Environment&Infrastructure,Inc.)1,,collectivelyreferredtoasAmecFosterWheeler,underContractNo.
FA8903Ͳ16ͲDͲ0027,TaskOrder0004,todocumenttheresultsofSIactivitiesconductedatfiveaqueous
filmformingfoam(AFFF)releaseareaslocatedatHollomanAirForceBase(AFB).ThepurposeoftheSI
wastodetermine,throughenvironmentalmediasampling,ifareleaseofperͲandpolyfluorinatedalkyl
substances(PFAS)hasoccurredatpotentialAFFFreleaseareasidentifiedduringaPreliminaryAssessment
(PA)conductedbyHydroGeologic,Inc.(HGL)(2015),orduringtheinstallationscopingvisitconductedby
AmecFosterWheeleron27October2016.
The data presented in this SIR were collected and evaluated in accordance with the Final InstallationͲ
SpecificWorkPlan(ISWP)(AmecFosterWheeler,2017a)andtheGeneralQualityProgramPlan(QPP)
(AmecFosterWheeler,2017b).
PFASareaclassofsyntheticorganofluorinecompoundsthatpossessachemicalstructurethatgivesthem
uniqueproperties,includingthermalstabilityandtheabilitytorepelbothwaterandoil.Thesechemical
propertiesmakethemusefulcomponentsinawidevarietyofconsumerandindustrialproducts,including
nonͲstickcookware,foodpackaging,waterproofclothing,fabricstainprotectors,lubricants,paints,and
firefightingfoamssuchasAFFF.AFFFconcentratecontainsfluorocarbonsurfactantstomeetrequired
performancestandardsforfireextinguishingagents(DepartmentofDefense[DoD]MilitarySpecification
MILͲFͲ24385F[SH],Amendment1,5August1984).TheUnitedStatesAirForce(USAF)beganpurchasing
and using AFFF containing PFAS (perfluorooctanesulfonic acid [PFOS] and/or perfluorooctanoic acid
[PFOA]) for extinguishing petroleum fires and during firefighting training activities in 1970. AFFF was
primarilyusedonUSAFinstallationsatfiretrainingareas(FTAs),butmayhavealsobeenused,storedor
releasedfromhangarfiresuppressionsystems,atfirefightingequipmenttestingandmaintenanceareas,
andduringemergencyresponseactionsforfuelspillsand/oraircraftmishaps.
The United States Environmental Protection Agency (USEPA) Office of Water issued lifetime drinking
waterHealthAdvisory(HA)valuesforPFOSandPFOAinMay2016thatreplacedthe2009ProvisionalHA
values. The HA values for PFOS and PFOA are 0.07 micrograms per liter (μg/L) for each constituent;
however, when these two chemicals coͲoccur in a drinking water source, a conservative and healthͲ
protectiveapproachisrecommendedthatcomparesthesumoftheconcentrations(PFOS+PFOA)tothe
HAvalue(0.07ʅg/L).HAvaluesarenottobeconstruedaslegallyenforceablefederalstandardsandare
subjecttochangeasadditionalinformationbecomesavailable(USEPA,2016aand2016b).Althoughthe

USEPAhasnotestablishedHAvaluesforPFASinsoil,theUSAFcalculatedaresidentialscreeninglevelof
1.26milligramsperkilogram(mg/kg)forPFOSandPFOAinsoil,basedonatotalhazardquotient(THQ)of
1.0, using the USEPA Regional Screening Level (RSL) calculator (https://epaͲprgs.ornl.gov/cgiͲ
bin/chemicals/csl_search).ThisscreeningvaluewaspresentedintheFinalISWP(AmecFosterWheeler,
2017a);however,inMarch2018,theUSAFissuedrevisedguidance,PFASSiteInspectionObjectivesand
FollowͲOnActivities,wherebyanewresidentialscreeninglevelforsoilandsedimentof0.126mg/kgwas
calculatedbasedonaTHQof0.1(USAF,2018).
WhilePFOSandPFOAingroundwaterarethefocusoftheHA,theUSEPAhasalsoderivedTapWaterRSL
valuesforperfluorobutanesulfonicacid(PFBS)forwhichthereisaTier2toxicityvalue(ProvisionalPeer
Review Toxicity Value) (USEPA, 2017a). Based on the Final ISWP (Amec Foster Wheeler, 2017a),
concentrationsofPFBSdetectedingroundwaterandsoilweretobecomparedtotheTapWaterRSLof
400μg/LandresidentialRSLof1,300mg/kg,respectively.However,aspertheUSAFrevisedguidance
issuedsubsequenttotheISWP,arevisedresidentialscreeninglevelforPFBSinsoilof130mg/kgwas
calculatedbasedonaTHQof0.1andwillbeusedforcomparisoninthisSIR(USAF,2018).
Neither the USEPA nor New Mexico Environment Department (NMED) have issued HA values or
promulgatedstandardsforanyotherPFASconstituentstodate.
HollomanAFBislocatedinOteroCountyinsouthcentralNewMexico,approximatelysixmilessouthwest
of the city of Alamogordo and 75 miles northͲnortheast of El Paso, Texas. The installation covers
approximately 59,800 acres (USAF, 2017). The installation is located in the Tularosa Basin, which is
boundedbytheSanAndresMountainstothewestandtheSacramentoMountainstotheeast.
HollomanAFBiscurrentlyhomeofthe49thwingoftheACC,96thTestGroup,54thFighterGroupand
theGermanAirForceFlyingTrainingCenter.OperationsatHollomanAFBincludemissiletesting,aircraft
and pilot training, operational equipment and systems testing, and aircraft maintenance and storage
(USAF,2017).
ThePAprovidedfindingsfromresearchconductedtodeterminewhetherandwhereAFFF,containing
PFAS,wasstored,handled,usedorreleasedatHollomanAFB.Basedontheresearchconductedduring
thePA,aswellastheinformationcollectedduringaninstallationscopingvisitconductedbyAmecFoster
Wheeleron27October2016,thefollowingfiveAFFFreleaseareaswererecommendedforSI:

