MESSAGE

The Hand Book of Instructions for the effective conduct of the Intermediate
Public Examinations (Practicals) 2019 has been compiled to meet the requirements
of personnel involved in conducting Intermediate Public Examinations (Practicals). It
contains guidelines and instructions for the proper conduct of Practical Examinations.
The guidelines issued to the High Power Committees (HPCs), District Examination
Committees (DECs), Chief Superintendents, Departmental Officers, Practical
Examiners, Members of Flying Squad, RJDIEs and DVEOs would go a long way in
effective administration and supervision, since Practical Examinations do have
immense importance in the present scenario.

I hope these instructions will be very useful to all the Officers on Examination
duty, to carry out the instructions in a meticulous way for smooth & peaceful
conduct of Practical Examinations of Board of Intermediate Education 2019.

II: HIGH POWER COMMITTEE


Constitution:
The High Power Committee is constituted at the District level by the District Collector
consisting of the following members:

1) District Collector.
2) Superintendent of Police.
3) Regional Joint Director of Intermediate Education – Ex-Officio Member

4) District Vocational Education Officer.


5) One Senior Principal of Govt. Junior College nominated by the District Examination
Committee.

6) One Subject Expert (as per the Subject of the day/Junior Lecturer cadre).

Functions:
1) The High Power Committee can visit any Practical Examination Centre at any time
and can check the premises, examination halls and the candidates and also the
confidential material where ever necessary.

2) Whenever any discreet information is received with regard to Intermediate Public


Examinations from press, public, police or any examination related personnel, the
High Power Committee should critically examine the source of information and its
reliability.

3) The High Power Committee may take steps to verify the authenticity of information
and the quantum of damage it is likely to cause to the Intermediate Public
Examinations.

4) A detailed report along with necessary evidence collected, reports submitted by


invigilators, Chief Superintendents, Departmental Officers and the action taken along
with the detailed observations of the Committee may be submitted to the B.I.E for
taking necessary action.

5) The HPC can cancel the Practical and Theory examinations at a Centre and it can
change the Centre when mass copying is noticed.

6) The HPC can discuss with the District Examination Committee on any examination
related problems and can advise for necessary corrections.

7) The HPC can send its own team / squad instantly at any time during Intermediate
Public Examinations to assess the information and take corrective action.

8) At the time of visit to the Examination Centre, the details of number of


rooms used as Laboratories, along with Seating Plan of each Hall, number
of Candidates accommodated, furniture available, names of Invigilators
etc., may be obtained.

9) The actual Question Paper of the session/day and the Answer Booklets Account can
be verified.

10) Reports from the Chief Superintendent and the Departmental Officer on the conduct
of the day‟s Examination may be obtained.

11) The High Power Committee‟s decisions are generally binding on the B.I.E /
competent authority.

12) The High Power Committee can suspend, remove and re-arrange the Chief
Superintendents, Departmental Officers whenever it feels that prima facie evidence is
available pending enquiry.

13) Action against the Chief Superintendents, Departmental Officers, Practical


Examiners & Invigilators:

The Committee shall recommend for taking appropriate action against the Chief
Superintendents, Departmental Officers and Practical Examiners who are found
responsible for allowing malpractices in their Examination Centres and respective
examination halls. The report for taking action against the Chief Superintendents,
Departmental Officers and Practical Examiners should be sent telegraphically on the
basis of which the R.J.D.I.E/ the C.I.E., shall take immediate action under intimation
to the Secretary, Board of Intermediate Education, A.P., Vijayawada. In respect of
private unaided college centres and on its Staff, the Secretary, B.I.E. will take action.

14) The Principal who is appointed as a Member of the High Power Committee along
with another member arranged by the DEC should also visit the Examination Centres
as per the directions of the DEC.

III: DUTIES OF THE CONVENORS/ MEMBERS of DISTRICT EXAMINATION


COMMITTEES

1) The DEC should instruct all the Chief Superintendents to see that the Marks are posted
by the Examiner in Practical OMR Award lists correctly by following the instructions
issued therein.

2) The DEC should monitor the conduct of Practical Examinations in the district as per the
time table and batches communicated by the BIE.

3) Strict instructions should be given to the examiners appointed by the BIE to attend the
Practical Examination Centres as per the Time Table and Postings allotted by the BIE. In
case of any Contingency, they should arrange for external examiners from the list
communicated by the BIE.

4) The Chief Superintendent / Departmental Officer cannot permit the candidates to change
their batch. Any exceptional cases, i.e. on medical grounds and on other valid reasons
supported by documentary evidence should be reported through the DEC to the
Secretary BIE for further instructions.

5) The Convener and members of DEC should chalk out a programme and visit all the
Practical Examination Centres and issue necessary instructions to the Chief
Superintendents and Practical examiners for proper conduct of Examinations.

6) The DEC should provide the required number of Answer books to each centre according
to allotted strength. 10 extra Answer books may be kept with the C.S. in reserve.

7) All the added candidates, if any, permitted by the BIE should be allotted in a single
batch, preferably in the last batch. Separate Blank OMR Award Sheets supplied by the
BIE are to be utilized for posting of the Marks for such added candidates. The DEC
should obtain daily reports from all the Practical Examination Centres and inform the
Secretary BIE, in case of any violation of procedure.

8) For the conduct of Practical examinations of IPE March 2019 also, the Board
will supply the question papers through online. All the Chief Superintendents are
allowed to download the Practical Question papers of all days from 30-01-2019 at
02:00 PM to 31-01-2019 upto 05:00 PM. The downloaded Practical Question Papers
are password protected files and the password for opening of day wise QP will be sent to
the registered mobile number of the Chief Superintendent of the centre by way of SMS
before half-an-hour of the commencement of the practical examination for each session.

9) The Question Papers for Practical Examinations supplied through ONLINE by the BIE
should be strictly adhered to. No alteration in the Practical Question Paper will be
permitted. Questions allotted to the candidates also should not be changed.

10) The Practical Examiners appointed by the BIE should alone conduct the Practical
Examinations. The Chief Superintendents are not empowered to make their own
alternative arrangements. They are advised to contact the Convenor, DEC, if it becomes
necessary.

11) The DEC should collect the information in the following proforma after completion of
Practical examination at all centres.
I. Name of the centre (with centre code) and Name of the Clubbed College.
II. Subject
III. Number of Practicals conducted.

