'M glad that the bill reviving the
Reserve Officers ltaining Corps
(ROTC) is making headway at the
House of Representatives, with the
third and flnal rcading scheduled for this
weekbefore Congress goes on recess for
the elections.
With the passage of the ROTC bill
imminent in Congress, it is now up to the
Senat€ t decide whether they want to
promote nationalism by supporting this
bill, or if they want to suppolt the R€ds by
rejecting the ROTC bill.
Because let's b€ blunt, it is only the
Communists and their left-wing allies
who are opposed to any b/pe of law that
will help promote lole ofcountry among
the youth.
It is a fact that many young Filipinos
have become rudderless amid the crntin-
uous campaigl by the yellow opposition
to disd€dit Philippine instihrtions infavor
of the Westem globalist impositions.
Whereas before, doing well in one,s
profession was seen as a worthy goal to
help sen'e the counfuy now the aimless
youth have to fnd their way tlfough a
consumeristh, materialistic, and celeb-
rity-obsessed sOciety
Instead of helping the nation, the
goal of manyyouth nowadaJrs is leave for
abroad and change citizenship.
It doesrit help, too, that our long-
cherished ideas of a strong republic and
a good working government are being
constantly attacked by the Communist
Party, whose goal, it must be said over
and over again, is to gain power tlmugh
violent means-

working to destrcy governrnent through
their agents in the Red-allied party-list
groups and other leftist organizations.
It is time for media people to real-
ize that these organizations should not
be aided in thet propaganda require-
ments since they are out io overthrow
a democratically elected government
that is olerwhelrningy supported by the
people.
Consolidated House Bill (HB) No.
8961 proposes to establish a tlMo-year
basic ROTC program for all students in
Grades 11 and 12 in all public and privatgt'
schools. It will form part ofthe senior high
school curriculum and will be a require-
ment for graduation.
The bill also pmvides thateducational
institutions that fail to implement the
ROTC prcgram shall be subject to dis-
. ciplinary and administrative sanctions
from the Deparhnent of Education and
the Comrnission ori Higher Education.
It also states tllat any student who dwindling numbers.
fails to take the basic ROTC shall un-
dergo a compulsory military training as
pmvided for in Section 14 ofR€public Act
7077. There will be provisions for exemp-
tions, such as those who are physically or
psychologically unfit.