PFASAnalyticalResults
PFOSinsurfaceandsubsurfacesoilexceededthecalculatedRSL,basedonaresidentialscenario,atAFFF
releaseareas1and5.
PFOS,PFOA,and/orPFOS+PFOAingroundwaterexceededtheUSEPAHAvaluesatAFFFreleaseareas1,
2,3,and5(allareaswheregroundwaterwassampled).PFBSingroundwaterwasdetectedbelowthe
USEPATapWaterRSLatallAFFFreleaseareas.
PFOSwasdetectedinsedimentatAFFFreleaseareas2,3,and4;thedetectionsatreleaseareas3and4
exceededthecalculatedRSL.PFOAandPFBSweredetectedinsedimentatAFFFReleaseArea4,butthe
detectionswerebelowtherespectiveRSLs.
PFOS,PFOA,and/orPFOS+PFOAinsurfacewaterexceededtheUSEPAHAvaluesatallAFFFreleaseareas
wheresurfacewatersamplingwasconducted(AFFFreleaseareas2,3,and4).
SurfaceandSubsurfaceSoilReceptors
PotentialhumanreceptorsofPFOSandPFOAconcentrationsinsurfaceandsubsurfacesoilabovetheRSL
atAFFFreleaseareas1and5includeonͲbasepersonnel,groundsmaintenanceworkers,utilityworkers,
constructionworkers,sitevisitors,and/ortrespassers.BasedontheSI,potentialcompletepathwaysfor
humanexposuretoPFASͲimpactedsurfaceandsubsurfacesoilthroughinhalationofdustderivedfrom
contaminatedsurfacesoil,ingestion,and/ordermalcontactwereidentifiedforAFFFreleaseareas1and
5.
GroundwaterReceptors
Potential human receptors from PFAS in groundwater include onͲbase personnel, residents, grounds
maintenanceworkers,utilityworkers,constructionworkersthatmayencountertheshallowwatertable
atAFFFReleaseAreas1,2,3,and5wherePFOS,PFOA,andPFOA+PFOAexceededtheUSEPAHAvalue.
HumangroundwaterreceptorsviatheingestionpathwayarenotpresentforanyAFFFreleaseareaator
downgradient(southwest)ofHollomanAFBsincegroundwaterbeneathHollomanAFBisclassifiedasunfit
forhumanconsumptionduetothegenerallypoorambientgroundwaterquality.Concentrationsoftotal
dissolved solids (TDS) in groundwater exceed the New Mexico Water Quality Control Commission

(NMWQCC)humanhealthstandardof1,000milligramsperliter(mg/l)andthereforenopotablewater
supplywellsarelocatedatHollomanAFB.Allpotablewaterattheinstallationisobtainedfrom15wells
located12to35milessoutheastoftheinstallationatanaveragedepthof450to550feet(HollomanAFB,
2016). The potable water supply at Holloman AFB was sampled for PFAS by Holloman AFB
BioenvironmentalEngineering(BEE)personnelandnodetectionswerereported.
AlthoughtheCityofAlamogordoobtainspotablewaterfromthesamewellfieldasHollomanAFB,private
watersupplywellsarealsoutilizedoutsidethecitylimitsandwithin4Ͳmilesoftheinstallationboundary.
Groundwaterflowon,andinthevicinityofHollomanAFBisdirectedtothesouthwest,coincidentwith
regional topography and therefore all identified private water supply wells are located in upͲ or sideͲ
gradientlocationsrelativetotheAFFFreleaseareasandnotconsideredreceptorsforgroundwaterfrom
theinstallation.
Asaresult,thereiscurrentlynopotentialreceptorpathwaywithimmediateimpactstohumanhealthat
HollomanAFB
SedimentReceptors
PotentialhumanreceptorsofPFOSconcentrationsinsedimentabovetheRSLatAFFFreleaseareas3and
4includeonͲbasepersonnel,groundsmaintenanceworkers,utilityworkers,constructionworkers,site
visitors,trespassersand/orrecreationalusersofLakeHollomanthatmaycomeincontactwithimpacted
sediment.Exposureroutesincludedermalcontactwithsubmergedorexposedsedimentduringwork
activities such as maintenance of ponds, drainage ditches, and canals, as well as various recreational
activitiesatordownstreamofLakeHollomanoratApacheMesaGolfCourse.
SurfaceWaterReceptors
Potential human exposure receptors from PFAS in surface water include onͲbase personnel, grounds

Surfacewaterat,andadjacenttoHollomanAFBhashighconcentrationsofTDSandisnotpermittedfor
useasapotablewatersource,thereforehumanreceptorsviatheingestionpathwayarenotpresentat
the installation. As a result, there is currently no potential surface water receptor pathway with

The data presented in this SIR were collected and evaluated in accordance with the Final InstallationͲ
SpecificWorkPlan(ISWP)(AmecFosterWheeler,2017a)andtheGeneralQualityProgramPlan(QPP)
(AmecFosterWheeler,2017b).
1.1 PERͲANDPOLYͲFLUORINATEDALKYLSUBSTANCESOVERVIEW
PFASareaclassofsyntheticorganofluorinecompoundsthatpossessachemicalstructurethatgivesthem
uniqueproperties,includingthermalstabilityandtheabilitytorepelbothwaterandoil.Thesechemical
propertiesmakethemusefulcomponentsinawidevarietyofconsumerandindustrialproducts,including
nonͲstickcookware,foodpackaging,waterproofclothing,fabricstainprotectors,lubricants,paints,and
firefightingfoamssuchasAFFF.AFFFconcentratecontainsfluorocarbonsurfactantstomeetrequired
performancestandardsforfireextinguishingagents(DepartmentofDefense[DoD]MilitarySpecification
MILͲFͲ24385F[SH],Amendment1,5August1984).TheUnitedStatesAirForce(USAF)beganpurchasing
and using AFFF containing PFAS (perfluorooctanesulfonic acid [PFOS] and/or perfluorooctanoic acid
[PFOA])forextinguishingpetroleumfiresandduringfirefightingtrainingactivitiesin1970,asconfirmed
bythefollowingfederalgovernmentdocuments:
x MilitarySpecificationforAFFF(MILͲFͲ24385),formallyissuedin1969;