IV. Whether the equipment is adequate for the conduct of all the Practicals.
V. Remarks of the Examiner, if any.

12) The District Examination Committee shall appoint Principals of Private Un-aided Jr.
Colleges as Chief Superintendents / Departmental Officers to Practical examination
centres. The person appointed by the management as Principal in the affiliation
proposal shall only be appointed as Chief Superintendent / Departmental Officer of the
Practical Examination Centre. No other substitute shall be appointed by DEC without the
express orders of the Secretary, BIE. The DEC will be held responsible for any deviation
in this regard.

13) If 25% of the candidates of any college secure 100% marks in Practical Exams, the
B.I.E. will take measures for re-verification of the Practical Answer Scripts of those
candidates. Appropriate action will be taken in case of erratic valuation, if any.

14) Appointment of Departmental Officers will be from the Government and Aided Colleges
to the private Un-aided Junior Colleges for Practical Examinations

15) The Convenor, DEC should submit a consolidated list of Examiners who have not
reported to duty, duly extending a copy to the RJDIE concerned for initiating action
against them as per the CCA rules.

16) The DEC should verify the Practical records of the candidates with regard to their
punching at the end of each session and see that there is no misuse of Practical record
books at a later stage.

17) The DEC should receive the following sealed white cloth cover parcels separately from
the Chief Superintendents on completion of the Practical Examinations at the Centres.

I. Original OMR Award sheets with Absentee statements.


II. Duplicate Marks Sheet.
III. Corrected copy of Practical Nominal Rolls (CNRs) duly marking attendance.

18) The Convenor, DEC should send the above Parcels through a special messenger to the
BIE, Vijayawada and get them handed over to the Deputy Secretary (Exams) concerned,
under proper acknowledgement.

19) The DEC should collect the balance of Practical Stationery immediately after completion
of Practical examinations in all the centres.

IV: CONSTITUTION OF EXAMINATION CENTRES & INTIMATION OF DATES OF


PRACTICAL EXAMINATIONS

CONSTITUTION:-

1) When a college is constituted as centre for practical examinations, the Principal


concerned will be intimated accordingly.

2) The number of college students jumbled to the centre for the conduct of practical
examinations should be indicated in the following proforma.

3) Practical OMR Award sheets in duplicate are supplied for posting of marks secured by
candidates in the practical examinations.
4) Nominal Roll will be supplied exclusively for conducting practical examinations at the
respective centre for the students of the centre as well as for those of the clubbed
centres. The science lecturers of the centre should be instructed accordingly, so as
to enable them to make the necessary arrangements well in advance.

5) GUIDELINES FOR THE USE OF COMPUTERISED PRACTICAL BATCHES LIST/TIME TABLE

1) The Practical Batches and Time-table for each centre prepared by the BIE are
supplied to the Chief Superintendent of the constituted centre for the conduct of
practical examinations without any deviation. A copy of the same should be
displayed on the notice Board of the college, making wide publicity among the
students so that they can appear for the practical examinations as per the schedule.

2) Centre wise Nominal Rolls of the candidates appearing for practical examinations will
be supplied to the Chief Superintendents in duplicate. They contain the Bio-data and
practical subject papers offered by the candidates of the centre and of the clubbed
colleges. These nominal rolls can be used for marking attendance. However, a
separate consolidated absentee statement should also be prepared.

3) The original OMR Award sheets with duplicate Award sheets with Regd. Nos. of
candidates offering for practical examinations of February 2019 will be supplied to
the Chief Superintendents.

4) The actual dates and timings of practical examinations will be communicated to the
Chief Superintendents for informing the same to the candidates well in advance.
5) No candidate should be permitted to change his/her batch, whatever may be the
reasons. However, on valid reasons, the Chief Superintendent should report all such
cases to the DEC. Then the DEC will seek necessary orders from the Secretary/COE,
BIE. The same will be informed to the Chief Superintendent concerned.

6) Added Candidates:-
If any added candidates are permitted by the BIE, all such candidates should be
allotted to a single practical batch, preferably to the last batch. For all the added
candidates, separate blank OMR sheets in duplicate will be supplied by the BIE, for
posting of marks.

7) In order to maintain strict confidentiality for the practical exams February 2019, the
list of practical examiners allotted to the centre will not be communicated to the
Chief Superintendents. Instead, the practical examiners allotted are instructed to
report directly to the Chief Superintendents concerned. If no communication is
received from the examiner one day before by forenoon, the Chief Superintendent
should inform the Convenor, DEC, immediately, to make alternate arrangements.
DESPATCH OF QUESTION PAPERS

1) The computerized practical question papers of the concerned centre will be sent by
through online well in advance.
2) As per the practical batches and Time Table communicated by the BIE, the number
of days required for the completion of the practical examinations at the concerned
centre will be determined. So, the commencement of practical examinations varies
from one centre to another, depending upon the duration of practical exams at that
centre. The actual date of commencement of practical examinations will be
intimated. According to the following spells, the practical examinations at a
particular centre are conducted.

PACKING & DESPATCH OF AWARD LISTS & ANSWER SCRIPTS:

8) After the completion of the practical examinations, the C.S. should get the covers
containing award sheets & valued answer scripts packed and dispatched in the
sealed cloth covers separately, as detailed below.

I) 1) Original OMR Award sheets with Absentee Statements should be


packed in white cloth cover and sealed.

2) Duplicate OMR Award Sheets should be packed in White Cloth cover


and sealed.

3) Corrected copy of the practical nominal Rolls (CNRs) duly marking


attendance should be packed in white cloth cover and sealed.

4) Consolidated Absentee Statement.

Note:

All the above 4 items should be handed over to the Convenor DEC, through a special
responsible messenger, under proper acknowledgement.

5) Practical Answer Books should also be packed in white cloth cover and
sealed and they should be dispatched by speed post to the name address of
Dr.Kamalapati Moses, Lecturer in Mathematics (Ph. No. 9848183194,
0863-2322046), Andhra Christian College, Guntur – 522 001.

6) The details of the contents inside, in every cloth bundle should clearly be
superscribed.

FORMATION OF BATCHES IN ONE CENTRE:

8) When in any centre, the practical examinations cannot be completed within the four
spells because of large number of students, two batches shall be formed for each
session. The required number of practical examiners per day will be allotted by the
BIE/DEC.

The following dates are prescribed for practical exams in Geography and Music and
other minor subjects.

PREPARATION OF QUESTION PAPER FOR SPECIAL SUBJECTS:

10) The Question papers pertaining to Music Practicals shall be prepared by the
concerned practical examiners and the remuneration will be paid to them as per
rules.

11) The Chief Superintendents and Departmental Officers should make all necessary
arrangements, well in advance, for the smooth and effective conduct of the practical
examinations at the respective centres and see that the practical exams are
conducted as per schedule.

