Our proposal is to start with 3 offices one in Mexico City, others in Guadalajara and Monterrey. The office in
Mexico City will be fully functional by October 14, 2009 and those in Guadalajara and Monterrey by January 14,
2010, all this offices will have at least 50 sq meters of surface, will have all the parking facilities, private and
public parking will be no more than 100mts away of the office, as well they be near some of the important
avenues in each city

1. Certification of Understanding

I, The Proposer, Rene Rodriguez certifies that all parts of this CSP have been reviewed in detail and are
completely understood in order to make the proposal. Under no circumstances will Appendix "A", the
Statement of Work, specifications, or task description be subject to revised interpretation or amended
following establishment of the agreement except where the Agreement Authority so authorizes in
writing.

2. Certification of Education/Experience

We certify that all statements made with regard to the education and the experience of individuals
proposed for completing the subject work are accurate and factual, and we are aware that the Canada
reserves the right to verify any information provided in this regard and that untrue statements may result
in the proposal being declared non-responsive.

Should verification by Canada disclose untrue statements, Canada shall have the right to treat any
proposal as non-responsive or any agreement resulting from this proposal as being in default and to
terminate it accordingly.

3. Certification of Availability and Status of Personnel

Certification from the Proposer that all personnel proposed in their submission will be available to
commence the work at the period specified herein, and will remain available to perform the work in
relation to the fulfilment of this requirement.

If the Proposer has proposed any person in fulfilment of this requirement who is not an employee of the
Proposer, the Proposer hereby certifies that it has written permission from such person (or the employer
of such person) to propose the services of such person in relation to the work to be performed in
fulfilment of this requirement and to submit such person's résumé to the Agreement Authority.

If the Proposer has proposed any person in fulfilment of this requirement who is or who is not an
employee of the Proposer, the Proposer hereby certifies that such a person is under no restrictive
covenant in relation to a constraint of trade that would prevent the person from fulfilling his or her
services in relation to the work.

During the proposal evaluation, and upon the request of the Agreement Authority, the Proposer must
provide a copy of such written permission in relation to any or all non-employees proposed. The
Proposer agrees that failure to comply with such a request may lead to disqualification of the Proposer's
submission from further consideration.

4. Certification of Identity or Legal Capacity of Proposer

In order to establish the legal capacity under which a Proposer is applying to enter into the Agreement,
any Proposer who carries on business in other than its own personal name shall, if requested by the
Canadian Embassy in Mexico, provide proof of the legal capacity under which it carries on business to
the Canadian Embassy in Mexico prior to entering into the Agreement. Such proof may be in the form
of a copy of the articles of incorporation or of the registration of the business name of a sole proprietor,
of a trade name, of a partnership, etc.

The Proposer certifies that it is, or on the dates for commencement of services, will be, authorized to
carry out business as described in this Call for Service Proposal in the following cities: Mexico City,
Guadalajara and Monterrey. Authorised to carry out business means that the Proposer must obtain and
maintain, at its own cost, all permits, licenses, regulatory approvals and certificates required for same.

Appendix B Privacy Requirements Section 1 a)


Accountability
All the personal information will be treated under the legislation of Canada in this mater such as The privacy act,
R. S. 1985, The personal Information protection and electronic documents Act, S.C. 2000, and all the regulations
of the European Union Directives and the United States harbor principles, we will have all this regulation placed
in order from the first day and we will maintain it during all the time
All information will be encrypted with different methods, also a fingerprint will be needed in order to ensure
that only those employees that have the right permission can see this information, we will develop a plan in
order to train all our personnel in order to comply with the policies and procedures, this plan will include also
the procedures to receive and respond to complaints and inquiries
Each and every complaint or inquiry received by any of our offices will be responded to within 30 days.

We are committed to the following:

• To ensure our staff is trained in privacy legislation.
• We will remain accountable to our clients and welcome any challenges or inquiries regarding our
management of personal information.
• Maintaining and developing policies and procedures to ensure our practices are compliant under
current PIPEDA legislation and its 10 principles.
• We will develop and make available to the public, information to explain our company’s policies and
procedures.

Appendix B Privacy Requirements Section 1 b)


Identifying Purposes
The purposes for which personal information is collected will be identified at or before the time of collection.
Only the information required in fulfilling these purposes shall be collected. If information previously collected
becomes required to fulfill any additional purposes, these purposes will be explained before the information is
used. However, we will only do this if the additional purpose is sufficiently different from the purposes for which
the information was originally collected.

