UnitedHealthcare Statement Regarding IA Health Link Program

MINNEAPOLIS, Minn. (March 31, 2019) – UnitedHealthcare, a UnitedHealth Group (NYSE: UNH)
company provided the following update regarding the IA Health Link program.

Below outlines the primary reasons we determined we could no longer participate in the IA Health Link
program, which are also summarized in our Notice of Intent to Exit the program sent to the Director of the
Iowa Department of Human Services on March 29, 2019.

 The State has materially underfunded the Medicaid Program since its inception, by hundreds of
millions of dollars. The State’s own legislative services agency estimates underfunding of more than
$200M for the 2019 – 2020 fiscal year.

 On top of the $250 million in losses we have incurred to date, the State pushed us to assume nearly
$150 million in additional losses for fiscal year 2020. We simply cannot continue to sustain these
losses while providing the high quality health care the people of Iowa deserve.

 Our decision to leave the State’s Medicaid program had nothing to do with performance measures.

 In fact, we achieved 99.7 percent of the program’s performance measures and are on track to achieve
the vast majority of performance measures this year. Any departure from full performance is minor to
the annual $3B contract we oversee.

 Our consumer ratings – as measured by Net Promoter Score – are among the highest levels of
consumer satisfaction in Medicaid in Iowa. People rate our work at high levels.

 Our decision follows a similar action by AmeriHealth Caritas in 2017, who after sustaining similarly
substantial losses, withdrew from the IA Health Link program. Notably, we were the only plan
willing to assume the care for their members, which included people we serve with very high clinical
needs.

 We are deeply committed to work with the State to ensure a smooth and seamless transition for the
people we serve, as well as our team members.
