I. Description of Works

This Method Statement defines the sequence and describes the control procedures to be followed for
excavation of trenches and manholes for District Cooling Network, Gas Network and Pneumatic Waste

4. Responsibilities

Responsible for accomplishing the stated project objectives which


include creating clear and attainable project objectives, building the

Ensure enforcement of safety procedures in accordance with the


approved HSE Plan.

Will be closely monitoring the site engineer's strict implementation of


the MS and Risk Assessment, the use of proper tools and equipment to

¾ Duration of work shall be indeterminate but will not critically affect progress of the project.

a. Preparation

x Permits from concerned authority shall be obtained prior to start work at site.

x QD-SBG shall ensure that all gate passes, permits, tools, materials for safety precautions,
manpower and equipment are available before commencement of work.

x The Site Team shall make sure that access roads are always clear from any obstruction and site
is always accessible.

x Provision of access and egress such as ladders, steps, ramps or other safe means of egress and
be with reasonable distance.

b. Site Clearance

x Before commencing the work, the area shall be cleared of all debris, materials or other
obstructions.

c. Traffic Management

x The Site Team with the assistance of the Safety Officers shall coordinate logistics and materials
movement through site following the direction and road signs displayed on site. The required
diversion routes shall be marked on drawings including the required traffic signs.

This document shall be read in conjunction with the approved Method Statements for Excavation as
follows:

V.1 Pre-Excavation Works


Prior to start excavation works, a joint inspection of the site with the Consultant will be arranged to assess
actual site condition.

Trial pit excavation shall be performed as per approved MS- Trial Pits Excavation (LUS-Cp7B-QD-SBG-MST-
CV-00034 R01) for detection of underground services and to locate the Tie-In Points with the nearby
packages.

The area to be excavated will be barricaded and restricted from entry of unauthorized personnel.

The area shall be properly illuminated and necessary warning signs to be installed in the proper location.

The relevant permits to be fully complied by construction team prior to commence activity and ensure its
validity.

All workers to be involved in the activity shall receive proper information, instructions, training and
adequate supervision during the activity. All workers shall be briefed as well with the safe system of work
and procedure along with the proper PPE’s and emergency procedures.

V.2 Survey Works and Setting Out


A survey will be carried out on all existing utilities and properly marked on the plan.

The surveyor will marked the setting out of trenches and manholes as per approved shop drawings and
inspection shall be done prior to excavation.

All formation level shall be inspected after excavation.

V.3 Procedure of Excavation


After obtaining approval of setting out of the activity, excavation works shall proceed and will be done as
follows:

1. Excavation will be carried out using an Excavator with Hydraulic Rock Breaking Hammers up to required
level as specified in the approved shop drawings.

2. The sides of trenches and manholes are to be vertical and adequately supported at all times. If
considered necessary, excavation shall be battered with a safe slope upon permission of the Consultant.

3. Excavated trenches and manholes shall be properly barricaded.

4. Depth of excavation shall be monitored at all times and any over excavation shall be filled with mass
concrete and/or approved suitable material.

5. Excavated materials amassed on top of excavation shall have adequate distance from the edge of
excavation. Large boulders on top surface of stockpile will be removed to avoid any fallen hazard to
workers below.

6. All loose material on excavation slope shall be removed to avoid sudden collapse due to vibration.

7. Ladders or platform will be placed for access and egress to the working areas.

8. All extracted materials from the excavation site shall be properly hauled by loading onto Dump
Trucks/Tipper Trailers using Wheel Loaders or Bucket Excavators and shall be disposed only to the
approved disposal area directed by the Consultant. Precautions shall be practiced while loading
excavated materials since overloading might happened that will be dangerous during transportation.
Loading shall be strictly monitored and ensure all Dump Trucks / Tipper Trailers will only carry as per
maximum required loading capacity to prevent overloading that will result to uncontrollable wheel and
or tipping or slanting.

