1 Scope

1.1 This Specification defines the mandatory requirements for air insulated,
metal-clad switchgear built to either the International Electrotechnical
Commission (IEC) or North American (NA) based Standards and applied
in the following services:
a) Indoor installations and
b) Controlling and/or distributing 50 or 60 Hertz three phase power between
2.4 kV and 34.5 kV.

1.2 The switchgear shall be built to either the specified IEC or North American
based Standards' requirements. Switchgear built utilizing a mixture of
Standards is unacceptable.

2 Conflicts and Deviations

2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.

2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.

2.3 The designation “Commentary” is used to label a sub-paragraph that contains


comments that are explanatory or advisory. These comments are not mandatory,
except to the extent that they explain mandatory requirements contained in this
SAMSS.

4 Information Required with Quotation

The following is a list of the information which shall be supplied with the Quotation:

4.1 A detailed listing of all deviations from this specification with an explanation
against each item. In addition, written certification shall be provided that the
proposed equipment shall fully comply with all other items within this
specification.

4.2 Completed Data Schedule 2.

5 Definitions

Approval or Approved: Written approval of the Coordinator, Electrical Systems


Division, Consulting Services Department, Saudi Aramco, Dhahran.

Branch Circuit: The circuit conductors between the final overcurrent protective
device and the utilization equipment.

Bus Tie Breaker: A breaker used to connect the two busses of secondary-selective
system.

Closed Transition: In a secondary-selective system, during a breaker transfer operation,


the bus tie breaker is closed while both the incoming breakers are closed. In general
terms, if there are two possible sources of power, both may be connected temporarily.

Compression Connectors: Connectors which are compressed onto the conductor


using high mechanical force. The process is not reversible and the connector becomes a
permanent part of the conductor. The connector can only be removed from the
conductor by either cutting the conductor or cutting the connector.

Conductor: All material, devices and parts which are expected to carry current as part
of their normal function (e.g., cable, bus, relay contacts, terminal block studs, etc.).

Controlgear: Is equipment manufactured to16-SAMSS-506 (Indoor Controlgear -


Medium Voltage).

Discrete: Device which only performs one function. For example, a discrete voltmeter
only displays voltage.

Energy Reducing Maintenance Switch: An energy-reducing maintenance switch


(ERMS) allows a worker to set a protective device (trip unit or over current relay) to a
pre-determined “no intentional delay” to reduce the fault clearing time while the worker is
working within an arc-flash boundary at a downstream location as defined in NFPA 70E.
Only qualified persons, as defined in NFPA 70, who are familiar with the installation and

maintenance of power circuit breakers and their associated switchgear assemblies shall
perform any work associated with ERMS.

Grounding and Earthing: are synonymous.

Line: The terminal of the switching device to which the source of voltage/power is
connected.

Load: The terminal of the switching device to which the equipment receiving the
voltage/power is connected.

Low Voltage: A voltage level of 1000 volts or less.

Main Circuit: All the conductive parts of an assembly included in a circuit which is
intended to transmit electrical energy to the connected load.

Mechanical Connectors: Connectors which are attached onto the conductor using,
generally, a standard tool. The process is reversible and the connector can be removed
from the conductor without cutting the conductor or the connector.

Open-Transition: In a secondary-selective system, during a breaker transfer


operation, the bus tie breaker is closed after one of the incoming breakers is open. In
general terms, if there are two possible sources of power, there will only be one
connected at any time.

PEM: Parent Equipment Manufacturer. The manufacturer who designed the


equipment and who confirmed the design performance through certified design/type
tests. This manufacturer (1) has the legal authority to license the assembly of this
equipment to others (2) is responsible for the technical performance of the equipment
and (3) will be able to provide after-sales support and parts for the equipment.

IED: Intelligent Electronic Device. See IEEE C37.1.

Raceways: Enclosed channels for housing and protecting electric wires and cable.
This term includes rigid and flexible conduit.

Secondary-Selective: A switchgear assembly consisting of two buses connected


with a single bus tie breaker. Each bus has one breaker to receive incoming power.
(i.e., power flow into and between the two busses is controlled with three breakers).

Space: Switching assembly shall be the same as a spare except that the main circuit
switching device shall not be installed.

Spare: Switching assembly shall be completely developed to serve the type of load
indicated (i.e., including main circuit switching device, protective relaying, instrument
and control transformers, control and auxiliary circuits, etc.) and shall be ready for

operation when the feeder and control cables are connected. If the type of load is not
indicated within the Buyer's purchasing documents, the load shall be assumed to be a
feeder and multi-ratio current transformers shall be used.

Specification: The main body (i.e., Sections 1 to 22) and applicable Supplement and
does not, for example, include the information contained within the Data Schedules.

Standard Tool: A non-proprietary tool.

Supervised: Used in the context of protective relay circuits. The supervised devices
shall be continuously checked for circuit continuity by having a small amount of current
pass through the device. Loss of this current flow shall change the status of either a
visual indicator or relay.

Supplement: The applicable “North American Supplementary Requirements” or


“International Electrotechnical Commission Supplementary Requirements” of this
Specification. These supplementary requirements are throughout the Specification and
presented under the abbreviated heading of “[NA Supplement]” and “[IEC Supplement]”.

Switchgear or Assembly: The complete assemblage of switching assemblies as it will


appear after installation by the Buyer.

Switching Assembly: The assembly of switching devices and associated control and
auxiliary equipment which controls or distributes power to a single load or via a single
circuit. For this specification, all switching assemblies are withdrawable circuit
breakers, therefore, the terms “switching assembly” and “withdrawable circuit breaker”
are synonymous.

Switching Device: A device designed to make or break current.

Wireways: Troughs, channels, etc., with or without hinged or removable covers for
housing and protecting electric wires and cable.

6 General

6.1 Terms in bold font are defined within Section 5.

6.2 The switchgear shall also fully comply with either the “NA Supplement”
or the “IEC Supplement”. Switchgear built utilizing a mixture of Standards
is unacceptable (e.g., It is unacceptable that devices only tested and rated by
IEC standards be installed within a switchgear assembly tested and rated per
ANSI standards, or vice versa).

