1. INTRODUCTION

1.1 Project Description

Bien Dong Petroleum Operating Company is the operator of Blocks 05.2 and 05.3 approximately
340km southeast of Vung Tau, off the coast of Vietnam.

This specification applies to all facilities and projects in these blocks.

1.2 Purpose

This Specification covers the minimum requirements for the design, engineering, procurement,
manufacturing, assembly, fabrication, integration, configuration, inspection, testing,
commissioning, training and delivery of multiphase flow meters as follows; HT1-PK-0910 to be
installed on Hai Thach Wellhead Platform (WHP-HT1) and MT1-PK-0910 to be installed at Moc
Tinh Wellhead Platform (WHP-MT1).

VENDOR shall provide multiphase flow meter packages that have successful history of at least
three field installed systems which have been similar services for two years or longer.

VENDOR shall ensure that all equipment and services supplied meet the requirements of this
specification, the codes and standards and all other associated documents nominated herein,
whether the equipment or services are supplied by the VENDOR directly or by his Sub-VENDOR.

All deviations from this specification or the documents referred to herein shall be stated in
writing. In the absence of such a statement, it will be assumed that the requirements of the
specification are followed without exception.

Any deficiencies in this respect that are identified during or subsequent to fabrication shall be
rectified at the VENDOR’s cost.

1.5 Order of Precedence

The project data sheets complete with the project drawings and this specification are
considered as the overall governing documents determining VENDOR’s scope of work and supply.
In the event that there are conflicts with items or information contained within these
documents, the following order of precedence shall be used when interpreting the information
of PURCHASER provided documentation and references:

3. GENERAL REQUIREMENTS

3.1 VENDOR Scope and Responsibility

3.1.1 General

This specification, in conjunction with the referenced documents defines the minimum
requirements for the design, fabrication, assembly, inspection, testing, shipment,
installation, site testing, commissioning, training and support of a fully functional
Multiphase Flow metering skids required for BD1 project.

The VENDOR shall solely be responsible for furnishing the complete functional Multiphase
flow metering Skids (HT1-PK-0910) and (MT1-PK-0910) and all associated components to
ensure satisfactory operation under the service conditions described in this specification.

All required software for the MPFM functions, system diagnostics, asset management and
data transmission, including associated software licenses shall be provided and all relevant
data loaded.

VENDOR shall assume single point responsibility for all aspects of the work. This includes
but is not limited to timely completion, liaison with the COMPANY or CONTRACTOR, liaison
with any VENDOR/sub-VENDOR of specialized items, co-ordination of the work,
performance guarantee and provision of a warranty for the system.

VENDOR shall supply such equipment, which has been proven to operate reliably in an
offshore environment. VENDOR shall provide references along with the bid where
equipment identical to that proposed here is in continuous operation in an offshore
environment for at least two years. No prototypes of any kind are permitted. All
equipment shall be new. Reference list shall highlight the installations where the same
model of the meters (as quoted) are used.

The VENDOR shall specifically note that the handover of the system shall be considered
complete only when the complete skid / instrumentation / accessories etc. are
successfully commissioned. All equipment/instrument are validated and calibrated and the
first validation results as detailed in the validation procedures are agreed and signed by
COMPANY or INSPECTOR. The system shall be considered handed over after COMPANY or
INSPECTOR signs the handover certificate.

3.1.2 Scope of Supply


VENDOR shall supply the MPFM Skid packages as follows:
• Tag Number: HT1-PK-0910 complete MPFM skid package to be installed at Hai
Thach Wellhead Platform, with inlet piping of DN 400 x 600# RF, Duplex Stainless
Steel Material.
• Tag Number: MT1-PK-0910 complete MPFM skid package to be installed at Moc
Tinh Wellhead Platform, with inlet piping of DN 300 x 900# RF, Duplex Stainless
Steel Material.

As a minimum, VENDOR shall provide each MPFM skid complete with the following:
• Field Unit consists of integrally mounted flow meter, pressure transmitter,
temperature transmitter and sensors. Field unit completely pre-wired up to skid
mounted junction box.
• Field mounted Flow Computer Unit completely assembled and pre-wired.
• Interface cables within the skid e.g. between JB and field mounted FCU.
• Portable PC (Optional).
VENDOR shall design each skid for minimum space requirement. The General Arrangement
(GA) drawings of the skids shall be provided by the VENDOR for review and approval by
COMPANY, as part of VDRL.

