Executive Summary
The Daily Star, the leading English newspaper of Bangladesh, has been practicing a standard
HR system since its inception. Their HR system is operated through several processes. Those
are - recruitment and selection, training and development, and benefit. It starts with the
process of forecasting the future personnel needs based on the previous employee needs.
Then it goes to the recruitment and selection process when it gets requisition for employee
from any department. It recruits and selects employees from both internal and external
sources. Internal sources include- succession planning, rehiring, and reference. On the other
hand, in external sources, employees are informed about the job through advertisement in
different type of media. After getting CVs from the applicants, HR department screen those
CVs and call eligible applicants for the preliminary interview. From that interview, some are
selected and called for the final interview. If an applicant successfully tackles the interview,
he or she gets selected. After the selection, “on-the-job-training” is provided for the
employee. There are different types of on-the-job-trainings which are provided by the
company such as coaching or understudy method, job rotation, project assignment etc. At the
end of the training and development process, the employee has to sit for the assessment test in
order to remain in the company. Several types of benefits are provided for the employees.
Some of those are- vacation leave, festival leave, bonus on various occasions, reduced or
flexible work hours, work from home, medical coverage etc. The Daily Star is successfully
operating their HR system from the recruitment to benefit offering process. They also
practice and prefer friendly relationship among the employees. The human resource
management always complies with the goal and strategy of the company. In spite of their
satisfactory HR system, some recommendation has been made by us for The Daily Star’s HR
department in order to make their HR system flawless and efficient.

HR System of The Daily Star

Introduction
To fight against all kind of social diseases like corruption, political black influence or to raise
awareness on public safety issue like omission of polythene bag., adopting safety measure
during Dangue season and so on, the DAILY JUGANTOR has played a vital role in our
society and so does in journalism sector.

Objectives:

 To get the idea how HR system works in a company.


 To learn about the recruitment process.
 To know how the company selects its employees.
 To get acquainted with the training and development program.
 To get information about what benefits the company offers.
 To incorporate theoretical learning with practical experience.

Methodology

To get all of the necessary information of The Daily Star, we have followed both primary and
secondary data collection methods. For primary data collection, we have taken appointment
of a senior executive, Md. Rezwan Rahman, of HR department and interviewed him. And for
secondary data collection, we have mainly used their official website. Though we have
conducted both types of data collection methods, but most of the information has been found
from the primary data.

Company Background
The Daily Star started its journey in the media scene of Bangladesh in the year 1991. Since its
inception, it has been providing true and real news to the readers and currently, has become
the largest circulating English newspaper of the country.

Leadership

In The Daily Star, there is a flat relationship among the employees. They consider their whole
office as a family and have friendly relationship with one another. This type of relationship
has created a sense of trust among the employees and encouraged them to be honest and
transparent. In addition to that, everyone in The Daily Star shares common goals and
objectives and respects others’ views and opinions.

Current HR System
Recruitment and Selection Process

The Daily Star’s HR planning starts with business planning and budgeting. At the very first of
each year, company allocates a specific amount of budget for HR department to meet its

business plan. In accordance with the business plan and budget, HR department does
workforce planning. In workforce planning, they decide what positions need to be filled and
how those will be filled. To forecast personnel needs, they use-

Trend Analysis: HR department makes a study over a past few years to know the
company’s past employee needs. It helps them to predict future needs to recruit
required number of employees in a year.

After forecasting personnel needs, the HR department sends all the information to the board
for approval. Then when they get approval, they start waiting for the requisition from concern
departments. Even though company needs to recruit a number of employees each year, but
this process does not happen at a time. Company recruits throughout the year. That is why,
HR department has to wait for requisition. When they get requisition from any department,
they prepare job description and job specification lists for those respective positions. Then
they attach a clearance letter with those and send to the CEO for approval.

After getting approval from the CEO, the HR department starts their recruitment and
selection processes. They follow both internal and external sources for recruiting and
selecting candidates.

01. Internal Sources: The Daily Start uses the following internal sources of candidates:
a. Succession Planning: In succession planning, first they identify what will be
the future key position needs. Then they develop internal candidates in
accordance with their key position needs. They provide different types of
trainings to develop high-potential employees. Some of those are- internal
training, job rotation etc. After completing those, finally, they assess those
candidates and only select those who will be able to fill the key positions.
b. Rehiring: In terms of internal hiring, they also hire former employees.
Experienced former employees get the highest preference in rehiring. This
type of hiring is beneficial for The Daily Star because former employees know
about their organization’s culture and work. As a result, it saves their training
cost.
c. Reference: Sometimes if someone from the company refers for someone who
has all the qualities and skills to perform any job for The Daily Star, they call
that candidate for interview.