6.3 All requirements of this specification must be implemented using standard


designs which have been approved, have been fully tested and are fully
supported by the PEM.

6.4 Contactors shall not be used as switching assemblies in switchgear.


Contactors, when used, shall be part of a controlgear unit meeting the
requirements of 16-SAMSS-506.

6.5 Whenever this specification requires compliance to a third party document


(e.g., ANSI, IEC, etc.), this document shall be the edition that was in effect on
the date of the Quotation Request.

6.6 This specification shall take precedence over any referenced third party document.

6.7 Silicone liquids or flammable liquids (such as oils and esters) shall not be used
as an insulating or current interrupting media.

6.8 All documentation shall be in English.

6.9 The Buyer's inspection requirements are presented within Saudi Aramco Form
175-160500. This form is included with the Quotation Request or the Purchase
Order documents.

6.10 The Buyer's nonmaterial requirements are presented within Saudi Aramco Form
NMR-7904. This form is included with the Quotation Request or the Purchase
Order documents.

6.11 All control, metering, protection devices, etc., with manual operating features,
(e.g., selector switches, pushbuttons, protection relays, etc.) shall be mounted a
maximum of 2000 mm from the base of the vertical section.

6.12 All temperatures expressed within this specification are in Celsius units.

NA Supplement

6.NA1 Switchgear shall meet the requirements of ANSI/IEEE C37.20.2.

IEC Supplement

6.IEC1 Switchgear shall meet the requirements of IEC 62271-200.

7 Service Conditions

Switchgear shall be suitable for continuous operation under the following service
conditions:

7.1 Ambient air temperature:


a) A maximum of 40 degrees.
b) A minimum of 0 degrees.

7.2 Relative humidity (average value):


a) For a period of 24 hours, does not exceed 75%.
b) For a period of 1 month, does not exceed 70%.

7.3 Altitude is under 1000 meters, unless a higher altitude is specified within
Data Schedule 1.

8 Rating

8.1 The rating of the switchgear shall not be dependent on forced-air systems.

8.2 The main circuit bus systems of switchgear and controlgear shall not be
connected together.
Exception:

If the switchgear/controlgear is a direct replacement for existing equipment that


is physically connected.

8.3 The switchgear shall be air insulated.

8.4 The current rating of the main circuit bus shall not be less than the current
rating of the main incoming circuit breaker.

8.5 Rated Frequency shall be as specified within Data Schedule 1.

8.6 The ground bus shall be capable of carrying the rated short-time current for
2 seconds.

8.NA1 Rated Maximum Voltage (minimum):


a) 4.76 kV for 2.4 kV, 3.3 kV or 4.16 kV operating voltages.
b) 15.0 kV for 6.6 kV, 6.9 kV, 11 kV or 13.8 kV operating voltages.

c) 38.0 kV for 33 kV operating voltages.

8.NA2 Rated Continuous Current: 1200 A, 2000 A, or 3000 A.

8.NA3 Rated Symmetrical Interrupting Capability (maximum): 49 kA

[IEC Supplement]

8.IEC1 Rated Voltage (minimum):


a) 7.2 kV for 2.4 kV, 3.3 kV, 4.16 kV, 6.6 kV or 6.9 kV operating voltages.
b) 17.5 kV for 11 kV or 13.8 kV operating voltages.
c) 36 kV for 33 kV operating voltages.

8.IEC2 Rated Normal Current: 1250 A, 2000 A or 3150 A

8.IEC3 Rated Lightning Impulse Withstand Voltage shall be as per Table 1 Series I
of IEC 602271-1, i.e.:
a) 60 kV for 7.2 kV rating.
b) 95 kV for 17.5 kV rating.
c) 170 kV for 36 kV rating.

8.IEC4 Rated Short Circuit Breaking Current (maximum): 50 kA

8.IEC5 Rated duration of short-circuit current: 3 seconds

9 Enclosure

9.1 General

9.1.1 The switchgear shall be of the metal-clad type and shall be comprised of
individual vertical sections sharing a common main circuit horizontal
bus and a common ground bus.

9.1.2 The switchgear shall not be supplied in a back-to-back configuration.

9.1.3 Barriers shall be provided between uninsulated phases of the main circuit
throughout the switchgear. Barriers are not required to separate those
portions of the phases that are insulated for full phase-to-phase voltage.

9.1.4 The switchgear shall be designed to permit the future in situ installation
of vertical sections, at the end of each bus, by the Buyer.

9.1.5 Each vertical section shall be completely enclosed on all sides and top

(except for ventilation openings) with sheet metal.


Exception:

The exception are that bushings, or pass-through insulators shall be


provided to allow the main circuit bus and ground bus to transverse
vertical sections.

9.1.6 Spare and Space requirements shall be as follows:


a) Within the assembly, a minimum of one space shall be provided
for each breaker rating
b) There shall be a minimum of one spare on each bus section.
c) The switchgear shall be designed to permit the utilization of the
locations identified spare or space:
i) Without de-energizing the switchgear main circuit and
ii) By the use of simple fasteners and standard tools and
iii) While maintaining the enclosure integrity of
compartmentalization as indicated within
paragraphs 9.2 NA-1 and 9.2 IEC-1.
d) Refer to Data Schedule 1 or associated engineering documents for
spare requirements and space requirements beyond the minimum
indicated above.

9.1.7 Space heaters shall not be installed within the switchgear enclosure.

9.1.8 The following are the maximum number of switching assemblies per
vertical section:
a) For a vertical sections containing the bus tie breaker: Bus tie
breaker only.
b) For vertical sections containing incoming breakers: Incoming breaker
only. The upper section may be utilized as a VT compartment.
c) For all other vertical sections: Two breakers inclusive of spares or
spaces.

9.1.9 All components and devices associated with a switching assembly


requiring routine maintenance and inspection (e.g., instrument
transformers, fuses, relays, outgoing cable connectors, all terminations,
terminal blocks, etc.), shall be accessible:
a) Without interfering with the operation of other switching
assemblies and

b) While maintaining the enclosure integrity of compartmentalization


as indicated within paragraphs 9.2 NA-1 and 9.2 IEC-1.

