Resolution on the Basic Objectives of the Union

Proud of the traditions and the past of the Union, as the guide, leader and common

platform of all students:

The convention of the Muslim University Union declares:-

That the Union is an organization of all students, irrespective of religion, caste, creed,

sex and nationality.

That its primary duty is to serve the students by:-

(1) Making the Union platform, an instrument of the expression of their views,

grievances and demands,

(2) Initiating and organizing self-help and relief activities among students,

(3) Developing the power of debating and acquirement of general knowledge about

current affairs among its members, and

(4) Establishing contacts with Unions and Organization of students of other

students as a means of establishing unity and solidarity with the general student

movements of India.

Resolution of Ratification

Of

THE NEW CONSTITUTION

OF THE

M.U.S. Union, Aligarh

“This House decides that the New Constitution of the Aligarh Muslim University
Student’s Union shall come into operation from the midnight of the 17th Jan., 1952 in
place of the old constitution.

CHAPTER I

NAME AND OBJECTS

1. The name of the Union shall be the Aligarh Muslim University Student’s Union,

hereinafter mentioned “the Union”.

2. The objects of the union shall be:-

i. To promote the welfare and advance the interest of the students of the

University.

ii. To foster corporate and social life among the students of this university.

iii. To arrange social service and welfare work, and

iv. To establish and promote fraternal relations with the students in other

parts of India and abroad.

3. The above mentioned objects shall be secured by:-

i. Holding debates, discussions, symposiums, declamation contest,


organizing study circles, arranging excursions, receptions and other
suitable means,

ii. Maintaining a reading room, and a school and

iii. Organizing indoor-games etc.

CHAPTER II

MEMBERSHIP

1. Every student of the Aligarh Muslim University shall be an ordinary member of


the Union and shall pay annas/8/- per month as membership fee.

2. Subject to the approval any distinguished visitor may be requested by the


Executive Committee of the Union to accept the Hony. Life Membership of the
Union.

3. Any person who has been an ordinary member of the Union for 4 years shall be
eligible to become a life-member of the Union on payment of a sum not less than
Rs.10.
4. Person who have been elected members of the Executive Committee of the
Union and have served on this become life member of the Union without any
payment.

CHAPTER III

GENERAL BODY

The ordinary and the life-members of the Union shall constitute the General Body
of the Union. The General Body shall be the supreme governing body of the Union.

CHAPTER IV

THE EXECUTIVE COMMITTEE OF THE UNION

1. The Executive Committee of the Union( hereinafter called as the Union


Executive) shall consist of the following:-

a) The Patron

b) The President

c) The Hony. Secretary

d) The Hony. Librarian

e) The Hony-Treasurer

f) Ten members elected according to the provision Clause 1, Chapter


VIII of this constitution.

g) The President, Secretary and Librarian for the preceding year,


provided they remain students of the University.

Provided further that during the year 1951-52 the Vice-President, the
Secretary and the Librarian of the previous year shall be the members of the Union
Executive.

2. Nos. B, C, D & F of the preceding Clause shall be elected directly by the


members of the Union.

3. The Union Executive shall be the Executive Authority of the Union. It shall
be responsible to the General Body.
CHAPTER V

POWER AND DUTIES

I. Members of the Union:-

a) Every member of the union shall have the right to vote at elections of the
Union Executive and all meetings where a vote is called for.

b) Subject to the clauses 7 & 8, Chapter VII of the constitution of the Union
every ordinary member of the Union shall have the right to contest
elections for the Union Executive.

c) Every member of the Union shall have the right to examine accounts , the
minute books and records of the Union, provided that he gives three days
notice of his intention to do so to the Hony. Secretary.

d) Every member shall have the right to ask questions in writing on any matter
connected with the Union and to receive a reply from the Union Executive.
All such questions shall be addressed to the Hony. Secretary.

II. Executive Committee of the Union.

a) Besides the duties assigned in the Constitution, the Executive Committee


shall have the power to allot different duties to its members.

b) The Executive Committee shall have the power to make any bye-laws for
regulating its own work and such work of the Union as is not provided for by
the Constitution of the Union in force at the time, but no bye-law shall be
considered valid if it conflicts with the spirit of the Constitution of the
Union then in force.