AFFFwasprimarilyusedonUSAFinstallationsatfiretrainingareas(FTAs),butmayhavealsobeenused,
stored or released from hangar fire suppression systems, at firefighting equipment testing and
maintenanceareas,andduringemergencyresponseactionsforfuelspillsand/oraircraftmishaps.
The United States Environmental Protection Agency (USEPA) Office of Water issued lifetime drinking
waterHealthAdvisory(HA)valuesforPFOSandPFOAinMay2016thatreplacedthe2009ProvisionalHA
values. The HA values for PFOS and PFOA are 0.07 micrograms per liter (μg/L) for each constituent;
however, when these two chemicals coͲoccur in a drinking water source, a conservative and healthͲ
protectiveapproachisrecommendedthatcomparesthesumoftheconcentrations(PFOS+PFOA)tothe
HAvalue(0.07ʅg/L).TheHAvaluesarenonͲregulatoryconcentrationsofdrinkingwatercontaminants
atorbelowwhichadversehealtheffectsarenotanticipatedtooccuroverspecificexposuredurations
(e.g.,1day,10days,andalifetime).Theyserveasinformaltechnicalguidancetoassistfederal,state,
andlocalofficials,andmanagersofpublicorcommunitywatersystemsinprotectingpublichealthwhen
emergencyspillsorothercontaminationsituationsoccur.AHAdocumentprovidesinformationonthe
environmental properties, health effects, analytical methodology, and treatment technologies for
removingdrinkingwatercontaminants.HAvaluesarenottobeconstruedaslegallyenforceablefederal
standards and are subject to change as additional information becomes available (USEPA, 2016a and
2016b).
The USEPA has not published Regional Screening Levels (RSLs) for PFOS or PFOA for soil or sediment;
however; as per the Final ISWP (Amec Foster Wheeler, 2017a), a residential screening level of 1.26
milligramsperkilogram(mg/kg)forPFOSandPFOAwasderivedusingtheUSEPARegionalScreeningLevel
(RSL) calculator (https://epaͲprgs.ornl.gov/cgiͲbin/chemicals/ csl_search), based on a total hazard
quotient(THQ)of1.0.ThetoxicityvalueinputforthecalculatoristheTier3valuereferencedoseof0.00002
mg/kgperdayderivedbytheUSEPAintheirDrinkingWaterHAvaluesforbothPFOSandPFOA(USEPA,
2016aand2016b).InMarch2018,theUSAFissuedrevisedguidance,PFASSiteInspectionObjectivesand
FollowͲOnActivities,wherebyanewresidentialscreeninglevelforsoilandsedimentof0.126mg/kgwas
calculatedbasedonaTHQof0.1(USAF,2018).
WhilePFOSandPFOAingroundwaterarethefocusoftheHA,USEPAhasalsoderivedTapWaterRSL
valuesforperfluorobutanesulfonicacid(PFBS)forwhichthereisaTier2toxicityvalue(ProvisionalPeer
Review Toxicity Value) (USEPA, 2017a). Based on the Final ISWP (Amec Foster Wheeler, 2017a),
concentrationsofPFBSdetectedingroundwaterandsoilweretobecomparedtotheTapWaterRSLof
400μg/LandresidentialRSLof1,300mg/kg,respectively.However,aspertheUSAFrevisedguidance
issuedsubsequenttotheISWP,arevisedresidentialscreeninglevelforPFBSinsoilof130mg/kgwas
calculatedbasedonaTHQof0.1andwillbeusedforcomparisoninthisSIR(USAF,2018).
Table 1.1Ͳ1 below presents the screening values for comparing analytical results for PFOS, PFOA, and
PFBS. The USEPA and New Mexico Environment Department (NMED) have not issued HA values or

2.0 AFFFRELEASEAREABACKGROUND
2.1 SITELOCATIONANDSETTING
HollomanAFBislocatedinOteroCountyinsouthcentralNewMexico,approximatelysixmilessouthwest
ofthecityofAlamogordoand75milesnorthͲnortheastofElPaso,Texas(Figure1).Theinstallationcovers
approximately59,800acres(USAF,2017).TheinstallationislocatedintheTularosaBasin,aclosedbasin
withnosurfacedrainageoutlets,whichisboundedbytheSanAndresMountainstothewestandthe
SacramentoMountainstotheeast.
2.2 SITEHISTORY
Holloman AFB, formerly known as Alamogordo Army Air Field, was initiated as a wartime temporary
facilityin1942.InMarch1947afterabriefinactivationattheendofWorldWarII,theinstallationwas
transferred to the Air Materiel Command (AMC) with the mission of providing facilities and testing of
pilotlessaircraft,guidedmissilesandalliedequipmentinsupportoftheAMCResearchandDevelopment
Program(CH2MHILL,1983).Theinstallationwasrenamedin1948afterColonelGeorgeHolloman,an
earlypioneerinpilotlessaircraftresearch(USAF,2017).In1951,whentheAirResearchandDevelopment
Commandwasformed,HollomanAFBwasplacedundertheguidanceoftheAirForceMissileTestCenter.
Thefollowingyear,theinstallationwasnamedasoneofthedevelopmentcentersoftheAirResearchand
TrainingDevelopmentCommandandbecametheHollomanAirDevelopmentCenter(EbascoServices,
Inc.[Ebasco],1995).In1957,theinstallationwastransferredtotheAirForceSystemsCommand(AFSC)
and was designated as the Air Force Missile Development Center (CH2M HILL, 1983). In 1971, the
installationwastransferredfromAFSCtotheTacticalAirCommand(TAC)withthe49thTacticalFighter
Wingassuminghostresponsibilities.In1977,the479thTacticalTrainingWingwasactivatedatHolloman
andinDecember1980,the833rdAirDivisionwasreactivatedandbecameoperationalatHollomanAFB
(CH2MHILL,1983).HollomanAFBwastransferredfromtheTACtotheAirCombatCommand(ACC)in
June1992(Ebasco,1995).
HollomanAFBiscurrentlyhomeofthe49thwingoftheACC,96thTestGroup,54thFighterGroupand
theGermanAirForceFlyingTrainingCenter.OperationsatHollomanAFBincludemissiletesting,aircraft
and pilot training, operational equipment and systems testing, and aircraft maintenance and storage
(USAF,2017).
2.3 PREVIOUSINVESTIGATIONS
HGL conducted a PA of FTA and nonͲFTA sites at Holloman AFB to determine locations of potential
environmentalreleaseofPFASfromAFFFstorageorusageareas(HGL,2015).ThirtyͲonepotentialAFFF
releaseareaswereidentifiedduringthePAresearch.However,onlythefollowingfourAFFFareaswere
recommendedforSI(Figure2.3Ͳ1):
1) FormerFTA(FTͲ31):FiretrainingactivitieswerereportedlyconductedinthegeneralareaofFTͲ31
sincetheinstallationwasactivatedin1942,althoughtheexactstartdateoffiretrainingatFTͲ31

