TO STUDENTS’ INDEPENDENT LEARNING

Introduction

Having a good education is important to one's success in life. Education is the key to success; it will be hard to
achieve success without a good education. A good education is also important in intelligently communication to people.
Persons who do not have a good education background will have difficulties in developing themselves and gain progress.
They will be able to find ways to survive life and live. Education gives a person an idea on the ways of making life easy to
live.
The Open High School Program is one of the modes of educating people of the nation. It is an alternative mode
that caters to learners who are unable to attend the regular class program. It puts premium on independent, self-pacing,
and flexible study, to reach learners who are unable to start or complete secondary education due to problems of time,
distance, physical impairment, financial difficulties, 1It promotes approaches that suits the ability of the learners to educate
themselves of the curriculum regardless of their academic condition.

According to the results of the 2016 Annual Poverty Indicators Survey (APIS) almost 10% of the estimated 39 million
Filipinos 6 to 24 years old were out-of-school children and youth (OSCY) 2. In this report, OSCY refers to family members
6 to 14 years old who are not attending formal school; and family members 15 to 24 years old who are currently out of
school, not gainfully employed, and have not finished college or post-secondary course.

According to the results of the survey of the Philippine Statistics Office in June 2017 3, less than two percent of
children aged 6 to 11 years were OSCYs; which is twice lower than the 3.5 percent of the total children aged 12 to 15
years who were not attending school.

Of the 3.8 million OSCYs, 87.3 percent were 16 to 24 years old, 7.7 percent were 12 to 15 years old and 5.0
percent were 6 to 11 years old4. The proportion of OSCYs was higher among females than males.

The most common reasons among OSCYs for not attending school were marriage or family matters (42.3%), high
cost of education or financial concerns (20.2%), and lack of personal interest (19.7%)5. Among females, marriage or
family matters was the main reason for not attending school with 59.3 percent; while it is the lack of personal interest
among males with 36.5 percent.

One of the solutions of the government in reducing the number of out-of-school youth is the implementation of the
Open High School (OHSP)6 that is also helping the students to be independent, self-determined thinkers and learners.

The OHSP is an alternative mode of secondary education that uses distance learning. It caters to learners who
are unable to attend the regular class program due to physical impairment, work, financial difficulties, distance of home to
school, and other justifiable and legitimate reasons.

The program, therefore, is in consonance with the Education for All (EFA) goal of making every Filipino
functionally literate as extended in 2015. Its philosophy is based on the provision of Batasang Pambansa (BP) 232 or the
Education Act of 1982 “The state shall provide the right of every individual to relevant quality education regardless of sex,
age, creed, socioeconomic status, physical and mental conditions, racial or ethnic origin, political and other affiliation.” 7

The purpose of this study is to find out the impact of the IRR of the Open High School System to independent
learning of the students. This study will be served as the basis for developing a proposed enhancement program for Open
High School System.
