SPECIFICATIONS for 11KV PAD MOUNTED SWITCH

0.0 FOREWORD

0.1 Unchanged

0.2 The specification is intended only for the purpose of technical specification for the procurement of
material and does not include provisions of contract, unless otherwise provided in the contract.

0.3 The present edition has the following salient changes.


- Reference of IEC Standards as manufacturing and testing standard has been added.
- The current ratings have been changed to bring it in line with IEC standard.
- Testing schedule has been updated with respect to IEC.

0.4 The specification is subject to periodical revision as and when occasion demands.

1.0 SCOPE

1.1 This specification covers manufacturing, testing, packing and shipping of 11kV pad mounted
switches (three way and four way type) to be used in 11KV WAPDA’S Distribution system.

2.0 REFERENCE STANDARDS

The switches shall be designed, manufactured and tested in accordance with the following
standards amended to date:

IEC 62271-1, High Voltage Switchgear and Controlgear, Part 1: Common Specifications ,
IEC 62271-200 High-voltage switchgear and controlgear – Part 200: A.C. metal-enclosed
switchgear and controlgear for rated voltages above 1 kV and up to and
including 52 kV

IEC 62271-102 High-voltage switchgear and controlgear – Part 102 : Alternating current
disconnectors and earthing switches

IEC 60265-1 High-voltage switches – Part 1: Switches for rated voltages above 1 kV and
less than 52 kV
3.0 SERVICE CONDITIONS

3.1 Climatic Conditions

3.1.1 Atmospheric Conditions

It may be assumed that the air is not normally, heavily polluted by dust, smoke, aggressive gases,
vapour or salt spray. However, at certain times of the year, severe dust storms may be experienced.

3.1.2 Ambient Temperature

Maximum 50 Degree Centigrade


Max. mean over any 24 hours 45 Degree Centigrade
Mean in any year 30 Degree Centigrade
Minimum -10 Degree Centigrade

3.1.3 Relative Humidity

May range upto 100 percentage.

3.1.4 Altitude

Installation upto 1000 meters above sea level

3.2.1 Supply System

The switches shall be suitable for installation in three phase under-ground 11kV distribution
system having the following characteristics:

Nominal system voltage 11kV


Rated voltage 12kV
Frequency 50Hz

3.2.2 The neutral of the 11KV system is solidly grounded at the power transformer.

4.0 TYPE S

4.1 This specification applies to the following types of switches:-


i) Three way switch
ii) Four way switch

4.2 The switches shall be either vacuum or SF6 type.


5.1 The switches shall have the following ratings:-

i) Nominal System Voltage 11kV


ii) Rated Voltage 17.5kV
iii) Rated normal current (Main and tap switch) 630 Amp.
iv) Rated short time current (r.m.s) 16kA, 1sec
v) Rated short circuit making capacity (r.m.s) 16kA/40kA (Peak)
vi) Impulse withstand voltage 95kV
vii) Rated power frequency withstand voltage 38kV for 1 minute
viii) Rated DC withstand voltage 38kV for 1 minute
ix) Mechanical Endurance for disconnectors 1000 operating cycles
x) Electrical life with requiring maintenance
at 600 Amp 100 Operating cycles
xi) Rated short circuit making capacity and rated
short time current for earthing devices shall be the
same as for main contacts.

5.2 TEMPERATURE RISE LIMITS

5.2.1 The temperature rise tests shall be in accordance with the IEC Clauses as specified in Clause 2.0.

5.2.2 The temperature rise of any part of the switchgear and controlgear at an ambient air temperature
not exceeding 40 deg C shall not exceed the temperature rise limits specified in IEC 62271-200
table 3 under the conditions specified in the test clauses.

6.0 THREE WAY SWITCH

Three way switch shall consist of three number 3 position switches arranged in accordance with
the single line diagram given in figure1. The switch accessories, bus-bars and fittings shall be
totally enclosed and mounted in pad-mounted enclosure. Each switch shall have 3 positions: ON,
OFF & EARTH.

7.0 FOUR WAY SWITCH

Four way switch shall consist of four Nos. three position 3-phase switches connected for 4 cable
connection in accordance with the single line diagram shown in Figure-2. The switch accessories,
bus-bars and fittings shall be totally enclosed and mounted in pad-mounted enclosure. Each
switch shall have three positions: ON, OFF & EARTH.
8. SWITCHES

8.1 MAIN SWITCH

8.1.1 The switch mechanism shall be spring assisted type and capable of making & breaking any
current upto its rated normal current including, charging current of cables and overhead lines at its
rated voltage & frequency. It should also be capable of a making as well as breaking operation
simultaneously without any damage.