Such bye-laws shall be submitted by the Executive Committee to the General


Body for ratification within three weeks of their adoption by the Executive
Committee. A simple majority vote shall be required to ratify or reject the
amendment.

c) All student members of the Executive Committee shall take leave from the
Union Executive if they want to absent from their duties for period of/ or
exceeding two months, in case, any of the above-mentioned members remain
absent without such leave, he shall be deemed to have resigned.

d) Besides the allied bodies mentioned in Chapter X the Executive Committee


may form other subsidiary bodies provided they are not in conflict with the
spirit of the Constitution then in force.

e) In case a member of the Executive Committee misbehave or neglects his


duties, the Executive Committee shall call for an explanation and on receipt
of such explanation, if it deems necessary, shall warn the member concerned
by a resolution.
f) In case, a member of the Executive Committee is alleged to have committed
a breach of the constitution or is charged with a serious offence such as
defalcation of funds or misappropriation of the Union property, the Union
Executive shall, after investigation and with its own findings and opinion,
forward the case to the Patron for such action as he may deem fit. The
member accused will be given full opportunity to defend himself.

III. Patron;-

1. a) The Vice-Chancellor of the University shall be the patron of the Union.

b) He shall preside at the meeting of the General Body on the occasion of the
installation of the new ministry and on the other occasions at the request of the
Union Executive.

IV. PRESIDENT:-

a) The President shall be the Chief Executive Officer of the Union, and shall
preside over all the meetings except those in this constitution of the Union.

b) He shall be responsible for building and furniture and for the payment and
control of the employees of the Union.

c) All payments on behalf of the Union shall be made by the President.

d) The President shall prepare the annual report of the Union which after
adoption by the Executive Committee shall be submitted to the General Body
on its behalf.

e) The President shall be empowered to spend a sum not exceeding Rs.20/- in


any month on casual and extra ordinary occasions and the account shall be
submitted to the Executive Committee at its next meeting.

f) In case of emergency the President may call a meeting of the Union


Executive and the General Body at his own initiative.

V. HONY SECRETARY:-

i. The Secretary shall write and keep the proceedings of the Executive
Committee and General Body and shall submit them at the next meeting of
the Executive Committee or in the next meeting of the General Body of a
similar kind.

ii. He shall conduct the correspondence of the Union.

iii. He shall keep the detailed account of the Union Fund.

iv. He shall issue notices for various meetings of the Union.

v. He shall, in consultation with the President, choose the subjects for the set
debates of the Union.
vi. He shall after its adoption by the Union Executive submit a quarterly report
of the activities of the Union to the General Body.

vii. He shall, under the direction of the President of the Union Executive as the
case may be, organize various functions of the Union.

VI. Hony Librarian:-

The librarian shall be in-charge of the Union reading room and the Text-Book
seminar.

VII. Hony. Treasurer:-

a) The Hony. Treasurer shall be a member of the teaching staff of the


University, elected by the Executive Committee within one month of the
assumption of the Office by the new ministry.

b) He shall audit the account of the Union and shall give his opinion in writing to
the Executive Committee.

c) All orders for purchases and payments shall be counter signed by the
Treasurer, who shall see that no expenditure is incurred beyond the
budgeted account for each item.

d) The Treasurer shall furnish the President with a short report on the account
of the Union which will be incorporated in the President’s annual report.

CHAPTER VI

Procedure of the Meetings of the Union

Every meeting shall begin with a recital from the Holy Quran. The next item shall be
the confirmation of the minutes of the last meetings.

No quorum is required in a) debate meetings b) Meetings called for any purpose other
than the business of the Union such as those hold to welcome any guest etc. C) Meeting
postponed due to lack of quorum.

