1 SCOPE
This standard describes requirements and test methods for classifying strength, durability,
general security and burglary resistance to physical attack of cylinders and their original
keys, and applies to cylinders that may be employed in lock sets used on the doors of
buildings, or in padlocks.
The resistance of the cylinder to surreptitious manipulation is not tested. This will be the
subject of a future Loss Prevention Standard.
The requirements and test methods for classifying electronically coded keys and cylinders
are beyond the scope of this standard.
The compatibility of cylinders and products which the cylinders may be incorporated in, or
used with, is beyond the scope of this standard.
The requirements and test procedures described in this standard have, as far as possible,
been rationalised and harmonised with the following corresponding European and Loss
Prevention Council standards:
LPS 1175:Issue 5(ii) Specification for testing and classifying the burglary resistance
of building components, strongpoints and security enclosures.

2 DEFINITIONS
The following definitions, in addition to those of EN 1303:1998 shall apply for the purposes
of this standard.
The face of the product confronting the person attempting forced entry.
The capacity of the cylinder to withstand the attempt of forced operation via manual
intervention.
The anticipated attack resistance rating for which the cylinder was designed.
The anticipated classifications according to this standard for which the cylinder was
designed.
A manual attempt at operating the cam or other operating element of the cylinder by
forcing or removing the plug with the aid of tools but without using the original (change)
key.
Key which has one step at the next operating level, either up or down, from the
corresponding step on the original key.
Key profiled to specifically operate the mechanism of the cylinder being tested.
2.9 Thumbturn
A fitting on the non-attack side of some cylinders which is used to operate the cam directly.
The maximum duration of a manual intervention attack test which is the sum of the
accrued working time, rest time of an operative for well being and safety reasons, time to
change tools or exchange defective expendable tool elements and any inspection time
called by the project leader.
3 REQUIREMENTS
3.1.1 General
Prior to examination and testing an applicant shall furnish LPCB with comprehensive
information about the product for their consideration. All documents shall be dated and
given a reference number and issue description. If the applicant is not the manufacturer
then an application must be accompanied by written permission from the manufacturer for
testing to be undertaken.
3.1.2 Data
The applicant shall supply the following detailed information relating to the product and
hardware to be tested.
a) Manufacturing responsibilities:
i) Name of manufacturer
ii) Place of manufacture
iii) Year of manufacture
iv) Relationship of applicant to manufacturer
v) Company responsible for design and quality assurance
i) General assembly
ii) Cross sections
iii) Specifications for the various tumbler and disc designs and materials used,
and rules relating to the minimum numbers of each type of moveable detainer
employed in each cylinder of the type to be tested
iv) The location and design of any local areas of special protection
v) Details of any other elements relevant to physical security
c) Instructions and specifications for secure and effective installation/use of the lock
cylinder including limitations and recommendation for compatible door and lock
materials/designs and anchorage where applicable.
d) Whether the product and hardware to be tested are prototypes or in series production.
e) Details regarding the options available with the cylinder, for example thumbturns, and
copies of drawings that specify them.
Subsequent to the LPCB's acceptance of an application for certification, the following shall
be observed:
a) The applicant shall supply the agreed number of specimens. Samples taken from
series production shall be selected by a representative of LPCB.
If a prototype lock cylinder is supplied for testing, certification will not be given until the
drawings for subsequent series production have been examined and confirmed that
they accord with the tested prototype or that any changes will not affect the
classification attained.
b) Additional component parts, such as spare keys, may be requested for testing
purposes.
e) All specimens shall be supplied complete with any associated hardware, fixings and
instructions.
Where possible, the structure of this clause reflects the classification as given in Clause 6.
4.2 Durability
4.5 Safety
Both sides of double cylinders shall be operable following the corrosion test.
Thumbturns, where fitted, shall be operable after the corrosion test using a maximum
torque on the thumb turn of 1.5Nm.
4.7 Security
The security of both sides of a double cylinder shall be assessed and classified.
The choice of key steps for moveable detainer operation which have the same operating
level shall be restricted as indicated in Table 1.
A maximum of two adjacent steps in any one row of detainers may be on the same level
for grades A,B,C,D and E. No two adjacent detainers in cylinders of grades F, G and H
shall be at the same step height in any of the rows.
Direct coding of keys shall not be permitted for cylinders of security grades C, D, E, F, G
and H.
The cylinder shall pass tests in accordance with Clause 5.3.7.5 for the applicable security
grade.
After testing in accordance with Clause 5.3.7.5, it shall not be possible to rotate the lock
driving element of the cylinders without the correct key, using a maximum torque of 5 Nm.
It is not necessary for the correct key to operate the cylinder after testing.
After testing in accordance with Clause 5.3.7.6, it shall not be possible to rotate the lock
driving element of the cylinders without the correct key, using a maximum torque of 5 Nm.