is unknown (Environmental Monitoring Systems Laboratory [EMSL], 1988). Fire training was
conductedintwounlinedburnpitareas,thefirstidentifiedasFTAͲ1(SolidWasteManagement
Unit[SWMU]Ͳ170),andthesecondwasidentifiedasFTAͲ2(SWMU171)withintheformerFTA.
The volume of AFFF used during each training exercise is unknown. Fire training activities
continued at this location until 1990 when training exercises were moved to the current FTA
(BhateEnvironmental[Bhate],2005).
2) Sewage Lagoon Area Outfall: Prior to construction of a WWTP in 1996, wastewater from
HollomanAFBwasdischargeddirectlyintothesewagelagoonareathatwascomprisedofseven
unlinedlagoons(identifiedaspondsAthroughG).Approximately1.2milliongallonsofdomestic
andindustrialwastewaterweredischargedtothesewagelagoonareadaily.
3) Apache Mesa Golf Course Outfall: In 2011, the golf course began receiving a portion of the
effluentfromtheWWTPtofilltwogolfcoursepondsandirrigategreens.ReleasesofAFFFfrom
withintheindustrialshopsatHollomanwouldberoutedthroughtheWWTPandeventuallylead
tothewaterholdingtankattheApacheMesaGolfCourse.
4) LakeHollomanOutfalls:WastewaterfromHollomanAFBwasdischargeddirectlytothesewage
lagoonarea,andeventuallytoLakeHollomanpriortoconstructionoftheWWTPin1996.
ThefollowingadditionalareawasrecommendedforSIbasedondataobtainedduringthescopingvisit
conductedon27October2016:
5) EvaporationPondNo.2:Theevaporationbasinwasinstalledin1991andcurrentlycollectsall
dischargescontainingAFFF,routedthroughhangarbayfloordrainsfromhangarslocatedinthe
westernrampareaoftheWestHangarGroup.TheHollomanAFBFireDepartmentusesthisbasin
formonthlyAFFFtestsandfirehosewashouts.AFFFisreportedlysprayedfromvehiclesintothe
ponduntilaconsistentflowpatternisestablished(HGL,2015).

3.0 FIELDACTIVITIESANDANALYTICALPROTOCOL
SI activities were conducted at Holloman AFB from 30 October to 7 November 2017 at the five AFFF
releaseareasidentifiedduringthePA(HGL,2015)andtheinstallationscopingvisitconductedbyAmec
FosterWheelerinOctober2016(Figure2.3Ͳ1).Samplelocationsweredeterminedfollowingdiscussions
betweenAmecFosterWheeler,HollomanAFB,andAirForceCivilEngineer(AFCEC)personnel,andwere
documented in the Final ISWP (Amec Foster Wheeler, 2017a). Media sampled during the SI included
surfacesoil,subsurfacesoil,groundwatercollectedfromnewandexistingpermanentmonitoringwells,
surfacewater,sedimentandeffluentfromtheWWTP.
Photographic documentation of the SI activities is provided in Appendix A and field documentation is
providedinAppendixB.Inspectionactivitieswererecordedbyfieldpersonnelonfieldactivitydailylogs
(AppendixBͲ1),anddailyPFASprotocolchecklistswerecompleted(AppendixBͲ2)toensurePFASwere
notintroducedbyAmecFosterWheeleremployeesorsubcontractorsinaccordancewithSOPAFWͲ01
(PFAS)–Field SamplingProtocols to AvoidCrossͲContaminationofPFAS. Atailgatesafety meetingwas
conductedeachmorningpriortobeginningwork,withthetailgatesafetymeetingreportsprovidedin
AppendixBͲ3.
SoilBoringAdvancementandSoilSampleCollection
Thirteensoilboringswereadvancedforthecollectionofsoilsamplesand/orpermanentmonitoringwell
installationbyaNewMexicoͲlicenseddriller,YellowJacketDrillingServices,LLC.,ofPhoenix,Arizona.Soil
boringswerefirstcleared(forburiedutilities)toadepthoffivefeetbelowgroundsurface(bgs)witha
handaugerandcompletedforsamplingpurposesusinghollowstemauger(HSA)drillingmethods.Soil
samples were continuously collected from five feet below ground surface (after completing the hand
auger utility pilot hole) to approximately ten feet below firstͲencountered groundwater using
decontaminated5ͲfootlongstainlessͲsteelsplitͲbarrelsamplersinaccordancewithSOPAFWͲ02(PFAS)–
Soil Sampling. The soil samples were fieldͲscreened with a photoionization detector equipped with a
10.6electronvoltlampforvolatileorganicvapors,andloggedbyaqualifiedgeoscientistinaccordance
withtheUnifiedSoilClassificationSystem.Theresultingsoilboringinformation,photoionizationdetector
readings,stratigraphicdata,andsoilsamplelocationsareincludedonsoilboring/monitoringwellrecords
provided in Appendix BͲ4, while the soil sample data (sample ID numbers, date/time collected, and
depths) are included on soil sample collection logs in Appendix BͲ5. CrossͲsections illustrating
stratigraphicdataarepresentedonFigures3.0Ͳ1and3.0Ͳ2.
Surface soil samples were collected using hand held decontaminated stainlessͲsteel trowels prior to
commencementofeachsoilboring.Subsurfacesoilsampleswerecollectedfromthe desiredinterval
within the splitͲbarrel sampling device using a decontaminated stainlessͲsteel spoon and transferred
directlyintolaboratoryͲprovidedhighͲdensitypolyethylene(HDPE)containers.Samplecontainerswere
sealed,labeled,packedintoiceͲfilledcoolers,anddeliveredunderchainͲofͲcustody(CoC)protocoltoSGS