3.1.3 Scope of Work


The Multiphase flow metering Skid VENDOR selected for this project shall provide project
engineering and project management services, as specified, including provision of
required test facilities and equipment.
The VENDOR scope of work shall include but not limited to the following;
• MPFM package design and documentation,
• Project management,
• Completely assembled MFPM skids including instrumentation and associated
pipeworks,
• All field instruments completely wired and terminated at skid mounted junction
boxes,
• All MPFM system hardware and software to meet the functional and design
requirements detailed in this specification referenced documents,
• All the MPFM software and software licenses,
• VENDOR shall provide type and quote for the interface cables to ICSS,
• Site installation, pre-commissioning and commissioning supervision,
• Site service & support, as defined in the requisition,
• Factory acceptance testing,
• Site acceptance testing,
• Site integration testing,
• As-built documentation, including test documentation and certificates,
• Operating and maintenance manuals,
• Training of operators, supervisors and systems engineers, as defined in the
requisition,
• Insurance, commissioning and two years operating spares,

• One year warranty and site support and,


• Packing and shipment
3.2 VENDOR Technical Assistance
Vendor shall provide technical assistance at topside fabrication yard and offshore. As a
minimum, the Vendor technical assistance is required for equipment installation, pre-
commissioning, commissioning, offshore hook-up, site acceptance test and training.
Vendor shall provide procedures and checklist for equipment pre-commissioning and
commissioning including parameters for performance acceptance test.
The VENDOR shall make available the services of experienced start-up engineers to assist with
the installation and provide direction during the commissioning of the equipment and also
provide general troubleshooting assistance.
Vendor to quote rates (including mob-demobilisation, daily rates and response time) for
Fabrication yard and offshore.
For offshore assistance, the Vendor personnel shall possess a valid medical and sea-survival
training certificate.

3.3 VENDOR’s Exceptions

The VENDOR shall be responsible to submit, together with the quotation, the list of deviations
and / or exceptions to this specification, project data sheets and other project documents
including the codes and standards. In the absence of such list, it will be construed that VENDOR
fully complies with the requirements.

3.4 Weight Control

The VENDOR shall submit the package equipment weight data sheet which shall contain the
following details:

• Dry weight – Installed weight excluding operating fluids, spares, tools and temporary
packing. Pre installed fills like lubricating oil, desiccants, etc shall be included in the dry
weight.

• Lift weight – Dry weight + Packing weight

• Operating weight – Dry weight + Weight of operating fluids

3.5 Transportation Sea Loads

Equipment shall be installed on a deck that will be fabricated in a fabrication yard. The
fabricated deck will then be transported by sea route to the designated location offshore.
Equipment and its supports shall be suitable to withstand the forces and moments from the
transportation accelerations as follows:

• Vertical Acceleration: ± 0.50 g (in addition to gravity)

• Horizontal Acceleration: ±0. 60 g (in any direction)

3.6 Operation and Design Life


The equipment shall be designed for a minimum service life of 25 years.

3.8 Hazardous Area Classification


The Electrical/Instrument Room shall be non-hazardous and safe area. The Electrical/Instrument
Room will be protected by blast walls from the process area. All control system equipments
within the Electrical/Instrument Room shall be suitable for safe area.
Field Instrumentation shall be EEx’d’ certified. When EEx’d’ is not available Ex’i’ certified
instruments shall be provided.
Instruments located in hazardous areas shall be certified for Zone 1, Gas Group IIA/IIB,
temperature class T3 as minimum.
All electrical and electronic equipment located in hazardous areas shall be certified to
IEC/CENELEC/ATEX standards or equivalent BASEEFA standards.
Devices connected to an Ex’i’ certified circuit must be of increased safety construction certified
to Ex’e’ standards. Any deviations from this must be agreed in writing by the COMPANY.

3.9 COMPANY Supplies


3.9.1 Power Supply
Packaged VENDOR shall derive all required power supplies from COMPANY electrical
supply below and shall be responsible for all internal power supply distribution and
internal power supply units required.
COMPANY Electrical Supplies
240 V AC (± 10%), 50 Hz (± 5%) - switchboard supply for lighting and Operator Stations.
240 V AC (± 2%) from UPS for Control System and field instrumentation.
415 V AC (± 10%) for motor operated valves (MOV) main power supply and other
instrument equipment or user, as required.

3.9.2 Instrument Air Supply

COMPANY will provide a dry instrument air at the following pressures;

4. TECHNICAL REQUIREMENTS

4.1 MPFM System Overview


The MPFM shall be designed to provide independent measurements of oil, water and gas flowing
commingled in a line without separation or processing of any sort. The MPFM will measures
different properties and flow of the fluid instantaneously.

