Defendant.

The State of Utah, by and through Lance Bastian, Deputy Utah County Attorney,
charges the defendant with the commission of the following offenses:

COUNT 1: ATTEMPTED CHILD KIDNAPPING, a first-degree felony, in violation of


Utah Code Ann 76-5-301.1, in that on or about February 5, 2018, in Utah County, the
defendant, Efrain Antonio Jardon-Mayen, did intentionally or knowingly, without
authority of law, by any means and in any manner, attempt to seize, confine, detain, or
transport a child under the age of fourteen years, without the consent of the victim's
parent or guardian, or the consent of a person acting in loco parentis.

This offense is punishable by imprisonment for an indeterminate term of not fewer than
three years and which may be for life.
COUNT 2: OBSTRUCTING JUSTICE, a second-degree felony, in violation of Utah
Code Ann 76-8-306(1), in that on or about February 5, 2018, in Utah County, the
defendant, Efrain Antonio Jardon-Mayen, did, with intent to hinder, delay, or prevent the
investigation, apprehension, prosecution, conviction, or punishment of any person
regarding conduct that constituted a criminal offense, provide false information regarding
a suspect, a witness, the conduct constituting an offense, or any other material aspect of
the investigation; and the conduct which constituted a criminal offense would be a first-
degree felony.

PROBABLE CAUSE STATEMENT: Andres Gianfelice of the Saratoga Springs Police


Department, having probable cause to believe that the defendant committed the above-
listed offenses, submitted the following evidence in support of the filing of this
Information: On February 5, 2018, in Saratoga Springs, the Defendant, Efrain Jardon-
Mayen, approached a ten-year-old girl ("B.C.") who was walking home from school in
his truck. He rolled down his window and asked if she needed a ride, and when she said
no, he forcefully said to "get in the car!" Scared, she ran home, and he followed her,
pulling onto her street and making a multiple-point u-turn in front of her house just after
she walked through her front door. A security camera on a house in the neighborhood
captured B.C. running onto her street and toward her house, and the Defendant's very
distinctive truck and trailer pulling onto her street approximately 30 seconds later. The
doorbell camera at B.C.'s home caught the Defendant's truck turning around in front of
the house. Officers identified the Defendant's vehicle at a construction site in the
neighborhood a short time later and made contact. The Defendant twice denied driving
in that area that day, saying people at his work site could vouch for him. After being
confronted with the video footage, though, he admitted to having done so and to driving
down the alleged victim's street looking for a place to turn around.

Based upon evidence received from Andres Gianfelice of the Saratoga Springs Police
Department, I have reason to believe the defendant committed the offenses as charged
herein.
