Invitation to Tender
Trad Ireland/ Traid Éireann wishes to retain a consultant to compile a
research report examining the challenges, opportunities, and supports
currently available to traditional arts practitioners in Ireland. The project
duration is 12 months, with a fixed timeline from March 01st 2019 to March
01st 2020. The research project is made possible through funding from The
Arts Council Project Award 2019. Cuirfear fáilte roimh iarratais i nGaeilge.

The research aim is to examine in detail the opportunities and challenges


currently faced by traditional arts practitioners in Ireland. Using a variety of
methodologies, the researcher will deliver evidence-informed recommendations
relating to professional development for traditional artists, and audience
engagement.

Trad Ireland / Traid Éireann is a newly-established entity, founded by Oisín Mac


Diarmada and Tristan Rosenstock, to promote the traditional arts throughout the
island of Ireland and support practitioners through advocacy and professional
development opportunities.

Tender Submissions
The submission should include the following:
• Summary of previous experience and qualifications
• CV
• Detailed description of proposed research process, including proposed
methodology, detailed deliverables, budget and schedule
• Up-to-date Tax Clearance Certificate (* see Clarification 1 below)

Trad Ireland / Traid Éireann shall not be liable for any costs and / or expenses incurred in
respect of the preparation or the submission of any tender proposals or associated material.

Fee
The fee for this piece of research is €10,000 inclusive of all costs
(e.g. administrative costs, VAT, travel and subsistence).

Tender proposals must be received no later than 5pm, Friday 15 February 2019.

Design Brief / Deliverables


Research report will incorporate the following strands:

• Presentation of quantitative and qualitative evidence (i.e. numbers and


testimony) relevant to the artistic and career challenges currently faced by
traditional arts practitioners.
• Summary of state and non-state opportunities currently available for
traditional artists, set within the context of supports provided to other
genres within the Irish context and international best practice.
• Comprehensive analysis based on the evidence gathered.
• Proposals for evidence-informed recommendations relating to professional
development for traditional artists, and audience engagement.

The selected researcher will agree a schedule of project deliverables with Trad
Ireland / Traid Éireann. Any subsequent material changes to the scope and / or
delivery of the research direction must be mutually agreed between all parties.

Research Results
The final research report will be publicly available online as a resource for the
wider traditional arts community. The report findings and recommendations will
provide strategic direction for future initiatives by Trad Ireland / Traid Éireann
and other organisations within the sector. Prior to publication, the researcher will
share key report findings at a public traditional arts gathering.

Assessment
Tender proposals will be assessed by a 3-person panel, including one external
panellist not directly connected with Trad Ireland / Traid Éireann.
Before final decision, a number of the most competitive tenders may be invited
to a clarification meeting for the purpose of elaboration, and/or clarification.

The final tender decision will be communicated to applicants by email on


Monday February 25th 2019.

Scoring Criteria

Tenders will be scored on the below measurables:

Demonstrated knowledge and understanding of the brief - 35 marks


Approach/methodology - 35 marks
Track record in production of relevant work - 30 marks
TOTAL 100 marks

*Clarifications (updated January 24th 2019)


1. The successful Tenderer (only) needs to provide a valid Tax Clearance
Certificate or their Tax access information numbers at the contract
award stage (rather than when submitting a tender). A successful
Tenderer from outside ROI will have to apply to the Irish Revenue for a
Tax Clearance Certificate at the contract award stage.
2. Trad Ireland / Traid Éireann will provide suitable database support to the
research project, through a cloud-based database solution which will
comply with GDPR / data protection requirements. The researcher will not
be expected to provide details / evidence of own database solution in the
tender application.

3. The Trad Ireland / Traid Éireann website will be made available to host
suitable content/resources such as online surveys/submissions to support
the overall research project.
4. The researcher will be expected to initiate contact and establish working
relationships with key organisations and individuals relevant to the
research work.
5. Trad Ireland / Traid Éireann, acting in a commissioning role, will retain
ownership of the final report and research data. However, the final report
will be made publicly available to all interested parties in printed and
online formats, and the data will be shared on request with future research
initiatives in the traditional arts arena.
6. Trad Ireland / Traid Éireann will provide researcher with communications
and media promotional support relevant to the research project.
7. The financial cost of the planned public traditional arts forum will be
provided for separately from the research project budget.
8. It is envisaged that the researcher will meet with the project coordinators
- Tristan Rosenstock and Oisín Mac Diarmada – on approximately 4-5
occasions during the 12-month research project. Ongoing support will
also be provided by the coordinators during the project timeline.
9. It is expected that English will be the working language of the final
report. Contributions in Irish are welcomed, but must be accompanied by
English translation in the final report.
