第一章 总则
Chapter 1 General Rules

第一条 为加强巴方员工在中国电建集团甘肃能源投资
有限公司巴基斯坦代表处(以下简称代表处)工作期间的
考勤和休假管理,规范巴方员工行为,严肃劳动纪律,合
理安排员工的工作和休息休假时间,维护巴方员工的合法
权益,根据巴基斯坦联邦及信德省的有关规定,结合巴基
斯坦卡西姆港燃煤电站运营维护管理的实际需要,制定本
办法。
Article 1 To enhance attendance and leave management of

Pakistani employees during work at PowerChina Gansu Energy

Co., Ltd(Pakistan Branch Office) (hereinafter referred to as the

“Company”), and regulate Pakistani employees’ behavior, reinforce

working discipline, rationalize work, rest and vacation hour of

employees,and to maintain legal rights and interests of Pakistani

employees. Those procedures are made in accordance with

relevant regulations of Pakistan Federal and Sindh provincial law

as well as actual needs in operation & maintenance and

management of the company.

第二章 日常考勤管理
Chapter 2 Daily Attendance Management

第二条 代表处考勤管理坚持“公开公正,实事求是”
的工作原则和“准确记录,如实反映”的工作要求。
Article 2 Company sticks to the work principle of “openness

and fairness, being practical and realistic” and work requirement in

field of attendance management.

第三条 综合管理部负责《中国电建集团甘肃能源公司
巴基斯坦代表处巴方员工考勤管理制度》的编制和修订,
负责指导、监督各部门贯彻执行;负责员工考勤管理的检
查、监督、审核工作。
Article 3 Administration Department shall be responsible for

preparation and revision of Management System for Pakistan

Employee Attendance of the company. Guidance and supervision

of all departments, Implementation, inspection, supervision and

audition of Pakistani employee attendance and management.

第四条 作息时间
根据巴基斯坦联邦政府及信德省的相关规定,代表处
在巴基斯坦卡西姆运维项目实行每周 48 小时工作制,即每
周工作 6 天,其中生产现场的作息时间根据实际工作需要
具体安排。
Article 4 The Time Table is according to the relevant law of the

Federal Government of Pakistan and Sindh Province, Company

implements with a 48 working hours in one week, i.e. six days a

week.For Operations and Maintenance Department the working

and rest time of production site is arranged according to the actual

work requirement.

第五条 巴方员工要严格遵守劳动纪律,按时上下班,
不迟到、不早退,不擅自离岗,工作时间不做与工作无关
的事。
Article 5 Pakistani employees should strictly observe work

discipline, go to work in time and leave from work on time, not to

be late nor leave earlier. Do not leave the work place without

authorization, and do not do anything that is not related to work

during working hours.

第六条 巴方员工因公外出或请假缺勤,需按照代表处
的考勤休假规定,到部门办理书面请假手续,注明外出或
请假日期、事由、起止时间等内容,经部门主任审核、主
管领导审批同意后,报综合部备案。
Article 6 If Pakistani employees are required leave for outside

business or personal leave, they must request in writing to the

relevant department and go through application procedure, one

must indicate the number of leaves needed, cause for leave,

starting date and end date of leave etc.Upon written approval of

the department head and in charge Deputy General Manager,then

reported to the Administration Department serve as a record .

第七条 请假审批权限
员工请假在 14 天以内(含 14 天)的,按照班组、部
门、综合管理部逐级进行审批;员工请假在 14 天以上,经
部门审核,综合部复核后,由综合部按照审批权限,统一
报代表处领导审批,巴方员工不得自行找代表处领导审批。
Article 7 Leave approval authority

If the employee takes leave within 14 days (including 14 days),

the examination and approval shall be carried out from Team,

Department and Administration Department; if the employee takes

leave for more than 14 days, the examination and approval shall

be conducted by their Department and Administration Department,

then Administration Department shall submit leave form to the

leadership for examination and approval comply with the

examination and approval authority.Employees shall not seek

approval from the leadership on their own.

