Summary and Methodology
With President Trump's recent executive order that aims to restrict federal research funding to colleges and
universities that fail to protect students' constitutional right to free speech, Campus Reform gathered data to
better understand how much funding would be subject to this order.

This Campus Reform report details the federal research and development (R&D) funding spent on U.S.
higher education, according to existing data from the National Science Foundation, a government agency.

The information presented here is speci c to federally nanced, non pro t, four year institutions that
received more than $1 million in total R&D expenditures in Fiscal Year 2017. This report breaks down
R&D funding in higher education by federal agency to individual institutions of higher learning. Each US
territory and state's total R&D funding is also identi ed with a list of each college in the state or territory
that accepts federal R&D funding and the amount of funding each received in FY 2017.

In total, all 50 states and three territories that met the speci cations listed above received $40,237,645,000
from the federal government for research and development efforts, with private colleges receiving $25
billion and public colleges receiving over $49 billion in total R&D funding. The colleges that received the
largest portions of federal funding in 2017 were Johns Hopkins, University of Washington (Seattle),
University of Michigan (Ann Arbor), Stanford, and the University of North Carolina (Chapel Hill).