02. External Sources: For recruiting employees from outside, The Daily Star’s HR
department gives job advertisement in different types of media. Some of those are-
print media, job positing sites such as: bdjobs.com, social media such as: linkedin.com
etc.
After placing advertisement, they start receiving CVs of the applicants from various
locations of the country. When the deadline of submitting CV finishes, they start
primary screening or sorting those CVs. They match those CVs with their required
qualification. The applicants who meet the requisite qualification are called for
preliminary interview.
In the preliminary interview, a candidate has to face job-related interview. The heads
of respective departments usually are present in the interview board. Interviewers ask
some structured and specific questions to the candidate. Based on the candidate’s
answer, he or she is given marks. Then the board primarily selects some candidates.
After that, the HR department makes primary selected candidates’ full profile ready
and send those to the board. A board meeting is held to decide whom they will call for
the final interview. In accordance with the board’s decision, candidates are called for
the final interview. The CEO himself along with General Managers conducts that
interview.
In the final interview, candidates are asked job-related and situational questions.
Sometimes presentation skill is also tested if the job requires it. Then if most of the
board members agree to select a candidate, then he or she will be selected for the job.
He or she will be informed immediately or in some cases, within a week about when
to join. A specific date and time will be set for the orientation of the new employees.
In the orientation, new employees are given idea about the job, working hour,
benefits, policies etc.

Training and Development

After the orientation, The Daily Star provides training and development program for the new
employees. Although they used to provide formal training in past, but nowadays they are
providing on-the-job training. And they prefer on-the-job-training most.

In on-the-job-training, employees are given chance by The Daily Star to learn a job by
practically doing it. They provide different types of on-the-job-trainings. Some of those are -
coaching or understudy method, job rotation, project assignment etc. In coaching or
understand method, an experienced supervisor trains an employee. Here an employee learns
either by observing the trainee or by taking guideline from the trainee. In job rotation, the
company moves an employee from job to job at planned intervals. Sometimes, the company
assigns project to the employees. Employees are divided into groups and are told to complete
a particular project within a limited time. This is also a part of the on-the-job-training process.

They use the same techniques for their management development programs as well. In
addition to those, off – the - job management training and development techniques such as
case study method etc. is also provided by them in rare cases.

After training is done, an employee has to sit for the assessment test. If the employee passes,
then he or she will be assigned to the job permanently. If the employee fails, then he or she
will not be able to continue the job.

Benefit Offered

The Daily Star provides a lot of benefits to their employees regardless of their performance.

Those are -

 Vacation and Other Leaves: The Daily Star offers 33-day vacation leave in a year.
For that reason, an employee can go on vacation at any time. They also offer
recreation leave, also known as leave fare assistance. If an employee continues
working three years in The Daily Star, that person gets the chance to have 30-day
bonus vacation leave. The person will be paid salary of that month and will not have
to perform any work in that month. But there is a condition that the bonus vacation
has to be taken within the next three years. Otherwise, it will be cancelled. Other
types of leaves such as festival leave, sick leave, bereavement leave etc. can be taken
by the employees.
 Bonus: Bonuses are provided only on festivals. But sometimes bonuses are offered
based on performance.
 Family and Parenting: Maternity and paternity leave, reduced or flexible work
hours, and work from home facilities are provided.
 Medical Coverage: If an employee gets hospitalized, the person gets medical fee
from The Daily Star for the treatment.

Implication of Strategic Human Resource


Management (SHRM)
The human resource management of The Daily Star links their strategy to their company’s
goal and strategy in the following ways-

 Filling All Positions: As The Daily Star’s main goal is to provide all type of news to
the people, that is why it needs a lot of manpower in it. So, without all of its
employees it cannot fulfill its goal. The HR management always makes sure that all
positions are filled with employees so that company can use them whenever they
need.
 Selecting efficient employees: One of the strategies of The Daily Star is to assign
skilled and efficient employees in the company in order to get good output. The HR
management always complies with this strategy and gives priority to the selection of
the efficient employees. They carefully observe and try to understand the capabilities
of all the applicants at the time of recruitment.
 Benefits and Compensation:The HR management always ensures adequate benefits
and compensation for the employees. This is one kind of strategy of the company to
make employees satisfied and motivated. They give flexible work hours, different
types of leaves, medical coverage etc. to their employees when they need. Bonuses
are also paid on different festivals. Those inspire employees to work better and give
their best for the company.

The recommendations for The Daily Star are stated below-

 They should add online recruitment option in their official website. It will help
candidates to directly apply to The Daily Star and the applying process will also be
quick and more interactive.
 They should use computerized method such as customized software, application etc.
to make their CV screening process quicker.
 In terms of selecting from the internal sources, they should be aware of avoiding
biased attitude.
 Before selecting an employee, they should check background information besides the
current ones. By doing that, they will get the proper idea about an applicant’s current
condition or position, skills, capabilities, motivation to work, ability to work with
others etc.
 They should hire more people in their HR department, especially in the recruitment
wing. Because their current recruitment process is slow.
 Though they mainly focus on “on-the-job-training”, but they should provide a short
formal training before “on-the-job-training”.
 Their training programs should be motivational and more training materials should be
supplied.
 They should add more benefit packages such as financial and retirement plan,
childcare facility, insurance opportunity etc.

Conclusion
By observing the current HR system of The Daily Star, a conclusion can be drawn that their
HR system is quite structured. They recruit and select employees in an organized way. To
hire the right candidate, they use both internal and external sources. They provide appropriate
training and developmental programs. In addition, their benefit plans are attractive for any
employee. If they apply the above mentioned suggestions, their HR system will be flawless in
the upcoming future.