第八条 员工不允许通过电话或者微信等方式请假,
如确因突发原因不能提前办理请假手续的,应通过电话请
示征得部门负责人同意后方可先行休假,事毕回到单位当
日必须完成书面请假补批手续,否则按旷工处理。
Article 8 Normally,it is not allowed to ask for leave by

telephone or Wechat. If one really can't go through the procedure

of leave ahead of time due to any unexpected reason, that one

should ask for the approval of the department head by telephone

before they take the leave and,such relaxation is for casual/sick

leave only, It is strictly required that employee should complete the

leave procedure to get approval within that day when he come

back, otherwise he shall be treated as absent.

第九条 各部门要根据本部门巴方员工出勤情况如实
填写考勤汇总表,并保存好各种经巴方员工签字认可的休
假凭证。综合管理部负责抽查,如发现有弄虚作假者,对
相关责任人员进行经济处罚。
Article 9 All departments shall fill the attendance summary

according to the attendance details of Pakistani employees and

keep all kinds of leave applications signed and approved. The

Administration Department is responsible for verification of leaves,

if any fraud is found financial fine shall be made on those

responsible.

第十条 各部门将考勤汇总表和经巴方员工签字的请假
证明于次月 1 日前,送交综合管理部审核,作为当月工资、
绩效奖金核算的依据。
Article 10 All departments shall submit the attendance

summary form and the leave form/application signed by relevant

persons to the Administration Department for examining and

approval before the first day of the following month, which shall

then serve as the basis for the calculation of salary and

performance bonus for the current month.

第十一条 巴方员工的考勤表应向巴方员工公开,考勤
表不得随意改动。如需改动,须经部门负责人签字同意、
巴方员工本人签字认可后方可改动,并加注修改原因。
Article 11 The attendance records of Pakistani employees

should be made public to Pakistani employees and attendance

sheets should not be altered optionally. If it needs to be changed

or revised, it must be signed and approved by the person in charge

of the Department and signed by the Pakistani employees

themselves. The reasons for the modification should be mentioned

too.

第三章 休假管理
Chapter 3 Leave Management

第十二条 根据巴基斯坦联邦政府及信德省的有关规定,
政府规定的法定节假日,员工均可享受带薪(基本工资)
休假,但是如因工作需要不能休假的,员工必须服从代表
处或部门的工作安排,代表处发放节假日期间的加班费。
Article 12 According to the Pakistani law of Federal

Government of Pakistan and Sindh Province, employees can relish

paid vacation on statutory holidays provided by the government.

However, if that is not possible to take vacation because of work

demand, employees must obey the working arrangements of the

Company. The Company pays overtime during the holidays

according to the relevant provisions of the Federal Government of

Pakistan; Pakistani employees shall enjoy paid holidays on

statutory public holidays.

根据巴基斯坦联邦政府的有关规定,巴方员工在法定
公众假日享受带薪假期。现阶段巴基斯坦的法定假日如下:

第十三条 年休假
Article 13 Annual leave

13.1 巴方员工连续在巴基斯坦代表处工作满 12 个月及


以上的,可享受 14 天以内的带薪(基本工资)年休假。
13.1 Pakistani employees who have been working in Pakistani

Company reach to 12 months or more can relish paid annual leave

of 14 days. Employees who have worked in Company for more

than five consecutive years are entitled to 20 days of paid (basic

wage) annual leave. Annual leave shall be allowed for a period of

14 (fourteen) consecutive days and/or 20 (twenty) consecutive

days as the case may be, inclusive of the day or days, if any, on

which the employee is entitled to a public holiday.

No paid annual leave during the training and probation period.

13.2 年休假要求在当年内一次休完,年休假期间任何
假日(包括法定假日)不予叠加或抵扣。确因工作需要不
能一次休完者,剩余假期可以累计到下一年度,但累计休
假天数必须在下一年度休完。
13.2 Annual leave is principally required to relish within that

same year. If an employee can't complete his annual leave due to

job demand can accumulate remaining leaves into next year, but

one must take those remaining leaves in next year.

13.3 员工请年休假时须提前 30 天向部门提出书面申请,


部门负责人在收到员工申请后 7 天内做出回复。年休假申
请若被拒绝或延迟,部门应书面注明原因并与员工沟通,
员工依旧我行我素,使用年假的,按旷工处理。
13.3 Employees should submit a written application 30 days in

advance when they take annual leave. After being examined and

approved by the director of the department, the relevant

supervision leader within 7 days of such leave application,

employee can relish annual leave.

