MP162201 REGIONAL PLANNING AND DEVELOPMENT T= 0

Module-1 Concept of regional planning: nature, objectives, levels and aims; 14 hours
Concept of a region, types, and regionalization.

Module-2 Elements of settlement system size, function, spacing, linkage, input 14 hours
tributary and output tributary, settlement patterns and factors responsible
thereof.

Module-3 Regional interaction-Measurement of distribution of settlements, size 14 hours
and class of settlements, cluster and agglomeration studies, functional at
tributes and spacing of settlements, potentialities and centrality of
settlements.
Module-4 Regional inequalities- Growth, density and spatial inequalities of 14 hours
population distribution, spatial patterns and characteristics of
occupational types.
Module-5 Regional planning processes: Identification of plan objectives; 16 hours
collection, classification and analysis of data; Norms and standards for
regional planning; Formulation of alternative plan proposals with
respect to population distribution, location of new regional economic
activities, infrastructure and plan implementation.
Selected case studies in regional development in the Indian Context.

Seminar, Book Review, Research Paper preparation (For internal Assessment)


 Students have to work for seminars (individual or in group) to explore the overall
understanding of Planning mechanism, address the real time issues, social, cultural,
economic, political, legislative relation with the Planning or any other subject as per their
interest which will be subjected to a detail literature study, field survey, site visits etc need
to be presented as seminars. The seminar must follow a prior submission of research paper
on the selected subject as guided by the teacher of the concerned subject.
 Book reviews will be done to prepare the students for their practical work, seminars and
upcoming thesis. Selection of books however subjected to finalization with a detail
discussion with the teacher/guide.

Module-1 Concept of Law, meaning of law, Legislation, ordinance bill / act 18 hours
regulations and Byelaws, Significance of law and its relationship to
urban planning, statutory backing for planning scheme. Planning
legislation for community development and up gradation.
Module-2 Indian constitution, a legal tool with respect to urban planning and 16 hours
development. Legislature competence of state and central government
to enact town-planning legislation. National Environmental Policy Act
– evolution – objectives, contents & planning implications. 73rd and
74th Amendment of Indian Constitution.
Module-3 Land Acquisition act, urban land ceiling Act, Town Planning Schemes, 20 hours
State Town Planning &Urban Development Act, Provincial Municipal
Corporation Act, Municipalities Act etc. Evolution and objectives,
contents, procedure for preparation and implementation of regional
plans, master plans and town planning schemes. URDPFI Guidelines
and implementation.

Module-4 Significance of land development control – objectives & legal tools, 18 hours
critical evaluation of zoning, sub-division regulations, building
regulations and byelaws. Development code, zoning law and law
relating to peripheral control.

Module-1 Role of transport in national development – physical, economic, social, 08 hours
political and cultural. General appreciation of traffic and travel
characteristics with reference to case studies.
Module-2 Traffic surveys: Formulation objectives, identifying outputs, designing 08 hours

Module-3 Appreciation of importance of parking in transportation system 10 hours
planning. Structural properties of Network (Accessibility, connectivity,
circuitry). Environmental impact of Transport projects; Noise, Air
pollution and severance.

Module-4 Transport system Management (TSM) Plan: need and objectives, 10 hours
methodology, Techniques, institutional framework. Mass Transit
Systems: Feasibility, economic appraisal, operational characteristics,
planning and Management.
Module-5 Water Resources Management and distribution, Conservation, 10 hours
Sewerage, solid waste disposal and recycling systems.
Power supply and Street Lighting systems.

and its parameters; Procedural and administrative aspects of EIA;
methods of EIA matrices and networks; quantitative methods;
techniques of assessment of environmental impacts on air water and
land; economics and social impacts; risk assessment and management,
Indicators of environmental quality assessment; principles of
environmental approach to planning.
Module-3 Environmental Ethics, Law & management, Principles of ecological 10 hours
approach to planning, Indicators of sustainability in planning &
development of settlement, Environmental design in the context of
natural resource management; need for public awareness and
participation, EPA 1986.
Module-4 Environment Management systems, cleaner production; commercial 10 hours
and non-commercial fuels and the bio-mass economy; resource
depletion; alternative fuels and technologies; energy accounting and
auditing; energy policies, norms and standards for clean air and water;
measurement of environmental quality.
Module-5 Case study of environmental land use analysis; preparation of 08 hours
comprehensive policy and programs for improving environmental
quality in an urban context.

 Objective: The thrust of this studio would be on urban regional planning issues. Urban and
Regional level Plans for delineated area would be prepared as part of the studio curriculum.
 Process of studio work:
a) Identification of an urban region.
b) Survey of the study area.
c) Analyses and presentation of data and information.
d) Preparation of an integrated plan for an urban region focusing on all aspects of
Physical as well as socio-economic and multiple factors of planning.
e) Planning for urban area and its region (structure plan / development plan) with
emphasis on: Land use, transportation networks, and Infrastructure networks.
f) Detailing of Action Area programs and urban renewal/urban conservation plans.
g) Financing system.
h) Implementation strategies including urban governance and management issues.

Note: Compulsory: Two weeks of field/case study programmes will be allotted for studio work

Module-1 Understand the tools and techniques required to handle the data, 12 hours
process and analysis using the statistical, image processing and
Geographical Information System. Principles of probability and
Statistics as related to Urban Planning.
Module-2 GIS and remote sensing as a new tool for collection of data and 30 hours
preparation of maps; basic principles of photo-interpretation and
techniques of data collection through GIS and remote sensing.
Module-3 Contents and methods of interpretation; specific applications in urban 30 hours
and regional planning situations. Preparation of GIS map, analysis of
data with map, final processing of city map/plan.
