About This Guide:


Liberty Institute, formerly Free Market Foundation, produces this non-partisan, most comprehensive guide to help Texans cast a more
informed vote. It is not an attempt to endorse or oppose any candidate.
We strive to give citizens comprehensive information, so we contact candidates multiple times via certified mail, phone calls, and
multiple emails. For all of the candidates that took time to respond, we have enclosed their answers and campaign contact information.
An • by an answer indicates further comments can be found on our website: www.freevotersguide.com. On the other hand, some
candidates refused to answer our questionnaire despite our numerous communications with them. For those candidates, the party
platform answers have been included and denoted by a u. We listed their phone numbers and encourage you to call and ask them where
they stand on these important issues.

For the 2010 General Election, we cover all candidates running for state and federal elected offices that will appear on the ballot.

Why is My Candidate Not in the Guide?


If your candidate is not listed in this guide, then they are either unopposed in election or they chose not to respond to our questionnaire.
Please check the unopposed and chose not to respond listing on the back of this guide.

It is your legal right to:
1) Take this guide with you into the voting booth (See Title 6 of the Election Code)
2) Distribute this guide anywhere, including churches or other non-profit organizations.

Key to State and Federal Candidates
Due to space, we have only listed the explanation of the state and federal questions on this page. Instead, on each
page, there will only be the key phrase listed above each question. For example, if you are looking at the first
question for state candidates only “Transportation Tax” will be listed above the question. Please keep this page with
you as you refer to the rest of the state and federal candidates.

State Candidates
1. TRANSPORTATION TAX: A state law permitting local governments the option of holding an election for a local
transportation tax to fund local transportation needs.
2. ABORTION BAN: Ban abortion except where it is necessary to prevent the death of the mother.
3. SEXUAL ORIENTATION: Pass a law protecting workers from discrimination on the basis of sexual orientation.
(Employment Non-Discrimination Act)
4. LEGALIZE GAMBLING: Legalize casino-style gambling in order to dedicate a portion of the revenues to property
tax reduction or to increase money for education.
5. MINIMUM WAGE: Increase the minimum wage.
6. DIVORCE REFORM: Reform “no-fault” divorce laws to require mutual consent of both parties, unless there is
proof of fault or abuse.
7. GOV’T HEALTHCARE: A government healthcare plan to ensure affordable, quality healthcare for every American.
8. SEX EDUCATION: Texas schools should teach comprehensive sex education, which includes teaching on
abstinence, and should not just teach abstinence only.
9. EMBRYONIC STEM CELLS: Allow use of embryonic stem cells for therapeutic purposes.
10. SCHOOL VOUCHERS: School choice vouchers in inner-cities which allow parents of children in failing schools to
choose a public or private school for their children.
11. STATE SPENDING CAP: A state constitutional amendment capping state spending so it can never grow faster than
the rate of population growth plus inflation.
12. FEDERAL MARRIAGE AMENDMENT: Texas should ratify a Federal Marriage Amendment, which limits marriage

Federal Candidates

3. TROOP WITHDRAWAL: Bring U.S. troops safely home from Iraq immediately.
4. SEXUAL ORIENTATION: Pass a law protecting workers from discrimination on the basis of sexual orientation.

7. CAP-N-TRADE LEGISLATION: Some form of cap and trade legislation to reduce carbon emissions and protect the
environment.

9. GOVERNMENT STIMULUS PACKAGE: A government stimulus package, to help the economy, in a time of
economic crisis.
10. GOVERNMENT CHILDCARE ASSISTANCE: Increase governmental financial assistance for childcare.
11. FEDERAL MARRIAGE AMENDMENT: A Federal Marriage Amendment to the constitution, which limits marriage
nationwide to a man
and a woman.
12. ILLEGAL IMMIGRATION CITIZENSHIP: If border security is accomplished, a pathway to citizenship should be
offered to illegal immigrants already in this country.

1. BIOLOGY TEXTBOOKS: Biology textbooks which do not teach both the scientific strengths and weaknesses of the
theory of evolution should be rejected by the Board.