9. During transporting/disposing unsuitable materials outside site premises, ensure that all wheels of
Dump Trucks are thoroughly cleaned and Dump Box shall not be deteriorated to prevent falling of
materials while entering the main road.

10. All Dump Trucks to be used upon transporting excavated materials inside or outside site premises shall
be covered with mats or safety nets to ensure that materials are intact and there will be no dust
formation or scattering/falling objects.

11. Any purpose of use of all excavated/extracted materials on site shall be under written permission from
LREDC through the Consultant as per QCS 2010 Section 6, Part 3, Item 3.3.1 requirements.
Furthermore, all extracted materials shall be hauled and stored and/or disposed only on the areas

approved by the Client and/or Municipality as applicable, with information and under supervision of the
Consultant staff. Stockpile Area shall be of adequate distance from the excavation areas.

12. The final formation level shall be monitored by Surveyor and to be inspected and approved by
Consultant prior to proceed on the next activity.

V.4 Dewatering
Dewatering may require in trenches and manhole excavation if the presence of water is detected. Mobile
Diesel Pumps or Submersible Pumps will be used and water will be discharged to a sedimentation tank
prior to discharge to approve discharge point.

Dewatering works shall be done as per approved MS- Dewatering System, LUS-CP7B-QDSBG-MST-CV-
00029.

X. Supervision and Monitoring Arrangements


x Construction Manager
He is in charge of all construction activities. Schedule the project in logical steps and budget time
required to meet deadlines. Inspect and review projects to monitor compliance with building and
safety codes, and other regulations.

x Site Engineer

The Site Engineer shall evaluate the quantity of materials consumed by each trade to be compared
against planned quantity.

x Site Foreman
A construction foreman is responsible for supervising the workers and also doing actual construction
work. The foreman monitors employees to ensure that the work is done efficiently and within quality
standards.

x Chief Surveyor
A Chief Surveyor ensures that surveying data are collected and recorded accurately and that all
company procedures are followed by crew members.

x QA/QC Engineer

The QA/QC Engineer shall monitor whether the installation works is conforming to the required
quality otherwise he shall notify the Site Engineer should he found non-conformance to the ongoing
activities. The Site Engineer shall immediately rectify the work to avoid receipt of NCR from the
QA/QC Engineer.

x HSE Engineer

The Safety Engineer shall be full time at site and shall frequently visit all the ongoing works at site.
All safety violations and on-conformance of the HSE Plan shall be registered and immediate action
shall be done in coordination with the Site Engineer.

x Soils Competent Person(s)

A person trained to identify unsafe hazards or working conditions in the workplace or working
conditions with authority to have the hazards eliminated or controlled.

x PMV Engineer
The PMV Engineer shall monitor the proper utilization of all equipment, machineries, vehicles and
plant in the site. Keep records of all equipment, machineries, vehicles and plant as per Daily
Checklist and prepares the preventive maintenance schedule as well.

INSPECTION POINTS:
H / HOLD POINT: The contractor shall raise INR for a reasonable time of 24 hours before inspection (and CSC to close the Workflow in Aconex within 48 hours), for the operation/item that must be visually examined, tested or measured by the Consultant to verify conformance to quality requirement. The
contractor shall not proceed with the work beyond such hold points, except by written agreement from the Consultant.
W / WITNESS POINT: The contractor shall raise INR for a reasonable time of 24 hours before inspection (and CSC to close the Workflow in Aconex within 48 hours), for the operation/item that must be visually examined, tested or measured by the Consultant to verify conformance to quality requirement. The
contractor may proceed with the work beyond such witness points in case the Consultant's inspector cannot turn up for the inspection at the specified time.
S / SURVEILLANCE POINT: In process monitoring of Contractor's activities to the degree necessary that confidence is gained that the work process /Methods are in compliance with criteria.
R / REVIEW: Reviews of the inspection and Testing records recorded by the contractor and by the Consultant for correctness and completeness.