physiochemicalpropertiesanalysis.
MonitoringWellInstallationandDevelopment
FivepermanentmonitoringwellswereinstalledatthreeoftheAFFFreleaseareasduringtheSIthrough
the8ͲinchoutsidediameterHSAaugers.Monitoringwellconstructionwasbasedonobserveddepthto
water at the time of drilling and geologic conditions encountered. All new monitoring wells were
constructedinaccordancewiththeISWPtoeffectivelybracketthewatertable.Themonitoringwells
were constructed in accordance with SOP AFWͲ04 (PFAS)ͲMonitoring Well Installation and NMED’s
MonitoringWellConstructionandAbandonmentGuidelines(NMED,2011).Thepermanentmonitoring
wells were constructed of twoͲinchͲdiameter, Schedule 40 polyvinyl chloride (PVC) riser casing and a
threaded10Ͳfootsectionof0.010Ͳinchslotted2ͲinchͲdiameterSchedule40PVCscreenandendcap.Well
construction details for the monitoring wells installed during the SI are provided on well construction
formsinAppendixBͲ6.Table3.0Ͳ1providesasummaryofthewellconstructiondetailsforthemonitoring
wellsinstalledduringtheSIandfortheexistingmonitoringwellssampledduringtheSI.
ThemonitoringwellsweredevelopedwithaWaterraHydroliftͲ2inertialpumpoutfittedwithdisposable
HDPEtubingandcheckͲvalve,inaccordancewithSOPAFWͲ05(PFAS)–MonitoringWellDevelopmentand
NMED’sMonitoringWellConstructionandAbandonmentGuidelines(NMED,2011).Duringdevelopment,
waterqualityparameters(pH,specificconductance,temperature,oxidationͲreductionpotential[ORP],
dissolvedoxygen[DO],andturbidity)weremeasuredwithwaterqualityinstrumentsandrecordedon
WellDevelopmentLogs(AppendixBͲ7).Aminimumofthreesaturatedcasingvolumesofwaterwere
purgedfromeachnewlyinstalledwellduringdevelopment,andcontinueduntilthefieldwaterquality
parametersstabilized(i.e.,threeconsecutivepH,specificconductance,andtemperaturereadingswithin
10percent,themaximumturbidityis50nephelometricturbidityunitsorless),orthewellwaspumped

GroundwaterSampling
The groundwater sampling program included the collection of groundwater samples for laboratory
chemicalanalysisofPFASfromfivenewandthreeexistingpermanentmonitoringwells.Sampleswere
collectedusinglowͲflowgroundwatersamplingmethodswithaperistalticpumpinaccordancewithSOP
AFWͲ03(PFAS)ͲGroundwaterSampling.TheHDPEtubingwasconnectedtoaflowͲthroughcellwhereby
recoveredgroundwaterwasmonitoredforpH,temperature,specificconductivity,DO,andORP.Turbidity
was measured with a separate turbidity meter. Groundwater quality measurement equipment was
calibratedpriortouse,withtheresultingdatarecordedonwaterqualitysamplinginstrumentcalibration
formscontainedinAppendixBͲ8.Depthtowatermeasurementsandfieldparametersweremonitored
untilgroundwaterindicatorparametersreachedstabilizationcriteriaasoutlinedinSOPAFWͲ03(PFAS)–
Groundwater Sampling. The flowͲthrough cell was then removed, and groundwater samples were
collected directly into laboratoryͲprovided HDPE containers from the discharge tubing. The sample
containersweresealed,labeled,packedoniceinaninsulatedcooler,anddeliveredtoAccutestunder
CoC protocol. Groundwater sampling activities were documented on Groundwater Sampling Logs
providedinAppendixBͲ9.
SoilBoringAbandonment
Theeightsoilboreholesnotusedforpermanentwellinstallationwereabandonedwith neatPortland
cement via the tremie pipe method between 30 October and 2 November 2017, as per SOP AFWͲ06
(PFAS)–Borehole Abandonment, and the New Mexico Environment Department’s (NMED) Monitoring
WellConstructionandAbandonmentGuidelines(NMED,2011).
Sediment/SurfaceWaterSampling
SedimentandsurfacewatersampleswerecollectedtoassessthepresenceorabsenceofPFASatsurface
waterfeaturesassociatedwithAFFFReleaseArea2(SewageLagoonAreaOutfall),AFFFReleaseArea3
(Apache Mesa Golf Course Outfall), and AFFF Release Area 4 (Lake Holloman Outfalls) during the SI.
SedimentsampleswerecollectedwithastainlessͲsteelscooporwithanewdisposableHDPEsediment
core sampler in accordance with SOP AFWͲ07 (PFAS)–Sediment Sampling. The samples were then
transferredintothelaboratoryprovidedcontainersusingastainlessͲsteelscoop.Surfacewatersamples
werecollectedwithastainlessͲsteelcupmountedonanextendablepoleanddecantedintolaboratoryͲ
providedcontainersorwerecollecteddirectlyintolaboratoryͲprovidedcontainersfollowingatriplerinse
ofthecontainer,inaccordancewithSOPAFWͲ08(PFAS)–SurfaceWaterSampling.Aseparatecontainer
ofwaterwascollectedtoobtainwaterqualityparameters(pH,temperature,specificconductivity,DO,
andORP).Waterqualityequipmentwascalibratedpriortouse,withtheresultingdatarecordedonwater
qualitysamplinginstrumentcalibrationformscontainedinAppendixBͲ8.Thesamplecontainerswere

1. IfPFOSandPFOAarebothdetectedinconcentrationsatorabovethelaboratorydetectionlimit
(DL) in groundwater, then the reported concentration for PFOS was added to the reported
concentrationforPFOA.
2. IfonlyPFOSoronlyPFOAisdetectedatorabovetheDLingroundwater,thentheconcentration
ofthedetectedanalyteonlyisreported.
3. IfneitherPFOSnorPFOAaredetectedatconcentrationsatorabovetheDL,thencoͲoccurrence
wasreportedasNotDetected.
Onecompositesurfacesoilsampleandonecompositesubsurfacesoilsamplewerealsocollectedateach
AFFF release area where soil sampling was conducted and submitted to CT Laboratories in Baraboo,
Wisconsinforlaboratoryanalysisofphysiochemicalproperties,includingsoilpH(USEPAMethod9045B),
particle size analysis (ASTM International D422), and total organic carbon (TOC) content (Lloyd Kahn
9060A Method). The particle size analysis was subcontracted to MiͲTech Services, Inc. in Weston,

