Scope of works:

1. Conducting Feasibility study for implementing SOx emission control measures in 5X200 MW Power plant
as per MoEF & CC Guidelines dated 07.12.2015, considering site constraint and conditions of the
units. A feasibility study report shall be submitted for the same.

2. Preparation of DPR

The firm shall submit a techno-commercial report, encompassing comparison of available

technologies for SOx removal, their impact on future tariff (Fixed & variable cost) considering all relevant
factors, technical suitability and economic aspects. The consultancy firm shall propose most viable
technology to be adopted for SOx removal in the plant unit with cost estimate, considering site
suitability/requirements, cost analysis and other relevant factors.

3. Preparation of Complete bid documents

The firm shall prepare a complete bid document for selected Sox removal technology of
5X200MWpower plant unit. Preparation of draft technical bid specifications comprising of the
following-

a. Detailed scope of supply of equipment, services and responsibilities of the contractor.

b. Technical aspects such as basic design data, design criteria etc.

c. Specifications with all data sheet, general technical requirements, quality assurance, performance
parameters, procedures for construction, erection, testing, trial runs, commissioning, and
performance guarantee tests and commercial operation. Requirement in respect of packing,
transport & storage. All drawings, data other documents & List of exclusions from the EPC
contractors scope required for clear perception of the scope of work.

d. Schedules of guarantees and penalties to the EPC contractor for schedule of completion, performance
in respect of output, availability and auxiliary power consumption.

e. The specification should be complete in all respects, technically comprehensive & should cover
the complete requirements of the project without any spill over.

f. The specification should mention 05 years of O&M of FGD plant including spares,
consumables etc., in bidder’s scope.

4. Preparation & Publication of NIT and to assist Owner/Purchaser in inviting e-tender.

5. Firm shall assist Owner/Purchaser in conducting Pre-bid meeting and finalization of Minutes of
Meetings. Firm shall prepare Clarification/errata/amendments to technical /commercial queries
related to the bid document.

6. Evaluation of bids

g. Firm shall evaluate stage-1 & stage-2 bids and also assist Owner/purchaser to conduct post bid
meetings, preparing clarifications etc.

h. Firm shall also execute capability assessment of the bidders, if required.

i. Subsequently, firm shall also provide award recommendation thereof.

7. Preparation of draft LOA and contract agreement.

8. Any other necessary Consultancy services ,specifically not mentioned above, but necessary for
completing the above mentioned works shall be in the scope of firm.
