TAGUIG CITY COMPREHENSIVE LAND USE & ZONING PLAN 31

Taguig has its beginning in the history of every village and barrio in the remote
remote pre-historic past as reconstructed for us by geologists,
archeologists and historians. People of varied cultures and racial types, came to Philippines in migratory waves from twenty five or thirty years ago
unto the 14 th century.
The first to come were the primitive men, as proven by unearthed stone implements
implements and fossil remains. The Pygmies, forebears of the
Aetas, came next, crossing land lins from the Asian mainland to the Philippines. !hoosing the valleys where they could engage in agriculture, the
"ndonesians followed the Proto-#alays. The last group of people to settle in the $i%al area were called the Porcelain Age &ols. They struggled
against one another for supremacy and possession of rich land. Those of lower cultures were driven to the mountains. The #alays prove to be the
dominant race.
Tagalog authorities claim, the name Tagalog may mean 'taga-ilog( which is a term indicative of the habitation of these people. "t is,
therefore, probable that the first homes of the Tagalogs were the river areas and bans. The rivers and the )aguna )ae offered the pioneer of
Taguig, fresh water for drining ablutions and irrigation* protection against attac of enemies* and easy means of travel by bancas or native boats.
Thus, along the Taguig $iver, Tipas $iver and the +apindan !hannel, #alay settlement sprang up and grew into populous barrios, a fact which the
panish conuistadors found when they came during the last uarter of the 1 th century.

SPANISH PERIOD
Taguig was already a thriving community long before the paniards came. "t was once part of the /ingdom of Tondo ruled by $a0ah
oliman. uring the early panish coloni%ation, Taguig was given as an encomienda to one !aptain 2ergara, while the Augustinian 3rder provided
religious instructions.

THE FOUNDATION DAY

3n April 5, 1567 it was made a 'pueblo( of the province of #anila. uring the uprising led by #agat alamat 81567-15669, :uan ;asi,
who was the town chieftain fought against the paniards, and gave his life along with Agustin )egaspi, a nephew of )aandula, and son-in law of the
ultan of ;orneo, and the chieftain of Tondo, Pandacan, /andaba, +avotas and Polo. <hen it became a pueblo, it was ruled by a curate and a
governadorcillo. "t had a tribunal, a primary school and a church served by a regular priest whose missionary wor extended to as far as the town of
Angono. "t produced much rice, but little sugar cane. ;esides farming, the men lived by fishing. The women wove cotton cloth and 'sawali( from
bamboo strips. ince boats from the lae towns passed by on the way to manila, the town
town carried active commerce in agriculture and manufactured
products.
The 'gobernadorcillo(, popularly called 'capitan( was assisted by some minor officials. At the beginning, the gobernadorcillo was elected
annually by the married natives of the locality, sub0ect, however to the final
final approval of the superior government in #anila. =e acted as 0udge in civil
cases where small sums were involved =e was aided by constables called 'vilangos(, a notary, and the 'cabe%a de barangay(.
Pursuant to the '$eales 3rdenan%as
3rdenan%as &ormados Por >l uperior ?obierno @ $eal Acuerdo( by then then ?overnor $aon in 176, and
and in
accordance with the #unicipal $eform )aw of 1647, improvements in the municipal government including changes in the manner of electing the
gobernadorcillo were effected a candidate must be able to read and write panish. "nstead of being elected by all married natives, he was elected
by a board of electors composed of retiring 'gobernadorcillos( and twelve 'cabe%as de barangay( and chosen in order of seniority. Actually, they
were chosen by plurarity vote through the secret ballot, and their names, together with some recommendations of the 'alcalde mayor( or gobernador
and often of the friar, were forwarded to the c entral government in #anila, where the man for the position would finally be singled out.

"n conformity with the election law of 1647, also elected to assist the gobernadorcillo, were the 'teniente mayor( who was actually the vice alcalde*
'0ue% de sementera( who handled real property cases* '0ue% de policia( who handled criminal cases* aand '0ue% de ganados( who handled cases on
large cattles.

+o complete record can be found of those who served as head of the town previous to 165. The term of office of the ?obernadorcillo or !apitan
