 Remarks

Totally 65 leases were not operation due to want of

Environment Clearence. Among them 15 leases were
belongs to India Cements (Dead Rent Paid) and 50
leases (Non-Paid Lessee)were belongs to various
lessees. Action has been taken to collect the dead rent
from remaining 50 leases.

A demand notice was issued to all the lessee on

30.12.2017 to a amount of 9,44,29,550 and DMF
arrear amount collected upto the month of September
is Rs. 4,53,25,341/- from most of the exiting lease
holder. Action is being taken to collect the remaining
arrear amount from the Ex- lease holder of Rs.
4,91,04,209/-

Most of the brick unit non-operated from the past

year. Action has been taken to collect the brick mineral
fee from operator from the Brick units

Most of the quarries are non operated from

10.01.2017 for want of Environment Clearence.
Demand notice was raised to the lessees to pay Dead
rent.
 Remarks

Apportionment of seigniorage fee to the local bodies

for the period from the year 2016-2017 is proceed vide
the District collector Proceeding M1/38526/2018, dt
23.11.2018. Action is being taken to apportionment of
seigniorage fee to the local bodies for the period from
the year 2017-2018.

Action will be taken against the lessee as per act and

rule.

The OMTRS Project was carried out by Infininium Pvt

Ltd Company and as a pilot study OMTRS mapping was
carried out in Three district Tirunelveli, Salem and
Coimbatore and most of the lease area in Tirunelveli
were mapped and due to some practical difficulty
some area could not be measured and most of the
work has been complied. In the mean time, due to
administrative reason, the budget is not allotted for
the OMTRS project, the project is struck down, Hence
the reaming area in the said district could not be
completed
 Remarks

There is no man power and Technical instruments are

not available in this office on map analysis of the area
covered by the leases. The details furnished along with
this audit slip will be verified with the filed data. If any
violation noticed, appropriate action will be taken as
per the existing rule.

In Tirunelveli District, the lessees those who submitted

approved mining plan and Environmental Clearance
after that only permitted to carry out quarrying
operation after 10.01.2017. At present all the leases
operating are having approved mining plan and
Environmental Clearance. Totally 25 lessees were not
submitted for Environmental Clearance before the
crucial date, details furnished to audit party.
 Remarks

Out of 33 leases, 5 of them belongs to TAMIN, and

other 6 lessees namely Arunraja, Krishnamurthy,
Gurubhagavan, Sivajeyam Granites, Mathimaran and
Chendur Rocks were filed the returns. other lesses
who not filed the returns, notice has been issued to
submit the Half yearly and Annual returns as
prescribed in Granite Conservation and Development
Rules, 1999 regularly. On failing of submission of
returns penalty will be leaved to the lessee. In respect
of Major Minerals Tvl Krishna Mines is the only lessee
has operating the mining and they filed their monthly
returns with Indian Bureau of Mines and the reaming
lessee has also file returns to the IBM only. And then
the information has to send to lessee to submit the
returns copy.

The list of dealers, transporters and stockists registered

under the provisions of the Tamil Nadu (Prevention of
Illegal Mining, Transportation and Storage of Minerals
and Mineral Dealers) Rules, 2011 and Brick chamber
Manufacturing Units registered under Rule 19(2) of the
Tamil Nadu Minor Mineral Concession Rules, 1959,
details are furnished to audit for verification.
 Remarks

The details of grant of leases to quarry the minor

mineral, granite in Government to Private Persons
under Rule 8-A of TN MMR 1959, between the period
from 1st of April, 2007 to 31st of December, 2017 is
Nil in respect of Tirunelveli District. c. Moreover it is
informed that, Granite quarry in poramboke land was
granted in favor TAMIN under rule 8C of TNMCR 1959.
The TAMIN has surrendered most of the leases for
economic non viable. The details of leases granted
between 1st of April, 2013 and 31st of March, 2018
and leases in existence under Rule 8-C of TN MMR
1959 is also NIL in respect of Tirunelveli District.

No leases have been granted in respect of Tirunelveli

District, subsequent to the amendment made in Rule
33 of MCR 1960 vide GSR 710 (E) dated 8th of October,
2014. Hence, survey and demarcation of the area of
lease under TS & DGPS not carried out and the
question of collection of cost of survey could not arise.
Further there is no rule provision in Tamil Nadu Minor
Mineral Concession Rules, 1959 to recover cost of
survey and demarcation of the area of lease under TS
& DGPS.
 Remarks

The lease holders have not returned the third copy of

the dispatch slips on delivery of the mineral to the
District Office. However, after verifying the second
copies of dispatch slips, subsequent transport permits
are issued. Permit Holder of Brick Manufacturers have
procure raw material from their own lease and from
other persons. Due instructions for strict compliance
to all the brick chamber units to produce accounts for
the quantum of mineral removed and utilized in their
respective brick manufacturing units will be issued
and followed henceforth.

Geological Survey of India has carried out a study of

mineral wealth of all States. Recently, Geological
Survey of India has carried out field work and
submitted a report on the title “DISTRICT SURVEY
REPORT Tirunelveli DISTRICT”. Pertains to major
minerals, none of such economically viable mineral
deposits have been reported by the exploration
agencies so far. Hence not applicable to this district.
 Remarks

The mining operation of the Limestone leases have

been stopped for want of Environmental clearance all
of the lessees they have filed for EC in MOEF which is
under process. Hence delay in operation may be
acceptable.

Whenever renewals order/modified order is passed by

the Government, the supplementary leases deed will
be executed after collection of stamp duty.