1. Meetings of the General Body:-

a) Meetings of the General Body of the Union for the transaction of business or
otherwise may be held whenever necessary.

b) Meeting of the General Body can be called by the Secretary in consultation with
or on the direction of the Patron, the President or the Union Executive, on the
written application of forty ordinary members of the Union.

c) A notice for such meetings shall be given three days before the date of the
meeting and the agenda of the business shall be posted on the notice board of
the Union.
d) Business meeting shall not last for more than one and half hours. The time may
be extended by the President or at the request of the General Body.

e) Forty Members shall form the quorum.

f) A motion standing in the name of a member who is absent from a meeting may be
proposed by any other member.

g) Every motion must be seconded or it shall drop.

h) After a motion has been moved and seconded it shall be open for a general
discussion unless the house decided to throw it out.

Amendment may be moved after the general discussion. Each amendment will be
discussed separately and votes taken. After the amendments, if any, have been
dealt with, the amended or the original motion as the case may be, will be open,
if necessary, for final discussion. After such a discussion, if it is ready , the
President will put the motion to vote.

i) If the mover accepts the amendment it will be incorporated in the motion


without discussion and vote.

j) Voter will be by show of hands. But if a member is dissatisfied with the result
he may then and there challenge a division. The President then will order the
house to divide and shall appoint four tellers if necessary to count the votes two
or the motion and two against it.

k) The President will have the right to vote, and in case the member of votes is the
same on each side he shall have the right of a second or casting vote.

2.Debates:-

a) At least one Prized debate shall be held in each month.

b) Ordinary debate meetings shall be held every fortnight as far as possible.

c) Not less than four days notice shall be given for prize debate meetings.

d) The President shall, at the commencement of the meeting, announce the time
allotted to each speaker and the procedure of the debate.

e) Two or three judges shall be appointed for the prized debate; their judgement shall
be announced by the President at the end of the debate.

f) Subject for the extempore prize debate shall be given by the judges.

g) When discussion is prolonged the President may, at his own discretion or at the
request of a member, adjourn the debates. He may also close the debate and call on the
mover to reply.

h) If the President or the Secretary intends to participate in the debate, they should
not carry on their normal duties for that meeting, but two other student members of
the Union Executive will take the places in that meeting. If the President or the
Secretary decides to participate in the debate after they have occupied their
respective places, they shall leave them and having spoken they shall not resume their
position of office in that meeting.

III. The Union Executive:-

a) The meeting of the Union Executive shall be ordinarily convened by the


Secretary at his own discretion or under the direction of the President or
Patron, or at the request of at least five of its members.

b) A notice for the Union Executive meeting will be given to all its members at
least three days before the date of meeting.

c) The Executive Committee shall meet at least once a month.

d) Seven members shall form the quorum.

e) Emergency meetings of the Union Executive, which can only be held under the
direction of Patron, President or by the Secretary after consultation with the
President or at the Executive Committees, do not require three days notice.

IV. Emergency Meetings:-

a) Emergency meetings of the General Body can be called at the direction of the
Patron or the President or the Union Executive.

b) At least 2 hours notice shall be given for such meetings.

c) Fifty members shall form the quorum.

d) The second or of a motion will not have the right to move an amendment to it.

e) The President may not allow any motion, proposed for the discussion which has
not reached him 24 hours in advance or before the meeting, if the meeting is an
urgent one.

f) Any member wishing to speak for or against a motion must take the permission
of the President. If more than one member wish to speak the President shall
decide who is to speak first.

g) If the discussion is prolonged, the President may limit the time.

h) Any member at any time in the course of any meeting may rise and call the
attention of the President to any point of order. If a point of order is raised by
any member in the course of a speech, the speaker shall resume his seat or
stand silent until the President has decided it.

i) The President shall be the sole judge of any point of order and may at his own
instance or at the instance of a member call any member, who is speaking, to
order. If the member so called disregards it the President may direct him to sit
down, if the member so directed disobeys the order or deliberately disregards
or questions any order or ruling of the President, the President may forth-with
declare the offending member suspend from his function as a member of that
meeting.

j) All rulings of the Chairman given in a meeting shall be final so far as that
meeting is concerned. A member can ask the Chairman to record his ruling.
Recorded rulings can be made subject of discussion at some subsequent meeting,
if at least 40 members ask for such discussion. The General Body may after
such discussion, confirm or reject the ruling by at least 2/3rd, majority of the
members present.