4.2 MPFM Design and Technology


The MPFM shall meet as a minimum the following design requirements:
• Capable of measuring in 0 to 99.6% Gas Volume Fraction, 0 - 100% Water Cut, 0 - 100%
oil and maintain the relative error of +/-10% for gas flow rate, +/-10% for oil flow rate
and +/-10% for water flow rate, irrespective of the flow regime. (Note, accuracy
percentage is of full scale).
• Certification and proof is required based on field installation test on independent third
party test. Witness of this certification test by PURCHASER is essential. It shall be
conducted with fluid with similar properties.
• The water cut measurement shall not be affected by liquid salinity. VENDOR shall
conduct test, using fluid with known mineral contents to certify the liquid salinity
accuracy required.
• Over a turn down ratio 15:1 or better, irrespective of the piping configuration or flow
regime.
• Capable of calculating the oil, water and gas flow rates without any requirement on fluid
property data as input to the flow computer e.g. oil density, water conductivity etc.
• Repeatability requirement: +/-5% or better for each phase.
• Accuracy is not affected by the varying concentration of water cut and gas volume
fraction.
• Equipped with self-verification system (i.e. using water or gas free oil) from 0 to 100% of
full scale. Deviation report shall be generated (if calibration differs from initial factory
calibrations.
• All instruments shall work with pure liquid without gas to enable quick gas testing in the
field.
• Operate in all flow regimes without system reconfiguration.
• Measurement is not affected by instrument field re-calibration and piping configuration.

In-line non-gamma ray duplex stainless steel MPFMs are preferred to be used. All the
measurements of the individual phase fractions and total or individual phase flow rates shall be

performed directly in the multiphase flow line without separation or sampling of the fluids. The
in-line meter shall have no moving parts.

A combination of two or more of the flowing measurement technologies shall be employed:

• Electromagnetic measurement principles (capacitance and inductance) or equal

• Differential pressure using Venturi , V-Cone flow element or equal

• Cross correlation of electromagnetic signals

Use of gamma ray source or any other nuclear radiation based measurement method is subject
for COMPANY review and approval. Use of slip calculations or slip models and slip factors is NOT
acceptable.

The following typical measurement methods shall be used for determining the fluid parameters.

• Venturi or V-Cone flow meter or equal with pressure transmitter and temperature
transmitter for multiphase flow rate.

• Capacitance measurement or equal for phase fraction (water continuous flow).

• Inductance measurement or equal (for oil continuous flow)

• Cross correlation technique with capacitive (large electrode) sensor or equal for bubble
flow velocity.

• Cross correlation technique with capacitive (small electrode) sensor or equal for
dispersed flow velocity.
Requirements for any flow conditioning devices such as mixers, piping straight lengths, blinded
T, device orientations, sampling connections, etc. shall be provided by COMPANY or
CONTRACTOR. VENDOR shall note that, pressure control loop to maintain constant back pressure
at MPFM will not provided by COMPANY or CONTRACTOR.

4.3 MPFM Instrumentation Requirement

4.3.1 Field Unit


The field unit shall include integrally mounted flow meter, pressure and temperature
transmitters, inductive sensor or equal, capacitive sensor or equal to measure the
parameters used in the calculations of oil, gas and water flow rates. All devices shall be
certified suitable for use in hazardous area.
The field unit shall be installed on the manifold header and shall measure all parameters
at line conditions.
VENDOR / MANUFACTURER shall select and size the MPFM based on the process data
specified in Attachment 1.
VENDOR / MANUFACTURER shall provide full functional and operational details of the
technology with instruction manuals and catalogues.

4.3.2 Flow Computer Unit


The Flow Computer Unit (FCU) shall be certified for use in hazardous area. The FCU, field
unit (with sensors and junction box) shall be supplied as stand-alone unit e.g. it shall be
completely assembled and wired package.
The FCU shall perform all the necessary computations to determine the flow rates of oil,
gas and water of the multiphase mixture based on the measurements obtained from the
field unit.
The software required for all computations shall reside in the FCU. Future enhancements
to the software shall be possible without any hardware upgrade and work shall be simple.
The FCU shall run without the need for human intervention after set-up.
The FCU shall have provisions for connection to a portable PC for use as the HMI and for
the occasional configuration and diagnostic functions, at the field where the MPFM is
located.
All well test results and critical monitoring information shall be transmitted to the ICSS via
RS485 serial link.
The FCU shall be capable of communicating simultaneously with the portable PC and the
ICSS.
VENDOR shall supply MANUFACTURER’s own proprietary software (for configuration,
calculation, computation, etc.) All software and hardware for the MPFM shall be supplied
and integrated by only one MANUFACTURER. The MPFM VENDOR shall liaise with ICSS
VENDOR for the configuration of serial communication interface, graphical user interface
and other HMI functions on the ICSS.
The MPFM FCU may remain un-powered for long periods. The configuration data shall be
retained during these periods either by using battery back-up or non-volatile memory.
External Communication

The FCU shall be connected to the ICSS by an OPC server located in a control room (non-
hazardous area) for communication via RS485 serial link interface. The estimated distance
between the FCU and the ICSS shall be provided by the COMPANY or CONTRACTOR.
Communication cables will be supplied by Others.

Displays

The MPFM package shall provide the following for each well test:

• Oil, gas (volume and mass) and water flow rates;

• Accumulated totals (volume and mass);

• Phase volume fractions (WLR, GOR and GVF);

• Pressure and temperature.

