Build Back Safer in Chitral
Overview:
During 2015, Chitral was affected by two major disasters – the monsoon induced flash flooding and GLOF in
July ‐ August, and the 7.5 magnitude earthquake in October originating from Badakshan province in North‐
East Afghanistan. Chitral was one of the worst hit district in Pakistan, a total of 19,299 houses/shelters were
damaged including 3,378 fully damaged1.
Approximately 68% damages houses in Chitral have been repaired or rebuild, however, during our recent
visits/assessments in Chitral especially targeting UC Mulkow and UC Charun, it was observed that populations
still require shelter support especially technical support and capacity building for the community as well as
local masons and carpenters as there are still many houses/shelters built unsafely and not resilient to floods
or earthquake.
IOM as part of Natural Disaster Consortium proposes to support shelter recovery as part of its Multi‐Year
Humanitarian Programme through a capacity building project focusing on Build Back Safer trainings and
awareness for the community as well as local masons and carpenters. The first step would be to devise
suitable shelter design(s) for Chitral in line with Shelter Working Group strategy and guidelines2. These
designs and associated guiding principles would then be adapted into a training programme which would
include a Training of Trainers (TOT). The objective of the training programme would be to build the capacity
of the technical staff as well as the master masons and carpenters that at later stage would cascade the
trainings to the targeted community, local masons and carpenters at village level.
In order to finalize these deliverables, IOM will need to engage a partner for conducting physical testing of
the shelters. For this purpose IOM will need the following inputs from appropriate partners/organizations for
carrying out the physical testing:
Review and assessment of two shelter designs finalized and proposed by the Shelter Working Group,
Pakistan
Procure and construct the two shelter models according to the design specifications set out by SWG
in collaboration with the partner
Physically test the two shelter models on a full scale shake table
Prepare a detailed report analyzing the shelter designs and provide recommendations for
improvement

Scope of Work:
Review proposed two shelter designs and provide necessary technical feedback
Provide the Bill of Quantity (BoQ) for model shelters (adobe and stone masonry shelters)
Provide time schedule/work plan for the construction of model shelters
Provide necessary stipend for the masons/carpenters involved in the construction of the two shelters to
be tested
Provide technical supervision and step by step guidance on the building of two test shelters
Provide the final report with following requirement:
o Narrative report includes lesson learnt and recommendations.
o Documentation includes soft copy of photos and short video capturing the construction and physical
testing of the two test shelters
Outputs:
Review of the two shelter designs proposed by IOM (in coordination with the Shelter Working Group).
Provide recommendations if required to the shelter working group for revisions to the designs
Procurement and construction of the proposed two shelter designs according to the specifications
outlined by the SWG
Carry out physical testing for earthquakes on the proposed two shelter designs on appropriate shake
tables
Photographic and video documentation during the construction and physical testing phase
A time schedule/work plan for the construction of each demo/model shelter
Documentation during the construction and testing of the proposed two shelters– including photos and
short video for construction and testing stages
Provide weekly activity reports for updates on the progress of the project
A final recommendations report of physical testing and shelter designs.
Technical Consultant Selection Criteria:
Organization must be registered in Pakistan
The organization have adequate experiences working in the Northern of Pakistan or the area with
the same context.
The organization should be able to review and provide recommendations on the proposed shelter
designs.
The organization must be able to procure material, fabricate and carry out appropriate shake table
testing for the proposed shelter designs.
The organization have established expertise in the area relevant to the outputs and deliverables
especially for the testing and providing reporting/recommendations.
It is preferable that the organization demonstrates experience of working for humanitarian shelter
sector.
The organization interested must submit following documents:
Full legal name and address of applying organization
A proposal describing the various stages involved for carrying out successful physical testing of the
proposed shelter designs
Short description of existing or past operations in the area relevant to the outputs and when the
operations was carried out
Work plan
Budget for the implementation of the project including site cleanup (in excel format)
CVs of core staff of the organization that would take part in this project
Technical and financial proposals in accordance with the TORs should be submitted by eligible
organizations, no later than 19th December, 2018 at the following address:‐