8.2.1 Each switch shall have an integral earthing switch with spring assisted operation to earth the live
parts of the switch during maintenance

8.3 VACUUM SWITCH

8.4 SF6 SWITCH

8.4.1 The switch shall be housed in a SF6 gas filled stainless steel tank of completely welded &
hermetically sealed construction to form a Sealed pressure system or housed in a tank with valves
for the case of gas filling in a Replenish able gas system. Permanent provisions shall be made
through pressure indicators for monitoring SF6 gas pressure inside the tank with indications for
any gas loss or low pressure independent of temperature. For this one number colour coded
pressure gauge for ready for service indication shall be provided.

8.4.2 The bushings & operating mechanism shall be gas tight & bushing sealed with the tank to avoid
any leakage.

8.4.3 For replenish able gas systems, one number valve for refilling the SF6 gas shall be provided on the
tank. The valve shall be protected and sealed with a removable cap.

8.4.4 For replenish able gas systems, one complete set of necessary hoses, gas refill cylinder containing
SF6 gas sufficient for refilling two switches completely and gauges shall be provided with a set of
atleast 10 switches.

8.5 CABLE CONNECTIONS.

The switches shall be provided with terminals for connecting the incoming and outgoing cable
terminations. The terminals shall be easily accessible for cable connections with proper protection
for the operator / public. The terminals shall be suitable for connecting termination lugs given in
drawing CEDE/DDST/116. Alternatively separable insulated cable connector system
manufactured & tested in accordance with to IEC 60502-2 / VDE 0276-620 shall be provided
suitable for connection of following XLPE insulated Aluminum conductor cables.

The terminals shall be brought out from the tank through suitable bushings with outside cone and
with bolted contact M16 as interface. The terminals contacts shall be made from 98% IACS
Copper. Bushings shall be according to EN 50 181 / DIN EN 50 181 and rated according to
switchgear ratings.

8.6 OPERATING MECHANISM

8.6.1 Switches shall be provided with operating mechanism for actuating them under all conditions
within their ratings without endangering the human beings. The switch shall be operated
manually. The operating mechanism shall be such that energy is stored during part of the
movement of the operating handle and released later in the same operation.

8.6.2 The operating handles shall be clearly and indelibly marked with the ‘ON’ , ‘OFF’ & Earth. The
marking shall be so located that the operator can see easily during operating the switch.

8.6.3 The operating mechanism shall be so designed and interlocked that the interval between the
touching of the contacts of the individual poles of a circuit touch or their separation shall not
exceed 10 milli-second during closing or opening operation.

8.6.4 A four digit operation counter shall be provided to count number of switching operations. The
operation counter shall be incremented by one for each operation.

8.6.5 An integrated voltage detecting system shall be provided according to IEC 61 243-5 or VDE 0682-
415 to verify safe isolation from supply with plug-in indicator. This verification of safe isolation
from supply shall be possible phase by phase through insertion in each socket pair. The flashing
indictor should be suitable for continuous operation and without auxiliary voltage. Indication of
presence of supply can also be provided via Neon indication lamps, which shall include separate
lamps for individual circuits.

8.7 INSULATION AND CLEARANCES

8.7.1 The equipment shall be suitable for an impulse withstand voltage (BIL) of 95KV.

8.7.2 The following clearances shall be maintained for conductors energized at 11KV:-

i) Phase to Phase clearance (with insulation barriers) 125mm


ii) Phase to Phase clearance (In air) 200mm
iii) Phase to ground clearance (In air) 160mm
Places where clearances are not possible, reduced clearances are permissible with insulating
materials e.g., Cable connection with insulated cable connection plugs.

8.8 BUS-BARS, CONTACTS AND OTHER CURRENT CARRYING PARTS.

Bus bars, contacts and other current carrying parts shall be suitable for the ratings specified in
clause 5. Contacts and their holders shall be silver plated. The contacts shall not be damaged
during the operating life of the switch.

