1. Introduction
According to the World Health Organisation, more than 1.25 million people die every
year as a result of road crashes. Injuries from road accidents are the leading cause of death
among people aged between 15 and 29 years of age. Road accidents are the 10th leading cause of
death globally.The number of persons killed in road accidents is just lower than the tuberculosis
which is in 9th place (1.40 million). Over 3,400 people die on the world's roads every day and
tens of millions of people are injured or disabled every year. Children, pedestrians, cyclists and
older people are among the most vulnerable of road users. Policy changes which have been
identified to address some of the risk factors includes reducing over speed, drink-driving and
In India, 1,47,913 persons were killed in road accident during 2017. According to
MoRTH(Ministry of Road Transport and Highways), Tamilnadu is the leading State in Road
Accidents during the year 2017 and having an accidental death of 16,157. Continuous efforts
were taken by the State Government through Transport, Police , Health, Highways and
Education departments there by the 24 percent of accidental death during 2018 (12,216) was
reduced comparing the previous year 2017(16,157). An attempt has been made to explore the
real picture on accident and accidental death of the Districtwise in the State, during January 2019
For this analysis, monthly road accidents data in Tamil Nadu, we use mainly State Crime
Record Bureau (SCRB) data. For comparison and cross checking, we use data from RADMS
( Road Accident Data Base Management System) , Vahan and Sarathy. Data collected from 108
Ambulance and Tamilnadu Accident and Emergency Care Initiative also taken into
consideration.

2. Districtwise Total Accidents during the month of January 2019
The top 10 districts in total accidents are Chennai city, Kancheepuram, Salem ,
Perambalur and The Nilgiris less than 100 accidents were occurred. Very least accident was

The top 10 districts the number of persons grievously injured are Chennai city,
Coimbatore, Namakkal, Salem, Krishnagiri, Dindigul, Kanniyakumari, Thoothukudi,
Virudhunagar and Tirunelveli. In seven districts namely Ariyalur, Cuddalore, Pudukottai,

The Total accidents are in increasing trend in the districts such as Sivagangai,
Thoothukudi,Salem, Pudukottai, Erode and Ramanathapuram during Jan 2019 when compared
to previous year Jan 2018 . Eventhough the total accidents are in increasing trend, the fatalities

The total accidents during January 2019 is decreased by 10.78 percent when compared
to the previous year Jan 2018. Significantly, the number of persons killed in road accidents
during january 2019 are decreased by 16.49 per cent comparing to the previous year. Eventhough
the accidents and deaths are in decreasing trend but it was high when comparing to the previous
month December 2018 (Total accident-4643 Fatalities-950) due to the new year eve celebration

The percentage of number of persons grievously injured are decreased by 16.49 percent
when compared to previous year Jan 2018. Similarly, the percentage of number of persons
minor injured are decreased around 9 percent comparing the previous year 2018.

o The maximum accidents are caused by the two wheelers (43.94% of total
accidents) and the four wheelers like car, jeep, etc(27.74% of total
accidents) stands second .

o The maximum fatalities are by two wheelers (37.38% ) followed by four
wheelers like car, jeep, etc(22.30%) and third by Goods carriages
(14.64% )
o The maximum fatalities are caused by two wheelers due to non wearing of
helmets.

47.28% Percent of the Death in two wheelers were occurred due to non
wearing of helmets.
The highest death due to non wearing of helmet was happened at Kanchipuram
(14) followed by vellore (12) and Erode (12) and Coimbatore(11) occupies third
place.
9. Accidents according to vehicles-Comparison between Jan’18 and Jan’19

According to vehicles accidents, the government and private buses have been
reduced by 13.55% and 29.28% respectively comparing the previous year. Total
accidents by two wheelers have been decreased by 9.19% and by other vehicles by
8.81%.

From the above table it reveals that the most number of accidents occurs in State
other district roads 24.26% and other village roads 12.49% Nearly 63% of accidents occurs

The major cause for the accidents were fault of driver (98.57%) which may be due
to drunken driving, over speed, aggressive driving, Use of Cell phone etc.,

12. Action taken on Supreme Court Committee on Road Safety
The Supreme Court Committee on Road Safety has given directions to suspend the
driving licences of the drivers who commit the following traffic violations
a) Over Speeding.
b) Over Loading of passengers.
c) Carrying passengers in goods carriages.
d) Drunken Driving.
e) Red Light Jumping.
f) Using Mobile Phone While driving.

Most of the traffic violations are using Mobile phone while driving (5797) and followed
by carrying persons in Goods Carriages (2980).

During the month of January 16650 offences were identified and their licences were suspended
in the State. 19 percent of licences suspended were in Chennai city , followed by Madurai and
Coimbatore. The highest suspension in using mobile phone while driving was at Sivagangai
District.

A total of 63920 road accidents have been reported by the State in the calendar year 2018,
claiming 12216 lives and causing injuries to 74537 persons. The Accidental death has reduced
around 25 percent during the year 2018 and the accidents has decreased by 2.50 percent

o In Tamil Nadu , around 167 accidents and 30 fatalities were occurred every day
o The Chennai city and Kancheepuram are the leading districts in Road accidents
o Nearly 70% of the Death occurs in National Highways (36.25%) and State
15. Conclusion
The Sustainable Development Goal on Road Safety for the year 2019 is to reduce the death to
9182 . Similarly the target for total accidents for the year 2019 is to reduce the accident to
49089. The Stake Holder departments Transport, Police, Highways , Health and Education of the
State are taking necessary actions along with District Collectors to achieve the Goal.
