Indian Institute of Petroleum and Energy, (II)E) is an Institute of National Importance at par
with all other IITs and IIMs and enacted by Parliament vide the Indian Institute of Petroleum
& Energy Act, 2017 (No : 3 of 2018). It has started its operations in Visakhapatnam, the State
of Andhra Pradesh, engaged in teaching, research and development and requires non
teaching staff.

Applications are invited for the following non-faculty positions, and all the positions carry
scales of pay at appropriate levels of VII Central Pay Commission of the Government of India,
as applicable to all the IITs.

1. Post : REGISTRAR

The Institute invites applications from Indian Nationals possessing excellent academic track
record, commitment to top quality teaching and proven credentials for carrying out
outstanding research and development for its various Departments. The selected candidate
shall be appointed for three years as Registrar and can be extendable for another two years
(not more that five years all put together).

Job Description:
The post of the Registrar is one of the key positions in the administrative set up of the
Institute. He is the head of the administrative wing of the Institute. Administration in IIPE is
a service function, with the main goal of providing support to the academic side of the
Institute. The key function of the Registrar, therefore, is to ensure that the administrative
wing provides efficient and courteous support to students, faculty, academic functionaries,
etc. so they can excel in teaching and R&D while ensuring that all statutory requirements
are being met. The roles and responsibilities of Registrar include (but are not limited to):

• To provide necessary support to Director for running / day-to-day activities of the


Institute.

• To coordinate with government agencies, statutory bodies,


and other institutions / organizations.
• To supervise all sections/ wings of the Institute administration including Academic
section, HR, IT, Student Affairs, Stores & Purchase, Library, Operations, Estate &
Works, Security, Facilities, Placements and Corporate Communications etc.
• Preparation of Board agenda notes, recordings of minutes of the meeting, keeping
records of the apex bodies of the Institute, issue of notices for the convening of
meetings of all committees and sub-committees appointed by any of these
authorities, where he is Secretary. Taking action and submitting compliance report on
the directions/advises of such bodies.
• To be the custodian of the records and such other property of the Institute as the
Board of Governors may commit to his/ her charge, and to ensure proper record
keeping and digitizing of records.
• Human Resource Development of Non-teaching employees, including recruitment,
training, promotions, and incentives, etc. for attracting and retaining talent.
• To handle legal matters of the Institute, and to represent Institute in suits or
proceedings by or against the Institute, sign power of attorney and perform pleadings
or depute his/ her representative for the same.
• To ensure the adherence of Institute rules and regulations, and statutory compliances.
• To conduct the official correspondence on behalf of the Institute.
• To enter into an agreement, sign documents and authenticate records on behalf of the
Institute.

To safeguard the movable and immovable assets of the Institute.


• To perform other duties as specified in the IIPE Act or as assigned by the Director or
Board of Governors of the Institute from time to time.

Pay and Other Benefits

Depending upon the experience, educational qualification, etc. the pay scale will be at Level
14 of VII CPC – Rs. 1,44,200 – 2,18,200. DA will be applicable as per the rates applicable to
the staff of the Government of India. Other benefits like HRA, LTC, NPS etc., which are
generally applicable to the staff in other IITs will be applicable. The option of Campus
housing is also available, subject to availability. Advance increments may be granted to the
deserving candidate, on the discretion of the Selection Committee, if he/she is otherwise
eligible.

Qualifications and Experience

Essential:
1. A postgraduate degree with 1st division or equivalent grade from a reputed Institution.
2. At least 15 years of administrative / teaching experience, with at least 8 years of
administrative experience at a senior level (e.g. Deputy Registrar/General Manager or
equivalent/… or above.) in a reputed Institution / University / Corporate Organization.
Desirable
1. A postgraduate degree in Engineering/Law/Management from a reputed Institution.