FORMATION OF FLYING SQUADS:

12) The flying squads will be constituted for the practical examinations for February,
2019 on the basis of the number of practical exam centres in a particular spell as
follows.

1) for 20 centres - 1 flying Squad


2) for 40 centres - 2 flying Squads
3) for 60 centres - 3 flying Squads
4) for more than 60 centres – 4 flying Squads

Note: Additional flying squad may be constituted if the number of centres exceed
10 centres of the previous level.

V: DISTRIBUTION OF COVERS CONTAINING APPOINTMENT ORDERS OF


PRACTICAL EXAMINERS

1) The individual appointment orders for practical examiners of the concerned colleges
will be sent in sealed covers. The names of the practical examiners will be super
scribed, along with their subjects.

The Principals should hand over the covers to the Junior Lecturers/Lecturers
concerned, obtain the acknowledgment in the proforma containing the list of
examiners in duplicate. The original copy should be sent to the BIE. They should
relieve the examiners, to conduct the practical examinations for February 2019, as
per schedule.

2) The Principals should hand over a copy of the “Instructions to Practical Examiners” to
each examiner and the cover containing appointment order to the lecturer concerned
and direct him/her to attend the practical examinations according to the schedule
ordered by the Board. Under any circumstances, the Principals should not use their
discretion in serving the appointment order of the Board. Any deviation in this
regard will be viewed very seriously by the BIE authorities and the defaulters are
liable for disciplinary action.

3) If any Lecturer is transferred to some other college, in the same district, the Principal
of the college should send the cover of appointment order to the Lecturers
concerned immediately, so that the practical examinations are conducted without
any deviation. The same should be intimated to the Joint Secretary
(Examinations–I), BIE, Opp. NTR Health University, Nagarjuna Nagar
Colony, Vijayawada – 520 008.

4) If any Lecturer receives appointment order of a different subject or retired from


service or resigned to the job, his appointment order should be returned forth with
to the Joint Secretary (Exams-I) with the remarks of the Principal to that effect.

5) The Principal should not serve the order of appointment as Practical Examiner to the
following personnel.

a) The lecturers who have not completed a minimum of ONE YEAR of service
(Teaching experience in case of staff working in Govt./ Aided/Govt. sponsored
Residential colleges).

b) The lecturers who have not completed a minimum of TWO YEARS of service
(Teaching experience in case of staff working in Private Unaided/Co-
operative/incentive Junior College).

c) The lecturers who are working on part time basis in Pvt. Unaided Colleges.

d) The lecturers posted in the same college where he/she is working at present
because of transfer.

e) The Lecturers posted in the college where the students of his college / his
college management are also appearing for practical examinations.

Note: The Principals should return all such appointment orders, if any, to the
Joint Secretary (Examinations–I), BIE, Opp. NTR Health University,
Nagarjuna Nagar Colony, Vijayawada – 520 008 with their special remarks
accordingly.

6) The Principal / Chief Superintendent should give the following information to the
practical examiners.

a) The Examinership is a part of duty of a JL / Lecturer.

b) He / She cannot refuse the appointment.

c) Failure to conduct the practical examinations according to the given schedule will
be deemed to be willful negligence of duty. The defaulters are punishable under
section 10 of AP Public examinations (Prevention of malpractices and unfair
means) ACT (Act 25 of 1997).

d) The examiners should inform the Chief Superintendent/ Departmental Officer


about their date of reporting at the centre well in advance.

e) Chief Superintendent/ Departmental Officer is not authorized by the BIE to make


spot appointments directly. So, lecturers appointed as practical examiners should
report to duty only at the centres allotted to them. They should not act as
examiners at some other centres by way of spot appointment which is highly
irregular. If any deviation by the Principal/Lecturer/JL is noticed by the BIE, in
this regard, disciplinary action will be initiated not only against them, but also
against the college Management where they are working. The practical
examinations conducted irregularly by such unauthorized persons will be
cancelled.

f) The Chief Superintendent/ Departmental Officer should contact the Convenor,


DEC immediately, if he/she does not receive any communication from the
practical examiners posted to their centres about his/her actual date and time of
reporting one day in advance.

g) The practical examiners should hand over the practical OMR Award lists in a
sealed cover to the C.S after the practical examination of that session is over.
The C.S should keep them under his custody. He is responsible until the sealed
covers containing the OMR award lists and Practical Answer Scripts, duly attested
by them, session wise, are sent to the Convenor, DEC.

7) The person appointed as Principal of a Private Junior College by the management as


shown in the affiliation proposal shall only act as Chief Superintendent / Departmental
Officer of the Practical Examination Centre.

8) Appointment of Departmental Officers will be from the Government and Aided Colleges
to the Private Un-aided Junior Colleges for Practical Examinations.

9) If 25% of the candidates of any college secure 100% marks in Practical Examinations,
the B.I.E. will take measures for re-verification of the Practical Answer Scripts of those
candidates. Appropriate action will be taken in case of erratic valuation, if any.

The above instructions should be followed scrupulously, any deviation in this


regard will be viewed seriously and necessary disciplinary action will be initiated for
failure to comply with the instructions.

6. Do not write or add any Roll Number and put marks and shade the circle, other than
the Roll Numbers printed by computer even though there is place.
7. Do not tamper or correct any computerized printed matter in OMR sheet, especially
the Paper Code or Roll Number.
8. Avoid overwriting of marks for proper and perfect scanning of marks.
9. Do not write or mark on “Barcodes” for proper scanning.
10. Carefully study the examples before you start marking and filling the OMR sheet.
11. As shown in the example and instructions given in OMR Award Sheet before starting
the posting of marks on OMR Award Sheet shade the circles completely.

VII: SPECIAL INSTRUCTIONS TO THE PRINCIPALS / CHIEF


SUPERINTENDENTS/DEPARTMENTAL OFFICERS

1. The Principals/Chief Superintendents should communicate the actual date and time
of Practical Examination to the candidates well in advance. The practical Examination
should be conducted as per the Batches and Time Table communicated by the BIE.

2. The Principals/Chief Superintendents in case of any problem, should contact


the DEC, constituted in every district, to monitor the conduct of the Practical
Examinations.

3. The question Papers for Practical Exams supplied by the BIE should be strictly
adhered to. No alterations in the Practical Question Paper will be permitted.
Questions allotted to the candidates should not be changed under any
circumstances.

4. The Chief Superintendents/Departmental Officers should open the online Practical


Question Paper using the password provided by BIE meant for that Day & Session
only, after clearly verifying the file name provided. Wrong opening of Question Paper
will be viewed seriously and action will be taken against the concerned.

