Titles as Status Bonuses

Given that vampire society reveres status and accomplishment, it’s not a surprise
that those who acquire titles can bring those symbols of accomplishment to bear in
the social arena. Provided the Kindred in question doesn’t mind name-dropping or
laying it on thick, a Kindred can invoke her title for a Status bonus.
System: The player spends a Willpower point. For the duration of the scene, the
player may add the value of the character’s title in addition to the number of dice
granted by her Status Background to dice pools that would be modified by the Status
Background. Failure on this roll indicates that the character comes across as a
sycophant or overbearing. See p. 118 of V20 for more information on using Status in
social situations.

Creating New Titles


The Damned are enamored of any social construct that allows them to display their
importance to one another. Their elaborate sect and clan structures reflect this, and
in addition to the widespread titles widely recognized regardless of geography, any
number of localized titles may exist in any given domain. For example, a Sabbat
stronghold on the border of a Lupine territory may have a Huntsman title respon-
sible for organizing proactive raids against the rampaging werewolves, while an
Anarch might hold a ―diplomatic‖ office responsible for ―recruiting‖ from the more
stable Camarilla stronghold up the highway.

As such, Storytellers and players are encouraged to create titles that reflect the
unique state of their chronicles and home domains. So long as the result is something
that can create a story hook or impress another vampire with its formal recognition,
some Kindred somewhere probably calls it her title.

Negative Titles
Some titles are classified as ―negative.‖ Such titles are invariably detriments to their
holders, whether socially or as indicators of a caste system that marks the individual
as a second-class (or worse) Kindred. Negative titles aren’t stepped in terms of effect
like more positive titles are; they’re just bad — and they stay that way so long as the
title applies to the Cainite.

System: Negative titles inflict a variety of drawbacks upon those Kindred who labor
under their stigma. Cainites with negative titles subtract one from social dice pools in
actions involving those who know they bear the title.
Prince (Camarilla; 5-point Title)

A Kindred becomes Prince by claiming praxis - the right of Princes to rule - and,
if successful, she has the freedom to do as she wishes within her domain — at
least in theory.
A Prince keeps the peace and creates local laws known as the Curiosities; she
also does whatever is required to keep the city orderly and safe from
incursion.

The preeminent vampire of a Camarilla city and probably the most numerous
position of ultimate authority among Western Kindred, Princes are the rulers
of given cities. Some Princes are tyrants or absolute monarchs of the Damned
while others are politically feeble puppets propped up by more powerful
supporters, but the position of Prince is one acknowledged and even
(grudgingly) respected by all vampires, even those not of the Camarilla.
A Prince’s duties and privileges are many, but the most important is the
interpretation and enforcement of the Traditions, particularly the
Masquerade. Beyond that, a Prince has any individual powers he can claim
and uphold, such as declaring Elysium, calling a Blood Hunt, adjudicating
disputes between residents of his domain, the right to claim a blood-tribute,
and potentially even the right to name, ignore, or even disband the Primogen.

Kindred of any age can in theory be Princes, but in reality, goes only so far as
the Kindred members of a domain respect and allow it. A weak or young
Prince might be ineffectual or even a laughingstock, while just speaking the
name of Mithras or Prince Lodin of Chicago might be enough to cause a
shiver of fear down the spines of those cities’ vampires.

The role of Prince is a complex and varied one and much has been said about
it, but ultimately, a Prince is master of the domain.
A Prince’s authority includes:
• Interpreting and enforcing the Traditions within the domain;
• Acknowledging all Kindred arriving in the domain;
• Exiling the undesirable;
• Allotting feeding territory to the clans of the domain;
• Declaring or revoking Elysium;
• Issuing blood hunts on criminals and enemies of the sect;
• Holding Right of Destruction in accordance with the Sixth Tradition;
• Sanctioning breaches of the Traditions (granting the right to Embrace, and
so forth);
• Punishing miscreants for violating Traditions, especially the Masquerade;
• Holding status jurisdiction over her domain

A Prince gains the abiding status traits Authority, Commander, and


Sovereign during her tenure in office. She can offer the acceptance of
Acknowledged to any individual within her territory, without expending a
status trait.

Harpy (Camarilla; 2-point Title)


Harpies are the opinion leaders and the trend-setters to whom other Kindred
look when it comes to matters of taste, style, philosophy, or politics. A Harpy’s
word influences the domain’s attitudes and can be a powerful supporter of
the status quo or a force for insidious change. Harpies are rarely appointed
directly (and Kindred rarely trust those who are). Instead, a Harpy
paradoxically becomes so by acting as a Harpy. The Harpy’s role is often
intertwined with domain politics, and it is a bold or foolish Prince who
neglects those vampires who represent the cutting edge of popular opinion in
her domain.
Those with the necessary skills were often part of the elite social scene in life,
spending their lives as famous gossips, dilettantes and socialites. As in life,
these social butterflies hover where the beautiful people can be found, and
simply fall in doing what they did before. They are unimpressed with
preening, demonstrate remarkable insight into both vampiric and human
nature, and can boast an unerring ability to see through pretense and pose.

