4 In the November 30, 2018 Messenger Mountain News, a letter (p2) written by Topangan Steven 12/15/2018 3:19 PM
Pollard caught my attention. He states that what happened in Paradise could happen here
because of similar conditions- sits on a hilltop, surrounded by valleys, only four narrow roads out. I
feel we should follow his suggestions very carefully for our future. 1. Have a high-up fire tower
manned at all times- which Topanga used to have on Saddle Peak. 2. Phone calls sector by sector
takes too long- this was a major failing in Paradise. These fires burn too fast. People need
notification right away to prepare. My suggestion is that the person at the fire tower could see/know
which sector should leave first, followed by the next and so on- which could be dealt with by
varying counts of a siren (punctuated blasts) or bells in each sector, or bull horns. Maybe have a
siren go off immediately, then have a person/s elected at each sector to use bull horn, ring bell
(1or 2 or 3 or 4 times- depending on which sector should leave first. A communication system
between the Firepower and the town would have to be set up. Everyone would know within
minutes what is happening and can leave without too much chaos. 3. Of course make all roads at
that point one-way out. 4. Fire bunkers- like Kansas underground storm centers...along TCB- a
bond issue? 5. Generators around the town because electricity is cut off. 6. Back up generators for

8 Serious problem in communication. Power went out at 550am or somewhere around there. That 12/3/2018 9:44 AM
means no internet, no voip communications, and worse, no cell phone towers with power. We
were incommunicado all day. In the afternoon, I decided to head toward the valley. It was then that
the evacuation notice was texted. Outside of that, there was no indication that Topanga was being
evacuated.

saying Fernwood evacuate. It was about 3 or 4 PM. We knocked on our streets doors to give the
news and then left.

6 We had two neighbors on Hillside with generators. We could have gone to their homes to access 12/5/2018 11:44 AM
their wifi apparently. About 12 neighbors stopped by to exchange first hand information that day.
Since I was busy packing for our trip, I just used the radio we had to listen to the top of the hour
reports. When we went to look for our cat, neighbors in the driveway of the home where the
generator was reiterated the mandatory evacuation order.

31 Edison never restored my power from the 1993 firestorm, and I have been on a generator ever 12/1/2018 8:13 AM
since 1993. The only good thing about no Edison is I don't rely on them when there are power
outages. All people in a rural area where the power is going to be shut off for wind condition safety
need a backup power source!

4 It didn't end up mattering because they didn't stage the evacuation by zone, which apparently 12/5/2018 11:44 AM
caused a traffic jam southbound on the 27, really poor planning. Voluntary orders should also have
been given hours sooner to allow people to better prepare for a mandatory order possibility and
begin to allow for a more gradual evacuation flow.

54 No. Home sheltered and defended the property, canyon and neighborhood. I am a WATCHER: I 12/1/2018 8:13 AM
live on top of a ridge where I can see in all directions, and can alert neighbors below me about
approaching fire. I have called in at least 4 fires since 1988 that I saw from my property before
anyone else did. All rural communities need WATCHERS to help out. We also patrolled the
neighborhoods looking for looters, and we found them. Laws need to be changed so that people
like me who want to defend can exit the canyon to get necessary supplies to home defend and
THEN RETURN WITHOUT HARRASSMENT FROM THE SHERIFF'S AND CHP! This is critical
!!!!!!!!! We need to be able to get supplies. I home defended the entire week without groceries and
fuel for my generator because I was not allowed to leave and return. THIS IS TOTALLY WRONG
AND NEEDS IMMEDIATE ATTENTION. The Fire department and Sheriff's benefit from having
civilian ACTIVE IN BOTH HELPING EVAC PEOPLE, and catching looters. A local friend of mine
caught 3 different looters in Topanga, and got them arrested. You need our help!

trailers evacuate from the fire area in Malibu and Agoura and saw how little available space there
was. We were asked to help others evacuate, but once the road was closed we felt we couldn't do
this anymore for fear of not being allowed back in. Otherwise, we could have continued to be
helpful to others.

outdoor cat go in and out all day and she was no where to be found when the orders were issued.
We had to have a good samaritan come back and rescue the cat on Saturday and transfer her
across the blockade to our housecleaner. We ended up giving both of these women money,
exacerbating evacuation costs. The other major problem we had was that the air quality in
Sacramento, where we had evacuated to to stay with my parents was horrendous. We had to
leave Sacramento so that my daughter could play outside. We were going to go to Santa Barbara
on Thursday from Burbank Airport and stopped by the Police blockade in Topanga before finishing
the trip.

where CHP allowed them in without hesitation. Precious time was wasted. Officers at road blocks
need to know to allow horse haulers into the canyon if safe.

well. As Topanga was not in the direct path, I followed but focused on the Calabasas / Malibu
corridor. I thought Topanga evacuated when is should have, and was opend when it should have
bee. Outr concerns at that time was to not be a concern for the first responders - it was time for us
to step back and let them deal with those who needed them most. Selfishness has no place in a
disaster like this. All the shelters functioned very well, and post fire, SCE put a massive amount of
crews to work putting in over 1350 new poles, stringing new fire resistant main lines and getting
Tap lines going in neighborhoods. The biggest takeway is we need to rethink our reliance on Cel
phones- clearly we never factored in the power factor and our over reliance on them- I can't tell
you how many people I had to tell about KNX... is was shocking- and remind them they had a car
radio, even possibly a land line, where they could call a friend and ask them to call with updates-
This was true all over the burn zone. We need to focus on back up power supplies in central
locations that are also last resort safety zones.

