Resolution 2018-127, designating a Holiday Closure from December 24, 2018 through
SUBJECT:
January 1, 2019.

RECOMMENDATION:
Approve a Resolution to designate the 2018 Holiday Closure from December 24, 2018 - January 1, 2019.

BACKGROUND/SUMMARY:
Over the course of the last few years, staff has been informally tracking the walk-ins into City Hall and reported a
decrease in customers during the holiday period. Based on the decreased activity, the increase in vacation
requests from employees, the City is requesting a holiday closure from December 24, 2018 - January 1, 2019.
The City recognizes Christmas Eve, December 24; Christmas Day, December 25, and New Years Day,
January 1st as observed holidays.

All essential services such as Police and Ambulance will remain open 24/7 during this time period. Also, Library
will remain open over the holiday closure along with other identified staff members throughout the City to provide
essential services to our community. City buildings such as City Hall and Public Works will shut down during this
time period.

FISCAL IMPACT:
The City will have cost savings in utilities such as gas and electric since City buildings will be shut down during
this time period. In addition, this will lower the vacation leaves accruals that lowers the City's overall payroll
liability.

RESOLUTION NO. 2018-127

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DESIGNATING A


HOLIDAY CLOSURE FROM DECEMBER 24, 2018 THROUGH JANUARY 1, 2019

WHEREAS, Section 6700 of the California Government Code designates days that are holidays in the
State of California (“State”); and

WHEREAS, Section 6702 of the California Government Code provides that City offices shall be closed
on designated State holidays unless otherwise provided by the City, and

WHEREAS, public safety essential services such as Police and Ambulance will remain open 24/7
during this time period;

WHEREAS, the City of Carmel-by-the-Sea Library will remain open per their holiday schedule during
this time period;

WHEREAS, the City Administrator has identified non-public safety staff throughout the City to be on
stand-by to provide services to our community;

WHEREAS, the City of Carmel-by-the-Sea City Council recognizes Christmas Eve, December 24;
Christmas Day, December 25, and New Year’s Day, January 1st as observed holidays;

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:

Authorize a holiday closure for non-essential City services from December 24, 2018 through January 1,
2019.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this
3rd day of December, by the following roll call vote:
