The session was called to order by the Presiding Officer at _______ o’clock in the
morning and the following were:

RESOLUTION ENACTING AN ORDINANCE ESTABLISHING THE MUNICIPAL


EPIDEMIOLOGY SURVEILANCE UNIT (MESU) IN THE MUNICIPALITY OF PIKIT,
NORTH COTABATO.

WHEREAS, in 2005 the International Health Regulation of the World Health


Organization urges all member state to strengthen its core capacities for disease surveillance and
response to protect their country from international threats of emerging and re-emerging disease;

WHEREAS, strengthening of disease surveillance and response team is now one of


the priority programs of the Department of Health in line with the health sector reform to achieve
the Millennium Development Goals;

WHEREAS, A.O 2007-0036 ”Guidelines on PIDSR Framework” under


implementing mechanism encourages LGUs to set up a functional community disease
surveillance system equipped with necessary resources and adequate local financial support and
significantly would result in a considerable reduction in morbidity. Mortality and disability
caused by communicable diseases and other conditions in the locality;

WHEREAS, the establishment of MESU is one important component of a


functional disease surveillance system that would endow with more efficient and effective in
providing timely, accurate and relevant information for action;

NOW, THEREFORE, considering the foregoing premises, on motion of


Hon.__________________, duly seconded by Hon.__________________, the Sangguniang
Bayan has-

RESOLVED, as it hereby resolves, to enact, as it hereby enacts-

ORDINANCE NO.________

AN ORDINANCE ESTABLISHING THE MUNICIPAL EPIDEMIOLOGY


SURVEILLANCE UNIT(MESU) IN THE MUNICIPALITY OF PIKIT, NORTH
COTABATO.
SECTION 1. TITLE. This Ordinance shall be known as” AN ORDINANCE
ESTABLISHING THE MUNICIPAL EPIDEMIOLOGY SURVEILLANCE UNIT (MESU)IN
THE MUNICIPALITY OF PIKIT, NORTH COTABATO.”

SECTION 2. DECLARATION OF POLICY. It is hereby declared the policy of


the municipality to promote health and safety of its constituents.

SECTION 3. OBJECTIVE. This ordinance is aimed to implement Republic Act


No.3573 or Law of Reporting Communicable Diseases in the Municipality.

SECTION 4. SCOPE AND COVERAGE. This ordinance shall primarily serve as


the community disease surveillance system within the area of jurisdiction of the Municipality.

SECTION 5. DEFINITION OF TERMS

AS use in the ordinance, the following terminologies shall mean:

a. DOH-stands for Department of Health. It is the principal health agency in the


Philippines. It is the executive department of the Philippine Government
responsible for insuring access to basic public health services to all Filipinos
through the provision of quality health care and the regulation of providers of
health good services.
b. Epidemiology- is a study of patterns of health and illness and associated
factors at the population.
c. MESO- stands for Municipal Epidemiology and Surveillance Office.
d. MESU – stands for Municipal Epidemiology and Surveillance Unit.
e. Municipality- refers to the Municipality of Pikit, Cotabato.
f. PIDSR-stands for Philippine Integrated Disease Surveillance and Response. It
is an integrated functional disease surveillance and response system
institutionalized from the national level down to the community level that
would result in considerable reduction in morbidity, disability and mortality
caused by communicable diseases and other conditions.
g. Surveillance- a type of observational study that involves continuous
monitoring.

SECTION 6. ESTABLISHMENT OF MUNICIPAL EPIDEMIOLOGY AND


SURVEILLANCE UNIT(MESU). There shall be an established Municipal Epidemiology and
Surveillance Unit in the Office which shall provide services on surveillance and epidemiology
and shall serve as the focal point for coordination, surveillance and response activities and will
operate according to a given set of policies and guidelines for effectives and efficient
surveillance and response activities.

SECTION 7. CREATION OF MESU STAFF AND MESO. to ensure the


efficient and effective implementation of this ordinance, there shall be a Municipal
Epidemiology Surveillance Office (MESO) which shall be equipped with the standard
requirements of the Philippine Integrated Disease Surveillance and Response System(PIDSR) to
wit:

a. Human Resource Requirements

a.1 Municipal Health Officer

a.2 Disease Surveillance Officer. There shall be a created position of Nurse II who shall be designated
as Disease Surveillance Officer. He/She shall have at least training on Disease Surveillance.

a.3 Data Machine Entry Operator- there shall be created position of Data Machine Entry
Operator designated as Disease Surveillance Officer. He/She shall have at least training on
disease surveillance.
b. Physical Requirements. There shall be established MESO in the RHU Building and shall
be equipped with office furniture and fixture, computer, internet
connection and fax services, telephone or cellphone and digital
camera and service vehicle among others.

SECTION 8. FUNCTION OF MESU. The MESU is expected to perform the


following function, to wit:
1. Organize data collection and gather epidemiological data from the health facilities
(Rural health unit, barangay health station, private hospitals and clinics).
2. Prepare and periodically update graphs, tables and charts to describe time, place and
person for Notifiable/Reportable diseases and conditions.
3. Analyze data and provide feedback to health facilities/government and private and
local leaders.
4. Identify and inform concerned personnel( Municipal Health Officer, Public Health
Nurses, Midwives, Human Resources for Health Deployment Program and Barangay
Health workers) immediately of any diseases or condition in their expected areas that
-exceeds an epidemic threshold
-Occur in locations where it was previously absent
-occurs more often in a population group than previously
-Present unusual trends or pattern
5. Carry out investigations on disease outbreaks.
6. Implement preliminary control measures immediately if required; and
7. Forward epidemiological data to the next level on a regular basis and in accordance
with the national surveillance protocol; and
8. Use epidemiological data to plan and implement communicable disease control
activities at the municipal level.

SECTION 9. SUBMISSION OF REPORTS. All Hospitals, Medical Clinics, Rural


Health Unit and Barangay Health Stations in the Municipality shall submit periodic report on
Notifiable/Reportable diseases and conditions to the MESO.

SECTION 10. APPROPRIATION. Funding support of the MESU shall be


incorporated to the general budget appropriation of the Office of the Municipal Health Officer
with at least Four (5%) Percent Annual Budget.

SECTION 11. IMPLEMENTATION. The local Chief Executive shall cause the
implementation of this ordinance upon approval.

SECTION 12. SEPARABILITY CLAUSE. If for any reason, any section or


provision of this ordinance shall be held unconstitutional or contrary to existing laws, it shall not
affect the other provisions hereof.

SECTION 13.REPEALING CLAUSE. Any existing Ordinance or provision of any


ordinance inconsistent herewith is deemed modified, amended or repealed accordingly.

SECTION 14. EFFECTIVITY. This Ordinance shall take effect upon its approval
and after posting in two or more conspicuous places within the Municipality.
