Contemporary Constraints and Anti-system Structural Players

Today, structural constraints to socio-economic development and anti-system players manifest in different
forms. Suffice it to say that Nigeria is still plagued by political instability, tension and conflict caused by ethnic
or religious bigotry, manipulation of census figures, corruption, abuse of office, subversion of rule of law, crime
and violence (private and state-sponsored) such as politically -motivated murders.

TESDA TURNS OVER HOLLOW BLOCK

TADIAN, Mt. Province - The Technical Education and Skills Development Authority (TESDA) Mt.
Province turned over five hollow block molders to beneficiaries in barangays Kayan East and West of this
municipality.

TESDA Provincial Director Gabriel Cayacay said these equipment worth P47,145.00 were funded under the
Development Alternative in Livelihood Opportunities for Growth project of the provincial government
facilitated by TESDA.

The project aims to support the beneficiaries who are unemployed and who are economically inadequate,
provide adequate common service equipment and facilities and to deliver basic services and create additional
opportunities in order to increase the level of family income.

He said of the five molders , two were given to beneficiaries in Kayan West and the other three were given to
beneficiaries in Kayan East which they can use to generate income.

These molders were supported by a Memorandum of Receipt, and guidelines on the use of the equipment were
also provided. Members of the organization should maintain the molders in good condition.

The beneficiaries of the molders, who underwent hollow block training last year, formed an organization known
as the Barangay Construction Brigade.

It will be recalled that there were 40 beneficiaries trained on masonry (hollow block making) under the
Enhancing Assistance Rehabilitation Network (EARN) project implemented at Kayan funded under the
Development Alternative in Livelihood Opportunities for Growth project of the provincial government. Aside
from free training, each trainee was also given a daily allowance of P60.00 per day.

Cayacay said the materials used during the training like sand and cement were also provided by the province
and their outputs (hollow blocks) were used in the construction of the houses of victims of the tragedy in Kayan
during typhoon Pepeng last year.

Cayacay said the duration of the EARN project is already terminated but the owners of the houses still continue
the work which they themselves are providing the funds or funds are coming from other institutions. **Juliet B.