5. According to previous practice, even for IPE Practical Exam 2019 also, the number of
Experiments are 12 in Physics Paper, and the Number of Salts are 12 in Chemistry
Paper. The concerned Practical Examiners should not allot one Experiment/ Salt to
more than two candidates in a batch. The allotment of Experiments in Physics and
Salts in Chemistry is to be done through draw of lots: under no circumstances the
Questions allotted to a candidate should be changed. All Questions in Botany and
Zoology Papers have to be attempted by the candidate.

6. The downloaded online practical question paper meant for the day and session must
be opened half an hour before the commencement of examination and all the Chief
Superintendent/Departmental Officer, all Practical Examiners present must duly sign
on the question paper mentioning the date and time of downloading the question
paper.

7. The Principals/Chief Superintendents should give wide publicity among the Staff and
the Students that all the Practicals are to be conducted as per the syllabus and
Schedule approved by the BIE. The Chief Superintendent alone will be held
responsible for any deviation in this regard.

8. At the end of the Session‟s Examination and Valuation, the Chief Superintendent
should ensure that Practical Record Books, Field Note Books, Herbarium Sheets etc.,
of each candidate have to be punched at two or more places in the presence of the
external examiner and should be preserved for verification by DEC. There should not
be any misuse of records.

9. Candidates possessing Hall Tickets with printed Photograph of the candidate issued
by the BIE shall only be allowed. No photograph should be pasted on the practical
Hall Ticket of the candidate. Any instance of wrong photograph should be brought to
the notice of the BIE through the DEC.

10. The Chief Superintendents/ Departmental Officers should keep all the Original and
Duplicate OMR Award Sheets in his/her personal custody. He/She should personally
handover the OMR Sheets to the examiners concerned on the Day/ Session of the
Examination for posting of Marks. The Chief Superintendents/Departmental Officers

or any Staff member or any member of the Management should not insist or
threaten the Practical Examiners to reveal the Marks awarded to the candidates.

11. IMP: The Chief Superintendents/ Departmental Officers should issue correct OMR
sheets of the batch and Subject concerned to the Examiners. The Examiners
should not use the wrong award lists by changing the Paper Codes which is
highly irregular. They should note that Posting of Marks by the Computer will be
done as per OMR Serial No. So, wrong utilization of OMR sheets will lead to wrong
posting of Marks and wrong publication of results. It will create more problems
during recounting of marks also.

Therefore, any deviation in this regard will be construed as sheer negligence of exam
duties. Disciplinary action will be initiated against the Chief Superintendent/
Departmental Officer and the Practical Examiner concerned.

VIII: Supply of Practical Question Paper through Online and instructions


for downloading.

The following is the procedure to be followed by all the Chief Superintendents


for downloading the Question paper:
i. Pre examination process:
All the Mobile Phone numbers of Chief Superintendents of practical
examination centres March, 2019 should be sent to this office. If any change in the
mobile number before commencement of practical examinations, the same shall be
intimated to this office through RIOs concerned.

ii. Process of Downloading the Question Papers online:


Visit the website: https://jnanabhumi.ap.gov.in for Circulars/ notifications by
the BIE.
a. On clicking the above hyperlink, the following menu will be displayed

d. The Chief Supdt., has to Click on the download button for downloading all the
Practical Question papers i.e., day wise, Session wise and Subject wise for
General science subjects. These downloaded question paper files are zipped
and totally password protected files.

e. All the Chief Superintendents will be allowed to download the Question papers of
all days from 30-01-2019 at 02:00 PM to 31-01-2019 upto 05:00 PM.

iii. On the day/ Session (F N & A N) of Practical Examination, before 30 Minutes of the
Session, password will be sent to the registered mobile number of the Chief
Superintendent of the centre by way of SMS from the BIE, AP, Vijayawada. The
password will be generated for FN & AN Sessions separately, only through program
option.

(for any problem regarding password by any chief Superintendent, he/she can
contact the RIO/DEC concerned for obtaining password)

iv. Problems in downloading QP, if any:

Even after entering the password, if the question paper file is not opened
then the password will be sent to email id of the Chief Superintendent in case of
exigency only.
Therefore, all the Principals and Chief Superintendents are instructed to
follow the above procedure and instructions scrupulously for downloading the
Question papers for conduct of practical examinations of 2019 without fail. Any
deviation in this regard will be viewed seriously.

IX: FUNCTIONS OF THE PRACTICAL EXAMINERS BEFORE, DURING AND AFTER


THE PRACTICAL EXAMINATIONS

The Chief Superintendent/ Departmental Officer should give the following


instructions to the Practical Examiners. The J.Ls/ Lecturers who are appointed as examiners
for the IPE 2019 shall follow the instructions scrupulously while attending the examination
duties.

A. BEFORE THE EXAMINATION

1. The Practical Examiner should report to the Chief Superintendent of the


centre one session before the day of commencement of Examinations to
satisfy yourself with the laboratory and equipment. If you are already
conducting Practical Examination at a centre and can not reach the second allotted
centre (if any) one day before, you are requested to inform the same to the Chief
superintendent of the centre, along with the actual date and time of reporting at the
centre.

2. Before opening the Online Question Paper, the Practical Examiner, the
Chief Superintendent/Departmental Officer should satisfy that the
Question Paper envelope relates to that day and session only.

3. The Password Protected Question Paper of a particular session shall be opened by


the Chief Superintendent in your presence and in the presence of Practical Examiners
of other subjects for the same session, half-an-hour before the commencement
of the examination. You should duly sign on the Question Paper slip mentioning
the date and time of downloading the question paper.

4. The Practical Examiner should receive the Practical Question Paper slip, half-an-hour
before the scheduled time of Practical Examinations in your subject from the Chief
Superintendent. Please relate the numbers on the Question Paper slip with those of
the „Question Bank‟ and write down the Questions on the Black Board or dictate the
questions to the examinees in the exam hall and conduct the Examination.

5. The Practical Examiner should collect the material viz. Computer Question Paper slip,
Time Table, OMR Award sheets, work done statements, T.A bill form, Question Bank
and Scheme of valuation pertaining to your subject from the Chief Superintendent
concerned and return the above documents to the Chief Superintendent after the
completion of Examination.

6. The Practical Examiner should note down the information such as Batch No., Date,
Time and No. of candidates, slides and other material given on the backside of the
Question Paper and keep this note along with the Valued Scripts.