9.1.10 Roof lifting attachments/lugs shall be provided for lifting the entire
shipping section without permanent distortion to any part of any
enclosure.

9.1.11 Wiring and mounting of devices shall not interfere with the racking of
the circuit breakers.

9.2 Compartments

9.2.1 Within each vertical section, the following shall be completely enclosed
within separate metal compartments:
a) Main circuit bus. Removal panels shall be provided on this
compartment to allow for bus inspection.
b) Switchgear main circuit supply compartment.
c) Each switching assembly. This compartment shall have the
following additional characteristics:
i) Contain stationary main circuit line and load contacts to
mate with the circuit breaker main circuit contacts.
ii) Contain stationary ground contact(s) to mate with the circuit
breaker ground contacts. Refer to paragraph 10.1.
iii) Contain a mechanism for levering the circuit breaker between
the connected, test and disconnected position.
d) Switching assembly cable terminations, associated bus and, if
specified, surge arresters and surge capacitors.
e) Voltage and control transformers and associated main circuit fuses,
whose primary is connected to the main circuit.

9.2.2 Each switching assembly equipped for a withdrawable main circuit


breaker (Note that this includes “space” compartments), shall be
provided with a shutter mechanism with the following characteristics:
a) Shall automatically isolate the stationary main circuit contacts
(i.e., line and load stabs) when the circuit breaker is moved out of
its connected position.
b) Shall automatically open as the circuit breaker is moved towards its
connected position.

9.2.3 Hinged doors shall be provided for compartments housing the following:
a) Withdrawable circuit breaker. Door shall be able to be closed and
secured with the circuit breaker in either the connected or
withdrawn positions.
b) Low voltage components.

9.2.4 Hinged doors shall not be required to be removed, to remove


withdrawable assemblies.

9.2.5 All hinged doors, exterior removable panels and internal main circuit
bus inspection panels shall be equipped with captive hardware.

9.2.6 The criteria for the integrity of the compartmentalization of the switchgear
(for the purposes of 9.2 NA-1 and 9.2 IEC-1 below) shall be as follows:
a) Shall be achieved without manual intervention or activity to
prepare for the test (e.g., after a door is opened, it is not acceptable
that openings be manually covered/plugged prior to the test.)
b) The term “openings” means openings between the separate
compartments indicated in paragraph 9.2.1.
c) The term “live parts” shall mean parts at a voltage greater than
120 V.
d) The “test conditions” shall be each of the following:
i) With any, or all of the hinged compartment doors open, the
main circuit energized and the associated switching device
either in the connected, test, disconnected or removed position.
ii) Door/panel of feeder cable compartment open, the main
circuit energized, and the associated switching device in the
disconnected position.
iii) With any, or all of the hinged compartment doors open which
house the low voltage equipment (i.e., instruments, meters,
relays, secondary control circuits, etc.) and the main circuit
energized.
iv) With all the switchgear exterior compartment doors/panels
closed.

9.2.NA1 The switchgear shall, as a minimum, meet the requirements


for a Type 1, enclosure as defined by NEMA ICS 6 and based
upon the criteria specified within paragraph 9.2.6 above.

[IEC Supplement]

9.2.IEC1 The switchgear shall, as a minimum, meet the requirements


for a IP2X degree of protection as defined by IEC 60529 and
based upon the criteria specified within paragraph 9.2.6
above. “X” shall be a minimum of '1'.

9.3 Compartmental Wiring

9.3.1 The power, grounding, control, and communication cabling shall enter /
exit via the top and/or bottom of the switchgear as specified within Data
Schedule 1, or on the Buyer's Reference Drawings. Removable panels
shall be provided in which the Buyer will cut suitable entries for the
conduits or cables.

9.3.2 Appropriate space shall be provided within each vertical section to allow
the Buyer to route the field cabling to the termination locations within
the enclosure.

9.3.3 For vertical sections which contain more than one switching assembly,
the switching assemblies shall be provided with suitable space to route
the conductors not associated with the switching assembly.

9.4 Painting & Coatings

9.4.1 All unpainted hardware shall be of a non-oxidizing or non-corrosive


material (e.g., stainless steel, brass, etc.) or shall be plated with a
material which will inhibit oxidation and corrosion (e.g., zinc, cadmium,
chromium, etc.).

9.4.2 The exterior of the switchgear shall be of a uniform color. Unless specified
otherwise within Data Schedule 1, the color shall be the Vendor's standard
except that the colors red, green, yellow or orange shall not be used.

10 Conductors

10.1 General

10.1.1 Phase arrangement of bus and connections shall be 1, 2, 3, counting


from front-to-back, top-to-bottom, or left-to-right, as viewed from the
front of the switchgear.

10.1.2 The switchgear shall be equipped with a main circuit horizontal bus and
ground bus extending the full width of the assembly. All connections
shall be via bolted connections and all necessary hardware to interconnect
the bus between shipping splits shall be supplied.

10.1.3 The main circuit horizontal bus serving multiple vertical sections shall
have the same ampacity rating throughout.

10.1.4 The ground bus serving multiple vertical sections shall have the same
ampacity rating throughout.

10.1.5 The entire main circuit bus shall be insulated. Insulation system shall
meet the following criteria:
a) Insulation shall be rated for full phase-to-phase voltage rating.
b) Sleeve type or fluidized bed applied material shall be used. Tape
type insulation is not acceptable for the bus or bus joints.
c) Bolted bus joints and cable-to-bus connections, associated with
the main circuit, shall be covered with insulating boots suitable
for in situ removal and reuse by the Buyer.

10.1.6 Each main circuit bus mating surface shall be bolted with a minimum
of two bolts (e.g., two flat busses jointed with a splice plate would
have a total of four bolts). All bus connections (splices) shall be bolted
utilizing SAE grade 5 minimum, 105 psi (7.3815 kg/cm²) tensile
strength bolts or ISO Metric grade 8.8 high tensile steel bolts.
Flat washers and split lock-washers or Belleville washers shall be used
to secure the bolted connection.

