CITY ORDINANCE NO. 2013-043

AN ORDINANCE ESTABLISHING THE SEARCH FOR THE


‘SULONDON NGA CABADBARANON’ AWARDS SYSTEM AND
PROVIDING FUNDS THEREFOR

WHEREAS, giving of awards to outstanding Cabadbaranons is one way of


recognizing their exemplary achievements in various fields of endeavor, thereby
contributing positive enhancement to Cabadbaran City’s growth, honor, and glory;

WHEREAS, conferment of this award is also a way of inspiring others, especially


the youths to follow their good examples so that they may give their best foot forward
as future and morally-upright leaders of Cabadbaran City;

WHEREAS, in order to encourage its constituents and acknowledge their


achievements, the City Government of Cabadbaran undertakes the establishment of
this annual awards system for the search of outstanding Cabadbaranons worthy of
emulation.

NOW THEREFORE

BE IT ORDAINED, by the 3rd Sangguniang Panlungsod of Cabadbaran City, in


its 20th Regular Session assembled, that:

SECTION 1. TITLE - This ordinance shall be known as: “The Search for the
Sulondon nga Cabadbaranon”.

SECTION 2. DEFINITION OF TERMS - As used in this ordinance, the


following means:

1. Cabadbaranon – one who is born in Cabadbaran and/or a resident of at


least twenty (20) years in Cabadbaran City.

2. Sulondon- a Cebuano dialect for exemplary; outstanding; exceptional.

SECTION 3. QUALIFICATIONS - In order to qualify for the Search, the


nominee shall possess the following:

1. He must be a Cabadbaranon by birth;


2. He must have a good moral character;
3. He must have excelled in any of the different fields of expertise such as;

a. Government Service
b. Education
c. Health
d. Business and Management
e. Agriculture
f. Trade and Industry
g. Law and Justice
h. Engineering, Science and Technology
i. Arts, Literature, History and Culture
j. Sports and Entertainment
k. Mass Communication
l. Community Service
m. Any endeavor wherein the nominee has demonstrated genuine
dedication and commitment which greatly contributed to the
upliftment of people’s lives.

SECTION 4. CRITERIA/POINT SYSTEM:

A. CRITERIA 1 - Forty Percent (40%)

Excellent and distinguished performance in the field of specialization, area of


responsibility or chosen career.

INDICATORS:

1. Innovations and creativity such as researches, projects, products, books


authored and published, etc
2. Professional activities engaged in
3. Involvement in professional activities and membership in organization or
societies
4. Promotions, positions, honorific titles achieved
5. Awards or commendations received in relation to the profession or chosen
career

B. CRITERIA 2 - Forty Percent (40%)

Honesty, integrity, justness and accountability to self, others and community.

INDICATORS:

1. Positive contributions to social and civic causes.


2. Notable leadership in church, civic, and community organizations.
3. Involvement and contribution to the community.
4. No pending criminal administrative cases.

C. CRITERIA 3 - Twenty Percent (20%)

Exemplary lifestyle and conduct in private life and his relationship with family,
friends, colleagues and general public.

INDICATORS:

1. Propriety, decency and decorum in personal conduct.


2. Harmonious relationship with friends, colleagues and general public.
3. Living an exemplary family life worthy of emulation.

SECTION 5. THE SEARCH PROCESS:

a. Nomination of the nominee by the organization where he or she is a


bonafide member or by the Barangay Council of the barangay where the
nominee resides. Any other mode of nomination shall not be entertained;
b. Submission of the nominee’s pertinent papers to the Executive Search
Committee;
c. Validation, verification and evaluation of all submitted documents by the
Executive Search Committee for short listing;
d. Conduct of final screening of all shortlisted nominees by a Panel of Board of
Judges;
e. Submission of the results of the final screening by the Board of Judges to
the Executive Search Committee;
f. Consolidation and review of results;
g. Proclamation of awardees by the Executive Search Committee.

SECTION 6. THE “SULONDON NGA CABADBARANON” EXECUTIVE


SEARCH COMMITTEE - There shall be created an Executive Search Committee
which shall be tasked to oversee the implementation of the Search:

Co-Chairman : SP Member, Committee on Education
Members : City Schools Division Superintendent
City Social Welfare and Development Officer
City Planning and Development Coordinator
City Legal Officer
City Tourism Officer
Representative, Professional Group
Representative, Cabadbaran Civil Society Network
Representative, Religious Group
Secretariat : Community Affairs and Investment Promotions Officer

Within fifteen (15) days from the effectivity of this Ordinance, the Executive
Search Committee shall then convene for the purpose of drafting the Implementing
Rules and Regulations of the Search.

Further, the external members of this Committee shall receive an honorarium to


be determined by the Executive Search Committee.

SECTION 7. FUNCTIONS OF THE EXECUTIVE SEARCH COMMITTEE –


The Executive Search Committee shall perform the following:

a. To administer, manage, direct, and oversee, through its secretariat, the


implementation and conduct of the Annual Search for the “Sulondon nga
Cabadbaranon” Awards System;
b. To formulate and establish rules and procedures for a fair, honest, and
effective conduct of the Search;
c. To coordinate through its Secretariat with relevant stakeholders such as the
different organizations in the community to ensure the successful
implementation of the Search;
d. To perform other functions as may be ordered by the City Mayor.

SECTION 8. THE BOARD OF JUDGES - The Board of Judges shall be


composed of three (3) members. Each member of the Board shall receive an
honorarium to be determined by the Executive Search Committee.

The Board of Judges shall conduct the final screening of the shortlisted
nominees. The final screening may consist of a panel interview or any other method
that will measure the over-all qualifications of the nominees. The decision of the Board
is deemed final and executory.

SECTION 9. AWARDING - For this purpose, an awarding ceremony shall be


held in Cabadbaran City, Agusan del Norte during the City’s annual Charter Day
Celebration. The awardees shall be personally conferred with a badge and a plaque of
recognition.

Failure of the awardee to receive the award shall be deemed a forfeiture of his
or her right to receive the badge and the plaque, unless the failure is attributed to his
or her physical inability, incapacity or for any just and valid reason subject to the sound
discretion of the Executive Search Committee.

The awardees are no longer qualified to participate in the succeeding Search


under this Ordinance.

SECTION 10. WHO ARE NOT ELIGIBLE TO BE NOMINATED:

a. External members of the Executive Search Committee, except when said


member discontinues to serve as such, in which case the disqualification shall
only be within a period of three (3) years from the time of effective severance
of membership;
b. Members of the Panel of Board of Judges, except when said member
discontinues to serve as such, in which case the disqualification shall only be
within a period of three (3) years from the time of the last appointment as
member of the Board of Judges;
c. City officials and employees of the City Government of Cabadbaran. In case
of retirement or any other mode of severance of service, the disqualification
shall only be within a period of three (3) years from the time the retirement
or severance of service becomes effective.

SECTION 11. APPROPRIATION - An amount of Two Hundred Thousand


Pesos (P200,000.00) shall be appropriated from the Office of the City Mayor for the
effective implementation of the provisions of this Ordinance.

SECTION 12. SUPPLETORY CLAUSE - All laws, circulars, rules and


regulations of general application shall be applied suppletory to this ordinance.

SECTION 13. SEPARABILITY CLAUSE - In the event that any of the


provisions of this ordinance shall be declared invalid or unconstitutional by a competent
authority, the remaining provisions shall continue to be in full force.

SECTION 14. EFFECTIVITY - This Ordinance shall take effect in January,


2014.