Appendix B Privacy Requirements Section 1 c)


Consent
Knowledge and consent of the individual is required before collecting, using or disclosing any personal
information except where required or permitted by law. Where additional purposes arise that require
information that has already been provided, consent from the individual will be required before the information
is used providing that the additional purpose is deemed to be sufficiently different. Individuals will have to sign a
consent form. Individuals will not be asked to consent to the collection of information that is beyond the scope
of the requirements of obtaining services provided by us. An individual may withdraw consent at any time and
will be advised of any legal restrictions that may result. Personal information will only be collected, used and
disclosed by our employees without consent in accordance with Section 7 of the Personal Information
Protection and Electronics Documents Act, S.C. 2000, c.5 (PIPEDA) or under other lawful means.

Appendix B Privacy Requirements Section 1 d)


Limiting Collection
Information collected by us will be limited to those details required for fulfilling the identified purposes.
Applicant information must be collected by fair and lawful means. Information will not be collected needlessly,
nor by misleading or deceiving the individual. Our organization will continue to ensure that all employees are
kept up to date with policies and procedures governing the management of personal information.

Appendix B Privacy Requirements Section 1 e)


Limiting Use, Disclosure and Retention
Applicant information will only be used or disclosed for the purposes identified by us and the embassy of Canada
in Mexico and for no other purpose, except where consent has been granted or as a requirement of law.
Information will be retained only 30 days after returning the passport to the applicant our practices and polices
require that information no longer required will be destroyed, erased or send to the Embassy of Canada in
Mexico .

Appendix B Privacy Requirements Section 1 f)


Accuracy
Personal information shall be kept as up-to-date and accurate a form as possible to fulfill the requirements.
Individuals may request to be informed of any personal information the company is holding, and where
discrepancies exist, will be afforded an opportunity to make amendments to the information. The nature of our
business requires certain information to be up to date in order to minimize the possibility that inappropriate
information may be used to make a decision about the individual

Appendix B Privacy Requirements Section 1 g)


Safeguards
We are committed to protecting all personal information with safeguards appropriate to their level of
sensitivity. We will use a four pronged approach in our security of information that will cover the following
areas:

* Physical safeguards (locking filing cabinets, alarms, safes, shredders)


* Technical security (surveillance, database password & encryption)
* Organizational safeguards (up to date policies and training)
* Contractual obligations with third parties (ensuring they are providing equivalent or superior protection of
information)

Regardless of the format in which the information is being held, safeguards are in place to control the privacy of
the information while in use, in storage or in the process of disposal.
Appendix B Privacy Requirements Section 1 h)
Openness
We are committed to providing to the applicants with understandable and easily available information regarding
our policies and practices relating to the management of personal information. Anyone requesting information
regarding our personal information protection practices will be able to contact us at any of our offices,
personally, by e mail or by phone

Appendix B Privacy Requirements Section 1 i)


Individual Access
Any individual may request access to personal information holdings us may have on them. We will provide the
information without undue delay and allow the individual an opportunity to dispute any inaccuracies and make
appropriate amendments. We may request information in order to verify identity and confirm the individual has
a legal right to the information being requested. There are some lawful exceptions that will prevent us from
providing access to information. Inquiries regarding these exceptions or any other questions regarding accessing
personal information can be forwarded to any of our offices

Challenging Compliance
We will encourage anyone who wishes to challenge our compliance with regard to our policies and practices
relevant to the protection of personal information and electronic documents to contact us, we will investigate
all complaints, and if any is found to be justified, we will take the appropriate measures in order to amend our
policies and practices

Appendix B Security/Integrity Measures Section 2a)


We will give to each and every one of our customers the invoice containing all of the charges, indicating
separately our services and the deposit for the visa.
We will continue to use the services of our accountant to present monthly the balance of our bank accounts
according to the invoices of that month, a report of this income will be sent to the Embassy of Canada in Mexico
quarterly.

Appendix B Security/Integrity Measures Section 2b)


We will be receiving payment with debit/credit card in the name of the person applying for the visa, this would
reduce the quantity of money received by us. While the documents are in our offices, they will be put in a safe.
One of the senior directors will be responsible of taking the fees to the bank, they will be always accompanied
by one other person.
About the passports and documents that will be sent to the Embassy of Canada, we will be receiving in our
offices the parcel service agent, to avoid the movement of the documents throughout the city.
The offices will have security system with alarm installed.