VENDOR well test report based on his well-test software shall be generated for each test.

As a minimum, for each well string, the following shall be displayed at the ICSS.

• Instantaneous volumetric flows;

• Process parameters;

• Instantaneous mass flow;

• Instantaneous WLR, GOR and GVF;

• Instantaneous pressure and temperature;

• Accumulated mass / volumetric totals (for test period);

• Average of the above;

• Date and time;

• Trend displays;

• Process alarms;

• System status and alarms;

• Well test reports;

• Well parameter table and;

• Other miscellaneous reports.

FCU Software

The system shall be based on Microsoft Windows XP platform and shall be open to other
platform or system architectures.

The system shall be a user-friendly system for generation of database, configuration,


graphics and etc. The system shall be menu driven with help function system in-place.

Any requirements for system configuration via high level programming such as PASCAL,
FORTRAN, BASIC is NOT acceptable.

Separate “Run Time” and configuration versions of the system are NOT acceptable.

System software shall contain built-in features for all programming and diagnostic
operations. No additional hardware and/or software shall be required to do any
configuration, debugging, field changes, displays or data back-up.

The software shall be provided complete with operational software manuals and the
operating license shall be evergreen in the name of the COMPANY.

VENDOR shall confirm all conversion factors and equations and obtain COMPANY’s approval
prior to the configuration.

The application program shall be transparent to the User and shall allow simple
modifications to be performed.

All VENDOR / MANUFACTURER supplied software shall be 100% bug free. It shall not be
possible to crash or hang up any of the system due to Operator usage or alarm or event
flooding. The system shall be completely configured with all built-in databases. It shall
have multiple levels of security system.

The system shall be complete with extensive diagnostic error checking and auto testing
features. VENDOR shall describe in his bid all the available tests in detail and how much
information will be presented to the Operator upon fault detection.

All system databases, programming and configurations shall be in-place. No software re-
configuration and/or programming shall be allowed to satisfy the specified uncertainty.

The entire MPFM configuration, graphics, software etc. shall be stored on 2 sets of CD-
ROM discs. Two sets of all database and application program used in the system shall be
included in the VENDOR’s scope. VENDOR shall provide the COMPANY with all the software
upgrades released by VENDOR with one (1) year of delivery at VENDOR’s own cost.

4.3.3 Portable Computer (Optional)


The Flow Computer Unit (FCU) shall have provisions for the connection to a portable PC
for use as the HMI, for well test purposes (as an alternative to ICSS) and for the occasional
configuration and diagnostic check functions at the field where the MPFM is located.
Sufficient capacity on the portable PC shall be provided to cater for all parameters and
storage data for a maximum of 16 well strings.
The MPFM VENDOR shall be responsible for the supply of an IBM compatible PC or laptop
and peripherals for communication with the control unit for service and maintenance
purposes. The MPFM VENDOR shall be responsible for all software supplied for operation
and diagnostics.
All the calibration data shall be easily keyed in the Portable PC without the Operator
needing to have full knowledge of the system.
All calibration data shall be downloadable from the FCU. The calibration data for each of
the wells shall be stored in memory and shall be easily alterable from the keyboard. It
shall be possible to store of five (5) PVT sets in the FCU, so that it can select the
appropriate set of parameters each time a well is tested, unless there is a significant
change to the process fluid data. These schemes will minimize Operator intervention for
well tests.

4.4 Classification and Measurement Uncertainty

VENDOR to refer attached COMPANY or PURCHASER H&MB showing all relevant well data,
including composition, fluid properties and operating envelope for each well as required.

The expected GVF is the range of 25% ~ 85% and the expected water cut is 0 ~ 50%.

These data shall be used to determine the fluid classification in terms of GVF. VENDOR shall
independently check and confirm that the GVF is in the moderate GVF to high GVF class and that
the gamma or a non-gamma ray MPFM is suitable for this class of multiphase flow.

In addition to the GVF, VENDOR shall review in detail the well fluid flow regimes in the WHP-HT1
and WHP-MT1 field and ensure that the selected MPFM is suitable for well testing purposes.

VENDOR shall produce the Envelope maps and Measurement Envelope maps against MPFM
performance e.g. uncertainty limits for review and approval by COMPANY.

As minimum, qualitative evaluation shall be performed by VENDOR to consider the influence of


the following;

• Flow regimes

• Salinity variations

• Additives

• Viscosity variation

• Sand

• Wax

• Scaling and other fluid properties

VENDOR shall confirm that the effect of influencing parameters, by means of sensitivity
coefficients, on the MPFM measurements is not greater than the values indicated in the Table – 1
below. Effects on readings greater than the listed values are unacceptable.

