Background
Local Control Funding Formula (LCFF): Since the 2013-2014 Budget Act legislation, the Local Control Funding
Formula (LCFF) was established as the California State public school finance system. Under the LCFF, funding is
appropriated for education in four ways:
1. Base grant allocated per pupil
2. High-needs pupil supplemental grants for English learner, low income, and foster students
3. Concentration grants for Districts with high-needs pupils being 55 percent or more of enrollment; Livermore
Valley Joint Unified School District (LVJUSD) does not qualify for concentration grant funding
4. Other funds outside of the LCFF, such as Special Education
Implementation of the LCFF is intended to increase transparency, reduce complexity, and improve funding equity
across districts. To this end, each district is required to develop, implement, and update annually, a Local Control
Accountability Plan (LCAP) which describes how districts intend to meet annual goals for all pupils, with specific
activities to address State and local priorities identified in Education Code Section 52060(d).
The updated LCAP must be adopted by June 30th at a regular public meeting of the Board of Education after
consultation with teachers, principals, administrators, school personnel, and with the advice of two District-level
parent advisory committees. One Board-established advisory committee must be comprised of a majority of parents
in our diverse community, ensuring the inclusion of representatives of three specific populations identified in the
legislation: English learner, foster youth, and socio-economically disadvantaged students. In the LVJUSD, this
committee includes a parent representative from each school in our District as well as pupil representatives from our
District high schools and a representative from each employee group. The other parent advisory committee must be
comprised of a majority of parents of students who are English Learners. The District English Learner Advisory
Committee (DELAC) incudes parent representatives from each school in our district with an English Learner Advisory
Committee (ELAC) and acts as the advisory committee for the LCAP.
The process of adopting the LCAP requires transparency and a public process; therefore the following steps are also
established in code:
The Governing Board in adopting the LCAP shall:
o Hold at least one public hearing to solicit recommendations and comments from the public
regarding the specific actions and expenditures in the LCAP. Notice must provide location for
public inspection of the LCAP.
o Hold the public hearing at the same meeting as the public hearing required for the LEA budget.
o At a different meeting, adopt the LCAP and the LEA budget.
Status
We have solicited members for the advisory committees based on established criteria, and will begin the process of
completing the Annual Update to the LCAP, as well as reviewing and updating the LCAP for the 2019-2020 school
year. As LVJUSD has a well established and high functioning DELAC with representation from each of our District
schools, we are bringing this committee, with the addition of English Learner students, forward to the Board for
appointment as the LCAP English Learner Advisory Committee.

For the other advisory committee, we are bringing forth stakeholders selected through the following process for the
Board to review and approve:
District representatives will include our Assistant Superintendent of Educational Services and our Chief
Business Officer (CBO) as facilitators
One representative from each of our employee groups
o Livermore Education Association (LEA)
o California School Employees Association (CSEA)
o Service Employees International Union (SEIU)
o Livermore Management Association (LMA)
o Classified Managers/Confidentials (CMC)
One representative from each school’s School Site Council (SSC) or a parent leader from the school
One student from Livermore High School, Granada High School, and Del Valle High School
The proposed committee meets the diversity requirements and needs as outlined in legislation as well as those
identified by our District.
Fiscal Impact
There is no fiscal impact to the General Fund in appointing the Local Control Accountability Plan (LCAP) advisory
committees.
Superintendent’s Recommendation
Appoint the proposed Local Control Accountability Plan (LCAP) Advisory Committee and the proposed LCAP English
Learner Advisory Committee as the two advisory committees for development of the Local Control Accountability
Plan.