It is not necessary for the correct key to operate the cylinder after testing.
After testing in accordance with Clause 5.3.7.7, it shall not be possible to rotate the lock
driving element of the cylinders without the correct key, using a maximum torque of 5 Nm.
It is not necessary for the correct key to operate the cylinder after testing.
When tested in accordance with Clause 5.3.7.8, the requirements of Table 1 shall apply.
After testing in accordance with 5.3.7.8, it shall not be possible to rotate the lock driving
element of the cylinders manually with 5 Nm through 360o, or in the case of cylinders with
restricted plug movement, to the maximum permitted by the design. It is not necessary for
the correct key to operate the cylinder after testing.
When tested in accordance with clause 5.3.7.9, the following shall apply.
For security grades F, G and H, test as per grades 4 and 5 in Clause 4.7.9 of EN
1303:1998.
When tested in accordance with Clause 5.3.7.10, it shall not be possible to rotate the plug
and/or cylinder using the specified applied torque.
Cylinder manufacturers shall exercise suitable control over the issue of keys and key
blanks for use with the cylinder. These controls are defined in Table 1.
4.7.11.2 Cylinders (and their keys) of grades D, E, F, G and H shall be subject to registration by the
manufacturer. In addition, procedures for controlling updates to the registration database
and the release of information shall be in place. Data relating to registration of keys of
grades G and H shall be stored on a database approved to LPS 1224 (Requirements for
Secure Database Registers).
4.7.11.3 The cylinder manufacturer shall have suitable controls in place, such that the issue of
duplicate keys for cylinders of grades F, G and H is restricted to being undertaken by the
cylinder manufacturer only. Duplicate keys shall only be issued to persons nominated on
written authorisation from the registered holders of the cylinder and original key.
4.7.11.4 The cylinder manufacturer shall have suitable controls in place such that issue of duplicate
keys for cylinders of grades D and E is restricted to being undertaken by the cylinder
manufacturer, and/or other bodies nominated by the cylinder manufacturer. Duplicate keys
shall only be issued to persons nominated on written authorisation from the registered
holders of the cylinder and original key.
Following tests in accordance with Clause 5.3.8 it shall not be possible to operate the
cylinder's lock driving element without using the original key. It is not necessary for the
original key to operate the cylinder after testing.
5 TEST METHOD
5.2 Examination
5.2.1 Data
All information and drawings supplied will be reviewed to ensure suitability for testing and
approval purposes.
Prior to testing and test specimen(s) shall be visually examined for conformity with the
details supplied by the applicant. A lack of conformity identified at this stage or during
testing will, unless promptly corrected, prevent granting of certification.
5.2.3 Instructions
The instructions and recommendations for secure installation and maintenance of the
product shall be reviewed for adequacy of information, to include limitations of use and
recommendation for compatible door and lock materials/designs and anchorage where
applicable, and to assess any potential weaknesses for test purposes.
5.3 Method
Three cylinders and their original keys shall be taken at random and submitted for each set
of tests for categories 1 to 7 as detailed in Clause 5.1 of EN 1303:1998.
No tests.
5.3.5 Safety
No Tests.
5.3.7 Security
Check in accordance with Clause 4.7.1. The number of effective differs shall be confirmed
by visual examination of the security mechanisms, measurement of the components and
reference to the manufacturing drawings and differ charts and any other relevant
supporting documentation supplied by the manufacturer.
Check in accordance with Clause 4.7.2. This shall be confirmed through visual
examination of the security mechanisms and reference to the manufacturer's
documentation.
Check in accordance with Clause 4.7.3. This shall be confirmed through visual
examination of the security mechanisms and reference to the manufacturer's
documentation.
Check in accordance with Clause 4.7.4. This shall be confirmed through visual
examination of the security mechanisms and reference to the manufacturer's
documentation.
This test is not applicable to cylinders for security grades A, B or C. For security grades D,
E, F, G and H, three cylinders shall be tested in apparatus of the design illustrated in figure
C2 in annex C of EN 1303.
The mounting of the cylinder, the drill employed and the force applied shall be in
accordance with clause 5.7.5 of EN 1303:1998.
Drill bits as defined in Tables 1 and 2 shall be used. The test authority shall choose the
points of application to the face of the cylinder. A maximum of three drills per cylinder can
be used.
Drilling shall continue for the appropriate maximum net drilling time within the total time
allowed for each test (see Table 1) including any time taken to attempt rotation of the
cylinder.
It shall not be possible to rotate the lock driving element of the cylinder to the opening
position by means of a suitable tool using a maximum torque of 5 Nm.
Each of the three cylinders shall be tested using a new set of three drills as required.
The test shall be carried out with a steel chisel of the type specified in Clause 5.7.6 in EN
1303:1998.