LaboratoryanalyticaldatafromsoilandgroundwatersamplesanalyzedforPFASwerevalidatedinJanuary
2018.AmecFosterWheelerevaluatedatotalof848datarecordsfromfieldsamplesduringthevalidation
processandJorUJqualified152records(17.9%)asapproximatevaluesbecauseofhighorlowlaboratory
control sample recoveries, high or low matrix spike (MS)/MS duplicate (MSD) recoveries, MS/MSD
imprecision,lowsurrogaterecoveries,fieldduplicateimprecision,and/oranalyteconcentrationsbetween
theDLandtheLimitofQuantification(LOQ).AmecFosterWheeleralsoBorQqualified36records(4.2%)
becauseofcontaminationdetectedinanassociatedequipmentblank.
Duringvalidation,AmecFosterWheelerJqualifiedoneaqueousPFOAandtwoaqueousPFOSresultsas
beingapproximatedvaluesbecauseofanalyteconcentrationsbetweentheDLandtheLOQ,indicating
potentiallylowbias.TheassociatedPFOAandPFOSresultswereovertwoordersofmagnitudegreater
than the screening criteria of 0.07 μg/L; therefore, the potentially low bias in these results is not
interpretedtoaffectoveralldatausability.
Two sediment PFOS results were J qualified as being approximated values because of low surrogate
recoveryand/orlowMSrecovery,biasingtheresultslow.TheassociatedPFOSresultswereabovethe
screeningcriteriaof0.126mg/kgandthereforethepotentiallylowbiasintheseresultsisnotinterpreted
toaffectoveralldatausability.
TwosoilfieldduplicatepairshaddetectedPFOSconcentrationsathighrelativepercentdifferencelevels
(40%and48%),andwereJqualifiedduetoimprecisionbetweenfieldduplicateresults.Theanalytical
uncertaintyduetosamplingoranalyticalimprecisionisnotinterpretedtoadverselyaffectoveralldata
usability.
FortheareassampledinthisSI,adecisiontoadvanceareasforfurtherinvestigationwasbasedeitheron
nonͲqualifieddataorqualifieddatathatarenotinterpretedtoimpactoveralldatausability.Adescription

The25drumsofIDWweretransportedoffͲsiteon19July2018byCactusEnvironmentalServicesasnonͲ
hazardouswastefordisposalattheTurkeyCreekLandfillinAlvarado,Texas.ThenonͲhazardouswaste
manifestsareprovidedinAppendixE.

ThehighestconcentrationsofPFASconstituentsinsoilwereidentifiedinsubsurfacesoilsatSB01001,
located within the former unlined burn pit (SWMUͲ170/FTAͲ1) where AFFF may have been released.
PFOS, PFOA, and PFOS+PFOA concentrations exceeded the USEPA HA values in all three permanent
monitoringwellssampledatAFFFArea1.PFBSwasdetectedbelowtheEPARSLforTapwaterintwoof
thethreepermanentmonitoringwells.
3.2 AFFFRELEASEAREA2:SEWAGELAGOONAREAOUTFALL
PriortoconstructionoftheWWTPin1996,wastewaterfromHollomanAFBwasdischargeddirectlyinto
thesewagelagoonareathatwascomprisedofsevenunlinedlagoons(identifiedaspondsAthroughG).
Approximately1.2milliongallonsofdomesticandindustrialwastewaterweredischargedtothesewage
lagoonareadaily.Eventually,flowfromthelagoonreachedLakeHolloman.
3.2.1 SampleLocationandMethodologies
SoilSamples
Sixsoilborings(SB02001,SB02002andSB02003,MW02004,MW02005andMW02006)wereadvanced

brown,veryfinesandyloam,approximately3inchesthick(HGL,2015).TheMeadseriesislocatedacross
themaindrainageareaatHollomanAFB.TheMeadsiltyclayloam,isadeep,poorlydrainedsoilformed
in fine textured alluvium over lacustrine lake sediment (USDA, 1981). Holloman AFB is located in the
Tularosa SubͲbasin that is part of the Central Closed Basins. The basin is bound by the San Andres
MountainstothewestandSacramentoMountainstotheeast(NVB,2009).TheTularosaBasinisabolson,
orabasin,thathasnosurfacedrainageoutlet(HGL,2015).ThebolsonfillintheTularosaBasinisderived
fromtheerosionoflimestone,dolomite,andgypsuminthesurroundingmountains,withcoarsermaterial
depositedatthebaseofthemountainsandfinermaterialcarriedtothebasininterior(FWEC,1995).The
nearsurfacebolsondepositsconsistofsedimentsthatareofalluvial,eolian,lacustrine,orplayaorigin.
Thealluvialfandepositsarecharacteristicallyinterbeddedsand,siltandclay.Theeoliandepositsconsist
primarily of gypsum sand and the lacustrine/playa deposits consist of clay containing gypsum crystals
(FWEC,1995).Thelacustrinedepositsarejuxtaposedwithalluvialfanandeoliandepositsthroughoutthe
installation(Radian,1992).BasewidegeologiccrosssectionsdevelopedfromtheSIsoilboringactivities
areprovidedinFigures3.0Ͳ1and3.0Ͳ2.
4.1.2 SoilExposurePathwaysandReceptors
PFOSand,toalesserextent,PFOAweredetectedinsurfaceandsubsurfacesoilsatAFFFreleaseareas1
and5at concentrationsabovethe RSLof0.126mg/kg.PFOS,PFOA,and/or PFBSwerealsodetected
belowtheRSLof0.126mg/kginsoilatAFFFreleaseareas1,2and5.Notrendswerenotedastodepths
ofPFASimpactedsoil,withtheexceptionofArea5wheresurfacesoilscontainedhigherconcentrations
ofPFAS,PFOA,andPFBSthansubsurfacesoils.NoneoftheAFFFreleaseareashaveacleancoveror
permanentimpenetrablecoverabovetheimpactedsoil.

