|IFREO HARRIS, AM A CERTIFIED PEACE OFFICER FOR THE STATE OF TEXAS CURRENTLY
EMPLOYED WITH THE KILLEEN POLICE DEPARTMENT, BELL COUNTY, TEXAS. PURSUANT TO MY DUTIES,
\'VE BEEN ASSIGNED TO AN INVESTIGATION INTO A REPORT OF MURDER IN WHICH THE SUSPECT IS.
TALITHA MARIE ANNE COLLINS. PURSUANT TO THIS INVESTIGATION | HAVE REVIEWED ALL OFFENSE
REPORTS AND WITNESS STATEMENTS MADE IN CONNECTION WITH THIS INVESTIGATION
| WOULD ADVISE THAT ON December 3°, 2018, around 9:00 PM, Killeen Police Department
officers were dispatched to a shooting that took place near Root Street, Killeen, Bell County, Texas.
Eyewitnesses stated that the victim, later identified as, Marquis Demps, had been seated in a black
vehicle, and two or three black males entered the area and shot into the car the victim was seated in.
When officers arrived on scene, Demps was already deceased, and officers viewed multiple gunshot
wounds to Demps’ body. Eyewitnesses described seeing a male with a small afro in a windbreaker or
hoodie and another male wearing a grayish t-shirt. Officer retrieved video from the area that showed
what took place. A silver-looking vehicle is parked in the area, and then the black Nissan that contained
the victim drove up shortly after. The driver of the silver-looking vehicle gets out of the car and enters
the front passenger door of the victim's vehicle. Two individuals can then be seen walking into the area,
who both approach either side of the victim’s vehicle and appear to shoot into the vehicle, The
passenger then leaves the vehicle, appearing to be helped out of the car by the shooter who was next to
the passenger side of the vehicle. All three individuals then enter the silver-looking vehicle and then
drive off together. A backpack with multiple large bags of marihuana were found in the victim's vehicle.
One of the eyewitnesses was able to identify the license plate number of the suspect vehicle and
‘8 WY 01 308102
provide it to law enforcement.
After the shooting, Killen Police Department officers put out the information that they obtained
to the public in hopes of getting a lead. An anonymous tipster called into KPD and told officers that a
vehicle matching that the suspects drove to and from the crime scene in was parked near an apartment
‘complex. Detectives arrived and saw people trying to throw firearms out of one of the apartments, and
all of the occupants of that apartment were arrested at that time. One of the occupants was identified
as Talitha Collins (DOB: 5/12/1987). Detectives spoke with Collins, after Collins waived her Miranda
rights, and Collins admitted to speaking with the victim earlier that day and agreeing to meet with him.
Collins stated that she dropped off her fiancé, later identified as “Justice Brue- Miller”
(008:11/17/1997), and a friend, later identified as “Derek Spragins” aka "Gudda” (D0B:6/13/1990), in
the area. Collins stated that she got into the car with victim, with the intention of distracting the victim
while her Brue-Miller and Spragins robbed the victim. Collins stated that she then saw both Brue-Miller
and Spragins approach the victim's car, and Spragins shot through the driver's side window. Collins“stated that Brue-Miller also shot into the vehicle. Photos were obtained of both Brue-Miller and
‘Spragins, and the physical identification of the eyewitnesses matched the photos.
