Case studies

1 . A religious structure has been built illegally on a road that is creating inconvenience to general
public. The district magistrate after receiving a public complaint has ordered the demolition duly
verifying the facts. He is accompanied by a handful of police personnel and a bulldozer .After starting
the demolition a mob gathers and they start protesting and as the crowd swells the area gets tense.

The mob turns unruly and start disturbing the process and as the police tries to stop them ,they start
hurling stones at them .They also try to burn the vehicle of DM and the police present is finding it
difficult to escort the DM to safety. Meanwhile ,someone suggests the DM to order police to fire at
the mob .

Consider yourself to be the DM ,what would have you done after receiving the initial complaint?also
enumerate the conflicting issues involved?

2. you are an SP in a remote district where rural women are often branded as witches whenever an
untoward incident happens( witch hunting).you are informed by an SHO of the police station that
the villagers have gathered at a place and are planning to punish a woman who is a follower of some
primitive cult for the death of a newlywed couple in an accident.There have been some incidents
when some women were killed by the kangaroo village courts for witchcraft .

Enumerate the steps you will take immediately.Also explain how will you fight the menace.

3 you are the district head of department of social welfare.there are many government programs
being run by your department , some of these programs involve giving direct financial aid after due
verification of the requisite documents. In the process you have come across various case when
some people from the poorer sections are not able to avail the benefits because of lack of proper
identification. But then there have been various proven cases of forgery that makes identification
important.
Identify the ethical dilemmas and also explain what you will do in the current situation?

4 You have been recently transferred as the DM of a particular district . some years back a project
was approved for which land acquisition had started. Some farmers are unwilling to give their land
and often take out protests against the project. The earlier DM had told you that there is pressure to
make land available as the project is seen as promising numerous socio economic benefits. Further
the handful of farmers are seen as holding the project ransom that too when a detailed
rehabilitation programme was initiated and is almost ready.

What will be your approach to balance the demands?

5. Consider yourself to be a VC of a central university. Reflecting the diversity of opinion the campus
is always abuzz with activity involving various students unions. One of the union has organised a
strike to protest against what they allege the discrimination faced by the students of some
community at the hands of professors whom they perceive as biased and prejudiced.

But the accused professors have a brilliant record and have rendered great service to the institution
and are also closely linked to you as part of an academic fraternity. The situation may take an ugly
turn as the academic and administrative functioning has already been affected .

Discuss the steps you will take and the action against the guilty whosoever it may be.

6. You are running a business and one day in the afternoon while on work you get a frantic call from
your wife that your 2 year old daughter is seriously ill and her condition is critical. Unfortunately
nobody is around to help your wife in any way including the available emergency service that she
had tried with. Now your car is the only option to take her to the hospital and hence you leave the
office in a rush .

On the way to your home you hit an old woman and she is critically injured and as you reach to her
after stopping the car ,she dies. Nobody has noticed the accident as the stretch of road is free of
traffic and people.your wife is still calling you while she is waiting for you. Any delay would cost your
daughters life