2. Administrative experience in reputed education/research institutes.

3. Good knowledge of Govt. rules and regulations on all matters viz. establishment,
works, procurement, general financial rules etc.
4. Experience in financial management, project management, human relations and
personnel management, industrial relations; coordinating and leading a team.

General Information/Condition/Instructions :

1. The applicant should not be more than 55 years of age. However, this can be relaxed
for suitable candidates. The appointment will be either on deputation or on contract
for a period of up to three years, which can be renewed by two years (not more than
five years all put together). The age of retirement will be 60 years.
2. Post : LIBRARIAN

The Institute invites applications from Indian Nationals possessing excellent academic track
record, commitment to top quality teaching and proven credentials for carrying out outstanding
research and development for its various Departments.

Essential qualifications and experience : A Master’s Degree in Library Science /Information


Science/documentation science or an equivalent professional degree with at least 55% marks
or its equivalent grade point average with at least 6 years experience as noted after the
qualifying degree, out of which 3 yearsshould be in Grade Pay of Rs. 4600 and above or
equivalent OR 1 year should be in grade pay of Rs 4800 and above or equivalent after the
qualifying degree. Applicants should have demonstrated ability of using library software and
experience in library computerization.
For applicants with Ph.D. degree in relevant discipline, duration of Ph.D. upto three years will
be counted towards experience. However, experience required in Grade Pay as above is
mandatory.
Desirable: 1. Experience of developing and maintaining Foreign and Indian Languages
collection in a reputed academic library.;
Experience in IITs / IISERs/ IISc/NITs and similar Central Government Institutions.

Expectations from the candidate:


The Librarian is to coordinate with all the collection of books and see that every book
/ journal / periodical or whatever type of information that can be useful to the faculty,
students and researchers should be made available with them with the liaisoning of
the matters with the administration including financial and administrative matters of
the Library. He/She will be the first line management of Library reporting to the
administration. He/She has to coordinate with the administration in all the matters
relating to the Library for effectively organizing the Library and meeting the
requirements of students and faculty. The Librarian is expected to be well acquainted
with the computerized operations in running the Library administration.

The role of the Librarian including the suggestion of various books and journals by
referring various Information technology and get it done through the administration.
Also to assess the estimation of the budget required for an year to run the library
effectively with all the necessary requirements.
The Librarian should have all academic knowledge of the field and to be associated
with the faculty, students from time to time and he/she has to present the budget for
the books required for the Library from time to time.

3. Post : DEPUTY REGISTRAR

Scale of Pay : Rs. 78,800 – 2,09,200/- (in Level 12 with initial pay of Rs.78,800/-)
DA, HRA and other emoluments as applicable as per Central Govt rates and on par with other
IITs will be applicable to the IIPE also..
Prescribed qualification : Post graduate degree in a discipline of relevance to Public
Administration / Management / Accounting / HR and similar areas with 12 years of
experience.

Age : Not more than 50 years as on the date of advertisement.

Experience: Minimum of 12 years’ experience in an equivalent post with experience


in Finance and Accounts, Administration and Academic matters in large organization
or in a reputed University and/or Professional or Higher Educational Institute (The
experience criterion is relaxable in case of outstanding candidates even from
industry).
Expectations from the candidate: The Deputy Registrar is expected to maintain and
manage all Administrative and Academic matters including financial affairs of the
Institute independently as per the laid down systems and procedures and to keep
good rapport with the Ministry, Higher Educational Institutions, financial institutions.
He should be able to supervise all the required MIS reports to the Management from
time to time as required for the Board meetings etc. He has to administer all the
administrative and academic matters of the Institute in a smooth manner as per the
rules laid down for the purpose. He has to report all the matters of the Institute to
the Registrar as also the Director of the IIPE.
He / She is also expected to have good English communication skills both written and
spoken. Spoken Knowledge of Hindi fluently apart from Telugu is desirable.

