Credit Requirements:

Commit to sharing with USGBC the resulting whole-project water usage data for a five-year
period beginning on the date the project accepts LEED certification or typical occupancy,
whichever comes first. This commitment must carry forward for five years or until the building
changes ownership or lessee.

Documentation Requirements:

Letter committing to share water usage data, compiled into monthly and annual summaries, with
USGBC for a five-year period beginning on the date of LEED certification or when the project
reaches typical occupancy, whichever comes first.

Fundamental Commissioning and Verification

Completion Phase: Pre-Design

Credit Requirements:

Support commissioning process as outlined in Commissioning Agent Toolkit. Develop Owner’s


Project Requirements in early stages of pre-design. The OPR details the functional requirements
as well as the expectations of the building’s use and operation. The intention is to document the
owner’s requirements and objectives for the project to verify that those goals are carried through
the life of the project. The OPR outline should include the following:
▪ Key project requirements. Items that the Cx process will focus on and that the owner has
deemed critical to the project.
▪ Occupant requirements. Functions, number of occupants, and schedules for the building.
▪ Budget considerations and limitations. The expected cost restrictions and considerations
for the project’s design, construction, and commissioning process.
▪ Target goals. The owner’s overall goals, such as energy efficiency and sustainability.
▪ Performance criteria. The standards by which the project will be evaluated by the Cx
team. Each criterion should be measurable and verifiable. Potential topics include
general, economic, user requirements, construction process, operations, systems, and
assemblies.
▪ Operations and maintenance requirements. Established criteria for ongoing operations
and maintenance, as well as training requirements for personnel.

Develop Owner’s Project Requirements document with Commissioning Agent and LEED
Consultant.

Building-Level Energy Metering

Credit Requirements:

Commit to sharing with USGBC the resulting whole-project energy data and electrical demand (if
metered) for a five-year period beginning on the date the project accepts LEED certification or
typical occupancy, whichever comes first. At a minimum, energy consumption must be tracked
at one-month intervals. This commitment must carry forward for five years or until the building
changes ownership or lessee.

with USGBC for a five-year period beginning on the date of LEED certification or when the project
reaches typical occupancy, whichever comes first.

Green Power and Carbon Offsets

Completion Phase: After Construction

Credit Owner: Client/Owner

Credit Requirements:

Engage in a contract for qualified resources that have come online since January 1, 2005, for a
minimum of five years, to be delivered at least annually. The contract must specify the provision
of at least 50% or 100% of the project’s energy from green power, carbon offsets, or renewable
energy certificates (RECs).

Green power and RECs must be Green-e Energy certified or the equivalent. RECs can only be used
to mitigate the effects of Scope 2, electricity use.

Carbon offsets may be used to mitigate Scope 1 or Scope 2 emissions on a metric ton of carbon
dioxide–equivalent basis and must be Green-e Climate certified, or the equivalent.

Documentation Requirements:

Provide purchase contract or letter of commitment showing REC, green power, or carbon offsets
for targeted point threshold.

EQ Prerequisite 2
Environmental Tobacco Smoke Control

Completion Phase: Design

Credit Owner: Client/Owner

Credit Requirements:

Prohibit smoking inside the building.

Prohibit smoking outside the building except in designated smoking areas located at least 25
feet (7.5 meters) from all entries, outdoor air intakes, and operable windows. Also prohibit
smoking outside the property line in spaces used for business purposes.

Signage must be posted within 10 feet (3 meters) of all building entrances indicating the no-
smoking policy.

Documentation Requirements:

Copy of no-smoking policy or signed letter from owner describing project’s no-smoking policy
and enforcement.
