EXECUTIVE ORDER 11

“ AN EXECUTIVE ORDER ORGANIZING BARANGAY HUMAN

RIGHTS”
WHEREAS, in pursuance to Article 2, Section 11 of the 1987 Constitution declaring as State Policy the
promotion and protection of the dignity of every person and guarantee for full respect of human rights,
the Commission of Human Rights of the Philippines (CHRP) instituted the Barangay Human Rights Action
Center (BHRAC) Program. The Program was designated to empower the ordinary citizen to take the lead
in then promotion and protection of human rights of the grassroots;

WHEREAS, in support to the program issued DILG Memorandum Circular 94-194 enjoining all barangays
to establishment of Human Rights Action Centers in all barangays nationwide;

NOW THEREFORE, I ROLAND L. ANG, Punong Barangay of Sinaloc, El Salvador City, Mis. Or. By the power
vested in me by law do hereby order:

The Barangay Gender and Development shall compose the following:

This Order shall take effect immediately.