第十四条 事假
Article 14 Causal leave

14.1 员工因处理私事,在正常工作时间内,需要离开
工作岗位的请假,记作事假。在一年内,巴方员工可以享
受 10 天以内的带薪(基本工资)事假。一月内事假天数最
长不得超过 5 天。
14.1 Employees who need leaves due to personal matters

during normal working hours shall be recorded as casual leave,

Pakistani employees can relish paid 10 days leaves in one year.

The maximum number of days for casual leave must not exceed 5

days in aggregate for each time in a month.

14.2 员工请事假,一般需提前 2 天填写书面请假单,


履行相关请假手续后,方可休假。
14.2 Employees are required to fill leave form/application 2

days prior taking leave.

第十五条 病假
Article 15 Sick leave

15.1 员工因生病而未能正常出勤的请假,记作病假。
一年内,巴方员工可享受 8 天以内的带薪(基本工资)病
假。
15.1 A staff member shall be entitled to 8 (eight) days sick

leave on full pay in a year subject to providing the management

with a medical certificate/proof issued by a qualified doctor.

15.2 员工休病假前须凭医生开具的诊断证明向部门申
请病假,待部门负责人同意后方可按规定履行请假手续,
如发现弄虚作假者,按旷工处理。
15.2 Employees must apply for sick leave beforehand on the

basis of a doctor's diagnosis/appointment letter. One cannot go

through the leave formalities until the person in charge of

Department agrees. If someone is found to have cheated should

be treated as absent from work and will be punished under

misconduct as per regulations of Company.

第十六条 产假及护理假
Article 16 Maternity leave and nursing leave

16.1 女员工享有带薪(基本工资)产假 16 周:

16.1.1 即预产期 4 周前开始;


16.1.2 分娩后 12 周结束。
待产女职工需在预产期前 12 周递交医院检查报告,按
照规定办理请假手续后方可休假。
16.1 Female employees are entitled to 16 weeks paid

maternity leave in the following manner:

16.1.1 Four weeks before the expected dated of delivery;

16.1.2 Twelve weeks after the delivery.

Such female employees are required to submit written

maternity leave application along with hospital inspection report

issued by qualified doctor 12 weeks in advance before the

expected date of delivery. After the department responsible person

has reviewed and approved according to relevant regulations, they

can take maternity leave.

16.2 男员工配偶生产后,男员工享有 7 天(含周末)


的带薪(基本工资)陪护假,休假前需提前递交配偶的医
院检查报告,填写书面请假单,履行请假手续后,方可休
假。
16.2 When a male employees’ spouse had a delivery, the
male employee can enjoys the paid nursing leaves for 7 days

(including weekends). Before taking Maternity and nursing leave

an employee must provide with the relevant hospital report in

advance, fill out the written leave form and get approval from the

department head, approve the relevant regulations before taking

leave.

第十七条 巴方员工事假和病假累计天数全年不得超过
47 天;超过 47 天的,视缺勤情况,延长见习期或者降岗、
转岗及自动离职处理。
Article 17 The accumulated days of Pakistani employees’

leaves (annual leave, casual leave, sick leave and nursing leave)

shall not exceed 47 days in a year. If total number of leaves

exceed the limit may result in termination or transfer from the post

except special circumstances.

第四章 休假期间的工资待遇
Chapter 4 Wage and Treatment during Vacation

第十八条 巴方员工经批准在带薪假期限内正常休假的,
按正常出勤享受基本工资待遇,月度绩效奖金按代表处员
工管理办法第六条有关规定执行。
Article 18 Pakistani employees are allowed to take normal

leave within the time limit of paid leave and enjoy basic salary

according to normal attendance. The monthly performance bonus

is calculated according to Article 6, the staff management method

of the company.

第十九条 巴方员工全年事假累计在 10 天(含 10 天)


以内的,按正常出勤发放基本工资待遇,从累计天数第 11
天起,每请假一天,扣罚当月基本工资的 10%。
Article 19 Pakistani employees who have accumulated 10

days casual leaves within one year, basic salary shall be paid

according to normal regulations, starting from the 11th day 10%

basic salary shall be deducted for each excess day.

第二十条 巴方员工全年病假累计在 8 天及以内的,
按正常出勤享受基本工资待遇,从累计天数第 9 天起,每
请假一天,扣除当月基本工资的 10%。
Article 20 Pakistani employees who have accumulated 8 days

sick leaves within one year, basic salary shall be paid according to

normal regulations, starting from the 9th day 10% basic salary

shall be deducted for each excess day.

