"Discloses a proposal for a circular that provides for the internal policies,
procedures and controls to be adopted by the institutions authorized to operate by

Something that reminds me of the various examples, World Apart, including Brazil,
of "Lesivo", "Criminoso" behavior of Financial Institutions, as well as reminds me that
the "2008 North American Crisis" PATENT, of CLARA, the importance of the

above-mentioned DEFAULT was not a DIRECT REFLECTION of the Extorting Interest,
possibly typifiable as "Agiotage Crime", with the refinement of INSTITUTIONAL BEING.

following argument: The Market is not ENABLE to perform AUDIT, as evidenced by the

This Participation, also, has the CONDOM, to present reasonably, my opinion that
the Central Bank of Brazil, under no circumstances, may have, some day,
AUTONOMY, since, despite ALL of the current Legislation, it has been used, as an
Auxiliary Instrument of the "Businessman's Bag", those Economic Measures that only
BENEFIT Entrepreneurs, although restricted to the Financial Institutions that operate in
Brazil.

account the context that the original success is the result of a Group, that is, of the
Team, which is not only composed of Administrators and / or Managers.These few
words attempt to bring to the point, a simple fact, but which is of outstanding
relevance, that is, without the commitment of at least 90% of the WHOLE Functional
Framework, hardly any success can be achieved. Therefore, any awards MUST be
based on FAIR, EQUALITY criteria, where the success of EVERYONE must
PROVIDE EVERYONE with an equitable share of the Prize. Therefore, in my
understanding, ...”.
This situation becomes significant, when we question, the Central Bank of Brazil,
which, when it manifests itself, is attributed to the Authority to DO it, therefore, fulfilled
the determination, coming from the "Basiléia Accords", even that Financial Institutions
being Societies Anonymous, were not OBLIGED to Respect the Law of Corporations.

the President of the Central Bank of Brazil, regarding the inconsistencies existing in

clearer than specified in the Resolution, we emphasize that a Resolution does not have
the power to RESTRICT any Law in force.

amounts, without any Financial Institution having, in any way, participated in, so SURREAL
SITUATION, where the certainty that the sending of monetary resources, has only been
possible, using, for example, "UNDERPANTS”.

Algo, que me lembrar dos vários exemplos, Mundo Afora, incluso o Brasil, de
comportamento “Lesivo”, “Criminoso”, de Instituições Financeiras, bem como, me faz
lembrar que a “Crise Norte Americana de 2008”, tipificou de forma PATENTE, de forma
CLARA, a importância do Estado Normatizar, e Fiscalizar, TODO o Sistema
Financeiro, razão primeira dos “Acordos da Basiléia”.
Claro esta que o Banco Central do Brasil, ao longo das últimas décadas, vem
atuando “ao largo”, distante, de suas Atribuições, e Responsabilidades, uma vez que,
neste período, vem sendo “Administrado” por Banqueiros envolvidos com o
“RENTISMO”, sem qualquer preocupação com a Situação Macro Econômica
Brasileira, se assim não fosse, não teriam ocorridos, por exemplo, a Falência
Fraudulenta de tantos Bancos no Sistema Financeiro Nacional, antes, e depois, do
“PROER” (artifício utilizado por fhc (fernando henrique cardoso) para
Internacionalizar o Sistema Financeiro Brasileiro, uma vez que, a Lei Ordinária que
deveria complementar o Art. 172 da Constituição Federal, em todas as suas propostas
IMPEDIA a citada Internacionalização), quando então, faço questão de ressaltar o fato,
concreto, de que para o Banco Central do Brasil, com uma SELIC abaixo de 10%a.a.,
NÃO EXISTE QUALQUER ABUSO, quando as Instituições Financeiras de Crédito,
ATUAM com Juros em torno de 300% a.a., isto é, o “SPREED BANCÁRIO” tem que ser
compatível ao GRANDE volume de INADIMPLÊNCIA, como se a citada
INADIMPLÊNCIA não fosse REFLEXO DIRETO dos Juros Extorçantes, possivelmente
tipificáveis como “Crime de Agiotagem”, com o requinte de SER INSTITUCIONAL.