BEFORE roadways could have been potentially blocked by fire. I think Topang should implement
an emergency siren system that would sound when evacuation orders have been given. I grew up
in Michigan where our annual natural disaster risk was tornadoes. The city would sound an
emergency siren when a tornado warning was in place. This would signal that it was time to take
cover in a basement or safe area.

53 A complete overhaul of many of the rules about evacuation is necessary. People that want to 12/1/2018 8:13 AM
shelter in place and defend their property need to be able to leave their property and return to
defend. I had a friend who came to help me evacuate, and the sheriff's would not let him enter the
canyon, so I stayed and sheltered in place, and starved for a week because I could not leave for
supplies. THIS IS SUPER WRONG AND NEEDS TO BE FIXED IMMEDIATELY, and it should be
DEATH SENTENCE for arsonists, and life in prison for looters caught in the evicted areas. Make
these changes and you really are improving the fight against firestorms. Also, mandatory brush
clearing year round! And go after the deadbeats who don't cut their mandatory brush! A little
overhaul in these archaic rules and laws about evacuation, and home defending will make a
gigantic difference in all communities that are affected by firestorm.

Even after the power was restored, communication was very hard to access. Some system like
sirens need to be in place to alert for evacuations. In a fast moving fire, sheriffs going through the
streets is not going to be effective. The Paradise fire (even Malibu) has highlighted the need for
very clear instructions re: evacuation in the event of a rapidly moving fire. Sheriff/CHP also need to
have very clear plans for assisting evacuation (e.g., both lanes immediately dedicated to
evacuation direction, where they will be positioned to deal with traffic lights and other issues that
would impede flow. There need to be ANNUAL meetings to educate the population on all aspects
of fire control/safety. How do we best secure our home/land? How will we be informed of
evacuation (not everyone is tech savvy and may need help getting setup for announcements)?
How will we know which way to evacuate? How will traffic congestion be handled? Are there steps
to reduce congestion to facilitate rapid evacuation? What should we do if the fire advances faster
than the evacuation? ETC.

us. Same thing with the road closure... TCB was closed for the benefit of emergency vehicles, it's

one representing us in an official capacity.

and budget priorities. TCEP has to figure out a way to synthesize credible crowd sourced info from
Next Door. Official info lags. Just saying "We only report Official Info" makes TCEP less useful by

very least. I am VERY upset about the individuals who who ignored the mandatory evacuation
orders. Most of them Topanga residents who have been through many fires and seem clueless
about the dangers of today's wind driven wildfires in current drought conditions. Evidence of the
danger of these kinds of fires is clear all over California. Why would anyone think Topanga would
be an exception. I also think persons that ignore mandatory evacuation orders put first responders,
fire and police officials in danger and could potentially cause chaos and unnecessary danger to
themselves and their rescuers.

wasn't even on their list of evac areas until a few days into the evac so it really came across as an
afterthought. law enforcement came through the neighborhood and even though they were doing
their mandated announcements, even they were saying there's no smoke coming this way, but
hey, we have to tell you to go since we were told to tell you to go. not utilizing the zones for
evacuation made TCEP and Topanga's zones seem all the more useless. evacuating all of
Topanga canyon seemed like an overreaction and pointless for many many people. some areas of
the canyon may have been reasonable to evacuate but NOT all of them. evacuating topanga
residents down onto PCH when Malibu residents REALLY did need to evacuate was a big
mistake. and seems like proper emergency planning could and oversight could have easily kept
that from happening. it seemed like throughout the entire event - that LA County didn't really know
what was going on. Their website was rarely up to date. there was no information from supervisor
kuehl's office - and receiving her newsletters right after and in quick succession just seemed
ridiculous and pandering. Edison's power failure seemed suspiciously like a deliberate shut off with
no warning to residents. LA County administrators need to do a way better job handling
emergency response and planning/coordination, etc. We hope the county learns from this event
and experience and can come up with some applicable improvements for the next time we go
through this. Next time is a matter of WHEN... not IF. And we will need much better performance of
emergency procedures, planning, administration, etc. if we hope to make it through a big fire that
actually makes it to Topanga Canyon. Additionally - County or whoever the enforcing agency is
NEEDS to REQUIRE private property owners to CLEAR THEIR LAND BEFORE it contributes to a
devastating firestorm that wipes out the Topanga Canyon Community. Additionally - MRCA or the
parks or WHOEVER adminsters the brush covered ridges to the NORTH and NORTH EAST of
Topanga Canyon NEEDS TO CLEAR THAT LAND - again... BEFORE it is TOO LATE.
Enforcement of BRUSH CLEARANCE/FUEL MOD is CRUCIAL. thank you for consideration of
these comments.

eucalyptus and pine trees. I wish we could mandate more strict landscape regulations. 2. I would
like more pressure put on Cell Service Providers to require them to bring cell service to Topanga.
That would help solve the communication problems. 3. I would like more pressure put on Frontier
to maintain "functioning" copper phone lines for everyone. 4. I would like to volunteer: a) to help

view from high above Saddle peak road it can help if conditions are right. I think something must
be done to enforce: A. no smoking in the canyon on the roads and at parking spots. B. In the event
of a fire on the order of Woolsey coming into the canyon, there is no way we could all leave when
the events may warrant. I do not know what to do. I wish I had a good suggestion. The roads
would instantly gridlock. Even during the "orderly" evacuation the blvd. was bumper to bumper for
long stretches. In an emergency evacuation, there is no way the roads would work. It's the reality
of how our roads are constructed and the way people without garages or with multiple cars, park