4 Post : DEPUTY LIBRARIAN

Scale of Pay : Rs. 78,800 – 2,09,200/- (in Level 12 with initial pay of Rs.78,800/-)
DA, HRA and other emoluments as applicable as per Central Govt rates and on par
with other IITs will be applicable to the IIPE also..

Prescribed qualification : Post graduate degree in a discipline of Library Science /


Information Science / Documentation with 8 years of experience and above
preferably with Ph.D, with experience in Library management in a reputed University
and/or Professional or Higher Educational Institute of National importance. The
experience criterion is relaxable in case of outstanding candidates of qualification with
M.Phil. / Ph.D. degree in Library Science / Information Science / Documentation /
Archives and manu-script-keeping / computerization of library.

Age : Not more than 50 years as on the date of advertisement.

Expectations from the candidate: The Deputy Librarian is to act as Incharge in the
absence of the Librarian and managing the Library reporting to the Librarian; and he
will be the second line management of Library reporting to the Librarian. He has to
assist the Librarian in all the matters relating to the Library and all similar functions of
the Librarian he/she also has to attend, and also to effectively organize the Library
meeting the requirements of students and faculty. The candidate is expected to be
well acquainted with the computerized operations of the Library.

He / She is also expected to have good English communication skills both written and
spoken. Spoken Knowledge of Hindi fluently apart from Telugu is desirable.

5 Post : FINANCE OFFICER

Scale of Pay : Rs. 44,900 – Rs. 1,42,400 (in Level 7 with initial pay of Rs. 44,900/-)
DA, HRA and other emoluments as applicable as per Central Govt rates and on par
with other IITs will be applicable to the IIPE also..

Prescribed qualification: Post Graduate Degree or a Management graduate in


Commerce/Cost Accounting/Finance. CA/ICWA inter is preferable.
Age: Not more than 45 years as on the date of advertisement.
Experience: Minimum of 8 years’ experience in an equivalent post with experience in
Finance and Accounts in large organization or in a reputed University and/or
Professional or Higher Educational Institute (The experience criterion is relaxable in
case of outstanding candidates even from industry).
Expectations from the candidate: The Finance officer is expected to maintain and
manage all financial affairs of the Institute independently as per the laid down systems
and procedures and to keep good rapport with banks / audit firms / financial
institutions. He should be able to generate required MIS reports to the Management
from time to time as required for the Board meetings etc. He also should be well
conversed with the operation of the computers for accounting software like Tally etc.
The Finance Officer is also expected to have good English communication skills both
written and spoken. Spoken Knowledge of Hindi and Telugu is desirable.

6 Post : OFFICE SUPERINTENDENT

Scale of Pay : Rs. 44,900 – Rs. 1,42,400 (in Level 7 with initial pay of Rs. 44,900/-)
DA, HRA and other emoluments as applicable as per Central Govt rates and on par
with other IITs will be applicable to the IIPE also..

Prescribed qualification: Post Graduate degree in a discipline of relevance to Public


Administration / Management / Accounting / HR and similar areas.
Age: Not more than 45 years as on the date of advertisement.
Experience: Minimum of 8 years’ experience in office management, estate
management / HR and other related areas in similar capacity in a reputed University
and/or Professional or Higher Educational Institute (The experience criterion is
relaxable in case of outstanding candidates even from industry). The office
superintendent is also expected to have proven and significant administrative
experience with the leadership qualities managing the team of staff including
grievance handling.
Expectations from the candidate: The Office Superintendent is expected to have
good English communication skills both written and spoken and is expected to liaise
with internal and external agencies and therefore maintain proper rapport as a good
go-getter. He should be able to correspond independently with outstanding skills of
drafting. He/she also should be well conversed with the operation of the Computer
for documentation. Knowledge of shorthand will be an added qualification. Spoken
Knowledge of Hindi and Telugu is essential.

7 Post : PERSONAL SERETARY TO DIRECTOR

Scale of Pay : Rs. 44,900 – Rs. 1,42,400 (in Level 7 with initial pay of Rs. 44,900/-)
DA, HRA and other emoluments as applicable as per Central Govt rates and on par
with other IITs will be applicable to the IIPE also..