Potentialexposureroutesforsoilincludeinhalationofimpactedsurfacesoildustparticles,andingestion
anddermalcontactofcontaminantsinsoil.
4.1.3 SoilExposureConclusions
Potential human exposure receptors of PFOS and PFOA concentrations in surface and subsurface soil
abovetheRSLatAFFFreleaseareas1,and5includeonͲbasepersonnel,groundsmaintenanceworkers,
utilityworkers,constructionworkers,sitevisitors,and/ortrespassersviainhalationofdustderivedfrom
contaminatedsurfacesoil,ingestion,ordermalcontact.
4.2 GROUNDWATERMIGRATIONPATHWAY
4.2.1 LocalHydrogeologicSetting
Groundwateroccursasanunconfinedaquiferintheunconsolidateddepositsofthecentralbasin(HGL,
2015).Theprimarysourceofgroundwaterrechargeisrainfallpercolationandminoramountsofstream
runoffalongthewesternSacramentoMountains.SincetheTularosaBasinisaclosedsystem,wateronly
leavestheareathroughevaporationorpercolationanddoesnotdischargetoanyadjacentaquifers(HGL,
2015).TheelevatedamountofpercolationresultsinahighͲwatertablewithgroundwaterlevelsranging
from 5 to 50 feet bgs (NVB, 2009). Groundwater flow at the installation is generally towards the
southwest, with localized influences from variations in topography, the presence of surface water
features, and the amount of rainfall percolation and stream runoff along the western Sacramento
Mountains.InthenorthernandwesternportionsofHollomanAFB,groundwaterflowsmoretothewest
towardtheRitasDraw,MaloneDraw,andLostRiverdrainages(HGL,2015).Groundwaterflowisalso
affectedbylocaltopographyinareasimmediatelyadjacenttoarroyos,wheregroundwaterflowsdirectly
towardthedrainagesregardlessofregionalflowpattern(NVB,2009).InthevicinityoftheformerFTA
(FTͲ31)groundwaterflowstothesouthͲsoutheasttowardsDillardDrawwhichflowstowardsthesouth
andsubsequentlytothesouthwesttowardsLakeHolloman(Figure3.0Ͳ3).
Groundwater quality in the Tularosa Basin is only of potable quality in the recharge areas in close
proximity to the Sacramento Mountains east of Holloman AFB and becomes increasingly mineralized
towardsthecentralportionofthebasin(NVB,2009).ThePAreportidentifiedthatmost(over70percent)
ofEnvironmentalRestorationProgram(ERP)sitesatHAFBhavegroundwaterwithaveragetotaldissolved
solids(TDS)concentrationsgreaterthan10,000milligramsperliter(mg/L).TheseTDSconcentrations
exceedtheNewMexicoWaterQualityControlCommission(NMWQCC)humanhealthstandardof1,000
mg/landthereforethegroundwaterhasbeendesignatedunfitforhumanconsumption(NVB,2009).
HistoricalgroundwateranalyticalresultsfrommonitoringwellsinthevicinityofselectAFFFreleaseareas
identifiedconcentrationsofTDSexceedingboththeNMWQCChumanhealthstandard(1,000mg/L)and
theUSEPAsecondarydrinkingwaterstandard(500mg/L).In2015,concentrationsofTDSfrommonitoring

wells sampled in the vicinity of the former FTA ranged from 22,900 mg/l to 30,600 mg/l and in 2018,
concentrations of TDS in groundwater from monitoring wells installed at the golf course ranged from
8,540mg/lto52,700mg/l(BaerEngineeringandEnvironmentalConsulting,2018).
Theadjacentsurfacewaters,includingLostRiverandLakeHollomanalsohavehighconcentrationsofTDS
andarenotconsideredpotentialdrinkingwatersources(NVB,2009).Inaddition,theUSEPAhasclassified
the groundwater as a Class IIIB water source, characterized by a low degree of interconnection with
adjacentsurfacewaterorgroundwaterofahigherclass.
4.2.2 GroundwaterExposurePathwaysandReceptors
PFAS,onceingroundwater,arehighlymobileandwillmigratenearthesamevelocityasgroundwaterdue
totheirhighsolubilityandlowpartitioncoefficientvalue.PFASarechemicallyandbiologicallystablein
theenvironmentandresisttypicalenvironmentaldegradationprocesses.Asaresult,thesechemicalsare
extremelypersistentintheenvironment,withahalfͲlifegreaterthan41yearsforPFOSandgreaterthan
92yearsforPFOA(USEPA,2014).PFBSisgenerallylesstoxicandlessbioaccumulativeinwildlifeand
humans(USEPA,2017b).
PFOS,PFOA,and/orPFBSweredetectedingroundwateratAFFFReleaseAreas1,2,3,and5.PFOS,PFOA,
andPFOS+PFOAexceededtheUSEPAHAvalueof0.07μg/Lingroundwaterattheseareas,whilePFBS
wasdetectedbelowtheUSEPATapWatervalueof400μg/L.BasedonthecurrentPFASanalyticalresults,
AFFFReleaseAreas1,2,3,and5areconsideredgroundwaterreleaseareasforpathwayanalysis.
DuetogenerallypoorambientgroundwaterqualitywithTDSatconcentrationsabove10,000mg/L,no
watersupplywellsarelocatedatHollomanAFB.PotablewateratHollomanAFBisobtainedfromfour
wellfields(Boles,Escondido,SanAndreasandFrenchy)locatedbetween12and35milessoutheastofthe
installation near the foothills of the Sacramento Mountains (Holloman AFB, 2016). Groundwater is
obtainedfrom15wellswithanaveragedepthof450Ͳ550feet.Thewaterissubsequentlystoredinground
leveltanksandtransportedviapipelinetotheinstallation(HollomanAFB,2016).Theinstallationwater
supplywassampledforPFASbyBioenvironmentalEngineering(BEE)personnelandnodetectionswere
reported.
TheCityofAlamogordo,alsoutilizeswaterfromthereferencedwellfield;however,areviewofwater
wellrecordsavailablefromtheNewMexicoOfficeoftheStateEngineer,WaterRightsReportingSystem
identifiedthepresenceof407wellswithin4Ͳmilesoftheinstallationboundary(Figure4.2Ͳ1).Asshown
on Figure 4.2Ͳ1, most wells are identified northeast and east of Holloman AFB in the foothills of the
SacramentoMountainsatatopographicallyhigherelevationthantheinstallation.Groundwaterflowon,
andinthevicinityofHollomanAFBisdirectedtothesouthwest,coincidentwithregionaltopographyand
thereforethemajorityoftheidentifiedwellsarelocatedinupͲorsideͲgradientlocationsrelativetothe
installationandAFFFreleaseareas.Oftheidentified407wells,11wereidentifiedasbeingpotentially
downgradientofthegroundwaterreleasearea(Figure4.2Ͳ2).Detailsregardingwelllocations,depth,
ownership and use are provided in Table 4.2Ͳ1. No domestic wells were identified within 4Ͳmiles