A neonate Embraced into the strength of the Ivory Tower might find it
difficult to imagine the historical world of the ancient Camarilla. The
founding of the Camarilla caused a number of vampire customs to be codified
into a complex, world-wide system that invests a great deal of power into the
hands of a position known as Harpy. In the world of the Camarilla, where the
halls of power can often resemble an old boys’ club, the Harpy is as close to an
equal-opportunity position as one may find. A capable Harpy is an arbiter of
social propriety, an enforcer of Camarilla dogma, and a calculating favor
broker who ensures that the local boon economy is secure. Boons and scandals
have long been part of Kindred society, and since ancient times, Harpies have
ensured that the social mores were respected and boons were recorded.
Not only concerned with who said what to whom, harpies are also interested
in the intricacies of Kindred etiquette. There is a right way to do things and a
wrong way to do things, and the harpies make sure things are done right.

Someone on the harpies’ hit list often finds himself banned from all the
premiere social gatherings, and it is not all that difficult to incur this sort of
ostracism. Rudeness, crudeness, speaking out of turn, showing disrespect or
blatant stupidity – all of these can place a vampire squarely in the harpies’
crosshairs.
Harpies are often called on to assist their princes when dignitaries visit. In
these modern nights, the harpies are busy indeed, dealing with the
ramifications of email as a proper method of correspondence, the propriety of
requesting an elder to step through a metal detector or the polite way to
suggest that a potential disease-carrier hie himself to the lab for testing.
A wily Harpy can whisper a word in the right ear and cause untold damage to
a Kindred’s reputation; for this reason alone, they are respected. This respect
gives the Harpies a certain amount of protection against violent retribution.
Woe to the base villain who kills a Harpy for performing her duty! Every
Harpy in the world would band together to destroy such a threat. However,
those who live by the social sword can likewise die by it. A disgraced Harpy is
often punished twice as harshly by her former peers because she should know
better. Any Kindred with the right combination of wit, maliciousness, and
savoir-faire may insinuate herself into the position. Of course any pretender
who tries but falls short will find that news of this particular solecism has
reached the ears of all but the most bucolic of domains.
Many neonates question the actual power of the Harpies, claiming that a
Kindred with the strength to ignore the Harpy’s japes can simply enforce her
will through violence. Such naivete rarely lasts long. All of the elders have a
vested interest in maintaining social power. The Harpy’s work keeps conflicts
confined to the social arena, and that, in turn, keeps elder vampires safer.
These young vampires learn the error of their ways. A Harpy is the apex social
predator of the domain. If the Harpy feels especially vicious, she can
encourage the court to politically snub a social outcast, punishing anyone who
is kind to her target in public. She does so by declaring it scandalous to merely
speak to said vampire in public. A vampire ostracized like this is in an
impossible situation. She can’t leave without being turned into even more of a
laughingstock, and staying only invites more frustration as she endures barely
audible titters from those in on the snub. Further, frenzying due to taunts
leads to severe punishment. Kindred are supposed to be able to control their
Beasts, and the weak should stay at home. Biting insults can be more
devastating to ancient vampires than a blade or gun, especially in an arena
where wit is the only means of attack, such as an Elysium or a Prince’s court.
A vampire who relies solely on brute force is helpless before a Harpy’s assault.
A particularly cunning barb will be picked up and repeated by dozens of other
Kindred, humiliating the target wherever she appears. (Some neonates create
spectacular internet MEMEs and share them between allies to amuse
themselves.) These techniques might seem mild compared to, say, ripping
someone’s throat out with supernatural speed and strength, but remember
that the Camarilla is a society where violence against Acknowledged members
of the court is forbidden, except in special circumstances.

The Harpy may sponsor other vampires as her assistants, as Lesser Harpies, to
bring news, gossip, and information her way. A Harpy with two or more
assistants is referred to by the title ―Master (or Mistress) of Harpies,‖ or simply
―Master (Mistress) Harpy.‖ Some more formal Domains addresses those
powerful Harpies as Chancellors, adding an even deeper sense of protocol to
their work.
As the complex social rules of status developed within the Camarilla, the
Harpies naturally asserted their authority over standing. In early nights, this
authority caused a number of problems. What if several Harpies disagreed?
How do you determine if a Harpy is important enough to remove standing?
Ironically, the mortal world faced a similar problem with the growing banking
industry. The solution for one mirrored the other. Harpies sought support
from the Primogen of their domains, much like banks sought backing from
their governments for legitimacy. These nights, the alliance between the
positions of Primogen and the Harpy serves as a counterbalance to the office
of the Prince. A Harpy must have backing from the Primogen to maintain her
position. The Primogen need a strong Harpy to ensure their power.
The Primogen Council formally selects the Harpy by a simple majority vote.
As long as the Harpy maintains the Primogen Council’s support, she
continues to serve in her office.
Em resumo, as Hárpias são operadores do direito e, na falta de um Chanceller,

A Harpy’s authority includes:


• Brokering and negotiating boons on behalf of members of the domain;
• Maintaining the official record of boons for the domain;
• Judging and mediating conflicts over boons for the domain;
• Advising and informing the Prince about recent events;
• Administering praise or scandal to the Kindred of the domain;
• Appointing up to two Lesser Harpies (permanen tdeputies) into her service;
• Exiling the undesirable from the domain;
• Monitoring and enforcing status expenditures within the jurisdiction of her
Prince’s domain

A Harpy (or Master Harpy) gains the abiding status traits Prominent, Noble,
and Guardian during her tenure in the office. A Lesser Harpy gains no
abiding status of her own, but temporarily gains the abiding status Guardian
at her local gathering, if the Master Harpy is not in attendance.

