination, inspection, repairs, components testing of all equipment as specified,
assembly, and start-up. GIS is designed to be maintenance-free, requiring only very
simple maintenance and inspection, lowering the running cost. it is recommended that the
following check is performed according to IEC 1208:

Inspection - to predict actual condition

Servicing - to preserve specified conditions

Repairs - to reestablish specified conditions

7.2.4 Battery Testing:

o Perform all tests recommended by the battery manufacture
o Record cell voltages.
o Record cell Specific Gravity.
o Record all inter-cell resistance.
o Record cell temperatures and ambient temperature (for calibration of test calculations).
o Perform Battery Impedance Test.

Battery Charger:

o Record and verify nameplate data.


o Functionally test battery charger control circuit.
o Verify battery charger alarms go to SCADA.
o Verify battery charger is capable of producing rated output and set current limit.

not later than three (3) days after physical completion of job covered by the
contract. GNPD reserves the right to reject any substitution for original issues
of equipment and tools.
o Contractor upon withdrawal or receipt of GNPD owned materials, equipment
and tools shall be held responsible for their use and any damaged tools /
equipment shall be charged to the Contractor’s account at a value to be
established by GNPD. Such charges to the Contractor’s account shall be
automatically deducted from the payment of contract price.
