PHYSICIAN IN LIGAO EMERGENCY HOSPITAL, LIGAO CITY

Received on July 6, 2018 is an anonymous letter complaint lodged before the 8888 Citizen’s
Complaint Center with Ticket Reference No.G20171204-269-19 seeking intercession against
an attending physician in Ligao Emergency Hospital, Ligao City, Albay.

From complainant’s version the following are the relevant facts: the patient was admitted in
the Out-Patient Department (OPD) and is expecting that the attending physician will prescribe
some medicines for treatment. But instead, the doctor ordered for laboratory examinations for
blood and urine samples of the patient, which upset the latter.

ACTIONS TAKEN:

1. Dr. Antonio Ludovice, OIC-JBDMDH was directed through Memorandum Order

No. 016-2018 dated July 6, 2018 signed by the Governor to conduct investigation on
the matter and submit a written report within a non-extendible period of Seventy-Two
(72) Hours from receipt of the memo.

2. Had a one-on-one discussion with the doctor concerned on how to handle similar
cases and to improve personal touch when talking to patients.

3. The Customer Personnel of the Day was immediately implemented to look into similar
cases. The Customer Personnel of the Day will do rounds to identify possible issues,
prioritizing the ER and OPD units to anticipate similar incidents.