Keeper of Elysium (Camarilla; 1-point Title)

This is a largely honorific title, though it has many practical responsibilities.


The Keeper of Elysium assures that the customs of Elysium are observed, and
is a caretaker of sites declared Elysium by a Prince.

Elysium is a place designated by the Prince of a city as one of the few places
where Kindred can interact with their peers and be reasonably secure from
violence. It is an honor to be responsible for such a sacred place. The Keeper
of Elysium has impressive powers, but can only use them within certain
strictly delimited boundaries. The keeper may cancel an event at any time,
even minutes before it is to begin, on the grounds that it threatens security
and the Masquerade. (Whether or not the claim is accurate is irrelevant; the
keeper has that authority to use as she sees fit.) Such power, while not as
impressive as the scourge’s right of destruction, can be used to great effect; the
vampire who has spent months puffing himself up over a recital at Elysium
only to have it blithely cancelled stands to lose a great deal of status.
In the confines of Elysium, the Keeper has the authority to take whatever
actions she feels are necessary to preserve the Masquerade and the sanctity of
Elysium. Keepers are charged with the physical security of Elysium as well as
the societal ramifications of what transpires there.

On occasion, he may need to play host, circulating among his visitors and
making sure things are going smoothly. (mordomo, viu só?) If the prince
requests that refreshments be provided, it’s the keeper’s job to procure them.
When several Kindred want to make use of Elysium to stage some event (such
as dancing lessons, a debate or even a music recital), the keeper needs to juggle
the social calendar to ensure that everyone gets a turn and that the Brujah’s
often noisy debates will not be trampling the Malkavian performance artist’s
exhibit of silence. If curious mortals peek in the windows, or a hapless mortal
security guard wanders into a Kindred gathering by accident, the keeper must
see about removing the intruders neatly. If an incident occurs that attracts
the wrong kind of mortal attention, the keeper needs to clean it up, and he
may call on any necessary resources to do so. (inclusive Scourges e Hounds, com
a participação do Xerife) Relying on this sort of fiat too often, however, is a
good way to draw a prince’s ire, and the best keepers are often those who are
noticed least. The Keeper of Elysium must approve all gatherings held in
Elysium and may deny, without notice, any function, event, or party on
Elysium if she believes that it would be a threat to the Masquerade or the
attending Kindred. Residents of a domain derive prestige, power, and pleasure
from events held in Elysium. Kindred love to hold business dealings and
entertain visiting dignitaries from distant domains in impressive Elysiums as a
symbol of power for their domain. Prestige-conscious social climbers request
permission to host balls and exhibits in a beautiful Elysium. And, of course,
those who wish to speak with the Prince must often enter Elysium to do so.
Additionally, the Keeper is expected to control the presence of weapons
within Elysium, a job he often requests the sheriff perform. As such, she has
the right to search any Kindred who requests entrance, and to deny entrance
to anyone she pleases under the authority of her post. This includes refusing
her Prince entry; the Keeper’s powers overrule the Prince’s authority on
Elysium grounds (though exercising this authority capriciously or unwisely
almost always leads to problems).

reforçar a importância do Elísio enquanto lugar de neutralidade e segurança.

de dignatários. Nos EUA aludo o Keeper ao Serviço Secreto, que é
especializado nesse tipo de função.

• Removing weapons from Kindred on Elysium;
• Using any force necessary to defend Elysium;
• Exiling the undesirable from the Elysium;
• Commanding all mortals (including Retainers) within Elysium;
• Holding immunity from prosecution from the Prince or Harpy when in
defense of Elysium;
• Holding status jurisdiction in the Elysiums within her Prince’s physical
domain

A Keeper of Elysium gains the abiding status traits Enforcer and Guardian
during her tenure in office.

Scourge (Camarilla; 1-point Title)