CHAPTER VII

ELECTION

1. The President, Secretary, Librarian and ten other members of the Union

Executive shall be elected annually by the members of the Union.

2. The date of the election shall be fixed by the Union Executive and shall not be

later than 75 days after the commencement of the academic session.

3. The date of the election shall be announced by the Union Executive at least 10

days in advance.

4. The election shall be conducted by the Executive Committee which shall elect

one Chief Election Officer and one teller and one Returning Officer for each

polling station from among the members of the teaching staff of the University.

5. The Executive Committee shall also set up a tribunal of three coinciding of two

members of staff and the Patron to hear complaints from members, if any,

after the elections are over. The Patron will be the Chairman of the tribunal.

6. The Proposal of the Candidates for each election shall be submitted to the

Union Office till the time fixed by the Union Executive on a prescribed form

giving the name of the proposer and the seconder, as also acceptance by the

candidate concerned. The Union office shall supply these forms.


7. No person who has not been an ordinary member of the Union for at least 6

months shall be eligible for election to the Office of the President or Secretary

or Librarian/ Vice-President.

8. The President, the Secretary and Librarian/Vice-President shall not be eligible

for re-election in the same capacity except those elected under Clause II of

this chapter.

9. Intermediate students shall not be eligible to contest for posts specified in

Clause I of this chapter.

10. In case the office of the President, the Secretary and Librarian become vacant

permanently for less than 75 days or temporarily for not more than 3 months,

no bye-election will take place.

11. On the Office of the President, Secretary and the Librarian becoming vacant

permanently for a period of or exceeding 75 days, a bye-election will take place.

Persons elected under this clause shall be eligible for re-election.

12. Polling station shall remain open for at least 8 hours.

13. The location, procedure, schedules etc., of the polling stations and the elections

shall be duly published at least 3 days before the date of the election. The

notice for such information shall be signed by the Chief Election Officer and

the Secretary of the Union.

14. The elections will be conducted by ballot. The ballot boxes shall be locked and

sealed by the Returning Officer in the presence of the representative of the

Union Executive and the candidates concerned or their representatives.

15. The seal of the ballot-boxes shall be opened and counting of votes will take

place in the Union Building under the supervision of the Chief Election Officer

and by the help of the election and Returning Officers. The President,

Secretary, and Librarians of the Union and the candidates for the

Presidentship, Secretaryship and Librarianship or their representatives shall be

entitled to remain present as observers.


16. After counting the ballot papers shall be locked and sealed by the Chief Election

Officer and will be forwarded to the Patron.

17. If any ordinary members of the Union wishes to make a complaint regarding the

conduct of the elections and for challenging their validity he should

communicate it in writing to the Patron( Chairman of the Election Tribunal)

within 72 hours after the elections. The findings of that tribunal will be final.

CHAPTER VIII

VACANCIES

1. When any member of the Union Executive leaves office permanently or

temporarily, he shall hand over the charge of account-books and property of the

Union etc., to the officiating or permanent successor as the case may be.

2. If any member of the Union Executive is unable to carry on his duties

temporarily for a period of less than three months and duly taken leave from

the Union Executive, the Union Executive will appoint one of its student-member

to carry on his duties during his absence and if he is absent for less than 15

days, the President shall appoint any member of the Union Executive to act for

him.

3. If during the year a vacancy arises amongst the 10 members of the Union

Executive ( Specified in Clause I, Chapter VIII) provided the vacancy is not

created due to the recall of the member under sub-section (i) Clause 2 Chapter

IX, the Union Executive shall elect an ordinary member of the Union to carry on

his duties till the next elections.


CHAPTER IX

POPULAR CONTROL

Vote of no confidence and the right of recall

1. A motion of no confidence for the infringement of the constitution, neglect of

duties or for unbecoming conduct may be moved and passed against the elected

members of the Union Executive.