downgradient of the installation boundary and therefore no potential groundwater receptors were
identified.
4.2.3 GroundwaterMigrationPathwayConclusions
PFOSandPFOAingroundwaterexceededtheUSEPAHAvalueof0.07μg/LforPFOS,PFOA,and/orthe
sumofPFOS/PFOA,atAFFFReleaseAreas1,2,3,and5.Humangroundwaterreceptorsviatheingestion
pathwayarenotpresentforanyAFFFreleaseareaatordowngradientofHollomanAFBbecausewaterat
the installation does not meet the drinking water standards established by the NMWQCC due to high
levelsofTDS.
All drinking water at the installation is supplied from well fields located 12 to 35 miles southeast of
Holloman AFB. The water supply at the installation was sampled for PFAS by BEE personnel and no
detectionswerereported.Inaddition,noprivatepotablewaterwellswereidentifieddowngradientof
theinstallationorAFFFreleaseareasandthereforethereiscurrentlynopotentialgroundwaterreceptor
pathwaywithimmediateimpactstohumanhealthatHollomanAFB.
4.3 SEDIMENTEXPOSUREPATHWAY
4.3.1 SedimentExposurePathwaysandReceptors
PFOSwasdetectedinallsedimentscollectedfromAFFFReleaseAreas2,3,and4;sedimentsfromAFFF
releaseareas3and4containedPFOSatconcentrationsabovetheRSLof0.126mg/kg.PFOAandPFBS
werealsodetectedinsedimentsfromAFFFReleaseArea4,butbelowtherespectivescreeninglevels.
SedimentatHollomanAFBispotentiallyaccessiblebyonͲbasepersonnel,groundsmaintenanceworkers,
utility workers, construction workers, site visitors, and/or trespassers. Potential exposure routes for
sediment include dermal contact with submerged or exposed sediment during work activities such as
maintenance of ponds, drainage ditches, and canals that contain PFASͲimpacted sediment, as well as
variousrecreationalactivitiesatLakeHollomanoratApacheMesaGolfCourse.
4.3.2 SedimentExposureConclusions
PFOSwasdetectedinsedimentscollectedfromAFFFreleaseareas3and4atconcentrationsabovethe
calculated RSL of 0.126 mg/kg. Potential receptors include onͲbase personnel, grounds maintenance
workers, utility workers, construction workers, site visitors, and/or trespassers that may come into
contactwithPFASͲimpactedsedimentatordownstreamofAFFFreleaseareas2,3,and4.
4.4 SURFACEWATEREXPOSUREPATHWAY
4.4.1 SurfaceWaterExposurePathwaysandReceptors
PFOS and PFOA were detected in surface water at AFFF release areas 2, 3, and 4 (all surface water
samplingareas)atconcentrationsabovetheUSEPAHAvalueof0.07μg/L.However,theUSEPAHAvalue

Surface water at Holloman AFB is potentially accessible by onͲbase personnel, grounds maintenance

pointsforthecityofAlamogordowatersupplyincludespringsandstreamdiversionsintheFresnaland
LaLuzCanyonSystems,springsintheAlamoCanyonSystem,andBonitoLakelocatedupstream(north
andeast)ofHollomanAFB(Alamogordo,2016).Primarysurfacewaterexposurepointsdowngradientof
theinstallationaretheLagoonOutfallandLakeHolloman;however,surfacewaterattheselocationsis
unfit for human consumption due to high concentrations of TDS and are therefore not considered
potentialsourcesofdrinkingwater.Potentialexposureroutesforsurfacewaterincludedermalcontact
withsurfacewaterduringworkactivitiessuchasmaintenanceofponds,drainageditches,andcanalsthat
containPFASͲimpactedsurfacewater,aswellasduringvariousrecreationalactivitiesatLakeHolloman
and/orApacheMesaGolfCourse.
4.4.2 SurfaceWaterExposureConclusions
PFOSandPFOAweredetectedinsurfacewateratconcentrationsabovetheUSEPAHAvalueinsamples
collected from AFFF release areas 2, 3, and 4. However, the USEPA HA for PFOS and PFOA is only
applicable to drinking water sources and since surface water at Holloman AFB contains high
concentrationsofTDS,itisnotconsideredapotentialdrinkingwatersourceandthereforethereisno
potentialexposurepathwayforimmediateimpactstohumanhealthviaingestion.

GroundwaterReceptors
PotentialhumanreceptorsfromPFASingroundwaterincludeonͲbasepersonnelandresidents,grounds
maintenanceworkers,utilityworkers,constructionworkersthatmayencountertheshallowwatertable
atAFFFReleaseAreas1,2,3,and5wherePFOS,PFOA,andPFOA+PFOAexceededtheUSEPAHAvalue.
HumangroundwaterreceptorsviatheingestionpathwayarenotpresentforanyAFFFreleaseareaator
downgradient(southwest)ofHollomanAFBsincegroundwaterbeneathHollomanAFBisclassifiedasunfit
forhumanconsumptionduetothegenerallypoorambientgroundwaterquality.Concentrationsoftotal
dissolved solids (TDS) in groundwater exceed the New Mexico Water Quality Control Commission
(NMWQCC)humanhealthstandardof1,000mg/landthereforenopotablewatersupplywellsarelocated
atHollomanAFB.Allpotablewaterattheinstallationisobtainedfrom15wellslocated12to35miles
southeastoftheinstallationatanaveragedepthof450to550feet(HollomanAFB,2016).Thepotable
watersupplyatHollomanAFBisroutinelysampledforPFASandnodetectionshavebeenreported.
AlthoughtheCityofAlamogordoobtainspotablewaterfromthesamewellfieldasHollomanAFB,private
watersupplywellsarealsoutilizedoutsidethecitylimitsandwithin4Ͳmilesoftheinstallationboundary.
Groundwaterflowon,andinthevicinityofHollomanAFBisdirectedtothesouthwest,coincidentwith
regional topography and therefore all identified private water supply wells are located in upͲ or sideͲ
gradientlocationsrelativetotheAFFFreleaseareasandnotconsideredreceptorsforgroundwaterfrom
theinstallation.
Asaresult,thereiscurrentlynopotentialreceptorpathwaywithimmediateimpactstohumanhealthat
HollomanAFB.
SedimentReceptors
Potential human receptors from PFAS in sediment include onͲbase personnel, grounds maintenance
workers,utilityworkers,constructionworkers,sitevisitors,trespassersand/orrecreationalusersofLake
HollomanthatmaycomeincontactwithPFASͲimpactedsediment.PFOSconcentrationsexceededthe
RSLinsedimentsatAFFFReleaseAreas3and4,ApacheMesaGolfCourseandLakeHollomanoutfalls.
Exposureroutesincludedermalcontactwithsubmergedorexposedsedimentduringworkactivitiessuch
as maintenance of ponds, drainage ditches, and canals, as well as various recreational activities at or
downstreamofLakeHollomanoratApacheMesaGolfCourse.