In this time, which many elders believe to be the Time of Thin Blood, the
Scourge is responsible for destroying those vampires of 14th and higher
Generation. This is a position most often found in paranoid domains where
elders believe that fighting the symptoms of the Final Nights will stave off the
coming of Gehenna. The Scourge’s Status is often considered one dot higher
for the purposes of social interaction with elders, who appreciate the
Scourge’s efforts to stave off the Time of Thin Blood.
The Scourge is charged with culling the city of undesirable vampires,
specifically those created without the Prince’s permission; often these
undesirables include Caitiff and other thin-blooded vampires. Many cities
have refused to institute a Scourge, but a number of Princes leveraged the
fear of the infamous ―Time of Thin Blood‖ prophesied in the Book of Nod to
add to their muscle. Princes sometimes secretly use the Scourge to eliminate
enemies.
Some claim that the station of Scourge is an ancient post dating back to the
Dark Ages resurrected in modern times, others argue that it is an entirely new
creation. Regardless of the historical truth, in cities where a Scourge stalks the
night, she is a mythic bogeyman and source of fear for illegitimate vampires.
The Ivory Tower treats the position with a certain amount of disdain. Many
humane Kindred actively shun those who serve as Scourge, calling them
unredeemable slaughterers.
The few Kindred who attempt to keep the Scourge fully integrated in
Camarilla society are rarely appreciated by either the Scourge or their fellow
Kindred. On a typical night, a Scourge may travel to dismal, less populated
parts of the city. There, she searches for signs of fugitives, such as rats and
stray dogs drained of blood or street people who are more jumpy than usual.
Some Scourges set traps, while others hunt Caitiff down like beasts. Some
Princes demand the prey be brought back alive for questioning, in hopes of
learning who sired the child. Others are content to see the heads or fangs of
the night’s take. Occasionally, sometimes based on a rumor or a tip, sometimes
not, the Scourge visits the city’s regular Kindred, looking to see if they are
harboring illegally created childer. On such occasions, wise Scourges are even
more cautious than normal, since older vampires are far more cunning and
dangerous than the fledglings they normally hunt.
Scourges in general are not the most popular vampires around. Most are
loners, and if they are not initially, the demands of the position soon ensure
that they are. Few Kindred are comfortable around the local scourge, and
even princes hold their hired exterminators at arm’s length. Embittered and
isolated, most scourges soon grow disdainful of Kindred company, shunning
Elysiums in favor of ―work.‖ A few far-sighted Kindred (usually those who
have some psychological work in their backgrounds) continually attempt to
draw their local scourges into Kindred social life, fearing that without social
contact scourges will become automatons, killing machines unable to tell the
difference between friend or foe. Such efforts have met with mostly poor
results. Some scourges scorn such ―do-gooder‖ attempts as muddling with
their thinking, while others find the forced jollity only emphasizes the gulf
between them and their fellow Kindred.

A Scourge gains the abiding status trait Enforcer during her tenure in office.

Sheriff (Camarilla; 2-point Title)


The Sheriff is the Prince’s right-hand Kindred, responsible for the physical
enforcement of Princely decree. Some Sheriffs are diligent masters-at-arms
while others are thuggish, bloody fuckheads who abuse their authority to
torment those beneath their station. A Sheriff may appoint Hounds to assist
him (or the Prince may appoint them, in the interests of curtailing a Sheriff’s
overt power).
Of course, empowering one’s agents to act above the law is the textbook
indicator of tyranny, and the sign of a desperate or oppressive Prince. Such
Princes may not last long, but they do so at great cost to their reputations (and
those of their Sheriffs) in the long term. In such cases, a Storyteller may rule
that a Tradition-breaching Sheriff’s Title Status is actually only 1 instead of 2.
Needless to say, those Sheriffs who breach the Traditions out of their own
political expediency rather than in the Prince’s interests may soon find them-
selves stripped of their titles and starved of blood.

The function of a Sheriff is to serve as the Prince’s chief enforcer, policing the
Kindred community for violations of the Traditions. Though Princes are
increasingly employing cautious, tactically savvy enforcers and investigators,
common wisdom continues to cast the Sheriff as the Prince’s best thug. In
addition to repairing violations of the Masquerade – a task made more vital
and dangerous by the rise of public media and the hunter threat – the Sheriff
must always be prepared to defend the domain in time of crisis. Sheriffs and
their deputies visit communal and trending hunting grounds to ensure that
everything is suitably quiet. They listen to EMTs, the police, the local media,
and similar sources for rumors of suspicious occurrences.

During wartime, the Sheriff is often called upon to be the local warlord, called
Dux Bellorum, coordinating the domain’s actions and personally leading the
battle. A Sheriff may select deputies to assist her in this task, granting them
authority for the evening. Most Sheriffs see the Scourge’s duties as
encroaching on their jurisdiction, so the two positions rarely get along. The
rest of the city’s Kindred usually just try to stay out of their way.
A Prince typically expects the majority of her court officers to use elegant
solutions, but the Sheriff is allowed a certain amount of leniency in this
regard. Problems sometimes require physical resolution, and as long as Final
Death is not reached, the Prince and the Primogen will look the other way
when the Sheriff bends the rules. If the object of the Sheriff’s ire is disliked,
the Harpy might even gleefully reveal the details of her punishment to the
entire court. A crafty Sheriff knows where the line is between doing her job
and offending the court.
Keepers of Elysium and sheriffs can be each other’s best friends or worst
enemies. A keeper who insists on dealing with security herself at Elysium risks
stepping on the toes of the sheriff, who believes that such an action indicates
to the harpies he’s incompetent. A sheriff who muscles into Elysium and
conclave security without asking about existing plans may alienate the keeper,
depriving him of much-needed support when it comes time to press for
tighter security measures (such as heat sensors). On the other hand, when the
two offices work hand in hand, particularly during conclaves, they can weave
a web that could hold back the sea. Keepers and sheriffs often have a great
deal to say regarding the selection of the other, and it is not unknown for a
particularly tightly knit pair of Kindred to hold both offices jointly.

• Protecting the Prince within her domain;
• Holding status jurisdiction in her Prince’s physical domain

A Sheriff gains the abiding status traits Enforcer and Privileged during her
tenure in office.

Primogen (Camarilla; 3-point Title)

Eu! Eu! Olha mãe, olha, agora vão falar sobre mim!