8.9 ENCLOSURE

8.9.1 Construction

The switch enclosure tank shall be constructed of rigidly welded high grade sheet steel of
minimum thickness of 2.0mm. The sheet steel shall be welded or bolted so that the entire
enclosure is rigid and self supporting. All structural joints shall be welded or bolted for structural
strength & stability. The top cover shall be cross linked for rigidity and to drain off rain water. The
entire installation shall be mounted on a rigid base made of angles or channels such that the switch
is approximately 2 feet from ground level. The general appearances of the switch assembly shall
be as shown in Figure-3 A&B.

8.9.2 Lifting Facilities

Eyes shall be provided for lifting the enclosure by means of slings. The holes of the lifting eyes
shall have a minimum diameter of 45mm. Alternate arrangement using forklifter can also be
utilized.

8.9.3 Vermin Proofing

The enclosure shall be vermin proof. For this purpose cable stuffing boxes provisions shall be
provided at the entry of the cable, in the enclosure as per drawing CEDE/DDST/115 ????. The
material shall be mild steel.

8.9.4 Earthing

Provision shall be made for earthing all the metal parts of the installation. For this purpose tinned
copper lug of size shown in drawing figure-3B shall be provided. All metal parts of the installation
shall be bonded so as to be effectively earthed.

8.9.5 Painting

8.9.5.1 All interior and exterior surfaces of the enclosure shall be thoroughly cleaned to prepare the metal
surface for painting.
8.9.5.2 Three coats of paint shall be applied. The first coat shall be primer of Zinc chromate and iron
oxide or any other primer which has equivalent weather resistant and rust inhabiting proportion.
8.9.5.3 The second coat shall be based on synthetic resin with suitable properties for resistance to weather.
8.9.5.4 The third final coat shall also be based on a synthetic resin and shall be hard durable surface and
excellent weather resistance properties.
8.9.5.5 Alternately dry charged paint may be applied instead synthetic enamel.
8.9.5.6 The total paint thickness shall be atleast 0.08mm. Finish colour shall be olive green.

8.9.6 Danger Plate

An enameled danger plate made in accordance with drawing Figure-3A shall be fixed on the body.

9.0 MARKING

All switches shall be provided with name plates which shall be indelibly marked with the
following data.

a) Manufacturers name
b) Type designation of switch
c) Rated voltage (kV)
d) Rated current (Amps)
e) Rated frequency Hz.
f) Making capacity kA
g) Breaking current Amps.
h) Short time current with duration A/Sec.

10.0 TESTS

10.1 Type Tests

The following type tests shall be carried out on one number representative switch in accordance
with IEC Standards as specified in Clause 2.0. The tests are to be conducted on a single
representative unit. Certified type test report on identical units from independent testing agencies
shall be accepted in lieu of the actual tests..

The following tests shall be performed on the switchgear as type tests and for convenience can be
grouped as below;

10.2 Routine Tests

The following routine tests shall be carried out on each switch in accordance with IEC Standards
as specified in Clause 2.0.

11. DATA TO BE SUPPLIED BY THE MANUFACTURER.

The following information shall be supplied with each bid and failure to supply the same shall
make the bid disqualified:-

i) Type of switch
ii) Test report of independent Labs as per Clause 10.1.
iii) Overall assembly drawing showing side and plan views with door closed and with door
opened. Sufficient cross-section and parts views shall be given to clearly show all the
equipment. All leading dimension shall be given and all clearances shall be indicated.
iv) Details and mountings of the bus-bars, connectors, contacts and insulators shall be shown.
v) The rated voltage, current, frequency, making capacity, breaking capacity, short time
current and operating duty shall be clearly indicated. The BIL shall be given.
vi) In case of oil insulated vacuum switch the weight of oil, alone and the weight of switch
with oil shall be given. Detailed drawing of oil tight gland shall also be supplied.
vii) Set of scale drawings showing outside dimensions when fully erected and exact location of
all accessories. Conceptual drawing will not be accepted.
viii) Fully dimensioned, detailed drawings of bushings and all connectors and contacts showing
the material used and its finish.
ix) Fully dimensioned detailed drawings of all gaskets and points including cross-section
showing the material used.
x) Fully dimensioned drawings showing the detailed operation of operating mechanism.
xi) Detailed fully dimensioned drawings showing the enclosure alone. The sizes, length of all
sheets angles, and shapes as to be shown.
xii) Detailed dimensioned drawings showing design of door hinges, locks, latches and handle.
xiii) Detailed drawings of air circulation vents.
xiv) Details of spares to be provided with each/group of switches.