7. The Question Paper for Practical Examinations supplied by the Board


through ONLINE should be strictly adhered to. No alteration or
substitution of Questions in the Practical question Papers will be
permitted.

8. You should furnish the information in respect of each centre / the colleges clubbed in
the following proforma, after the completion of Practical examinations at all your
centres and submit it to the RIO / Convenor, DEC concerned without fail.

I. Name of the centre (with centre code) and Name of the Clubbed College.
II. Subject
III. Number of Practicals conducted.

IV. Whether the equipment is available and adequate for the conduct of all the
Practicals.

V. If available, the reason for not conducting the Practicals.


VI. Remarks of the examiner, if any.

B. DURING THE PRACTICAL EXAMINATION

1. The Practical Examiner should not leave the Practical examination hall/lab during the
time of Examination.

2. No candidate should be permitted to enter the exam hall 15 minutes after the
commencement of the Examination.

3. The candidates should not be allowed to bring with them any printed material, notes,
books, logarithms etc., The Chief Superintendent should supply the required
logarithm books.

4. The Record Books, Field Note Books, Herbarium Sheets are to be valued, provided
they are duly certified by the Head of the department. Please verify whether the
hand writing in the record book etc., tallies with that of the candidate or not.

5. At the end of the Valuation, the Record Book, Field Note Book, Herbarium Sheets
etc., should be punched at two or more places to avoid misuse of the same material
by the other candidates.

6. Candidates who have not submitted Record / Field Note Book etc., shall be permitted
to take the examination but they loose the marks for the Record/ Field Note Book.

7. The Practical Examiner should verify the identity of the candidates with reference to
their photo on hall tickets and admission cards issued to avoid impersonation.
Pasted photographs on hall tickets should not be accepted.

8. The Practical Examiner should check at least two observations of each candidate and
attest the same by putting the initials.

9. The Practical Examiner should not resort to erratic Valuation but ensure proper and
correct Valuation

10. The Practical Examiner should enter the marks awarded to each bit of the answers at
the end of each answer book and make total by putting the initials. The marks
awarded for the Record/ Field Note Book/ Herbarium Sheets shall be shown on each
Answer Book. All the Marks shall be entered on the title page of the answer book
separately for Practicals and Record Books specifically. You should value the Practical
Answer Scripts only in Red Ink. You should not fail to sign on the title page and write
the Examiner No. on the Practical Answer Book.

11. The Practical Examiner should write “The End” at the end of the Answers in the
Practical Answer book and put the initial without fail. All the blank pages are to be
crossed.

12. The Practical Examiner should complete the valuation of scripts immediately after the
completion of the sessions practical examination and post the Marks question wise
including marks for record on the title page and also in the answer scripts question
wise.

13. After posting of marks and filling all the columns, the Practical Examiner should very
carefully detach the original OMR Award Sheet and the duplicate part of it along with
the perforations.

14. Keep the Original, Duplicate Award Lists and valued answer scripts in separate
covers and seal the covers and handover to the Chief Superintendent.

C. AFTER THE PRACTICAL EXAMINATIONS

1. The Practical Examiner should prepare the Absentee statement in triplicate and get it
countersigned by the Chief Superintendent immediately after the conduct of Practical
Examinations. He should prepare 3 Packets as indicated hereunder.

I. First packet containing Original OMR Award Sheets and Absentee statement.
II. Second Packet containing duplicate OMR Sheets.
III. Third Packet containing valued Answer Scripts along with Question Paper.

2. All these Packets are to be sealed with lack and signed across the flap of the
envelope and on the packet to avoid tampering of the packets later.

3. The duly sealed three Packets should be handed over to the Chief Superintendent
super scribing on the cover, the details of the Contents inside. Under no
circumstances the Packets should be sent directly to the BIE.

4. If any untoward incident takes place at the centre, the same should be brought to
the notice of the Convenor, DEC and the Secretary / COE, BIE on the same day
immediately.
5. Do not allow any other person during valuation while the valuation is in progress.

X. ROLE AND GUIDELINES FOR RJDIEs & DVEOs

The Regional Joint Directors of Intermediate Education, the District Vocational


Education Officers and the Officers of the Commissionerate of the Intermediate Education,
A.P. will be the OBSERVERS for the Intermediate Practical & Theory Examinations in the
District concerned. The R.J.D.I.Es and the D.V.E.Os shall exclusively visit the Practical and
Theory Examination Centres.

The R.J.D.I.Es and the D.V.E.Os can identify the problematic Centres well in advance
and can co-ordinate with the local Police Officers for the precautionary measures to be taken
in this regard. If any examination related incidents occurred in the earlier years, extra care
should be taken to see that such incidents don‟t occur.

GUIDELINES

1) While on a visit to an Examination Centre, they shall check the premises,


examinations halls, the candidates and also the confidential material wherever
required.

2) They may discuss with the District Examination Committee on any Examination
related problems and can advise for necessary corrections.

3) At the time of visit to the Examination Centre, the details of No. of Rooms used as
Examination Halls, along with Seating Plan of each hall, number of Candidates
accommodated, furniture available, Names of Invigilators etc., may be obtained.

4) The Question Paper Account and the Answer Scripts Account should be verified.

5) They shall obtain Reports of Asst. Supdts., and reports of the Chief Superintendents
and the Departmental Officer on the conduct of the day‟s Examination.

6) They should suggest all precautionary measures whenever and wherever necessary
for the smooth and effective conduct of Intermediate Public Examinations.

7) They are also requested to give special attention to the practical examinations as
Intermediate Marks are given weightage for EAMCET ranks.

8) The R.J.D.I.Es can visit any Examination Centre in their jurisdiction and the
D.V.E.Os can visit any Examination Centre in their district(s).

9) The D.V.E.Os have already been provided with vehicles with BIE funds and as such
there is no need to provide vehicles by the DEC.

10) The R.J.D.I.Es may inform the places/centres visited and their comments on them
to the Secretary, BIE over phone every day.

11) The D.V.E.Os may inform the above information to the Controller of Examinations
every day, apart from the detailed report soon after the conclusion of the
examinations.

Online facility will be provided closer to the examinations to file their reports.

XI. INSTRUCTIONS FOR VOCATIONAL PRACTICAL EXAMINATIONS- 2019

1. The Principals of all Junior/Composite Colleges offering Intermediate Vocational


Courses are informed to conduct the Practical Examinations to the students of
Vocational Courses and Bridge Course of Intermediate Vocational Public
Examinations, March-2019 from 01.02.2019 to 20.02.2019 (including Sundays)
for 1st and 2nd year and Bridge Courses.

