Subject: Implementation of Energy Conservation Measures in BSNL

The first meeting of Energy Core Group was held in Corporate Office on
24/04/2007 under the chairmanship of Dir(Plg & NS) to review the activities of Energy
Conservation in BSNL. Following decisions were taken for implementation of Energy
Conservation Measures (ECMs) in BSNL.

1. The committee decided to implement the following low-cost measures and


high-cost measures. This is in addition of the already approved no-cost
measures which are being implemented in the field.

A No Cost Measures:
1. CMD rationalization
2. Power Factor Improvement
3. Switch off Stand by Transformer
4. Thermostat Adjustment
5. Isolate non-AC area
6. Reduce excess illumination
7. Switch off lights in unmanned area

B. Low cost Measures :


1. Condenser stopping with compressor
2. Free Cooling
3. LED indication in Panels
4. After office hour lighting
5. Temperature setting /Thermostat change
6. Electronic Ballast
7. Energy efficient lightin
8. Condenser reorientation
9. Automatic volume control damper
10 Common Area lighting
11 Use of level-controller in pumps
C. High Cost Measures:
1. LT to HT Conversion
2. Automatic & Remote monitoring

2. BSNL shall implement draft Energy Conservation Building code for all new
building > 500 KW connected load or 1000 sq m of air-conditioned area.
Additions to existing building with above parameters shall also be covered.
Code is available at website www.electrical.bsnl.co.in.

3. a) One SDE(E) and minimum one JTO in each SSA shall form Energy Audit
team associating the building in charge as other member. They shall
conduct energy audit for one building in each of the following categories:-

Category I - Telephone exchange above 4K


Category II - Telephone exchange between 1.4K to 4 K
Category III - Telephone exchange between .5K to 1.4K
Category IV - Telephone exchange less than .5K
Category V - One administrative building preferably at SSA HQ
Category VI - One RTTC building of the Circle
Category VII - One BTS station in SSA

b) 50% of the eligible building as intimated vide 3-1-48/EW-2002 dated


08/03/2007 (copy enclosed) shall be completed by this financial year and the
balance by next financial year in each circle.

4. a) SSA level energy audit team shall be provided with basic energy monitoring
instrument as given below.

a. Load Manager
b. Anemometer
c. Tong Tester
d. Pressure Gauge
e. Tachometer
f. Stroboscope
g. Temperature & Humidity Monitor with RS 232 connectivity
h. Lux Meter
i. HT Megger
j. LT Megger
k. Earth Tester
l. Specific Gravity
m. Multimeter

b) The accredited energy audit team shall be provided with specialized equipment
for energy monitoring (one set at circle level) in addition to the above
instruments. PCE(E)/CE(E) shall be fully empowered to decide and procure
additional equipments based on their requirement.
5. PCE(E)/CE(E) shall identify the quantum of work for implementing EC
measures along with procurement of equipment and other accessories. The
budget provision in the Circle Budget shall be made in the RE 2007-08 and
BE 2008-09 keeping the target for completion 30% in this financial year
and balance in next financial year.

6. a) Energy consumption Report shall be given in the format as given in


Annexure A for getting report from the CGM on quarterly basis. This
format is incorporated in MIS Report of the CGM and monitored by
Electrical Cell of Corporate office.

b) The tamper-proof electronic energy meters with communication port should


be provided with each DG Set wherever not available in order to furnish
this report.

7. The following non-conventional energy methods has been approved for


implementation at field level:-

a) Solar water heating system shall be compulsorily used in all existing as


well as new hostels, canteens and inspection quarters. For existing and
new residential colonies, this system shall be implemented after refixing
the license fee.
b) Existing solar panel spared from MARR station shall be utilized not later
than one year.
c) Waste water recycling should be done by installing sewage treatment plants
in all major buildings by PCE(E)/CE(E) in consultation with CGMs.

8. a) PCE(E)/CE(E) shall give presentation at SSA level to BSNL officials to


spread awareness in energy conservation.
b) SSAs in consultation with electrical wing shall fix target for energy savings
in their SSA.

9. a) Energy conservation award shall be constituted at Circle and Corp. office


level with SSA as a unit. That SSA who has achieved maximum energy
conservation shall be awarded running trophy. Similar award at Corp. office
level shall also be instituted.

b) National energy conservation day on 14th December shall be observed every


year at SSA, Circle and Corp. office level by organising seminars and other
awareness programmes to involve all stake holders.

Note : 1. DELs in column 4 shall include PSTN, WLL(fixed and mobile) and GSM.
2. Returns to be submitted quarterly. Return for quarter ending 03/07 to be received by
15/05/2007.