Primogen is a flexible title. In some domains, a Primogen is simply the eldest


and most influential Kindred of a given Clan. In others, a Primogen is a
member of a council of advisors to the Prince. In some domains, Princes
appoint the Primogen (and they may even appoint multiple Primogen of the
same Clan, to keep that Clan divided) while in other cities, Primogen arise
from among the most powerful members of that Clan or as a result of popular
Clan politics. This is perhaps the most difficult of Camarilla titles for a new
Kindred to understand.
Jurgen von Verden, Prince of Magdeburg, is believed to have coined the term
Primogen. He recruited a number of important elders to his Primogeniture
Assembly to provide counsel for his war efforts to take the old Kingdom of
Transylvania from the Tzimisce. Individual Princes, wanting the support of
local elders and other important Kindred, shared their power with these
councils. After the Convention of Thorns, it became common for domains to
have a Primogen Council to ensure stability. In fact, it became a matter of
prestige for a Prince to have important elders on her council as a show of
strength.
The Primogens’ main authority is to socially monitor, reward, or punish their
clanmates within the domain. Primogen carefully watch their peers to ensure
against abuse of the office’s powers. Primogen who boost the prestige of their
clans undeservedly and get caught will certainly receive backlash from the
Harpy.
Primogen speak for their clans during Primogen meetings and at formal court.
In modern nights, the Primogen Council acts as an advisory council to the
Prince. Traditionally, the Primogen Council is drawn from the most
influential member of each pillar clan of the Camarilla. Occasionally, a Prince
might offer an influential member of a non-pillar clan a place on the council.
This is unusual, but is not considered scandalous, if said Primogen is powerful
and seen as a benefit to the Ivory Tower. However, should this unusual
Primogen fail, the Prince pays the political price in terms of scandal from the
Harpies.
The Courtesies of a domain determine exactly how a Primogen is selected.

Some domains may have their clans elect their Primogen through democratic
vote, while others seem to merely reach a popular consensus amongst the
elders of the clan. The Prince has the right to refuse a Primogen seat to a clan
if it lacks sufficient population within the domain, or as punishment for
miscreant misbehavior. This is a dangerous political maneuver, as it can lead
to grudges and bad blood between the Primogen and the Prince.
Wise Kindred visiting a new city will meet first with the Primogen to learn
the local Courtesies before seeking Acknowledgement, lest they blunder into
a social error.

A Primogen’s authority includes:


• Administering punishments or rewards to members of her clan;
• Advising and informing the Prince about recent events;
• Speaking for the clan at meetings of the Primogen Council;
• Allotting feeding territory to the members of her clan, from territory
granted to the clan by the Prince;
• Holding jurisdiction over members of her clan who have recently visited or
dwell within her Prince’s domain. Isso quer dizer que quando outros Tremere

A Primogen gains the abiding status trait Noble during her tenure in office.

Seneschal (Camarilla; 4-point Title)

The term Seneschal once described a role in ancient noble households charged
with managing domestic arrangements, overseeing servants, and
administrating outlaying provinces. In Camarilla domains, the Seneschal is
traditionally the Prince’s most trusted assistant, and she speaks for the Prince
in her absence. On any given night, the Seneschal must be a capable manager,
executive officer, proxy hostess, or any one of a dozen other functions the
Prince may require. A Prince will often direct her Seneschal to screen
Kindred who wish an audience, forcing them to convince the Seneschal of the
discussion’s importance. Unwise Princes may command their Seneschals to
perform unpleasant duties; this almost always comes back to haunt them later.
Others turn hapless Seneschals into scapegoats during uncomfortable political
situations, claiming the Seneschal did not give the Prince accurate, complete,
or timely information. Most vampires try to curry favor with the Seneschal,
for this august Kindred usually has the ear of the important vampires in the
domain.
While a prince may wish to have final authority on the choice, a number of
primogen councils have fought to ensure a seneschal candidate to their liking
is installed. If the prince is seen as weak or is not well-liked, the fight becomes
even fiercer. After all, accidents do happen, the primogen insist, and it were
best that the next in line is someone worth having to avoid entanglements at
such times.
The selection of a seneschal has any number of criteria, varying from prince
to prince, and from primogen to primogen. Some prefer tractability over
trust, while others see some independence and common sense as ideal
qualities. Few primogen have ever permitted a seneschal to be of the same
clan as the prince, seeing it as invitation to disaster in the form of clan
favoritism.
While a Seneschal may choose not to work directly against an offending
vampire, a clever one can easily filter the information she puts forth so as to
make the object of her ire appear a fool or a threat to the Prince.
Serving as the focus for those who would speak to the Prince allows the
Seneschal access to an impressive amount of information, and many manage
to keep as well informed as the Harpies. In certain cases, an informal rivalry
may develop between the Seneschal and the Harpies to determine who has
access to better gossip. Such competition is dangerous for any Seneschal, for
it is easy for other Kindred, from the Keeper of Elysium to the Prince, to
perceive her as a rival for power and influence. The primary advantage to
taking this labor-intensive position is that if the Prince dies or is cast out by
the Primogen without a clear contender for praxis, the Seneschal becomes the
legal Prince in the eyes of the Camarilla.

