Interface Objectives

The key objectives of interfacing and integrating


SIFMIS with other systems include:

1. To minimize duplication of effort:- No need


to capture any information required on the
SIFMIS network if available in the interfacing
systems. Data would be made available
automatically from the interfacing systems into
the SIFMIS.

Project Scope
The SIFMIS implementation involves the supply, installation, configuration,
integration, testing, deployment (including training), commissioning and
support of an Integrated Financial Management Information System (IFMIS) and
associated hardware, networking and support services
Modules: The SIFMIS project will involve the implementation of the following
application modules:
Planning and Budgeting - (to be centralized at the Ministry of Budget and
Economic Planning);
Bank and Cash Management functionality to handle banking arrangements, bank
reconciliations, cash flow forecasting and Treasury Single Account (TSA)
operations;
Purchasing and Order Management with functionality to print online Local
Purchase Orders (LPOs) and use a centralized suppliers database;
Accounts Payable/Payments Processing with Commitment Control functionality
and the ability to use Electronic Funds Transfer mechanism;
Accounts Receivable functionality for receipting, recording and reporting revenue
Project Scope
Human Resource Management Information System (HRMIS);
Assets and Inventory Management;
General Ledger – based on cash based accounting but later transitioning to accrual based
accounting, and including cash book, bank reconciliation, and reporting of committed
and actual expenditure against appropriated and allocated/ warranted budgets.
Standalone/Third Party products:
Reporting / Business Intelligence Tool;
Help Desk Management System
Implementation Sites: The SIFMIS project will involve the rollout of the SIFMIS to all the
ministries, departments and agencies (MDAs) within Rivers State Government. These
include:
60 MDAs within the Secretariat and 39 MDAs outside the Secretariat
Project Objectives

The objective of the SIFMIS project is to support the implementation and


effective utilization of simple but robust off-the-shelf Integrated
Financial Management Information Systems (IFMIS)

The SIFMIS aims to:


 Make available, a reliable and unified database, which will be shared
by all eligible users, and feed both State and Federal
Government respectively with the information that they need; and
 Establish effective technical and PFM tools and skills necessary to
operate and maintain the system.