2. The following procedure will be followed:- i) Motion of no confidence against the

President, Secretary, Librarians or the elected members of the Union Executive

as a whole shall be moved in the General Body Meeting. ii) This vote shall not be

proposed except at the written request to the Patron by at least 75 ordinary

members of the Union. iii) At least 14 days notice will be given for the

consideration of this motion by the General Body. iv)The motion must be

adopted by a two-thirds majority of the members present and voting at the

General Body Meeting.

3. Fresh elections, if, permissible under this constitution of the Union shall take

place within 10 days of the passing of such motion. 250 members shall form a

quorum for such meeting.

4. On passing the motion of no confidence against the elected members of the

Union Executive as a whole, the General Body will elect an adhoc committee of 3

ordinary members of the Union in the same meeting in which such motion is

passed.

This committee will organize the elections and carry on the work temporarily

and can in no case remain in the office for more than 75 days.
CHAPTER

ALLIED BODIES

A. Speakers and writers club

1. The object of the club shall be:-

a. To train and give help to the members of the Union to develop the art

of elocution and debating.

b. To train the members in the art of writing and encouraging them by

helping these to publish their writings.

2. The meeting of the club will be held usually twice a month.

3. On a written application to the President any member of the Union can

become a member of the club.

4. The meeting of the club will be convened by such members of the Union

Executives as the Union Executive appoints in-charge of the club.

5. Each meeting of the club shall elect its own Chairman.

6. Ordinary 3 days notice shall be given for the meeting of the club.

B. Intermediate Students Society(I.S.S)

1. The name of the organization will be “Intermediate Students Society”.

2. It will be subsidiary body of the Union and autonomous in its affairs.

3. The aims of the society will be to organize meeting and other social

entertainments for the students of Intermediate classes.

4. The Executive Committee of the society shall consist of the following:-


i) Patron

ii) President

iii) Hony. Secretary

iv) One representative of the Union Executive


v) Eight members elected by the I.S.S

N.B. The Executive committee of the I.S.S except nos.(i) and (iv) will be
elected annually from amongst the students of Intermediate classes.

5. The Treasurer of the Union shall be the Patron of I.S.S.

6. The Procedures of the elections and functions of the society will ordinarily be
governed by the constitution of the Union.

C. Union School

1. The aim of the school shall be:-

a) To provide free primary education to the children of the subordinate


staff of the University.

b) To develop sense of responsibility among the students of the school by


introducing small projects regarding children welfare.

c) To start vocational multipurpose trainings for the children for the


establishment in their future life.

2. The In-charge of the School shall be elected by the Union Executive from
amongst its members.

3. There shall be a managing committee of the school consisting of President,


Member In-charge of the School and a member of the University Teaching
Staff elected by the Union Executive. It shall be the governing body of the
school and shall have the power to make the bye-laws for regulating the
affairs of the school.

D. School for Public Speaking and Parliamentary Practice

The aims and objective of the school shall be:-

a) To train the members of the Union in public speaking and parliamentary practice

by arranging:-

1) Regular classes in the art of speaking, platform

performance, delivery of speeches, for all occasions by

eminent and learned members of the University.\

2) To train the members of the Union in academic and

literary speeches of leadership.


3) On written application to President any member of the

Union can become the member of the school.

4) A certificate of Proficiency in the art of Public

Speaking and Parliamentary practice shall be awarded

to those who put at least 75% of attendance and pass

the examination at the termination of the course.

5) The Hony. Treasurer of the Union shall be the Director

of the school.

6) The In-charges of the school shall be selected by the

Union Executive from amongst its members.

E.Union Common Room

1. The object of the Common Room shall be:-

a) to provide facilities for Indoor Games and

b) To held tournament of Indoor Games.

2. The In-charge of the Union Common Room shall be elected by the Union

Executive from amongst its members.

F.Union Reading Room

1. The object of the Union Reading Room shall be:-

a) To develop literary capabilities of the members of the Union.

b) To cultivate a literary sense and to keep the members of the Union

well informed about the problems and of the National and International life by

providing dailies, monthlies periodicals and magazines.