A Seneschal’s authority includes:


• Holding authority to act and speak in the Prince’s stead, when the Prince is
not in attendance or when the Prince is absent from the domain;
• Gaining the ear of the Prince: the Prince cannot refuse to hear a request
from the Seneschal. (Whether or not the Prince grants the request is another
matter, but she cannot refuse the Seneschal the opportunity to make it.);
• Holding status jurisdiction over her Prince’s physical
domain

A Seneschal gains the abiding status trait Noble during her tenure in office,
and she temporarily gains the abiding status Authority when at a local
gathering, if the Prince is not in attendance.

Hound (Camarilla; 1-point Title)

The Sheriff is sometimes granted the ability to appoint Hounds, who serve as
his investigators and enforcers. Hounds may be keen-eyed, quick-witted fact-
finders, but just as frequently, they’re sadistic bullies who take pleasure in
their sanctioned brand of corrupt justice.
During an investigation or interrogation, a Hound may breach the Traditions
if it becomes necessary to bring a rogue Kindred to heel. Princes generally
grant Hounds a good deal of leeway in this regard, but repeated or egregious
breaches, or violations that compound the crimes of a transgressor may well
earn the Hound a censure or worse. See the entry for the Sheriff, above, for
more information on treating the Traditions too malleably.

Herald (Camarilla; 1-point Title)


The Herald acts as the Prince’s voice, making the Prince’s edicts known to the
domain. For example, a Herald recites the domain’s policies at Elysium, and
speaks the results of any formal convocations where a Prince and her court
define new laws. As well, a Herald announces the arrival of august and titled
Kindred at formal events and at Elysium. This function can be abused, as a
Herald may deliberately delay or misspeak the policy in question. Such
Heralds rarely hold on to their positions after such treachery, however.
If a Herald hasn’t spoken a policy aloud, that policy does not yet affect the
Kindred. A Cainite can’t be retroactively held accountable for something he
didn’t know broke the laws of the domain, especially if the policy recently
changed or had been decided but not yet communicated.

Chancellor (Camarilla; 1-point Title)


In very formal domains, the Chancellor maintains records of prestation,
defining who has pledged what to whom. Not all domains use the services of
the Chancellor, while others roll its duties into those of the Harpy (see above).
Some sects other than the Camarilla make use of the position (sometimes
under a different title) as well. In some of these very conservative domains,
the Chancellor reads the roll of domain debts before any official gathering of
the city’s Kindred, so that the state of Kindred obligations is made known to
all.
The Chancellor has final say over the validity or satisfaction of a boon (see the
prestation rules in Chapter Two for more information). If a Chancellor
declares a boon satisfied or still owed, the debt still exists, and any challenge to
that debt held either by the debtor or the debt-holder must be settled with the
Chancellor or the Prince.

Whip (Camarilla; 2-point Title)

The whip is a clan title, whose role is being the Kindred in charge of
motivating other members of the clan to present a unified face in matters of
clan politics. A whip’s duties may be invisible to members of other clans, as
with internal matters, or may be evident at a Prince’s court or other citywide
function, often by the Whip’s bullying his clanmates to toe the line on a
question of public importance.
Whips are used in the mortal governments to keep members of a political
party informed as to each other’s doings, to keep discussions productive and
to round up the appropriate members when it is time for voting. In Camarilla
cities, a number of clans employ whips for similar purposes.
A primogen may choose not to employ a whip if the situation does not merit
it. After all, when the local branch of a clan numbers four, and one is serving
as primogen, keeping the rest informed is usually a simple matter. On the
other hand, in a large city with eight clan members, a whip can be very useful.
Despite being a recognized title, a whip has very little actual authority, relying
on force of personality (or dire threats) to cajole his clan-mates. Those
Kindred possessing the title of whip usually have impressive Expression- or
Intimidation-related dice pools at their disposal when clan politics are at issue.

The Primogen Council is usually limited to the single eldest or most


influential member of each pillar clan, which limits the council membership
to six or seven Kindred in most cases. Nevertheless, many Primogen like to
maintain a lieutenant or executive assistant of sorts, as a means of displaying
clan unity and to help manage particularly numerous clan populations within
a domain. This assistant is often assigned to keep track of tedious details that
do not demand the Primogen’s complete attention. In Great Britain and the
United States, the Primogen have adopted the term Whip from their mortal
legislatures to describe the Kindred serving under them.
Whips in clan meetings serve to goad discussions along by whatever means
necessary. This can include filling in details the primogen has inadvertently
forgotten, shouting down more vocal clan members to allow the quiet ones a
chance to speak up, insulting someone into blurting out his true opinion or
throwing out the occasional inflammatory gambit just to get the ball rolling.
Whips may also attend to those reclusive clan members who cannot or will
not attend clan meetings for reasons of their own. The jockeying and
maneuvering among these lesser Kindred can be quite intense as the
Primogen like to present the position of Whip as a route to prestige and
power. Primogen gloss over the fact that there is room for only one Primogen
in each clan, and these subservient vampires will only get that post by leaving
for another domain or over the dead body of the current one.

A Whip gains no abiding status of her own, but temporarily gains the abiding
status Noble when at her local gathering, if the Primogen is not in attendance.

