Pursuant to the Kentucky Open Records Act (KRS 61.870 to KRS 61.884, et seq.), I
respectfully request to personally inspect and copy the following records which are in their
custody and/or control of Bullitt County Detention Center (BCDC), relating to both Inmate Barry
Rayner and the existing overcrowded conditions at BCDC.
This Open Records Request includes all related medium in whatever form, regardless if
they be in the form of emails, notes, quick notes, memos, tapes, books, records, or disks, related
to records requested as itemized below:
1. All records of Kentucky Department of Corrections inspections of BCDC conducted for
the past five (5) years;
2. All records of Bullitt County Health Department inspections of BCDC conducted for the
past five (5) years;
3. All records of Bullitt County Health Department complaints received by BCDC in for the
past five (5) years;
4. All records of generated by BCDC or any other agency for the purposes of tracking the
number of inmates being held Monitored Conditional Release (MCR) Drug Testing
Violations for the past five (5) years;
5. All records identifying the number of inmates held on a bond over $10,000.00.
6. All records identifying the number of MCR violation detainees.
7. All records identifying the number of pre-trial detainees.
8. All records identifying the number of convicted detainees sentenced by Bullitt County.
9. All records identifying the number of convicted detainees in BCDC sentenced by other
Kentucky counties and currently being held in BCDC.
10. A complete copy of any handbook rules, regulations, and policies of the BCDC;
11. A copy of BCDC Jail Policy and Procedure Manual, including policy directives that deal
with overcrowded conditions (omitting or redacting those parts of the manual that
concerns issues relating to jail security and other safety concerns);
12. Bullitt County Detention Center's policy or directive on compelling pretrial detainees to
submit to drug testing;

13. All records of permits or certificates that set or limit the number of inmates per pod or
dormitory