10.2 Material

10.2.1 All conductors shall be copper, silver or alloys of these materials with
the following exceptions:
Exceptions:

a) Parts which are internal to a pre-manufactured device (e.g., internals of


circuit breaker, relay, transformer, etc.).

b) Plating of the conductor material is acceptable.

10.2.2 Mating surfaces within the main circuit shall be silver plated.

10.2.3 Bus stand-off insulators or insulating/isolating material shall be either


ceramic or other low-hygroscopic, high-temperature, flame-retardant,
non-tracking material.

10.2.4 All low voltage wiring shall have the following characteristics:
a) Conductors shall consist of a minimum of 7 strands of copper
wire.

b) Minimum conductor size shall be 2.5 mm² or 14 AWG.


c) Primary insulation shall:
i) For low voltage wire/cable:
a) Have a minimum rating of 600 V phase-to-earth.
b) Have a minimum thickness of 0.38 mm (15 mils).
c) Have a minimum continuous operating temperature
rating of 75 degrees.
ii) For wire/cable connected to the main circuit:
a) Have a minimum phase-to-earth rating of 5 kV (3.4
mm) for assemblies operating at 2.4 kV to 4.16 kV,
15 kV (5.5 mm) for assemblies operating at 6.6 kV to
13.8 kV, and 35 kV (9 mm) for assemblies operating
at 33 kV to 34.5 kV. The dimension within the
brackets is the minimum insulation thickness.
b) Have a minimum continuous operating temperature
rating of 90°C.
iii) Be of thermoplastic or cross-linked synthetic polymer
material.
iv) Be of flame retardant construction.
d) Insulation color shall be as follows:
i) Ground/earth: Solid green or green/yellow striped.
ii) Neutral: White or natural gray

10.2.5 Low voltage insulated wire/cable insulation temperature rating and


ampacity shall be selected to match the temperature rating of the
devices to which the wire/cable is terminated.

10.2.NA1 Low voltage wiring shall be ANSI/NFPA 70; Type SIS,


XHHW or THHN/THWN.

[IEC Supplement]

10.2.IEC1 Low Voltage wiring shall be 85° rated meeting the


requirements of IEC 60227.

10.3 Terminations

10.3.1 Whether the Vendor or the Buyer supplies the connectors for the field
cable terminations to the main circuit or ground bus shall be as
indicated on Data Schedule 1.

10.3.2 Conductors shall be terminated using compression connectors or


ferrules. For CT secondary circuits, the connector/termination design
shall ensure the termination will not come off of a loose connection
(e.g., ring lugs on a stud, spring loaded terminal block with hooked
blade terminals, etc.)
Exception:

Terminations to integral parts or components of manufactured equipment


(e.g., molded case circuit breakers, contactors, switches, etc.).

10.3.3 Connectors shall only be used with the type and size of conductors
approved by the connector manufacturer.

10.3.4 The size, type and number of main circuit supply conductors shall be
as indicated within Data Schedule 1.

10.3.5 Each wire/cable shall be identified with a wire/cable marker at each


termination point. The marking system shall be as follows:
a) The number/identifier for each wire/cable shall be unique within
each switching assembly.
b) A portion of the number/identifier shall be identical at each end
of the wire/cable.
c) Wire/cable markers shall have permanently printed characters.
d) Shall be thermoplastic, slip-on type. Snap-on and adhesive type
markers are prohibited.
e) Correspond to the manufacturer's drawings.

10.3.6 Unless the current transformer circuits are routed through test switch
blocks or withdrawable relay cases, shorting type terminal blocks shall
be provided for these circuits. These terminal blocks shall be mounted
within the compartment housing the low voltage components.

10.3.7 Terminal blocks for low voltage circuits shall have the following
characteristics:
a) Operational voltage rating shall be a minimum of 250 V.
b) Continuous current rating shall be a minimum of 10 A.

c) Be either panel or rail mounted.


d) Be rated for 75°C if used to terminate the Buyer's field cables.

10.3.8 There shall be a maximum of one (1) conductor per connector and a
maximum of two (2) connectors per termination point.

10.3.9 All Buyer termination points shall have a temperature rating of 75°C.
Commentary 10.3.9:

The Buyer's field cable will be selected based upon the 75°C rating.

10.3.10 The assembly structure shall have provisions for supporting the Buyer's
conductors (i.e., feeder cables, supply cables, control cable, etc.) to
minimize the mechanical loading on the connections.

10.3.NA1 Terminal blocks shall also meet the requirements of


NEMA ICS 4.

10.3.NA2 Power cable terminal connectors (lugs) shall be of the


copper-bodied, compression type suitable for ICEA
Class B or C stranded copper conductors.

[IEC Supplement]

10.3.IEC1 Terminal blocks shall also meet the requirements of


IEC 60947-7-1.

10.3.IEC2 Power cable terminal connectors (lugs) shall be of the


copper-bodied, compression type suitable for Class 2
stranded copper conductors per IEC 60228.

11 Grounding (Earthing)

11.1 General

A grounding/earthing contact shall be provided within the main circuit breaker


compartment [refer to paragraph 9.2.1 c) ii)]. This contact shall be connected to
the assembly ground bus and shall function to ground the frame of the circuit
breaker while in the test and connected positions.

11.2 Earthing Switches

11.2.1 If the Vendor's standard design features an “earthing switch”, the


earthing connection shall be independent of whether or not the

withdrawable circuit breaker is installed within the switching


assembly. This switch shall be interlocked as described within
Section 14.

11.2.2 Earthing switches shall have the following characteristics:


a) Be of the independent manual operation type.
b) Short circuit making rating and short time rating shall be the
same, or greater than that of the switchgear.

11.2.IEC1 Earthing switches shall comply with IEC 60129.

12 Motor Space Heater System

A contact shall be wired to a terminal block in the low voltage compartment for the
buyer connection to a remotely mounted motor space heater contactor. This contact
shall be closed when the main circuit breaker is de-energized or removed/withdrawn
from the assembly.