Dux Bellorum (Camarilla; 4-point Title)


When the Camarilla mobilizes its members as a war-force, it often selects a
Dux Bellorum from among the ranks of the Archons, Justicars, or even
extremely competent Alastors. The Dux Bellorum is a battle marshal, the
master of a Camarilla combat engagement. He may be a front-line warlord,
leading a bloody charge into a Sabbat domain, or he may be a scheming
tactician, organizing guerilla strikes to destabilize an enemy territory from
within.
The wrath or cleverness of the Dux Bellorum motivates the other Kindred.
The Dux Bellorum is the field authority in matters of war, so this title’s value
indicates his narrow but unquestioned rank during assault, sieges, and other
periods of open conflict. Even Princes and Justicars defer to the Dux
Bellorum (even if they’re not always happy about it).

Mystic (1-point Title)


The Mystic Kindred is known by many appellations: sage, spiritualist, sorcerer,
witch. The vampires who earn the title of Mystic (or its local equivalent) are
acknowledged as skilled in the secret ways of the occult, ―the black arts,‖
witchcraft, or even infernalism (????) . Tremere and Tzimisce often hate
Mystics, whom they regard as either threats to their own power or bloody
pretenders.
Few seek to rouse the ire of a known mystic, because those who bargain their
souls (quem foi que escreveu isso??? um infernalista?) or their standing for
otherworldly power make heinous foes. Of course, a Mystic may well be a
charlatan, with little more than trickery or clever Discipline use supporting
this title and reputation.
Warden (2-point Title)
…ou o Scourge with lasers. Derrepente um “Scourge Chefe”?
Kindred society occasionally gives rise to Wardens, particularly in contested
or tenuously-held domains. Wardens exist in some form or another in all the
sects. The duty of the Warden is to beat the boundaries and patrol the borders
of the domain so that ―they‖ don’t get in, whoever ―they‖ may be. Sabbat,
Anarchs, conniving Camarilla — so long as someone’s trying to take the
territory away from the vampires who hold sway there, a Warden has people
to turn back... or destroy.
To hear the powers that be tell it, the Warden is an ugly responsibility, but
someone has to do it. The Warden has the right to attack and kill unidentified
or foreign Kindred in an established domain. Of course, if the Warden is
overzealous and finds out that he’s just killed someone granted the Prince’s
privilege or recognition by the archbishop, he’d better have a good alibi or a
clueless patsy. In some domains, Wardens are compensated because their work
is so unpleasant: Princely decree or ecumenical favor can grant an additional
point of Resources, Herd, or Influence so long as the Warden remains faithful
in her duties.

Consul (3-point Title)


Ah, sinal dos tempos! Embaixador da boa-vontade entre Seitas!
The title of Consul has many variations, but the primary responsibility is to
act as a cultural diplomat between sects, clans, or any other Kindred factions.
For example, two neighboring domains, one Camarilla and one Sabbat, might
each have a resident Consul in the other sect’s city to act as liaison and
advisor. When a member of the home domain has a question about the
organization to which the Consul belongs, she may approach and ask the
Consul.
Needless to say, the duties of the Consul sometimes place her in very difficult
political situations, many of which can escalate into violence, especially if the
relationship between the two Kindred factions is hostile. Thus, Consul is
often a title granted to either very powerful Kindred or those whom the
home domain wants to simply disappear.
The honesty and respect of the Consul is paramount. When a domain doesn’t
trust its visiting Consul, that Consul had better head quickly home, or he may
well find himself banished, staked, or even burned in protest. If the Consul’s
home domain believes he’s more of a liability than an asset, the home
authority may revoke his diplomatic status, effectively stranding the erstwhile
Consul in a hostile domain.
A Consul may apply Status accumulated in her home domain as well as the
Status reflected by her title to social dice pools while in her diplomatic do-
main. (For other Kindred, Status in one sect is unrecognized by other sects, at
least formally; see V20, p. 118.) Note that this Status benefit ceases to exist in
times of open war between the two factions.

Global Positions
Inner Circle (Camarilla; 7-point Title)
The Inner Circle is the secretive cabal, compromised of a single member of
every pillar clan, that controls the Ivory Tower. It is the archetypical secret
society, inspiring legends for countless conspiracy theorists’ nightmares,
exerting its will subtly, with frightening effectiveness. Few know the
identities of the current membership of the Inner Circle, but none can deny
that these Kindred are the true political hub around which the Camarilla
revolves. None are certain exactly how the members of the Inner Circle
achieve their position, except simply by surviving to be a ripe old age and
ascending to monstrous power.
Every 13 years, these secret masters meet in Vienna to discuss potential
threats to the Camarilla and the sect’s future. Many believe that the Inner
Circle takes an active hand in guiding the Ivory Tower, directing the Justicars
as necessary and shifting the direction of the sect. Those who have aroused
the Inner Circle’s collective anger have usually done so in spectacular fashion,
resulting in the greatest punishment that can be levied: a place on the Red
List, essentially guaranteeing the criminal an eternity-long blood hunt.
Members of the Inner Circle can expend their status namelessly, using the
Justicars as their mouthpieces for the expenditure. Often when they do this,
they choose to expend the status Ominous, which is only possessed by the
Inner Circle, in order to allow the politically savvy to understand where the
command originated.

