STAS: Prevention through detection and deterrence is the cornerstone of California’s Homeland Security strategy. Prevention has at its core cooperation; sharing between agencies
and across the full range of public safety disciplines. Our state prevention strategy (State Threat Assessment System-STAS) has four Regional Threat Assessment Centers
(RTACs) collocated with the four FBI Field offices in California, minimizing reporting conflicts, providing statewide coverage and facilitating coordination with our Federal partners. The
RTACs maintain a regional threat assessment focus for their area of responsibility and directly connect to each other and the State Terrorism Assessment Center in Sacramento to
collaborate on strategic products and situational awareness.