2. The clean copy of Nominal Rolls will be dispatched in due course. As soon as the
Nominal Rolls are received in the colleges, you are requested to conduct the Practical
Examinations from 01.02.2019 to 20.02.2019 (including Sundays) for Vocational
Courses and Bridge Course without fail.

3. The Principals/Chief Superintendents are informed that the Practical


Examination Time Table of Vocational Courses for IVPE Feb-2019 will be
prepared by BIEAP and the centres must follow the same Time Table.

4. The Practical Examinations of Vocational along with Bridge Course shall have to be
completed invariably before 20.02.2019. Necessary steps may be taken by the
Principals in consultation with DEC for conducting the Practical Examinations as per
schedule.

5. The District Examination Committee will appoint the external examiners for each
college for Vocational and Bridge Course in consultation with District Vocational
Education Officers. The appointment of examiners should be kept confidential.

6. (i) The Question Paper for Practical examinations of IVPE March 2019, will
be supplied through online for 27 courses of 1st Year students of Revised
Curriculum 2018-19.
(ii)The Practical Question Paper for 19 Non-Paramedical and 3
Paramedical courses for 1st Year Backlogs (Old Syllabus) and 2nd Year of
Vocational Curriculum-2012 will also be supplied through online.

All the Chief Superintendents are allowed to download the Practical Question
papers of all days from 30-01-2019 at 02:00 pm to 31-01-2019 upto 05:00
pm. The downloaded Practical Question Papers are password protected files and the
password for opening of day wise QP will be sent to the Chief Superintendent by way
of SMS before Half- an-Hour of the commencement of the practical examination for
each session.

(iii) In a college if the strength of the students (year wise) in a particular


course is 40 or below 40 practicals should be conducted in one (01) Spell,
if the strength exceeds more than 40 and less than 80 practicals should be
conducted in two (02) spells and if the strength exceeds more than 80
practicals should be conducted in three (03) spells and the spell dates to
all exam centers will be intimated in due course.

7. The Question Papers for Practical Examination supplied by the BIE should be strictly
adhered to. No alteration in the Practical Question Paper will be permitted. Questions
allotted to the candidates also should not be changed.

8. The Practical Question Papers shall have to be prepared at the Examination Centres
for 4 non-paramedical courses i.e. Course Codes 316; 407; 503; 504 and 1
paramedical Courses i.e. Course Codes 613 for 1st Year Backlogs (Old
Syllabus) and 2nd Year including Bridge Courses by the External Examiners
only. The Bridge Course Practicals syllabus, Model Q.P. are available in
Bridge course syllabus booklet.

9. The remuneration @Rs.50/- per paper for setting of the Practical Question Papers be
paid only to the External Examiners for which Q.P. is not supplied by the BIE.
Remuneration for the valuation of Practical Answer Scripts at the rate of Rs.15.15
per script shall be shared equally between the external & internal examiners subject
to a minimum of Rs.50/- for each subject.

10. The Valuation of Practical Answer Scripts shall be done jointly by the External and
Internal Examiners and award lists should also be signed by both the examiners with
full name and address.

12. Due to sheet size and scanning technical problems the old format of OMR
sheet as followed in the last year for OJT will be continued for this year
also. Hence Examiners are directed to convert the marks obtained by the
students to 50% and post the same on OMR for OJT. The required steps
have been taken in the software to double the marks at the time of
processing of results as the maximum marks for OJT is 100.

MODE OF DESPATCH OF AWARD LISTS

12. The Award list covers and Answer Book covers of Vocational Practical
Examination should not be mixed up with those of general courses and
Bridge Course Practicals.The Chief Superintendents after collecting Award Lists
and Answer Scripts bundles from the Vocational Practical Examiners of the Centre
shall send them strictly as per the instructions given below on the next day of the
completion of Vocational Practical Examinations.

a) ORIGINAL AWARD LISTS: Should be packed in one Pink Colour cloth cover
duly superscribing „ORIGINAL VOCATIONAL AND BRIDGE COURSES
PRACTICAL AWARD LISTS‟ (in one bundle only) and hand over to the
R.I.O. in the name and address of Sri I.Lakshmana Rao, Deputy Secretary
(Vocational), Board of Intermediate Education, Andhra Pradesh,

b) DUPLICATE AWARD LISTS: Should be packed in a separate Pink colour

13. THE QUALIFICATIONS AND GUIDELINES FOR APPOINTMENT OF


PRACTICAL EXAMINERS FOR VOCATIONAL COURSES ARE FURNISHED
HEREUNDER.

a) Personnel with proven integrity and sincerity only be appointed as


Practical Examiners by the District Examination Committee.

b) The Time Table and Practical batches are prepared by the BIE/DEC only
basing on No. of College/Students in each College.

c) Vocational Courses will have practicals both in first year and Second year
unlike as in General Intermediate Course.

d) Apart from Teachers, Professionals in the concern filed are also involved in
Vocational Courses.

e) As far as possible the External Examiners be selected from local Colleges


where similar Courses are run. External Examiners from nearby places may
be preferred if not available locally.

f) In case where Co-ordinating Colleges or firms or research institutions are


available, the heads of institutions may be consulted for selecting the
Examiners.

g) Examiners may be appointed either from teaching institutions or from


relevant Government Departments. In case of Government Departments,
please select Gazetted Officers as Examiners as far as possible.

h) The DEC should furnish the copies of Batches and time tables in each college
separately in advance as safety measures and also the list of examiners
appointed preferably with Board Examiner number.
The personnel with the following minimum qualifications may be appointed as External
Examiners.

ENGINEERING & TECHNOLOGY : A Degree in Engineering in relevant Branch or a


Diploma with at least five years of experience.

BOTANY, ZOOLOGY, CHEMISTRY : A minimum Second Class post Graduate


PHYSICS, COMMERCE ETC. Degree holder with two years of experience
in the relevant. A chartered accountant may
also be preferred for appointment in commerce
subject.

TYPEWRITING : Personnel with Higher Grade Certificate


in Typewriting may be appointed.

XII. INSTRUCTIONS ON ETHICS AND HUMAN VALUES EXAMINATION FOR


IPE MARCH 2019

It is informed that the Board of Intermediate Education, A.P., Vijayawada introduced


the Ethics and Human Values as a compulsory qualifying subject for Intermediate
students from the academic year 2014-15. Accordingly, Board of Intermediate
Education, A.P., has decided to conduct the Ethics and Human Values Examination for all the
1st year candidates (Regular & Private attendance exemption) every year.