2. The In-Charge of the Union Reading Room shall be elected by the Union

Executive from amongst its members.


G. Harold Cox Cambridge Speaking Prize:

1. The Union shall organize every year 6 English Prize debates, three set and

three extempore to be known as Harold Cox Cambridge Speaking Prize.

2. The debate shall be open to the bonafide members of the Union.

3. The topic for the set debate shall be announced by the President four days in

advance. In case of Extempore debate 15 minutes before the announcement of the

debate.

4. The judges shall be appointed by the Union Executive.

5. The Prize will be awarded to the student who has secured the highest marks.

H. Meston Oxford Prize

1. The Union shall organize every year six English essay writing competition to be

known as the Meston Oxford Prize.

2. The Competition shall be open to the Bonafide members of the Union.

3. Three set and three extempore essay writing competitions shall be held every

year.

4. The Topic for the set essay shall be announced four days in advance and in

case of extempore 15 minutes before the commencement of the competition in the

presence of the participants and the invigilators.

5. The topic for the essay shall be set the by patron of the Union in consultation

with the Union Executive.

6. Four days notice shall be given for such competitions.

7. The essay shall be examined by at least two examiners.

8. The record of the essay shall be kept under sealed covers and under the

signatures of the examiners which shall be opened by the Patron to decide the award.
9. Three hours times shall be awarded in case of set essay competition and two

hours in case of extempore.

10. The Prize shall be awarded to the writer who shall obtain highest marks in

total.

11. No student shall be eligible for the second award time.

I. SAIFI BURHANUDDIN GOLD MEDAL

1. The Union shall organize every year six Urdu essay competitions to be known as the

Saifi Burhanuddin Gold Medal Urdu Essay Competitions.

2. The competitions shall be open to the bonafide members of the Union.

3. Three set and three extempore competitions shall be held every year.

4. The topic for the set essays shall be announced four days in advance and in case of

extempore 15 minutes before the commencement of the competitions in the presence

of participants and invigilators.

5. The topic for the essays shall be set by the Patron of the Union.

6. Four days notice shall be given for such competitions.

7. The essays shall be forwarded under the sealed covers and under the signatures of

the President, the Hony. Secretary and the invigilators to the examiners as appointed

by the Patron.

8. The essays shall be examined by at least two examiners one after the other.

9. The record of the essays shall be kept under sealed covers and under the signatures

of the examiners which shall be opened by the Patron to decide the award.

10. Three hours time shall be allotted in case of set essay competitions and two hours

in case of extempore.

11. The Gold Medal shall be awarded to the writer who shall obtain highest marks in

total.
12. No student shall be eligible for the same award second time.

J. SAIFI FIDA HUSAIN GOLD MEDAL

1. The Union shall organize every year 6 Urdu prize debates three set and three

extempore to be known as Saifi Fida Husain Gold Medal Urdu debate.

2. The debate shall be open to the bonafide members of the Union.

3. The topic for the set debate shall be announced by the President four days in

advance and in case of extempore debate 15 minutes before the commencement of

debate.

4. The judges shall be elected by the Union Executive.

5. The Gold Medal shall be awarded to the student who has secured the highest marks.

K. SAIFI IMDAD ALI GOLD MEDAL

1. The Union shall organize every year 6 English Prize debates three set and extempore

to be known as Saifi Imdad Ali Gold Medal English debate.

2. The debates shall be open to the bonafide members of the Union.

3. The topic for the set debate shall be announced by the President four days in

advance and in case of extempore debate 15 minutes before the commencement of

debate.

4. The judges shall be elected by the Union Executive.

5. The Gold Medal shall be awarded to the student who has secured the highest marks.

CHAPTER- XI
Budget of the Union

1. The Executive Committee of the Union shall prepare the six monthly budget of
the Union which shall be forwarded the General Body for approval.
2. In case of emergency, the Union Executive may suggest modification in the
Budget for the approval of the General Body.

