Definition

 The ANR function is located in the. eNodeB.


 In the sense of management concept, the Neighbor Relation
Table (NRT) includes the neighbor detection function and
neighbor deletion function.
 The neighbor detection function finds a new neighbor relation
and adds it to the NRT. The neighbor removal function deletes a
neighbor relation that meets the deletion conditions from the
NRT.
 Temporary Neighboring cell: the neighboring cell exists in the
eNodeB only, not in the O&M configuration database.

Intra- The fifth bit (support long DRX) and the 17th bit (support ANR intra-

Inter- The fifth bit (support long DRX), the 18th bit (support ANR inter-frequency
frequency measurement report), and the 25th bit (support inter-frequency
ANR measurement report) of featureGroupIndicators in the UE capability
information are 1.
Inter-RAT The fifth bit (support long DRX), the 19th bit (support ANR inter-RAT
GSM ANR measurement report), and the 23rd bit (support GERAN B2 event
measurement report) of featureGroupIndicators in the UE capability
information are 1.
The UE capability information includes the fields: UE-EUTRA-Capability >
interRAT-Parameters > geran, and supports the frequency band where the
cell with unknown PCI is located.

Temporary Neighboring Cells

 Temporary neighboring cells are the basis of ANR self-


optimization, it exists in the eNodeB only, not in the O&M
configuration database. A neighbor relation can be added only
when a temporary neighboring cell meets the specified
conditions.

Intra-RAT Fast ANR

 1. Fast ANR for intra-frequency neighboring cells: When a UE


access or is handed over to a cell, and the air interface
measurement is re-configured for the first time, if the fast ANR
function is enabled, the ReportStrongestCells measurement will
be also delivered for measuring the PCI of the neighboring cell
with strongest intra-frequency RSRP.

event is received from a UE, if the fast ANR function is enabled,

Intra-RAT Neighbor NOHO Attribute
Modification
 The NOHO attribute modification principle is as follows:
 For each neighbor relation whose NOHO attribute is False, the
eNodeB periodically collects the total number of handovers from
the serving cell to the neighboring cell, and the number of
handover failures. In the statistical period, if the eNodeB receives
the handover result reported by the UE, the eNodeB calculates
the total number of handovers to the neighboring cell and the
handover failure rate. If the total number of handovers and
handover failure rate exceed the specified thresholds, the
eNodeB modifies the neighbor NOHO attribute immediately.

Redundant Neighboring Cell Removal

 A redundant neighboring cell refers to an external neighbor


record that is not configured as a neighboring cell of any cell of
the local eNodeB in the external neighbor configuration.
 After the ANR function is enabled, the intra-RAT or inter-RAT
neighbor relation is added or removed automatically, or
manually modified. These operations will cause changes in
neighbor relations and redundant neighboring cells may be
generated. The redundant neighbor cell removal function only
deletes neighbor cell records not the neighbor cell relation
record. EnodeB will detect it’s redundant neighbor cell every 3
days at fixed time.

Timing Neighbor Cell Detection/Removal

 In the ANR process where neighboring cells are added or deleted,


the addition or deletion requests are processed in a preset time
period, which can reduce the impact of ANR Trap messages on
the EMS, and reduce the number of times of database
synchronization. The time period can be set to night to avoid the
peak time when the EMS processes a lot of messages.
