MUNDIALEN EL LARGO SIGLOXX*

Resumen
Este ensayo presenta las principales tendencias del desarrollo latinoamerica
no y sus relaciones con la economia mundial desde 1870. Considera la depen
dencia regional de las materias primas, su estrategia de industrialization, la
incidencia de la inestabilidadde losflujos de capital y la politicamacroeco
nomica como
los factores fundamentales que ayudaron a moldear los rasgos
centrales del desarrollo de la America Latina durante ese "largo siglo XX".
Explora tambien el papel que tuvieron los choques internacionales frente al
papel de las ideas y las politicas
en las dos transiciones principales que se ex
durante el siglo. El analisis se divide en tres fases: la "era de
perimentaron
las exportaciones", entre los decenios de 1870-1880 y los anos 1920; la fase
de "industrializationdirigidapor elEstado" entrelosdeceniosde 1930 y 1970,
y el periodo mas reciente, al que se denomina como "el orden neoliberal".
Abstract
This paper draws the broad trends of Latin American economic development
and its relations to the world economy since 1870. It presents the raw mate
rials dependence of the region, its industrialization strategy, the incidence of
unstable capital flows, as well as ofmacroeconomic policy, as the fundamen
tal factors that helped to shape the central features of Latin American eco
nomic development during this "long twentieth century". It also explores the
role of mayor international shocks vs. that of ideas and policies in the two
major transitions experienced during the century. The analysis is divided in
three broad phases: the "export age", from the 1870s/1880s to the 1920s; the
phase of "state-led industrialization", between the 1930s and the 1970s; and
the most recent period, which is termed the "neo-Uberal order".

tipologias tradicionales (Furtado, 1976; Sunkel y Paz, 1976; Cardoso y Faletto, 1979) han
destacado el contraste entre las economias exportadoras de productos minerales y agrfcolas y, en
el ultimo caso, entre las economias del Cono Sur productoras de bienes agricolas de la zona tem
entre la agricultura de zona templada y la tropi
plada y las de cultivos tropicales. La distincion
cal es tambien importante en la medida en la que se relacionaba estrechamente con las corrientes
diferentes de la migracion internacional, ya que la agricultura de la zona templada dependia de
las corrientes de mano de obra europea, mientras que la produccion de bienes tropicales emplea
ba mano de obra asiatica (Lewis, 1969).

dustrial se filtro hacia los paises en desarrollo, y abrio en particular
oportunidades para las exportaciones de manufacturas desde la pe
riferia. Tambien se elaboraron algunos mecanismos para fortalecer
la difusion del progreso hacia la periferia, en particular el Siste
ma Generalizado de Preferencias (sgp) y los acuerdos de productos
basicos. Ademas, aunque la reconstruction del sistema financiero
internacional se centro en gran medida en las transacciones finan
cieras entre los paises desarrollados, desde mediados del decenio de
los sesenta empezaron a a los bancos multilaterales
surgir opciones
y los organismos bilaterales, la fuente principal de financiacion de
los paises en desarrollo desde el decenio de los cuarenta.
Despues de la Revolution cubana la America Latina fuemas im
portante en la politica exterior estadunidense. La creation del Banco
Interamericano de Desarrollo (bid) fue lamanifestation mas inme
diata, seguida pronto de la Alianza para el Progreso, lanzada en
Punta del Este, Uruguay, en 1961. Como se senalo entonces, esta ini
ciativa adoptaba en gran medida el programa que la cepal habia ve
nido promoviendo desde el decenio de los cincuenta, incluyendo la
planeacion de la economia mixta, la integracion regional, la reforma
la reforma tributaria y mayor inversion en los sectores so
agraria,
ciales. Pero el flujo de fondos fuemenor que lo prometido, y el ca
racter conditional de la ayuda estadunidense se convirtio pronto en
una fuente de friction.

Las reformas condujeron a una integration mas profunda de la
America Latina en la economia mundial. Desde 1990 hasta 2000 la re
gion experimento el crecimiento mas rapido de los volumenes de
exportation de su historia (cerca de 9% anual), lo que aumento la par
ticipation latinoamericana en losmercados mundiales por primera
vez desde la era de las exportaciones, asi como una diversification
considerable hacia las manufacturas (cuadro 5). Al mismo tiempo,
la region se convirtio en polo de atraccion para la inversion extran
jera directa (grafica 3).

cayo a 41.3%. La participacion de las empresas del sector publico bajo continuamente, de 32.5%
a 17.1 por ciento.