Each MPFM skid will be located so as to:
• Optimize skid dimensions
• Minimize pipeworks variation in size
• Minimize exposure to source of noise and vibration
4.6 Construction and Other Requirements

4.6.1 General

VENDOR shall submit the following along with his bid:

(1) Proposed system architecture

(2) Skid layout / dimensional details

(3) Weight calculations / details

(4) Uncertainty calculation at various flow percentage

(5) Metering calculations using approved software

(6) Reference list for all the items

(7) Technical catalogues for instruments and all accessories incl. sample handling
systems.

(8) Bill of material

(9) Proposed Sub-VENDOR list for approval by the COMPANY.

(10) Power requirements

(11) Approval Certificate

4.6.2 Package Instrumentation

All package field instruments, their associated ancillaries/components, cables, cable


glands, skid junction boxes shall be in compliance with Instrumentation and Controls for
Package Equipment, document number BD-00-I-S-0002.

4.6.3 Piping

All piping works, associated valves and fittings shall be strictly in compliance with Piping
Class Specification, document number BD-00-P-S-0001.

4.6.4 Skid Structure

The structural skid design shall be in accordance with BD-00-M-S-0337, Specification for
Skid Mounted Packaged Equipment.

Structural skid design shall give consideration to safety, convenient operational and
maintenance access to all instrumentation and manual controls, including provisions of
step ladders, access platforms as required.

4.6.5 Lifting

VENDOR shall provide one common spreader bar or lifting frame, using a single hook line
for lifting the skid subject for COMPANY’s review and approval. The lifting weight and
center of gravity of each section shall be furnished to the COMPANY prior to delivery and
this shall also mark on each individual skid component.

Pad eyes shall be symmetrically located about the center of gravity of the skid with any
included equipment and piping mounted in place. Pad eyes should be oriented to the
center of gravity of the skid.

Also refer to Sub-section 4.5 of BD-00-M-S-0337, Specification for Skid Mounted Packaged
Equipment.

4.6.6 Material and Welding


• Welding of the skid structural components shall be done in accordance with the
specification AWS D1.1 (Structural Welding Code), latest edition of the American
Welding Society (AWS).
• For bolted connections, bolts shall meet ASTM A325 or A490 specifications. These
bolts and nuts except A490 bolts shall be galvanized. A490 bolts shall be supplied
as black bolts and subsequently painted to project painting specification (BD-00-M-
S-0331).
• Minimum thickness for all structural profiles shall be: 6mm for sub-frame / skid.
• If the skid is to be transported by truck at the fabrication yard, the overhang from
the truck bed shall not exceed 1/3rd of the total length of the skid. Further for
truck transportation, the center to center dimension between primary longitudinal
beams shall not exceed 1.83m.

VENDOR shall submit their welding procedures of the skid for COMPANY’s review and
approval.

4.7 Environmental Protection


The minimum ingress protection according to IEC 60529 applied for instrumentation equipment
shall be:
IP42: Equipment located indoors or inside enclosure hoods
IP66: All equipment to outdoor weather conditions
The instrumentation equipment selected especially the electronic parts and circuit boards shall
be suitable for tropical, humid, salt laden, marine saliferous and offshore environment.

4.8 Well Testing Procedure

Process and fluid properties data for each well computation purposes including PVT data shall be
uploaded into the FCU from the ICSS or portable PC.

To test a well, the Operator at the ICSS will select the well under test. The well parameter
settings will be automatically selected by the FCU.

The Operator will remotely line-up a multi-port selector valves and other affected valves to the
MPFM.

Operator shall confirm that the lined-up valves and the indicated well on the ICSS display is
correct. The FCU will then upload the well parameter table for the well to be tested and then
proceed to perform the required computations.

Results of the well tested and reports will be available at the ICSS.

4.9 Interface with ICSS


Regulatory controls, interface with the Office Network (via the Process Control Network) and
safeguarding functions will be performed by the Main ICSS as depicted in the ICSS Architecture
Block Diagram (Drawing No. BD1-00-I-D-1001).
The selection of all flow measurement equipment and accompanying system design shall
therefore closely follow the guiding principles outlined in the Instrumentation and
Telecommunication Systems Philosophy (Document No. BD-00-I-S-0001) and BD POC List of
Approved VENDORs and Equipment.
This will include, as follows:
• Facilities Integration
• Where appropriate, Foundation Fieldbus compliant
• Centralisation of control
• Minimum Field Intervention
• Project Deliverability Requirements
All MPFM data including flows, pressures, temperatures, densities, compositions, dew point,
transmitter configuration, resource and diagnostic data etc., shall be accessible by interested
parties through the Office Network or Process Control Network as indicated in the ICSS
Architecture Block Diagram (Drawing No. BD1-00-I-D-1001).

5. INSPECTION AND TESTING

5.1 Inspection
The VENDOR shall comply with the specific inspection and testing requirements given in the
Purchase order and Equipment Specifications.

