approach and evaluation of the specific project is essential.

This manual is structured in three chapters. The first chap-


ter gives an overview of PPP models and their application.
The second chapter provides a practical guideline for the
implementation of PPPs encompassing issues such as
the necessity to look into the institutional and regulatory
frameworks. This chapter presents a PPP checklist for prac-
titioners, and gives also an insight into the sectoral trends.
The final chapter deals with the cooperative role to be
played by GIZ and the consulting services that it provides
in this field. Throughout the manual, there are a number
of examples and case studies for illustrative reasons.

ticipation. Quite objectively, the question of whether specific
PPP laws must be introduced for PPPs to be successful

national public authorities is in their efforts to tap the
best possible sources of finance. It is not GIZ’s mandate to
provide financing, however, it can help identify the optimal
national, bilateral and multinational financing sources for
a specific project. Thus, GIZ may act as a ‘financial facili-
tator’ that informs stakeholders and provides them with
advice on the various options and most optimal sources of
finance.
Above all, in any change process, it is necessary to be
aware of the various, often contrary, interests that exist.
Therefore, in any of the aforementioned areas where GIZ
can provide assistance to institutions and governments
regarding PPPs, transparency is of importance. All the
stakeholders, and their special interests, should be known.
In addition, the involvement of all parties is required to
ensure the acceptance of a clear allocation of responsibili-
ties throughout the PPP process.

The PPP option study of 1999 should have shown already
that a lease contract is not a realistic option for Yemen.
With a lease contract, the private operator carries a great
part of the entrepreneurial risk. In the context of great
poverty, dramatic water scarcity and the conflicts and
unrests in Yemen this option is hardly attractive. Premised
soft loans of the world bank were a main incentive to
nevertheless tender the contract, as it was a pre-condition
to obtain another US$ 120 mill. In this respect, the events
in Sana’a may serve as an example of a PPP process of
which those involved were not entirely convinced and
which did not take into account all framework conditions.