13 Switching Devices

13.1 Power Circuit Breakers

13.1.1 Circuit breakers shall be electrically and mechanically trip free, and
shall be designed for closure and tripping by remote and local electrical
controls.

13.1.2 Circuit breaker shall be equipped with a stored-energy mechanism with


the following characteristics:
a) Energy storage shall be via springs.
b) Charging of springs shall be via electric motor(s) with provision
for manual charging from the front of the breaker.
c) Energy storage shall be sufficient for an opening-closing-opening
operation at rated capabilities (e.g., at rated short circuit current).
d) A mechanical indicator on the front of the breaker shall provide a
visible indication of the springs charged or discharged condition.
e) A shunt trip coil (opening) mechanism shall be provided.
f) A mechanical actuator (i.e., pushbutton, lever, etc.) shall be
provided on the front of the breaker to open and close the circuit
breaker poles.

g) Design shall automatically recharge springs immediately after


full discharge. Recharge time shall not exceed 10 seconds.

13.1.3 Shall be equipped with a breaker operations counter.

13.1.4 Connection to main circuit stationary stabs shall be via self-aligning


contacts.

13.1.5 Each circuit breaker shall have an auxiliary switch with minimum of
four (4) convertible or two (2) normally open and two (2) normally
closed auxiliary contacts available for Buyer's use, wired to terminal
blocks within the compartment housing the low voltage components.
These contacts shall be in addition to those required for circuit breaker
control and indication, and space heater control.

13.1.6 Circuit breaker shall be equipped with a mechanical indicator on the


front of the breaker giving a visual indication of the open or closed
position of the interrupter poles.

13.1.7 Circuit breakers of the same type and rating shall be mechanically and
electrically interchangeable within the switchgear assembly.

13.1.8 Bus tie breaker and incoming breakers shall be of the same type and
rating.

13.1.9 The switchgear assembly shall only have one bus tie breaker.

13.1.10 Control/auxiliary wiring connections between the stationary structure


and the removable element shall have the following characteristics:
a) Connections shall be either automatic or manual. If manual, all
connections shall be group connectable simultaneously.
b) Connection shall be mechanically interlocked as indicated in
Section 14.

13.1.11 Interrupting media of the main circuit interrupters shall be vacuum.

13.1.12 Dual trip coils shall be used for circuit breakers controlling motors
rated above 7,500 kW and for generator circuit breakers.

13.2 Low Voltage Circuit Breakers

13.2.1 Low voltage, molded case circuit breakers shall have the following
additional characteristics:

a) Be of molded-case construction.

b) Terminals shall be screw type suitable to accept the lugs


indicated within 10.3.2.

c) Terminals shall be accessible without having to remove the


breaker from its mounting assembly.

14 Interlocks

14.1 Padlocking shall be provided to mechanically prevent the following:

14.1.1 The circuit breaker racking mechanism from being operated and

14.1.2 If an earthing switch is provided, prevent the earthing switch from


being disconnected from the earthed position.

14.2 Padlocking design shall have the following characteristics:

Only one padlock provision shall be provided.


Exception:

The exception is that, if more than one padlock provision is provided, a single
padlock at any one of the locations shall be all that is required to fulfill the
requirements indicated in paragraph 14.1.

14.3 Mechanical interlocks (or a means whereby access is mechanically prevented)


shall be provided to:

14.3.1 Prevent the closing of the circuit breaker poles if the breaker is
between the connected and test positions.

14.3.2 Prevent breakers with a different rating from being inserted.

14.3.3 Prevent the circuit breaker from being withdrawn from, or connected
to, the main circuit if the breaker poles are closed.

14.3.4 With the breaker in the connected position, prevent the


control/auxiliary connections from being separated.

14.3.5 Prevent the breaker from being inserted into the connected position
until the control/auxiliary circuits are connected.

14.3.6 Prevent the fuses, which are connected to the main circuit, from being
accessed until the fuses are disconnected from the energized main
circuit.

14.3.7 If an earthing switch is used:


a) Prevent the switch from being closed when the breaker is in the
connected position.
b) Prevent the insertion of the circuit breaker into the connected
position while the switch is closed.

14.4 All mechanical interlocks shall be of heavy duty construction designed to


operate frequently and maintain a repeatable interlock function.

15 Instrument and Control Transformers

15.1 General

The rated burden of all instrument and control transformers shall be a minimum
of 125% of the load burden.

15.2 Current Transformers (CTs)

15.2.1 Current transformers or sensors shall be installed in a manner that does


not alter or modify their nameplate ratios.

15.2.2 Feeder cables or secondary conductors shall not be looped through


window type current transformers or sensors.

15.2.3 Phase current transformers shall be torrodial ring type mounted so they
slip over the primary contact insulating tube (spout) on the rear wall of
the breaker compartment. There shall be space for a minimum of four
standard accuracy CT's per phase.

15.2.4 Phase current transformer secondary current rating shall be as specified


within Data Schedule 1.

15.2.5 Mechanical and thermal rating of the current transformer shall be equal
to that of the circuit breaker.

15.2.6 CTs used for differential schemes shall not be used for other relaying
or metering circuits.

15.2.7 All current transformers used in differential or partial differential


schemes shall be the same tap ratio, shall have compatible excitation
and saturation characteristics and shall conform to the relay
manufacturers requirement. Multi-ratio CTs shall not be used.

15.3 Voltage Transformers (VT) and Control Power Transformers (CPT's)

15.3.1 Voltage and control transformer secondary voltage shall be 115 or


120 volts and the VA rating compatible with the control and metering
loads and of the connected devices.

15.3.2 Over current protection of voltage transformers shall be provided by dual-


element or fast-acting fuses placed on the primary and secondary side.

15.3.3 The high voltage side of all voltage and control transformers shall be
equipped with a fuse in each phase.

15.3.4 Isolation of the voltage transformers shall be accomplished by either


withdrawable transformers or withdrawable fuses. During the
withdrawal process from the main circuit, the following shall occur:
a) The transformer primary leads shall be automatically earthed.
b) The secondary circuit of the voltage transformer shall be either
disconnected, automatically grounded, or both.