3. The Union Executive shall be empowered to spend up to 3% of the total income


of the Union at its own discretion, provided such expenditure has not already
been disapproved by the Central Body of the Union. The amount will be shown in
the budget under the head union executive contingency fund.

4. At least one per cent of the total income of the Union shall go to the Union
Reserve Fund.

5. After the Annual elections, the budget must be presented before the General
Body within one month of the assumption of office.

6. The second six monthly budget shall be presented a month before the expiry of
the previous budget.

7. No motion, after the budget is passed, involving an expenditure of more than


Rs.50/- shall be passed by the General Body unless the opinion of the Treasurer
has already been read out before the General Body and two-third of the
members present vote in favour of the motion.

8. Detailed accounts of the Union shall be kept by the Secretary under the
supervision of the Treasurer.

CHAPTER XII
THE UNION PROPERTY

1. If any non-member be detected using the property of the Union without the

knowledge and permission of the President, his name shall be publicly read out

by the President at the next General Body meeting and necessary steps will be

taken for the recovery of the property.

2. If any member be detected using the property of the Union outside the

premises without the written permission of the President, his name shall be

publicly read out by the Chairman of the next General meeting and necessary

steps will be taken for the recovery of the property.


CHAPTER- XIII

CHANGE IN THE CONSTITUTION

1. The constitution of the Union may be repealed, amended, or added to at a

General Body meeting of the Union.

2. At least fifteen days notice will be given for such meeting.

3. Any amendment to change the constitution will be first considered by the

Union Executive and its opinion will be communicated to the General Body of

the Union.

4. At least two-thirds of the members present in the General Body meeting

should vote in favour of such proposals.

5. Seventy-five members will form the quorum in the General Body meeting

which shall consider the amendment to the constitution.

The Executive Committee of the Union

Clause 1 & 2 deleted and replaced to read as:-

1. The Executive Committee of the Union( hereafter called as the Union


Executive) shall consist of the following:-

a) The Patron

b) The Hony. Treasurer

c) The President

d) The Vice-President

e) The Hony. Secretary

f) Ten members elected according to the provisions of Clause I, Chapter VIII


of this constitution.

g) One member co-opted by the Union Executive subject to the approval of the
Patron.

h) President, Vice-President and Hony. Secretary for the preceeding year


provided they remain students of the University.

2. No.s c, d, e, f, g the preceding shall be directly elected by the members of the


Union.

CHAPTER VI
Power and Duties
Clause (VI) – deleted

Replaced to read as:-

iv) Vice-President

a) He shall preside over all the meetings of the Union in the absence of the
President, except those otherwise specified in the constitution.

b) Subject to the provisions of Chapter VII he shall discharge the routine


functions of the President in his temporary absence.

Chapter X

Allied Bodies

Rafi Ahmad Kidwai Relief Society

1. (a) The name of the organization shall be the MU Student’s Union Rafi Ahmad
Kidwai Relief Society ( hereinafter mentioned as the Rafi Relief Society.”)

(b) It shall be the subsidiary body of the Union and shall be autonomous in its
affairs.

(c) Every member of the Union shall be a member of the society provided he
pays@4 Annas per month as membership fee.

2. The aims and objective of the society shall be:-

a) To help poor and needy members of the society.

b) To collect funds.

c) To initiate the habit of “Earn while you learn”

d) To initiate and organize relief activities.

e) To organize cultural shows including educational films.

f) To keep contact and relations with the National and International


organization.

3. (a) The Executive Committee of the Rafi Relief Society shall consist of the following.

(i) Patron (ii) Hony. Treasurer (iii) President (iv) Member In-charge elected by the
Union Executive v) General Secretary (vi) One Joint Secretary (vii) One Hall
Representative from each Hall to be elected by the Union Executive.

(b) The Executive Committee of the Rafi Relief Society shall be elected within one
month of the assumption of office by the New Executive of the A.M.U. Students Union.
4. Procedures of Election

a. The Patron of the Union shall be the Patron of the society.

b. The Hony. Treasurer of the Union shall be the Hony. Treasurer of the
society.

c. The President of the Union shall be the President of the society.

d. The Joint Secretary shall be elected by the Rafi Relief Society


Executive.

e. The Executive Committee of the Union shall elect Hall Representative


one from each Hall, one each from N.R.S.C A & B.

f. Members of the Union Executive shall elect one representative on the


Rafi Relief Executive Committee.