The cylinders, including any reinforcement or protection device with them, shall be
mounted as per specified in Clause 5.7.6 of EN 1303:1998.
A maximum of n blows (where 'n' is the number of blows specified in Table 1) shall be
applied to the chisel by a drop hammer with a mass of 6 kg ± 0.25 kg and falling from a
height of 700 mm ± 10 mm.
The test shall be discontinued if failure to comply with Clause 4.7.6 becomes obvious
during the test.
The cylinders shall be fitted into apparatus as described in Clause 5.3.7.6 and tested in
accordance with Clause 5.7.7 of EN 1303:1998.
If the cylinder and/or its protecting device cannot be gripped and the cylinder does not
project beyond the protecting device and/or face of the door by more than 3 mm, then the
cylinder shall have passed this test.
A maximum of m twists (where 'm' is the number of twists defined in Table 1) shall be
performed, m/2 twists in each direction, clockwise and anticlockwise.
The cylinder shall be tested in accordance with Clause 5.7.8 of EN 1303:1998. The force
to be applied to the traction screw in an attempt made to withdraw the plug/cylinder shall
be as specified in Table 1.
For security grades A, B and C, the tests shall be performed on new cylinders.
For security grades D, E, F, G and H, the tests shall be performed on cylinders that have
first been subjected to 50,000 cycles in the durability test specified in Clause 5.2.1 of EN
1303:1998.
The cylinders shall be mounted in the metal fixture illustrated in Figure C.5 of Annex C of
EN 1303:1998 in accordance with the manufacturers’ instructions. A torque, of the
magnitude specified in Table 1, shall be applied to the key slot by a fluted hardened steel
blank to suit the particular cylinder under test. This shall be supplied to the test laboratory
by the manufacturer of the cylinder undergoing the test.
5.3.8.1 General
Using tools from the tool category appropriate to the expected attack resistance rating (see
Table 3), attacks against the attack side of the cylinder are made as appropriate with a
view to allowing the lock driving element to be operated without the use of the original key.
The working time (resistance time) shall be recorded in order to determine whether the
cylinder is capable of meeting the expected attack resistance rating. Double-sided
cylinders shall be tested on both sides, in turn, using tools from the tool categories
appropriate to the attack resistance rating expectations for each side so as to confirm the
relative ratings.

The cylinders, including any reinforcement or protection devices supplied with them, shall
be mounted in accordance with the manufacturer's instructions in a metal fixture of the
type used to mount the cylinder for the drill resistance test (clause 5.3.7.5). For the
purposes of these tests, the block shall be securely mounted in the vertical plane. The
apparatus shall also comprise attack tools of the appropriate category as specified in
Table 3.
The test team shall comprise a team leader whose function is to direct, time, compile an
event record and control the testing work on the specimens and a test operative whose
prime function is to carry out the testing work on the specimens as directed by the team
leader.
At any time during testing the team leader may substitute himself for the test operative, the
operative assuming the role of timekeeper whilst maintaining the event record.
A different test operative may be used for different styles of attack but only one operative
(other than the team leader) shall partake in any individual attack test.
Mount the cylinders, including any reinforcement or protection devices supplied with them
in the test block as described in Clause 5.3.8.2, in accordance with the manufacturer's
instructions, with the attack side confronting the test operative.
A series of attack tests, using tools of the appropriate category relative to the attack
resistance rating expectation, shall then be undertaken. Each individual attack test shall be
continued until either (i) the objective is achieved, that is, the lock driving mechanism can
be operated without using the original key, or (ii) the maximum test duration is exceeded,
or (iii) the team leader decides that the attack is ineffective for classification purposes.
During each individual attack test the timing device used to measure test duration shall
remain activated. The resolution of this device shall be at least 1 second. The timing
device(s) used to record working time shall have a resolution of at least 0.01 second. At
the conclusion of the test the working time shall be rounded to the next full second.
6 CLASSIFICATION
Classification shall be in accordance with the coding system shown in Table 4 and
described in Clauses 9.1 to 9.9.

Cylinders shall be classified as grade 1 in box 1 of the classification bar (Figure 1), as per
Clause 6.1 of EN 1303:1998.
Fire resistance shall be classified in box 4 of the classification bar, as grade 0 or 1, where
0 is no requirement.

The month and year of expiry of a valid UK patent of the key shall be placed in box 8
where a patent is required (Clause 4.7.11.1). This shall be in the following format:
xx/#### where: xx is the month, i.e. '01' = January and '12' = December.
#### is the year, e.g. 2010.
Cylinders shall be classified in attack resistance ratings 0 to 6, where 6 is the highest. A '0'
shall be entered into this box when classifying cylinders that have not been tested in
accordance with Clause 5.3.8, or have failed to comply with the requirements of grade 1
when tested in accordance with Clause 5.3.8.
