I, Rene Rodriguez, have legal capacity to open an operate business in all Mexico including the cities of Mexico
City, Guadalajara, and Monterrey, I’m registered as an individual with business activity (Persona Fisica con
Actividad Empresarial), with the RFC number: ROCR850507PX5, I meet with all applicable laws and regulations
including Art. 27 CFF, Art. 14, 15, 16, 18 Reglamento del CFF, Art. 67 LGP, Artículos: 27 y 31 CFF; 14 y 24 RCFF;

Our proposal is to start with 3 offices one in Mexico City, others in Guadalajara and Monterrey. The office in
Mexico City will be fully functional by October 14, 2009 and those in Guadalajara and Monterrey by January 14,
2010, all this offices will have at least 50 sq meters of surface, will have all the parking facilities, private and
public parking will be no more than 100mts away of the office, as well they be near some of the important
avenues in each city

Building insurance to each one of the offices
Professional indemnity insurance, to each one of the Senior Managers
Public liability insurances
Worker’s compensation insurance
All this insurances will be maintain for all the time that we will have the offices

Certifications
1. Certification of Understanding
I, The Proposer, Rene Rodriguez certifies that all parts of this CSP have been reviewed in detail and are
completely understood in order to make the proposal. Under no circumstances will Appendix "A", the
Statement of Work, specifications, or task description be subject to revised interpretation or amended
following establishment of the agreement except where the Agreement Authority so authorizes in
writing.

2. Certification of Education/Experience
We certify that all statements made with regard to the education and the experience of individuals
proposed for completing the subject work are accurate and factual, and we are aware that the Canada
reserves the right to verify any information provided in this regard and that untrue statements may result
in the proposal being declared non-responsive.
Should verification by Canada disclose untrue statements, Canada shall have the right to treat any
proposal as non-responsive or any agreement resulting from this proposal as being in default and to
terminate it accordingly.

Certification from the Proposer that all personnel proposed in their submission will be available to
commence the work at the period specified herein, and will remain available to perform the work in
relation to the fulfilment of this requirement.
If the Proposer has proposed any person in fulfilment of this requirement who is not an employee of the
Proposer, the Proposer hereby certifies that it has written permission from such person (or the employer
of such person) to propose the services of such person in relation to the work to be performed in
fulfilment of this requirement and to submit such person's résumé to the Agreement Authority.
If the Proposer has proposed any person in fulfilment of this requirement who is or who is not an
employee of the Proposer, the Proposer hereby certifies that such a person is under no restrictive
covenant in relation to a constraint of trade that would prevent the person from fulfilling his or her
services in relation to the work.
During the proposal evaluation, and upon the request of the Agreement Authority, the Proposer must
provide a copy of such written permission in relation to any or all non-employees proposed. The
Proposer agrees that failure to comply with such a request may lead to disqualification of the Proposer's
submission from further consideration.

In order to establish the legal capacity under which a Proposer is applying to enter into the Agreement,
any Proposer who carries on business in other than its own personal name shall, if requested by the
Canadian Embassy in Mexico, provide proof of the legal capacity under which it carries on business to
the Canadian Embassy in Mexico prior to entering into the Agreement. Such proof may be in the form
of a copy of the articles of incorporation or of the registration of the business name of a sole proprietor,
of a trade name, of a partnership, etc.
The Proposer certifies that it is, or on the dates for commencement of services, will be, authorized to
carry out business as described in this Call for Service Proposal in the following cities: Mexico City,
Guadalajara and Monterrey. Authorised to carry out business means that the Proposer must obtain and
maintain, at its own cost, all permits, licenses, regulatory approvals and certificates required for same.

client service are been met, this we will make it by a series of test and each month we will review all the systems
as well as all the procedures and policies in order to always comply with all the requirements, this plan will be in
the business plan document, were we will specify all the test that we are going to use.
We will have several options referring the offices in case that the selected one can’t become available we will
have other options to no delay the task, the time frame of some task are like this to ensure that we will have
them completed in time, and in the case that we delay we will have 5 days prior the start of operation to adjust
this. This is our budget because we all ready have most of the computer equipment