15.4.NA2 Control power transformers shall conform to NEMA ST 1.

[IEC Supplement]

15.4.IEC1 Current transformers shall conform to the requirements of


IEC 60185.

15.4.IEC2 Voltage transformers shall conform to the requirements of


IEC 60186.

16 Protective Relaying

16.1 General

Protective relays and associated devices shall be of the type indicated within
Appendix A unless specified otherwise in this specification. Requests for
alterative manufacturers, models or functional application requires concurrence
of the Standards Chairman. Refer to SAES-P-100 for the factors that will be
considered when evaluating the request for alternatives to Appendix A.

16.2 Motor Protection.

16.2.1 All motors

Motor stator RTDs will be field connected to the relay by the Buyer

16.2.2 For motors 3730 kW (5000 hp) and above:

A dedicated set of CTs shall be provided for self-balancing motor


differential protection.

16.3 Bus Protection

16.3.1 Bus protection shall follow the guidelines presented within


ANSI/IEEE C37.97.

16.3.2 Bus protection relays shall trip a hand-reset bus lockout relay (Device
86B) which shall trip and lockout all breakers connected to the bus and
block the automatic bus transfer scheme (where provided).

16.3.3 Protection systems must not be utilized which require switching of


current transformer circuits.

16.3.4 The zone of protection shall include the connected circuit breakers,
disconnecting switches and instrument transformers and switchgear
main circuit bus.

16.3.5 Bus protection shall be as follows:


a) A full differential scheme (Device 87B) shall only be installed on
switchgear assemblies operated at a nominal voltage of 4.16 kV
and above.
b) A phase and ground overcurrent scheme shall be installed on the
incomer and bus tie breaker:
i) as primary protection where the assembly does not require a
full or partial differential scheme or
ii) as backup protection to assemblies with full bus differential
scheme(s).
c) Energy Reducing Maintenance Switch with local status indicator
shall be installed in association with outgoing feeders (feeding
controlgears) overcurrent protection. ERMS shall have a provision
to apply a lock/tag for safety purposes.

16.4 Transformer Protection

16.4.1 If the switchgear is fed from a transformer(s), the transformer


protection shall comply with the engineering documents.

16.4.2 If the transformer is 5000 kVA and greater, a transformer differential


protection scheme shall be installed consisting of percentage
differential relays with restraint complying with. The zone of
protection shall include the switchgear incoming breakers.

16.4.3 Ground fault protective relays associated with the transformer neutral
grounding resistor shall be installed within the switchgear.

16.4.4 Energy Reducing Maintenance Switch with local status indicator shall
be installed in association with transformer over current protection.
ERMS shall have a provision to apply a lock/tag for safety purposes.
Commentary Note:

By switching the ERMS to the maintenance position, the clearing time of


the associated protective device will be reduced. This should reduce the
arc flash incident energy available at a downstream location, i.e., LV
switchgear or 4.16 kV switchgear. Choosing the reduction setting shall
be based on a prior power system analysis as stated in SAES-P-100.
To avoid nuisance tripping, it is essential that operator set the trip unit

back to a normal setting after the potentially hazardous work is complete.

16.5 Fire Pump System Protection

The protection schemes for Fire Pump Unit (FPU) packages shall comply with
NFPA 20 and NFPA 70. In general these standards require that the motor be
allowed to operate under locked rotor condition continuously and is only
automatically disconnected under short-circuit conditions.
Exception:

The exception to these requirements is that where a FPU package is fed from a
bus that has ground overcurrent protection on the incomers or supply
transformers, the feeder to the FPU package shall have ground overcurrent
protection, and all other feeders connected to the same buses or transformers
shall have ground overcurrent protection.

16.6 Breaker Failure Protection

16.6.1 Local breaker failure protection shall be provided for circuit breakers
controlling motors rated above 15,000 kW and for generator circuit
breakers. Note that per Section 13, these breakers also require dual trip
coils.

16.6.2 A separate Device 62BF timer shall be used for each circuit breaker
with breaker failure protection (50BF).

16.6.3 Circuit breaker auxiliary contacts shall not be used to initiate the 62BF
timer.

16.6.4 For motors 15,000 kW and greater, the breaker failure timer for motor
breakers shall be initiated by the Device 86M motor lockout relays.

16.7 Line and Circuit Protection

For Radial Circuits (Primary Relay Set), the required protection scheme and
relays shall use three phase overcurrent and ground non-directional type relays
at the source end of the radial circuit. Refer to the Engineering Documents for
the specific scheme.

17 Control

17.1 General

17.1.IEC1 All control circuit devices and switching elements shall have the
following characteristics:
a) Meet the requirements of IEC 60947-5-1.
b) Manually operated control circuit device actuators shall
be IP 54 as per IEC 60529.
c) Shall have a minimum Rated Insulation Voltage of
660 VAC/VDC.
d) Shall have a minimum Rated Operational Voltage of
600 VAC/VDC
e) Shall have a minimum Rated Operational Current of 10 A.
f) Utilization Category of the switching elements shall be a
minimum of AC-13/DC-13.

17.2 Control Power

17.2.1 Control voltage level for all tripping and closing circuits and protective
relaying and metering equipment shall be 125 VDC supplied by the
Buyer.

17.2.2 Molded case circuit breakers or fuses shall be provided for protection
and isolation of tripping circuits and closing circuits. These shall meet
the following criteria:
i) Mounted within the low voltage compartment of each operational
circuit breaker, spare or space.
ii) Mounted within each pole of the DC circuit.
iii) Each trip coil circuit shall only have one breaker or fuse. The trip
coil circuit includes all the devices (e.g., 86 relay, protective
relay, etc.) associated with ultimately activating the trip coil.
iv) A separate breaker or fuse shall be provided for the closing circuit.

17.2.3 Each branch circuit shall have a relay which operates upon loss of
voltage. The installation shall supervise the maximum amount of
wiring. Operation of this relay in the trip circuit branch circuit shall
block closure of the associated breaker.