Appendix B Security/Integrity Measures Section 2c)


In order for us to accept the documents, the copies will be compared to the originals, and we will only accept
the signature of the applicant if the person’s name and photography correspond to those on the passport and
on an official identification.
We will also validate these documents with the use of UV light to be sure the original documents have not been
tampered with.

Appendix B Security/Integrity Measures Section 2d)


We will encourage the use of MS Excel with a checklist, that will be updated with every change in the status of
the documents, with the date and hour they were received, the date and hour they were sent, the date and
hour they were received by the Embassy of Canada according to the parcel service, the date and hour they are
sent back by the Embassy of Canada and finally the date and hour they are received by us in the end.

Appendix B Security/Integrity Measures Section 2e)


We will implement computer security systems that require the use of a user and password and the use of a
biometric security solution so only the worker can input their user and password after being recognized by the
system.
Also we will hire private security to restrict the entrance of people to the offices, everyone that does not have
an identification badge that accredits them as workers for the service provider should sign their entrance and
show an official identification.

Appendix B Security/Integrity Measures Section 2f)


In the given case that the main office is unavailable, a backup office should exist, that would become active in
about a week after the eventuality, during this time the phone and e-mail service will continue to be provided, in
the case the service is not enough for the applicants, more people will be hired, to satisfy the demand of the
service. If the phone service is surpassed, more lines will be acquired. This kind of augmented service capacity
will probably be required for high demand seasons.

Appendix B Client Service Section 3 a)


All our personnel will be trained to know all the procedures and the visa requirements in order to respond all
the questions the applicants may have, this will include how to fill up the different forms and the different
document for each visa.

Appendix B Client Service Section 3 b)


All of our offices will be a no more than a 100mts from public transportation such as subway or busses, our
offices will have at least 2 private parking spaces for the applicants, also there will be public parking a no more
than 100mts from the office

Appendix B Client Service Section 3 c)


All of our offices will be at least 50sq meters, they will have a reception area were the applicants can ask any
questions that they may have, also there will be an area were the applicants can fill up all the forms, there will
be space to sit and wait their turn if all the staff is attending other applicants, private security will be at all times
present in order to maintain the security, also computers will be available for the applicants in case the Embassy
of Canada in Mexico wants to do video interviews with any of the applicants, and they will be able to fill up their
forms in the computer prior authorization of the Embassy of Canada in Mexico to do it by this media

Our hours of service will be Monday to Friday from 8:45am to 7:00 pm in order to be convenience for the
applicants and for the Embassy of Canada in Mexico

The timeliness of the service will be the next
If the Applicant has all the necessary documents such as application form, consent form signed, and all the fees
paid before 3:00pm the parcel will be shipped to the Embassy of Canada in Mexico the same day if these
documents are given to us after this hour the parcel will be shipped the next business day
The time to arrive the parcel to the Embassy of Canada in Mexico from any of our offices is 24hrs in business
days.
The time that the Embassy of Canada has the documents are not in our hands. Once we receive the parcel from
the Embassy of Canada we will inform the same day to the Applicant by phone

In every one of our offices there will be at least 5 phone lines with enough people to attend it, at least 2 of these
peoples should speak English fluently and 1 should speak French, in the case the service is not enough for the
applicants, more people will be hired, to satisfy the demand of the service. If the phone service is surpassed,
more lines will be acquired

video conferences with the Embassy of the Canada in Mexico with the applicants

All the computers will have encryption software
The computer were the applicant’s information will be stored will have bios password protection, fingerprint
access code, encryption software, Antivirus and firewall protection, this computer will never be connected to
the internet in order to avoid any type of information corruption, this information will also be store in a separate
hard drive this hard drive will be stored only for back up proposes in a safe box, all the information will be
erased from all type of media after 30 days after the passport and documents have been return to the applicant
We also have already scanners in order to digitalization any type of documents
We also will have one computer from where we will track all the documents by the internet, this information
also will be passed to the computer where all the information is been stored also from other computers we will
respond to every one of the e-mails that the applicants send to us

make it possible, as soon as we have the permission to do so, we are more than willing to implement those

We will have a plan were we going to monitor if all the requirement of safety, privacy, security, integrity and
client service are been met, this we will make it by a series of test and each month we will review all the systems
as well as all the procedures and policies in order to always comply with all the requirements, this plan will be in
the business plan document, were we will specify all the test that we are going to use.