VENDOR shall submit an Inspection and Testing Procedure (ITP) for review and approval by
COMPANY or INSPECTOR prior to start of manufacture. An ITP shall be prepared for each skid
and shall as a minimum cover:

• Manufacturing sequence, starting with material identification and including inspection


and testing.

• Radiography and hydrotesting of all pressure containing components.

• “Holds” points subject to VENDOR, COMPANY or INSPECTOR or other third party


attendance.

• Mechanical inspection on the overall MPFM package. This shall include physical check
and dimensional check.

• Calibration of the MPFM Package instrumentation.

• Instrument loop checking including the MPFM systems, input / out simulation, alarm,
status indication etc.

All equipment shall be subject to inspection by COMPANY or INSPECTOR during the course of
manufacture, fabrication, assembly, testing and prior to shipment. Inspection shall include
verification of the equipment, dimensions, examination of the data and checking the preparation
for shipment.

5.2 Quality Assurance


The VENDOR shall demonstrate, in line with the quality plan, that he operates a quality system
in accordance with ISO 9001 or equivalent internationally recognized standard. The
effectiveness of the quality system and the VENDOR's compliance with it shall be subject to
monitoring by PURCHASER and in addition, may be audited following an agreed period of notice.
The VENDOR shall submit a quality control program for PURCHASER review at the time of
Tender. The VENDOR shall provide facilities for and cooperate with PURCHASER and Inspectors
during manufacturing, assembly and testing.

5.3 Calibration and Validation

The MANUFACTURER shall perform factory calibration. An independent accredited calibration


organization shall verify the MANUFACTURER calibration results. These results will be then
submitted to COMPANY or PURCHASER for reference and file.

A validation test shall be performed by the VENDOR to verify the actual performance and
functionality of MPFM system at the field, immediately after the platform start-up. VENDOR to
provide the procedures for this test. This test shall be witness by the COMPANY. An independent
third party metering specialist shall perform the validation test.

In-situ calibrations shall be performed on a routine basis.

5.4 Factory Acceptance Test (FAT)


Full testing shall be carried out by the VENDOR prior to a factory acceptance test (FAT). The
VENDOR test shall cover, as a minimum, all tests to be carried out during FAT. The VENDOR shall
compile a test report, which logs all hardware failures and software errors during the test
period. The test report should be submitted to the PURCHASER two weeks before the start of the
FAT.
The FAT, to be witnessed by the PURCHASER and/or their nominated representative and shall be
performed at the VENDOR’s works prior to shipment of the Multiphase flow metering skids to
site.
The VENDOR shall provide all the personnel and test facilities to perform the FAT.
A factory acceptance test procedure shall be submitted for approval by COMPANY or Contractor.
This test procedure shall include descriptions of all tests to be performed. It shall list all testing,
as shown below.

The factory acceptance test shall include the following which are applicable to MPFM package
unless otherwise stated:

1. Simulation test including the computational calculation.

The simulation test among other things shall include simulating with at least five
different values which cover the minimum and maximum level in the working
range of the skid instrument and the FCU using test simulators.

Simulations with simulated signals connected to the FCU shall include but not be
limited to manually input data, printouts, alarms and data transmission between
the computers.

Testing or simulating the different functions of the FCU shall include but not be
limited to manually input data, printouts, alarms and data transmission.

All calculations by the FCU shall be verified by injecting known values to the
computers and comparing the result using manual calculations.

2. Data security test.

3. All skid and field mounted instrumentation, cabling and the connectors shall be
visually inspected for compliance with specifications with regard to segregation of
cables, satisfactory access, vents, drains and general good quality of installation.

4. Calibration checks using precision test equipment shall be performed on all


transducers, transmitters, converters, indicators and switches, etc. supplied for
use with the MPFM package. Test equipment shall have accuracy in the order of 10
times the accuracy of instrumentation to be tested. Calibration certificates for
test equipment shall be made available.

5. Verify all individual instrument loops, interlock logic functions, instrumentation


function and skid functions.

6. Perform over-voltage tests on analog, digital and pulse inputs of the MPFM
package.

7. All safety and relief valves shall be tested, set and tagged with the set pressure.

8. Cable insulation test shall be made on power supply cables and instrument cables.
Instruments shall be disconnected if this test may cause internal damage. All
resistance thermometer elements shall be tested for insulation resistance.

9. A sample of the power circuit breakers shall be tested by simulating a short circuit
failure.

10. The MPFM and associated equipment shall be fully function tested before
connection to the skid or meter runs using appropriate simulators and test
equipment. Calculations shall be verified.