17.2.4 The AC voltage circuits to metering or synchronizing devices shall be


separated from the circuits to protective relays by magnetic-trip
molded case circuit breakers or fuses.

17.2.5 The AC control voltages and currents to protective relays and metering
shall pass through a set of isolation test switches. The test switches shall
enable isolation of the circuits for testing purposes. These switches can
be integral to the relay located at the relay or metering panels.

17.3 Lockout Relays

17.3.1 Lockout relays (Device 86) shall be hand-reset type and have separate
contacts connected in the closing and tripping circuits of the circuit
breakers.

17.3.2 The electrical continuity of the Device 86 operating coil circuit shall be
supervised by a relay. An indicating light shall be associated with
operation of the relay. Contacts from the relay shall be available to
connect to the Buyer supplied annunciator.

17.3.3 A minimum of two normally-open and two normally-closed spare


contacts shall be provided on each lockout relay.

17.3.4 The lockout relays shall be equipped with a mechanical target


indicating the tripped and reset positions.

17.4 Isolation Test Switches

17.4.1 Independent pole trip-isolation test switches shall be installed in the


following:
a) Lockout trip circuits to the circuit breakers and breaker failure
timers.
b) All CT and PT secondary circuits associated with differential
protection systems.

17.4.2 These switches shall be mounted on the front of relay panels in a


clearly visible location.

17.5 Fuses

17.5.1 Fuses shall not be used within the main circuit.

17.5.2 All fuses shall have the following characteristics:


a) Be of the non-renewable, non-expulsion type.

b) Fuse body shall not be of glass.

17.5.3 Fuses connected to the main circuit shall have the following
additional characteristics:

As indicated within 14.3.6, mounting design shall be interlocked to


ensure that the fuses are disconnected from the main circuit before the
fuses can be accessed.

17.5.4 All fuses supplied in the control and auxiliary circuits shall be rated a
minimum of 250 V.

[NA Supplement]

17.5.NA1 Low Voltage fuses shall have the following


characteristics:
a) Shall meet the requirements of UL 198C, UL 198D
or UL 198E.
b) Shall be cartridge type fuses of the ferrule-type design.

[IEC Supplement]

17.5.IEC1 Low voltage fuses shall have the following characteristics:


a) Shall meet the requirements of IEC 60269-1,
60269-2 and 60269-2-1.
b) Shall be of the “cylindrical cap” design as described
within IEC 60269-2-1.

17.6 Control Switches

17.6.1 Control switches shall be G.E. type SB, Electroswitch type W-2,
Square “D” Type K4 or equivalent. The switches shall be positive
action type providing positive contact positioning to prevent stopping
between positions.

17.6.2 Circuit breaker control switches shall be 3-position, momentary


contact, spring return-to-center type with a pistol grip handle and shall
not be located adjacent to an auxiliary selector switch handle.

17.6.3 Instrument transfer switches shall be maintained contact type with


round knurled handles and shall not be located adjacent to an auxiliary
selector switch handle.

17.6.4 Auxiliary selector switches shall be maintained 10.6.1 contact type


with oval handles.

17.7 Control and Auxiliary Relays

17.7.1 All control and auxiliary relays shall have the following additional
characteristics:

a) Either convertible contact construction (i.e., contacts can be


changed from normally open to normally closed and vice versa in
the field) or universal contact construction (i.e., a fixed contact
construction in which the pole has both normally open and
normally closed contacts but in which either one or the other
mode may be used).

b) Terminals shall be screw type suitable to accept the connectors


indicated within 10.3.2.

c) Terminals shall be accessible without having to remove the relay


from its mounting assembly.

[IEC Supplement]

17.7.IEC1 All electrical relays shall have the following characteristics:


a) Meet the requirements of the IEC 60255 series of
Standards.
b) Shall have a minimum Rated Insulation Voltage
of 660 VAC/VDC.
c) Shall have a minimum Rated Operational Voltage
of 600 VAC/VDC.
d) Shall have a minimum Rated Operational Current of
10 A.
e) The “Limited Making Capacity” of the contacts shall
be a minimum of 7200 VA, AC and 120 VA, DC.
f) The “Limited Breaking Capacity” of the contacts shall
be a minimum of 720 VA, AC and 120 VA, DC.

18 Metering and Indication

18.1 General

18.2 Trip Coil Monitoring

The electrical continuity of each breaker trip coil shall be supervised by a relay.
An indicating light shall be associated with operation of the relay. Contacts
from the relay shall be available to connect to the Buyer supplied annunciator.

18.3 Indicating Lights

18.3.1 Indicating lights shall have the following characteristics:


a) Fixture shall have a built-in voltage-reducing device
(i.e., transformer, resistor, etc.).
b) Fixture design shall be able to withstand the permanent shorting
out of the lamp terminals. Under these conditions, the switching
assembly shall function normally.
c) Lamp shall be high density LED (Light Emitting Diode) type.
LED lamps shall provide a light intensity similar to an
incandescent fixture.
d) Lamp shall be field replaceable from the front.

18.3.2 Individual indicating lights shall be semi-flush mounted on the low


voltage compartment door associated with each circuit breaker. Lights
shall be provided to indicate the following:

Red “RUNNING”, “ON”, “CLOSED” or “I” and Green “STOPPED”,


“OFF”, “OPEN” or “O”. These lights shall be controlled through the
circuit breaker auxiliary contacts.

18.4 Metering

18.4.1 Metering function shall be provided by protective IEDs on incoming


and outgoing circuits.
Exception:

Cases where protective relays do not have the required metering


capabilities, supplement metering devices may be used.

Commentary Note 18.4.1):

Main incomers and 13.8 KV motor feeders may require supplement


metering to provide fault recording, and motor starting trending.

18.4.2 Main incoming voltage metering shall be provided for each switchgear
assembly. This metering shall have the following requirements:
a) Discrete voltmeter(s) shall display a voltage indication of all
three phases (not necessarily all at once) of each main circuit
bus of the switchgear. These meters shall not require control
power to function. If a voltage selector switch is used, the switch
shall not have an off position.
Commentary Note 18.4.2a):

To meet this requirement, the voltage will have to be measured on the


load side of the incoming breakers.

