WHEREAS, Otero Ave, Mabayuan, Olongapo City is now being used as secondary or
alternative road by motorists, trucks and buses going to Manila and/or Zambales and vice-versa;
WHEREAS, car owners in Otero Ave, Olongapo City parked their vehicles without hesitation
using the road as their garage which causes traffic jam and, in worst scenario, resulting to an
accident especially to school children passing alongside the said street;
WHEREAS, parking of vehicles on the side area along the school premises is prohibited and
considered a tow-away zone from Kalaklan highway to Filtration road starting from 6:00 am to 6:00
pm during school days;
WHEREAS, after a conscientious deliberation on the said matter, the Sangguniang Barangay
members had arrived at a decision to request the City Council of Olongapo that some portion of City
Ordinance No.12, Series of 1993, be amended, i.e., restricting or prohibiting car owners to park their
vehicles on BOTH SIDES along the school zone of Otero Avenue preferably, in front of the Barangay
Health Center down to the part facing forward the Mabayuan Senior High School from 6:00 am to
6:00 pm Monday to Friday, since the aforesaid area is very much susceptible to accident, where flock
of students are passing-by during school hours, and also to prevent further congestion of vehicles
during rush hours along Otero Avenue.

NOW THEREFORE, upon motion of Kagawad Mike R. Sagun duly seconded by Kagawad
Richard C. Espinoza and with the unanimous accord of the members of the Sangguniang Barangay
present,
RESOLVED FURTHER, that copy of this Resolution shall be forwarded to the Sangguniang
Panlungsod for their approval, the Department of Interior and Local Government and other offices
concerned for their information and record.