11. Alarm reports.

12. Daily, hourly and demands reports.

13. Validation of all relevant equipment/instrument.

14. Flow integration check (minimum 12 hours duration).

15. All isolation valves shall be checked after installation on the MPFM skid.

16. A skid functional test at full flow using air or nitrogen with all instrumentation
connected to the MPFM skid shall be carried out. The test shall cover a range of
flows and shall demonstrate the ability to meter and totalise the flow rates.

17. System uncertainty check.

Any equipment/instrument not meeting the required accuracy limit as required by the technical
specification and this document shall be replaced with new at no additional charge to COMPANY.

COMPANY or INSPECTOR shall witness the FAT. Only after successful completion of the FAT and
with written permission of COMPANY or INSPECTOR shall the MPFM skid to be shipped out from
VENDOR factory to site.

All test results shall be recorded on test certificates and signed off by the COMPANY or
INSPECTOR and VENDOR.

The complete FAT report shall be sent to the PURCHASER one week after completion of testing.

5.4.1 FAT Test Failures


The VENDOR shall be responsible for all costs associated with the rectification, repair,
replacement and re-test of any defects discovered during the inspection and FAT
procedures.
Where any faults occur during the FAT that require subsequent repair, or replacement of
any part of the system that has been previously tested, those parts effected will be re-
tested at the VENDORs cost.
The FAT procedure shall in no way release the VENDOR from his contractual
responsibilities as to materials, workmanship, performance and conformance to the
specification for the equipment.
The VENDOR shall correct any defects, imperfections or deviations from specifications
found during test in the shortest possible time after completion of FAT. These corrections
will be retested to the satisfaction of the PURCHASER.

5.4.2 Change Control


The VENDOR shall be responsible for all costs associated with the rectification, repair,
replacement and re-test of any defects discovered during the inspection and FAT testing.
Change control shall be implemented to ensure that all software changes, found necessary
to enable the logic and control to operate in accordance with design requirements, are
recorded for review and approval before changes are made.
Changes shall be classified as either major or minor according to the following criteria:
• Major Change: The testing reveals that the hardware or control application does not
perform as per the specification and changes to the hardware or wiring are required.
• Minor Change: Functional intent of the hardware / configuration remains intact but
change is required to correct an error.
Details of changes will be recorded in the first instance as Punch-list items, and thereafter
actioned in accordance with design and/or configuration procedures.

5.4.3 FAT Punch-list Clearance


The VENDOR shall include adequate time within the FAT schedule to enable system re-
work, and re-testing of punch-listed items observed to fail during the FAT procedures.
Every effort shall be made to facilitate clearing of the punch-list items post FAT before
the equipment is shipped to site.
Where outstanding punch-list items remain, the VENDORs documented test procedures
shall include the means to transfer FAT punch-list items to a site punch-list document to
be completed prior to, or as part of, commencement of the site acceptance and test
procedure (SAT).
The VENDOR will be responsible for any costs associated with clearance of FAT punch-list
items during the SAT stage.

5.4.4 Site Acceptance Test (SAT)


A site acceptance test (SAT) shall be carried out and shall be designed to confirm that the
system has not suffered damage or corruption during the period from the end of FAT to
start-up on site.

The offshore SAT shall be the same as the tests at the FAT and the onshore SAT. In this
case, flow tests shall be carried out with the actual fluids introduced into the MPFM.

VENDOR shall provide competent personnel for configuration and supervision of offshore
hook-up, testing and/or commissioning of the equipment.

5.4.5 Site Integration Test (SIT)


If required, a site integration test (SIT) may be performed as part of SAT so as to
demonstrate full system functionality of the integrated parts where this could not be
demonstrated previously as part of the FAT.

5.4.6 Testing Locations


Testing shall be carried out by the VENDOR and shall be witnessed by the PURCHASER or
the PURCHASER’s representative at various stages as the equipment is manufactured and
assembled. Locations are detailed below:
• Factory acceptance test – Conducted at the original point of manufacture of the
equipment
• Site acceptance test – Conducted at the fabrication site
• Site integration test – Conducted at the offshore location
• Availability test – Conducted at the offshore location

5.4.7 Availability and Performance Test


After the completion of the SAT, each system will be subject to an availability test for a
continuous sixty day period. The availability test will be conducted by the PURCHASER
and will consist of monitoring the system availability during the sixty-day period.
The equipment provided by the VENDOR shall have a minimum overall availability as
described in the equipment specification.
If the system does not meet the availability requirement during the availability test
conducted by the PURCHASER, the VENDOR shall be responsible for repairing or upgrading
the equipment (at the VENDOR's expense) in order to meet the requirement. The
PURCHASER will then repeat the availability test.
The availability test will be conducted concurrently with normal plant operations.

5.5 Certificate of Acceptance


At the satisfactory conclusion of the FAT, SAT, SIT and the availability test, appropriate
certificate of acceptance shall be provided by the VENDOR. Attached to these certificates shall

be all test records and other pertinent documentation. The PURCHASER will review and approve
these certificates. Final acceptance of the equipment shall be on satisfactory completion of the
warranty period.