18.4.3 Discrete metering systems shall have the following characteristics:


a) 2% or better full scale accuracy.
b) Minimum overload capacity of:
i) 1.2 times measurement range continuously.
ii) Voltmeters: 2 times measurement range for 1 second.
c) Voltmeter/voltage input rating shall not be greater than 150 V.

18.4.4 Discrete meters (e.g., ammeters, voltmeters, pf meters, etc.) shall not
be installed within the assembly.
Exception 18.4.4:

Main circuit bus voltmeters indicated above.

18.4.NA1 Electrical Analog Instruments shall conform to


ANSI/NEMA C39.1.

18.5 Alarms

The contacts from the following shall be series connected to a termination point
within one of the low voltage compartments. These will be connected by the
Buyer to a local annunciator panel. Loss of continuity at these termination
points will be alarmed at this panel.
a) 86 relays which have blocked an automatic transfer
b) Trip coil monitoring relays on each bus
c) Loss of DC control power on each bus

19 Automatic Transfer Schemes

19.1 Within a secondary-selective assembly, an open-transition transfer shall be


automatically initiated by a loss/reduction of voltage on any of the two buses.

19.2 There shall be a manually initiated closed-transition transfer. If all three


breakers are racked in and closed, a timer (adjustable from 5 to 50 seconds) shall
automatically open the breaker identified by a three position selector switch.

19.3 Closed-transition transfers shall be with permission of a 25 relay.

19.4 Automatic open-transition transfers shall be delayed to:

19.4.1 Allow time for motor residual voltage to decay to a negligible value or
the motors to be automatically disconnected.

19.4.2 Ensure that transfer is not initiated because of a fault.

19.5 All transfers shall be blocked and locked out by the switchgear bus or incoming
transformer 86 relays. Transfers shall also be blocked if the alternate bus is not
at nominal voltage. Capability shall be included to connect external protection
contacts to lock-out the auto-transfer.

19.6 Loss/reduction of voltage shall be detected by 27 relays on the line side of each
incoming breaker. Transfer shall be initiated by 27 relays with an inverse-time
characteristic. The setting shall be 85% of nominal bus voltage and the time
delay shall be approximately 2 seconds for complete loss of voltage. Adjustable
timing relays (0-5 secs) shall delay the tripping of the incoming breakers and
delay the closing of the bus tie breaker (adjustable from 1 to 10 secs).

20 Accessories

20.1 A complete set of special tools, which is required for equipment maintenance,
(e.g., interrupter contact wear measurement gauge, interrupter adjustment
wrench, armature setting gauge, closing tools, racking tools, interlock
adjustment gauges, test cord, etc.) shall be provided for each group of
assemblies within a substation.

20.2 Lifting/handling device(s) shall be provided to mechanically assist in removing


to floor level, any fully withdrawable component (e.g., circuit breaker) weighing
over 35 kg. One set shall be provided per assembly unless specified otherwise
within Data Schedule 1.

20.3 Test cabinet(s) shall be provided to permit operation and functional testing of
the circuit breaker when removed from the assembly. Cabinet(s) shall operate at

a nominal 120 VAC. One set shall be provided per assembly unless specified
otherwise within Data Schedule 1.

20.4 A remote racking unit shall be provided. Unit shall be portable and motorized to
allow breakers to be racked from a distance of up to 10 meters from the circuit
breaker location. Unit shall operate at a nominal 120 VAC and shall be
equipped with a NEMA 5-15P plug. One set shall be provided per assembly
unless specified otherwise within Data Schedule 1.

20.5 A portable, manually operated ground and test device shall be provided.
Device shall install in the circuit breaker locations and allow for grounding
of either the bus or load connections and also allow for phasing of the circuits.
One set shall be provided per assembly unless specified otherwise within
Data Schedule 1.

21 Nameplates and Marking

21.1 The Manufacturer's shop order number, date, and catalog designation should be
indicated on the switchgear nameplate in addition to the nameplate information
required by the Standards indicated within the Supplement.

21.2 All panel mounted devices shall be identified by escutcheon or nameplate on the
front of the panel and by a nameplate on the rear of the panel adjacent to the
device terminals.

21.3 Protective relay nameplates shall be provided to indicate protective function,


ANSI device number, and phase(s) which is/are monitored.

21.4 Device nameplates shall be laminated plastic with engraved black 6 mm


characters on a white background. Device nameplates shall be in the English
language according to American usage.

21.5 Warning nameplates shall be provided on each compartment door in which an


external voltage source (i.e., a voltage source which is not derived from within
the switching assembly) is terminated, reading: “CAUTION - THIS UNIT
CONTAINS AN EXTERNAL VOLTAGE SOURCE”. These nameplates shall
be engraved laminated plastic with white characters on a red background and
shall be written in both Arabic and English. If specified within the Data
Schedule 1, line item 90, or the purchasing documents, the Arabic nameplates
may be supplied by the Buyer.

21.6 Manual trip devices shall be labeled: “Manual Trip”.

22 Testing

22.1 Equipment (including vacuum interrupters) shall be tested based upon their rated
voltage, not the operating voltage.

For example, 15 kV interrupters used within in 4.76 kV rated circuit breakers


shall be tested at 36 kV AC.

22.1.NA1 Design/Type Test data shall form part of the “Certified Test
Reports/Certificates” which are required to be submitted with the
Quotation as indicated within Section 4.

22.1.NA2 Production Test results shall be submitted to the Buyer prior to the
delivery of the equipment.

[IEC Supplement]

22.1.IEC1 Type Tests data shall form part of the “Certified Test Reports /
Certificates” which are required to be submitted with the Quotation
as indicated within Section 4.

22.1.IEC2 Routine Tests shall be performed at the manufacturer's premises.


These “Routine Test” results shall be submitted to the Buyer prior
to the delivery of the equipment.