Further, it is informed that, “Ethics and Human Values” is a single examination


conducted in first year Intermediate course only. The students have to submit project work
and write the theory exams and pass the examination to get the pass certificate. If a
candidate is not qualified in Ethics and Human Values Examination he/she will not be issued
pass certificate.

The Ethics and Human Values Examination of IPE March 2019 will be held
on 28-01-2019 from 10.00 A.M to 1.00 P.M (one day).

1. Further, the following instructions should be followed meticulously for the conduct of
Ethics and Human Values Examination, 2019 in I year and enter the marks online in
Award list provided in the CFSS Login i.e., “jnanabhumi.ap.gov.in” and submit the
printout copy along with consolidated Absentee Statements and Answer scripts.

2. The students have to appear for both Theory Examination and Project work
Examination. Maximum Marks prescribed for Theory and Project Work are 60
and 40 respectively. A candidate should secure a minimum of 35 marks in both
Theory and Project Work put together. Suppose, if a candidate appears for Theory
Examination and is „ABSENT‟ for Project Work or vice versa, he/she will not be declared
as qualified in Ethics and Human Values Examination. However, a candidate will be
declared as qualified in this examination, though he/she secure 35% marks in Theory
Examination and even „Zero‟ in Project Work or vice versa. It is mandatory to qualify in
Ethics and Human Values Examination in 1st year to get Intermediate Pass Certificate.

XIII. INSTRUCTIONS ON ENVIRONMENTAL EDUCATION EXAMINATION FOR


IPE MARCH 2019

It is informed that the Board of Intermediate Education, A.P, Vijayawada introduced


the Environmental Education as a compulsory qualifying subject for the Intermediate
students from the Academic year 2006-07 onwards.

Accordingly, the Board of Intermediate Education has decided to conduct the


Environmental Education Examination for all the 1st year candidates (Regular & Private) of
the academic year 2016-17 and also for the candidates who are not qualified in the
Environmental Education Examination from the year 2006-07 and onwards.

Further, it is informed that, Environmental Education is a single examination


conducted in first year Intermediate course only. The students who have not qualified in
project work and theory should write the same and pass the examination to get the pass
certificate. If a candidate is not qualified in Environmental Education Examination he/she will
be considered as failed, and will not eligible to pursue higher studies.

Therefore, all the 1st year Intermediate students of the academic year 2016-17 will
have to appear with first year Hall Ticket Number of March 2019 and the candidates who
are “not qualified” in Environmental Education Examination belonging to the academic
years from 2006-07 to 2017-18 should appear with second year Hall Ticket Number last
appeared.

The attention of all the Principals of Junior Colleges in the state is invited to the
circulars from time to time, wherein clear instructions were issued for the conduct of
Environmental Education Examination.

The following notification will be published in the Extraordinary issue of the Andhra
Pradesh Gazette.

NOTIFICATION

In exercise of the powers conferred by Section 15 of the Andhra Pradesh Public


Examinations (Prevention of Malpractices and Unfair Means) Ordinance, 1997 (Ordinance
No.7 of 1997), the Governor of Andhra Pradesh hereby makes the following Rules relating to
Prevention of Malpractices and Unfair Means in Examinations under the control of
Government/Board/ Universities/ Other Educational Institutions in Government and Private
sectors.

RULES
1. SHORT TITLE APPLICABILITY AND COMMENCEMENT:

1. These rules may be called “The Andhra Pradesh Public Examinations (Prevention of
Malpractices and Unfair Means) Rules 1997.

2. They shall come into force at once.

3. These rules shall apply to all the Educational institutions whether Government or
private imparting education to the students of the following classes or categories in
the state of Andhra Pradesh to enable the students to qualify in the examinations to
be conducted for the purpose; namely:

a) Junior College (All institutions imparting Intermediate Education with or without high
school/ degree classes/courses):

b) Degree colleges (Imparting degree courses with or without attached intermediate


sections)

c) Oriental Colleges;

d) Hindi Mahavidyalayas;

e) Law Colleges (Colleges imparting Law Courses either exclusively or as Degree


Colleges offering Law Courses also)

f) Post Graduate Centres (Colleges imparting; Post-Graduation Degree/Diploma courses


either exclusively or as Degree Colleges offering Post Graduator, Courses also)

g) Professional Colleges, Viz. Medical, Engineering, Agriculture, Pharmacy, Veterinary


and Polytechnic Institutions.

2. DEFINITIONS: In these Rules unless the context other-wise requires;

a) „Examination‟ Centre means any Institution or part-thereof or any other place fixed
for the holding of a public examination and includes the entire premises attached
there to:

c) „Notification‟ means a notification published in the Andhra Pradesh Gazette and the
word „notified‟ shall be construed accordingly;

d) „Prescribed‟ means prescribed by rules made by the Government under the Andhra
Pradesh Public Examinations (Prevention of Malpractices and Unfair Means)
Ordinance, 1997.

e) „Public Examination‟ means any examination either qualifying or competitive


conducted by the Government or any other authority or body or any University
constituted or established under any law for the time being inforce for awarding or
granting any degree, diploma, certificate or any other academic distinction or for
qualifying for admission into any higher courses of study or for selecting for
appointment or regularization or promotion to any post in public service and includes
any other examination declared by the Government by notification to be a public
examination.

EXPLANATION: For the purposes of this clause, the expression „public service‟ means
services in any office or establishment of

a) the Government

b) a local authority

c) Board/Council or undertaking wholly owned or controlled by the state Government.

d) A body/council established under any law made by the Legislature of the State
whether incorporated or not, including a University; and

e) Any other body established by the State Government or by a society registered under
any law relating to the registration of societies for the time being inforce and
receiving funds from the State Government either fully or party for its maintenance
or any educational institutions whether registered or not but receiving aid from the
Government.

f) „Unfair means‟ in relating to an examinee appearing in a public examination means


soliciting from or resorting to an unauthorized help from any person in any manner
or from any material written, recorded or printed or reproduced in any form
whatsoever or by gestures or the unauthorized use of any telephonic, wireless or
electronic or other instrument or gadget in any manner.

g) All works and expression used but not defined in these rules shall have the same
meanings assigned to them in the Andhra Pradesh Education Act, 1982, or as the
case may be in the Indian Penal Code.

3. PROHIBITION OF THE USE OF UNFAIR MEANS: The use of unfair means at or


in connection with any public examination by any person is hereby prohibited.

