NATIONAL URBAN WATER SUPPLY PROJECT [NUWSP]

REGIONAL MANAGEMENT AND ADVISORY CONSULTANT [RMAC]

The Government of Indonesia has applied for financing from the World Bank in the
amount of USD 100 millions toward the cost of the National Urban Water Supply
Project [NUWSP]. The Directorate General of Human Settlements under Ministry of
Public Works and Housing (DGHS/MPWH) intends to apply part of the proceeds for
consulting services namely Regional Management and Advisory Consultant
[RMAC] Region 2. This REOI for RMAC Regional 2 is announced in the Sistem
Pengadaan Secara Elektronik (SPSE) Ministry of Public Works and Housing and
UNDB Online.
Regional Management and Advisory Consultants (RMAC) will provide project
management and implementation support to provincial POKJA 84 ULP Kantor
Pusat, provincial implementing units and to participating LGs/PDAMs, as well as
coordinate with the TACT to facilitate LGs/PDAMs accessing the capacity building
and training program. The RMAC will also oversee the Provincial Coordinators
(PCs) and the Field Assistants (FAs) teams. Through this component, the project
will support the government in monitoring and evaluation of operationalization of
NUWAS Framework as a national platform program, not only in participating
LGs/PDAMs. The Core Team of RMAC Region II(for eastern region that covers
projects in Kalimantan, Sulawesi, Bali, NTB, NTT, Maluku Utara and Papua)will
reside in Makassar .
The DGHS now invites eligible consulting firms that have research institutes/
community service (“Consultant”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services i.e.
presenting consultant/firm profile, description of similar assignments (including
assignment title, location/country, name of employer/client, type of services
provided, period of contract, starting and completion dates and contract value) and
availability of appropriate skills among permanent staff). The shortlisting criteria are:
▪ Have successfully completed contract of similar nature, value and complexity in
the same field of experience in the last 10 years;
▪ Availability within the firm of permanent experts/professionals’ staff relevant to
the project - staffs do not necessarily have to be assigned to this contract at this
stage;
▪ Provide a statement indicating that consultants have not been involved in any
fraud or corruption activities and that no remedial action has been taken against
the consultant by any contracting authority or donor national nor international as
result of fraud and corruption;
▪ Proven have contractual with total average annual consulting services minimum
USD 6,73 million calculated as total contract received for consulting services in
progress and/or completed within the last three (3) years, divided by three (3).
The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans
and IDA Credits & Grants by World Bank Borrowers, Jan 2011, revised July 2014
(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost Based
Selection (QCBS) method set out in the Consultant Guidelines. Consultants may
associate with other consultant (max. 3) in the form of a joint venture or sub-
consultancy to enhance their qualifications. In case of an association, the EOI must
explicitly specify whether the association is in the form of a Joint Venture (all
members jointly and severally liable for the entire assignment), or Sub-consultancy.
In case of joint venture, the member firm appointed to represent the joint venture
must be clearly identified. Only experience of lead and members of joint venture, but
not of sub-consultants, shall be considered in the EOI evaluation process.
Interested Consultant firms are required to access the electronic procurement
system (SPSE) of Ministry of Public Works and Public Housing (MPWH) to register
and to submit EOI [http://spseicb.pu.go.id/eproc-icb/]. Further information can be
obtained at the address below during office hours 09.00 to 17.00. In case of any
difficulty in registering in the SPSE system, or if you do not receive from MPWH an
email confirmation response with the access password within 24 hours of submitting
the request through the system, you may send an email to the email address below.
Expressions of interest must be submitted electronically through SPSE ICB system
of Ministry of Public Works & Housing no later than January, 8, 2019 at 16.00
Western Indonesian Time (GMT + 07.00).