The Inner Circle’s authority includes:


• Appointing or removing Justicars
• Determining the Ivory Tower’s political and social direction
• Ruling upon Camarilla-wide issues and doctrine
• Issuing edicts to alter the fundamental doctrine, law, or custom of the sect
• Defining methods of judgment and punishment
• Naming individuals to the Red List
• Appointing or removing the Imperator
• Holding immunity from the authority of any lesser sect office;
• Appointing Alastors to the sect;
• Holding global status jurisdiction

A member of the Inner Circle gains the abiding status traits Ascendant,
Authority, Commander, and Ominous during her tenure in office. Ominous
is an NPC-only abiding status trait granting the highest level of command;
nearly everything that is allowable falls within its capacity. When a member
of the Inner Circle expends a status to give an offending Kindred the
negative status Disgraced or Forsaken, this status can only be removed by
another member of the Inner Circle.

Imperator (Camarilla; 6-point Title)


The modern nights are desperate times, and upon occasion, the Camarilla
turns its full attentions to a crisis or a war effort. In these moments of sect-
wide gravity, the Ivory Tower appoints a ―Justicar of Justicars,‖ a field marshal
of terrible potency who serves as the champion for the whole of the Camarilla
cause. Even the members of the Inner Circle rally around the Imperator, for
the very invocation of the title means the sect sees possible doom in its future.
The Imperator may nominate and command from one to three Dux Bellorum
title-holders.
The Kindred of the Camarilla will follow the Imperator into hell itself, should
the Imperator ask them, and will remain their own masters instead of
succumbing to the rage, hunger, or fear stoked by the Beast. As such, Ivory
Tower vampires who heed the Imperator’s rally can push themselves to ever-
greater extremes without descending into Beast-maddened maniacs — for a
time. This dominance of reason gives the Imperator’s forces the edge
necessary to overcome more primal foes.

Justicar (Camarilla; 5-point Title)


These are the judges appointed by the Inner Circle to be the Camarilla’s eyes,
hands and, if necessary, fists. It is the Justicars who decide the punishment for
those who have violated the Traditions on a widespread level. A Justicar
serves for 13 years, and her actions may be challenged only by another Justicar.

Archon (Camarilla; 4-point Title)


Each Justicar selects a number of minions, known as Archons, to act in his
name as suits his purposes. Archons are typically chosen from the upper ranks
of ancillae and occasionally elders of lesser station. Justicars occasionally
choose Archons to carry out specific missions, and prefer political savvy,
insight, and skill over standing and clout. An Archon’s position typically lasts
for as long as a Justicar wishes to retain her, but no longer than the Justicar’s
tenure.
Archons are considered above the law, because they serve the Justicars and the
Inner Council; they may not be held accountable for transgressions against
the Traditions in domains they visit.
Alastor (Camarilla; 2-point Title)
If the Archons and Justicars are the law enforcement agencies of the
Camarilla, the Alastors are the secret police. Moving unseen and unnoticed
through the Camarilla, they serve a variety of purposes at the Inner Circle’s
command. Mostly, however, the Alastors hunt the most dangerous criminals
to the Camarilla — those on the so-called ―Red List.‖ While the anonymous
existence of the Alastors can be a difficult one, it does have its rewards,
specifically a more-or-less universal immunity to prosecution from local
Princes.
An Alastor’s powers are significant but narrow. Like an Archon, an Alastor is
not subject to the declarations of Princes or even the governance of the Justi-
cars, but enjoys this condition only when hunting the Anathema.

Outcast (Camarilla; Negative Title)


An Outcast is a Kindred who is considered persona non grata by the Prince. An
Outcast enjoys none of the rights or privileges granted to all acknowledged Kindred
in that domain. An Outcast isn’t necessarily banished from the domain, though she
may be. Often, the title is conferred upon truculent fledglings or other
―inconsequential‖ vampires a Prince considers below his notice, when the tumult
caused by declaring a Blood Hunt upon her is unwarranted. Indeed, once the
transgressing Kindred calms down or apologizes, many Princes often rescind the
Outcast title. Only a Prince may declare or revoke the title of Outcast, though she
may delegate this authority at her discretion.
The Outcast title supersedes all other titles or Status Backgrounds a Kindred may
have. Thus, an Outcast adds no Status bonuses to social dice pools; instead he
subtracts one from social dice pools in actions involving those who know he’s an
Outcast.

Clan-Specific Titles
Each of the Cainite sects has a different ideology, and the agenda driven by this
philosophy dictates a variety of roles and responsibilities for those who would rise to
prominence in their sect.

A few of the titles and offices held by vampires are mentioned in the information
about sects. Indeed, with any number of domains and unique situations that
characterize the world of the Kindred, the number of distinct titles is never uniform,
nor is their exact function. What we have above are some of the more consistent and
widespread titles among the dominant sects. These may serve as models for
Storytellers to use in their domains, or they may be useful as points of comparison for
new titles. Please see the information on each sect for more about a position's duties
and priviledges.
Titles may emerge among clans as well as sects. The titles to which each clan accords
Status reflect the interests and agendas of those clans, rewarding both the individual
Kindred and the clan itself (if the titled Kindred is doing her job properly).
Independent clans are the most frequent users of unique, clan-specific titles because
these clans are essentially self-contained sects. Still, every clan, in having its own
unique identity, has certain functions or characteristics it reveres above others.