4. UNAUTHORISED POSSESSION AND DISCLOSURE OF QUESTION PAPER: No


person who is not lawfully authorised, or permitted by virtue of his duties so to do
shall, before the time fixed for the examinee to leave for an examination centre to
attend to a public examination.

a) procure or attempt to procure or possess or attempt to possess such question paper


or any portion or a copy thereof: or
b) impart, or offer to impart information which he knows or has reason to believe, to be
related to, or derived from or to have a bearing upon such question paper to be
answered by such examinees at such Centres.

5. PREVENTION OF LEAKAGE BY PERSON ENTRUSTED WITH EXAMINATION


WORK: No person who is entrusted with any work relating to the selection,
finalization and printing of question paper; or with any other work pertaining to a
public examination shall, except where he is permitted by virtue of his duties so to
do, directly or indirectly divulge or cause to be divulged or make known to any other
person any information or part thereof which has come to his knowledge by virtue of
the work being so entrusted to him or attends to any work, without any reasonable
care and caution which results in the leakage of any material information.

6. PREVENTION OF MANIPULATION OF EVALUATION OR RECORD OF SUCH


EVALUATION: No person shall directly or indirectly indulge or involve in any
manipulation or attempted manipulation of the evaluation of the performance of an
examinee at a public examination or the record of such evaluation;

Explanation: For the purposes of this rule, the expression „record of evaluation‟
includes answer scripts, tabulation sheets, marks registers, Individual marks sheets,
result Sheets, or the copies thereof or any other registers or records maintained for
the purpose.

7. PREVENTION OF INDUCEMENT FOR ADMISSION: No person connected with


an educational institution or a tutorial institution shall offer or promise any guarantee
of performance or success at a public examination in advance as an inducement for
admission into such educational institution or tutorial institution.

8. PENALTY: Whoever contravenes or attempts or conspires to contravenes or abets


the contravention of the provisions of rule 3 or 4 rules 5 or rule 6 or rule 7 shall be
punishable with imprisonment or a term which shall not be less than three years but
which may extent upto seven years with fine which shall not be less than rupees five
thousand but which may extend upto Rupees twenty five thousand.

9. PENALTY FOR OFFENCE WITH PREPARATION TO CAUSE HURT ETC.:


Whoever commits an offence punishable under section 8 having made preparation
for causing death of any person or causing hurt to any person or assaulting any
person or wrongful restraint shall be punishable with imprisonment for a term which
shall not be less than five years but which may extend upto ten years and with fine
which shall not be less than rupees ten thousand but which may extend upto rupees
fifty thousand.

10. PUNISHMENT FOR NEGLECT OF DUTIES: Whoever being entrusted with any
work or has to perform any duty pertaining to a public examination willfully neglects

such work or duty required to be performed by him shall be punishable with


imprisonment for a term which shall not be less than six months but which may
extend upto three years and with fine which shall not be less than rupees five
thousand;

11. OFFENCES BY COMPANIES/TUTORIAL INSTITUTIONS/PRINTING PRESS:


1. Where an offence has been committed by a Company/Tutorial College/Printing Press
every person, who at the time the offence was committed was incharge of, and was
responsible to, the company/tutorial institutions/printing press for the conduct of
business of the company etc., shall be deemed to be guilty of the offence and shall
be liable to be proceeded against and punished accordingly.

Provided that nothing contained this sub-rule render any such person liable to any
punishment, if the proves that the offence was committed without his knowledge or
that he had exercised all due diligence to prevent the commission of such offence.

2. Notwithstanding anything in sub-rule shall render any such person liable to nay
punishment, if he proves that the offence was committed without his knowledge or
that he had exercised all due diligence to prevent the commission of such offence.

3. Notwithstanding anything in sub-rule (1) where any such offence has been
committed by a company and it is proved that the offence has been committed with
the consent or connivance of, or is attributable to any neglect on the part of any
Director, Manager, Secretary other officer of the Company, such Director, Manager,
Secretary or other office shall be deemed to be guilty of that offence and shall be
liable to be proceeded against and punished accordingly.

Explanation: For the purpose of this rule

a) „Company‟ means any body corporate and includes a film, a society, a printing press,
or other association of individual and

b) „Director‟ in relation to,


i) „a firm means a partner in the firm;
ii) „a society or other association of individuals‟ means the person who is
entrusted, under the rule of the society or other association, with management
of the affairs of the society or other association, as the case may be.

12. POWER TO GIVE DIRECTION: The Government or any office or authority


specifically empowered by the Government by order in this behalf may give
directions to any education institution or tutorial institution or any officer or other
person to give effect to any of the provisions o these rules or order may thereunder
and such directions shall be complied with form time to time.
13. PROTECTION OF ACTION TAKEN IN GOOD FAITH: In these rules, no suit,
prosecution or other legal proceeding shall lie against the Government or any officer
or authority of Government or any other person for any thing which is in good faith
done or intended to be done under these rules or orders made thereunder.

Secretary, Board of Intermediate Education, A.P.,
Hyderabad Letter No.200/B/2002, dated 20-07-2002.

ORDER:

In the letter read above, the Commissioner of Intermediate Education & Secretary,
Board of Intermediate Education, Andhra Pradesh, Vijayawada has stated that, the
Intermediate Education plays a vital role in deciding future career of a student and acts as a
bridge course between the School Education and Higher Education. Since the students
career is dependent on his/her performance at Intermediate level, the merit of the student
should be evaluated with utmost care and sincerity. In the recent past, a number of
measures have been taken to make the examination system, Printing of 3 sets of question
papers, constitution of High Power Committee and District examination Committee with full
powers to take on the spot decisions to curb the malpractices, introducing of Photo Hall
tickets to curb impart donations, introducing of OMR Bar-coded Answer Books to maintain
utmost secretary at the time of valuation etc. The Commissioner of Intermediate Education
& Secretary of Board of Intermediate Education has also suggested for active involvement of
the Collectors at the District level for better enforcement of these measures.

2. Government after careful examination of the proposals of the Commissioner of


Intermediate Education & Secretary, Board of Intermediate Education decided to
empower the Commissioner of Intermediate Examinations and District Collectors to
give directions to give effect to the Provisions of Andhra Pradesh Public Examinations
(Prevention of Malpractices and unfair means) Act, 1997 and the rules there under.

3. The Government hereby designate the District Collectors as District Commissioner of


Intermediate Examinations.

4. Now, there are in exercise of the power conferred by section 13 of the Andhra
Pradesh Public Examinations (Prevention of Malpractices and Unfair Means) Act,

1997 Government hereby specifically empowers the Commissioner of Intermediate


Education / District Collectors concerned to give direction to any educational
institution or tutorial or any officer or other person to give effect to any of the
provisions of the said Act, or rules or orders made there under.