5. The Rafi Relief Executive Committee shall have the power to make bye-laws for
regulating its own work and such work of the Committee as is not provided for
its constitution. But no bye-laws shall be considered valid if it conflicts with the
provisions of the Union.

6. The Committee of awards of the Rafi Relief Society shall consist of its
Executive Committee and one of the Provosts by the Patron of the society.

CHAPTER II

Membership

1. Every student of the Aligarh Muslim University shall be an ordinary member


of the Union and shall pay Rs. 1/- per month as membership fee.

APPENDIX 1

Union Staff

Any person who received any amount in the shape of salary or wage on monthly
basis or otherwise for the services he renders to the Union shall be termed as Union
Staff.

1. The Union Staff consist of the following categories: -

a) Union Staff

b) Union School Staff; and

c) Subordinate Staff.

d) There shall be one Office Secretary in the grade of Rs. 150-10-290EB-15-


380 plus D.A. permissible under the University.

e) He shall work in accordance with the directions given by the Executive


Committee from time to time through the President.

f) He shall watch the records of the Union and its allied bodies.

2. There shall be one clerk-cum-typist in the grade of Rs. 75-5-100-EB-135 plus


D.A. permissible under the University rules.

i) He shall work in accordance with the directions given by the President and
Office Secretary from time to time.

ii) He shall maintain and keep the records of the Union and its allied bodies.
5.Union School Staff

1. There shall be one Headmaster of the School in the grade of----------------------


plus D.A. permissible under the University Rules.

2. There shall be four Assistant Teachers in the grade of Rs. 61-1-85 plus D.A.
permissible under the University Rules.

3. Headmaster and Assistant Teachers shall work in accordance with the


directions given by the President, Office Secretary and Executive Committee
from time to time.

c) Subordinate Staff

1. There shall be three peons in the grade of Rs. 56-1-80- plus D.A. permissible
under the University rules.

3. There shall be one part-time Bhisthi on a fixed salary of Rs. 20/- per month.

directions given by the President and the Office Secretary.

CHAPTER X- ALLIED BODIES- VII


Monthly Aligarian paper in English and Urdu

Clause I

1. The name of the paper shall be the A.M.U. Students Union Monthly Aligarian
Paper (English) & Urdu.

2. It will be a subsidiary body of the Union and autonomous in its affairs.

CLAUSE II

1. The aims and objectives of the paper shall be:-

a) To offer a forum for the expression of the students views.

b) To cultivate and develop the art of writing.

c) To highlight student problems and acquaint the students with the word
around them.

Code of Conduct:-

a) Must be completely managed and audited by the student.


b) Must be free from party propaganda and should not be used to serve any
vested interest as the noble ideals of free thinking, large hearted enquiry
and free knowledge must become the guiding principle of the paper.

c) Must be impartial and report objectively any student problem and in no way
should try to antagonise the University authorities.

d) Must invite and encourage contribution of articles from the students so that
they cultivate and develop the art of writing.

e) 50% of the articles must be contributed by the students.

f) 15% of the total income of the Union shall go the paper.

CLAUSE IV

1. The Editorial Board of the paper shall consist of the following:-

a) The President of the Union shall be the censor of the paper.

b) The Vice- President of the Union shall be the Editor-in-Chief of the paper.

c) The Hony. Secretary of the Union shall be the Manager of the paper.

d) A member of the General Body shall be the Editor of the paper and must be
able to speak and write good English.

e) Three members of the General Body shall be the members of the Editorials
Board and they must be to speak and write good English.

f) One member of the staff of the University shall be the advisors of the
paper who shall be appointed by the Union Executive.

g) (d)- Editor and (e) Members of the Editorial Board shall be nominated by the
President, Vice-President, Hony. Secretary, Adviser and one nominee by the
Patron of the Union.