Prescribed qualification: Post Graduate degree in a discipline of relevance to Public


Administration / Management / HR and similar areas with English Type writing Higher
grade with a speed of 50 WPM. Stenography is an added advantage.
Age: Not more than 45 years as on the date of advertisement.
Experience: Minimum of 8 years’ experience in personal secretarial profession
reporting to the highest office at the helm of affairs either in a large scale industry or
in a reputed University and/or Professional or Higher Educational Institute (The
experience and age criterion is relaxable in case of outstanding candidates even from
industry).
Expectations from the candidate: The candidate is expected to have exemplary skills
of English communication both written and spoken and is expected to modestly
maintain / manage the office of the Director. He is expected to maintain highest
degree of confidentiality in dealing with the people and papers and at the same time
maintaining good rapport with all involving agencies / persons as a good go-getter.
He should be able to correspond independently with outstanding skills of drafting,
manage the time and tide of the Director in his presence and absence. He/she also
should be well conversed with the operation of the Computer for documentation.
Knowledge of shorthand will be an added qualification. Spoken Knowledge of Hindi
apart from Mother Tongue Telugu is essential.

8 Post : SENIOR ASSISTANTS

Scale of Pay : Rs. 29,200 – 92,300/- (in Level 5 with initial pay of Rs.29,200/-)
DA, HRA and other emoluments as applicable as per Central Govt rates and on par
with other IITs will be applicable to the IIPE also..

Prescribed qualification and experience : Post graduate degree in Commerce / Cost


Accounting / Finance or with CA / ICWA Inter with relevant experience with minimum
8 years experience in the relevant field in Administration / Acadmics Purchases and
Stores / Accounts from Governments organisations / etc at the level of Assistant or
equivalent post; Desirable : Applicants should have knowledge and hands on
experience of day to day office work. Applicants should be proficient in MS Office,
Tally and related applications and should be able to work in computerized working
environment, good communication, drafting skills, etc.; and the Incumbent is
expected to work in Administration / Academics / Purchase & Stores / Accounts;
He/she also should be well conversed with the operation of the Computer for
documentation. Knowledge of shorthand will be an added qualification.
Upper Age Limit : 40 years by the date of advertisement.

9 Post : JUNIOR ASSISTANTS (on contractual basis)

Scale of Pay : Rs.21,700 – Rs. 69,100 (in Level 3 with initial pay of Rs.21,700 /-) DA
and HRA will be applicable as per Central Govt rates.
Scale of Pay : Level 3 (Rs. 21700 – Rs. 69100) : First Class Bachelor’s Degree with
knowledge of computer operations; Experience : Minimum 4 years experience in
Administration / Acadmics Purchases and Stores / Accounts from Governments
organisations / etc at the level of Assistant or equivalent post; Desirable : Applicants
should have knowledge and hands on experience of day to day office work. Applicants
should be proficient in MS Office, Tally and related applications and should be able to

Candidates are advised to write their name and post applied for on the back side
of the Demand draft. In case, the candidate applies more than one post, he/she
has to enclose separate Demand Draft worth Rs. 500/- for each application.

Candidates belonging to SC/ST, PwD category and Women candidates, need not
attach any Demand draft; but however they have to imperatively attach the

8) The qualifications prescribed should have been obtained from recognized

10) The prescribed qualifications / experience indicated are bare minimum and mere
possession of same will not entitle the candidate to be called for
interview/selection. Where number of applications received in response to an
advertisement is large, it may not be convenient or possible to call all the
candidates. The Institute may thus restrict the number of candidates to be called
for written examination / skill test / interview to a reasonable limit at its discretion;

11) Relaxtion in age, educational qualification and/or experience may be considered in


case of outstanding and exceptional candidates at the discretion of the competent
authority;