第二十一条 女员工休产假的,产假在 16 周之内的,


按正常出勤享受基本工资待遇,从休假期满起,每请假一
天,扣除当月基本工资的 10%。
Article 21 Female employees who take maternity leave have

16 weeks entitled with basic salary according to normal attendance.

For any leave exceeding the 16 weeks time period, 10% of the

basic salary shall be deducted for each excess day.

第二十二条 男员工配偶生产后,陪护假在 7 天及以内


的,按正常出勤享受基本工资待遇,从累计天数第 8 天起,
每请假一天,扣除当月基本工资的 10%。
Article 22 Pakistani employees who have accumulated 7 days

nursing leaves to look after their spouse within one year, basic

salary shall be paid according to normal regulations, starting from

the 8th day 10% basic salary shall be deducted for each excess

day.

第五章 加班工资
Chapter 5 Overtime wages

第二十三条 巴方员工在法定节假日、休息日期间工
作而支付的劳动报酬。
Article 23 Overtime wages shall be paid by company if

employees work overtime in their Government Holiday and resting

time.

第二十四条 加班工资依据随巴方员工考勤进行发放。
在法定节假日及休息日工作的,按其日工资标准的 200%计
发加班工资。
Article 24 Overtime wages are paid according to the

attendance of the staff. Those who work on statutory/National

holidays and rest days shall be paid overtime wages at the rate of

twice his ordinary rate of pay.

第二十五条 日工资标准的计算:

Article 25 Daily Wages Criteria

日工资标准=员工本人月基本工资标准/26 天。
Daily Wages=Monthly basic salary/26 days

第六章 其他
Chapter 6 Others

第二十六条 如果巴方员工请假期满不能及时返回工
作岗位的,必须按照规定重新办理请假手续,否则按旷工
处理。
Article 26 If the Pakistani employees are not able to return to

work in a timely manner after the holiday is over, they must go

through the formalities for leave as required. Otherwise, it will be

considered as absence.

第二十七条 由于工作需要,所在部门需要休假员工提
前返回工作岗位的,员工应无条件服从部门安排,未休完
假期由所在部门另行安排。
Article 27 The Company has right to ask the employees to

return to work before the holidays ends due to work demand, the

staff shall be given separate holidays in future according to

requirement of job.

第二十八条 如果员工当月扣罚金额高于月度绩效奖金
的,高于部分在下月绩效奖金中继续扣减,直至扣完为止。
Article 28 If the employee's penalty for the current month is

higher than the monthly performance bonus, the excessive fine

shall be deducted from the next month's performance bonus until

the excess penalty is fully paid.

第二十九条 各部门要严格考勤,真实反映员工出勤情
况;对不认真考勤、考勤结果与实际情况不符的,追究部
门负责人和考勤员的责任,其中扣罚部门负责人月度绩效
奖金 3000 卢比,考勤员月度绩效奖金 2000 卢比。
Article 29 All departments should strictly observe attendance

records and truthfully reflect the attendance of all employees.

Failing to observe attendance records carefully and the results do

not correspond to the actual situation, the head of the department

and the attendance officer are held accountable, including the

withholding of Rs.3000 monthly performance bonus of the head of

the department and Rs. 2000 monthly performance bonus of the

attendance officer.

第七章 附则

Chapter 7 Appendix

第三十条 本办法由综合管理部负责解释。
Article 30 These regulations are interpreted by the

Administration Department.

第三十一条 本办法自印发之日起实施,原考勤休假管
理办法作废。
Article 31 These Measures shall come into force as of the date

of promulgation i.e., and the former document shall be invalid at

the same time.

Annex 2: Asking-off procedure
附件 2:请假流程
1. 申请人填写请假单,必要时附相关证明材料(如病假、
产假、护理假、年休假)
1. The applicant fills up with the request for leave and
attach relevant evidentiary materials (if any, such as sick
leave,maternity leave,nursing leave and annual leave).

2. 申请人持请假单报部门负责人审批;
2. The applicant shall submit the request for leave to
department directors for approval;

3. 部门负责人审批后由综合管理部审批(14 天及 14 天以内);

4. 综合管理部按照审批权限统一报相关领导审批(14 天以
