Certification Programme for Programme

Management (CP-PM)
Description

CP-PM aims to develop and enhance the knowledge, skills and attitudes required for a successful
performance in a senior programme management function. The curriculum aims to improve programme
capacity and quality, taking into account the increasing complexity of the function in UNHCR.

The course is 9-months long and comprises a self-study component followed by a workshop. All
modules will be available in an e-learning and/or PDF format and will require the submission of written
assignments, which will be reviewed by tutors. In conjunction with the workshop, participants will be
required to take a final test to complete the requirements of the learning programme.

CP-PM includes a Training of Trainers component, introduced in 2016, to enhance UNHCR’s capacity
to respond to increased training needs in programme management. The self-study phase will introduce
practical skills on how to plan a workshop, design and amend training material based on a learning
needs assessment. Prior to the workshop, participants will be requested to prepare and submit a
training session plan including activities and practical exercises. Participants will have the chance to
use adult learning techniques and deliver a session to the other participants during the final workshop.

Successful CP-PM participants who have obtained the supervisor’s authorization will be placed on a
roster for programme training missions on behalf of GLC during 2 years. The supervisor’s authorization
for the staff member to be included in the GLC’s Program Training Roster is required at the application
stage.

Roster members may be required to undertake a one-week training during 2018 or 2019. Applicants
with the corresponding supervisor’s authorization will be considered as a priority for acceptance into
the CP-PM.

Eligibility Criteria

 UNHCR programme staff members at National Officer, P2 and P3 levels, as well as


Senior Desk Officers. Similarly, a limited number of spaces will be kept for
programme staff at the P4 level in order to include them in the GLC’s training roster
upon successful completion of the learning programme.
 Affiliated workforce, including international UNVs and international UNOPS
colleagues working in Programme positions.
 Successful PM1 and e-tutoring of PM1 graduates working in programme at the G6-
G7 levels with more than five years of experience.
 Successful PM1 graduates from functions other than programme at the National
Officer or professional levels who intend to apply for programme positions. These
staff members should express their interest in making a move into the programme
function to DPSM/PASS and to the Career Management Section (CMS) in DHRM
prior to submitting the application form. The inclusion of any PM1 graduates in the
CP-PM will be subject to availability of spaces and prior discussion with DPSM and
Career Management Section.