6. PROTECTIVE COATING

All surfaces shall be painted in accordance with BD-00-M-S-0331, “Specification for Protective
Coatings”.

External preparation, priming and painting shall only be carried out after all pressure tests have
been satisfactorily completed.
Equipment shall be despatched clean and dry, with rust preventative on all machined surfaces.

7. MARKING
7.1 Skid Nameplate
The package shall be equipped with a permanently attached nameplate in SS 316L. Text and
numbering shall be clearly engraved, paint filled and shall be readable from a reasonable
distance.
Unless otherwise specified, the thickness of name plate and bracket shall be 3 mm and 6 mm
respectively.
The nameplate shall be mounted in a prominent location secured by stainless steel screws or
rivets.
The name plate shall be in English language.
The nameplate shall contain the following information:

• Project name

• PURCHASER’s name

• Purchase order number

• Skid name

• Skid tag number

• VENDOR’s Name

• Serial number

• Capacity/Design Rate/Rating

• Design Pressure

• Design temperature

• Hazardous Area Classification

• Weight Empty/Operating

• Year built and Test date

7.2 Equipment Nameplate


All equipment, valves, instruments, junction boxes, etc in the package shall be provided with
individual name plate inline with the requirements of equipment specifications.

8. SPECIAL TOOLS

VENDOR shall provide one (1) set of special tools, if required, for the erection, installation and
maintenance of the equipment items.

The VENDOR shall identify all necessary special tools required to perform routine maintenance
and any other recommended tools for specialised procedures.

Special tools or skills required for installation and operation shall be detailed in the Installation,
Operation and Maintenance manuals.

Special tools shall be itemised and priced with the Tender.

9. SPARES

VENDOR shall provide the following:

• Pre-commissioning, commissioning and start-up spares.

• Recommended spares for two years operation (price list only).

• Insurance spares (price list only)

The VENDOR shall furnish the completed spare parts list in the format attached with BD1-00-M-S-
0336, “Specification for Spare Parts Requirements”.

The spares shall be itemised and priced in the Tender.

All spare parts furnished by the VENDOR shall be wrapped and packed to preserve items as such
they are in new condition under normal storage anticipated in Vietnam. The spare parts shall be
properly tagged so that later identification as to their intended usage will be facilitated.

All items supplied shall be packaged separately and clearly marked as ‘Spare Parts’ and shipped
with the equipment in accordance with the instructions from PURCHASER.

Packing lists shall be furnished complete and in detail so that parts can be handled without
unpacking, if desired.

10. PACKING AND SHIPPING

10.1 Preparation for Shipment


The VENDOR shall produce a packing, preservation and shipping procedure detailing how the
equipment shall be shipped to its final destination and how it shall be stored.
The VENDOR shall not ship any part of the multiphase flow meter without approval in writing
from the PURCHASER or their representative.
The constituent parts of the multiphase flow meter shall be packed for transport to avoid ingress
of objects, dust and moisture during transit and offshore storage. The VENDOR shall advise the
PURCHASER of any requirements for storage and protection.

10.2 Import Permits


VENDOR shall be responsible for obtaining all import/export permits, licenses, etc. required for
shipment of all the packages and equipments to PURCHASER/CONTRACTOR appointed fabrication
yard, PURCHASER/CONTRACTOR bonded supply base and subsequent shipment to offshore.

11. WARRANTY
The VENDOR shall provide warranty support for a period defined in the PURCHASER's Terms and
Conditions. Warranty shall apply to defective material, workmanship, facility design and/or
software for the system and for all peripheral devices.
Warranty work shall be performed at the PURCHASER's facilities. The cost of diagnostics and/or
correction of any warranty items shall be borne by the VENDOR.
The VENDOR shall guarantee that the software to be supplied shall be free from errors (i.e.
software/firmware failure to perform function(s) as specified in the system specification or
PURCHASER's documentation).

12. DOCUMENTATION AND TRAINING

12.1 Documentation and Drawings


The VENDOR shall produce design, installation and maintenance documents and drawings in
accordance with the VENDOR Data Requirement List (VDRL) that shall be supplied as part of the
material requisition.
The documents and drawings shall be submitted in accordance with and in the quantities
specified and the format stated in the order documentation.

12.2 Training and Operation


Training shall be given to personnel whom are expected to reside/work on the platform in the
operation of multiphase flow meter.
Training shall be given to the support/maintenance personnel on the relevant multiphase flow
meter.
For each training programme the following shall be provided:
• Types of courses
• Detailed training programmes
• Duration and periods of courses
• Costs per course
• Training documentation.
• Pre requisite knowledge of participants
Multiphase flow meter operating manuals shall clearly describe the systems provided, their
intended use and instructions on how to operate each item.
